Use environment-friendly campaign materials – Comelec

OROQUIETA CITY, Misamis Occidental, Jan. 20 (PIA) -- Parties and candidates are encouraged to use recyclable and environment-friendly materials and avoid those that contain hazardous chemicals and substances in the production of their campaign and election propaganda.

In local governments where local legislation us plastic and other similar materials, parties and candidates must comply with the same, advises the Commission on Elections (Comelec).

This advise of the Comelec is carried in Resolution No. 9615, which has set the campaign periods relative to the May 13, 2013 National and Local Elections, as follows:

Feb. 13 (Tuesday) - May 11 (Saturday) for senators and party-list groups participating in the party-list system of representation.

March 29 (Friday) - May 11 (Saturday) for congressmen,and regional, provincial, city and municipal officials.

Meanwhile, the Comelec said that election propaganda for the May 13, 2013 elections, whether on television or cable television, radio, newspaper or any other medium, is allowed for all parties and for all bona fide candidates seeking national and local elective positions.

However, these materials are subject to limit on authorized expenses of candidates and parties, observation of truth in advertising, and to the supervision and regulation by the Comelec.

The aggregate amount that a candidate or party may spend for election campaign shall be as follows:

For candidates - P3 for every voter currently registered in the constituency where the candidate filed his/her certificate of candidacy.

For other candidates without any political party and without support from any political party - P5 for every voter currently registered in the constituency where the candidate filed his certificate of candidacy.

For political parties and party-list groups - P5 for every voter currently registered in the constituency or constituencies where it has official candidates. (RCA-PIA 10, Misamis Occidental)


AusAID accepts applications for resident engineer in Misamis Occidental

OROQUIETA CITY, Misamis Occidental, Jan. 20 (PIA) -- The Australian Agency for International Development (AusAID) is looking for a highly motivated and experienced person to fill the resident engineer position for the Philippines Provincial Road Management Facility (PRMF).

The resident engineer will join the PRMF Misamis Occidental team for a fixed term of six months - January to June, and will provide technical support to PRMF at the provincial level in the form of supervisory and evaluation services.

Among the skills and experience required is that an applicant must be licensed civil engineers with at least three years of working experience as resident engineer for horizontal projects.

They should have at least 10 years of relevant professional work experience with good understanding of the operational policies and procedures in the road sector of government.

Likewise, applicants must have the sustainability to undertake the responsibilities mentioned above the required level and a strong interpersonal and cross-cultural skills to liaise effectively with government officials, staff and management of executing agencies, representatives of civil society organizations (CSOs), and other agencies engaged in the transport sector in the field.

Excellence in oral and written communication skills and experience in working in international development in several countries is an advantage.

ARMM Legislative Assembly approves free birth registration bill

MARAWI CITY, Lanao del Sur, Jan. 20 (PIA) --- The seventh Regional Legislative Assembly (RLA) of the Autonomous Region in Muslim Mindanao (ARMM) has approved the free birth registration bill on third and final reading last Thursday, January 17.

RLA Bill No. 24, otherwise known as "An Act Establishing Free Birth Registration in the ARMM and Providing Funds thereof,” aims to ensure that every individual born in the region is registered and is issued a birth registration document.

It seeks to inculcate the importance of birth registration as well as overcome practical impediments that hinder the issuance of birth registration documents such as lack of understanding on the value of birth certificates, costs to obtain birth certificates, administrative procedures that are difficult for some communities to fulfil, and lack of appropriation support from local government units.

The free birth registration bill also targets to reduce the cases of delayed birth registration in the autonomous region.

Meanwhile, the ARMM Civil Registration Committee is re-activated to strengthen the implementation of the free birth registration.

The ARMM Civil Registration Committee shall serve as the support team in carrying-out and implementing the provisions of the Act.

The Committee shall be composed of the Regional Secretaries of the Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD) and National Statistics Office (NSO), as well as the Executive Director of the Regional Planning and Development Office (RPDO), the Director of the Technical Management Service (TMS) of the Office of the Regional Governor, and such other representative(s) or official(s) of agencies in the ARMM which the Committee may appropriately designate. New ARMM law requires barangay registration system

MARAWI CITY, Lanao del Sur, Jan 20 (PIA) -- The newly approved Free Birth Registration Act of the Autonomous Region in Muslim Mindanao (ARMM) calls for the establishment of a registration system in all of the barangays in the region.

The National Statistics Office (NSO) in the region and the Local Civil Registry Offices shall provide the implementation mechanism, training of personnel, and other activities with allocated funds for the establishment of the barangay registration system.

In addition, the municipal or city Local Civil Registrar (LCR) shall deputize the barangay chairpersons of remote and far-flung barangays to disseminate information on the importance and significance of on-time free birth registration.

The deputized barangay chairpersons, on the other hand, shall receive and hold accountable birth registration forms, cause and undertake the documentation process of free live birth registration for each new-born infant in their community, and facilitate the monthly regular transmittal of the birth registries to the municipal or city (LCR) for approval and issuance of the birth certificates.

The barangay registration system will be implemented within 30 days upon the enactment of the law.

DepEd-ARMM holds first-ever Strategic Budgeting Workshop

MARAWI CITY, Lanao del Sur, Jan. 18 (PIA) -- The Department of Education in the Autonomous Region in Muslim Mindanao (DepEd-ARMM) is holding a Strategic Budgeting Workshop from January 17-18.

The workshop serves as a refresher for budget and planning officers and eye opener for new managers and key personnel to bridge resource gaps and education outcomes and impacts in budgeting

It is divided into four themes, namely, current budget situation, budget framework, policy dialogue, and strategic budget preparation.

The two-day strategic budgeting workshop is in line Under the Public Expenditure and Institutional Review (PEIR) partnership with World Bank (WB) and Australian Agency for International Development (AusAID).

The workshop is participated by senior managers and key personnel at the regional and division offices. Influential education stakeholders in the region are also present.

Resource persons from the DepEd Central Office, Department of Budget and Management, regional Legislative Assembly, and Regional Planning and Development Office were invited to provide critical inputs on different budget concepts, frameworks and patterns. (DepEd-ARMM/APB-PIA-10)


PN, PCOO mobilize Bayani Challenge 2013

CAGAYAN DE ORO CITY, Jan 18 (PIA) – Pilipinas Natin (PN) of Presidential Communications Operations Office (PCOO) held an orientation and training for Bayani Challenge 2013 attended by various sectors in Mindanao at Mindanao University of Science and Technology – Audio Visual Room (MUST-AVR).

Undersecretary Jose Mari Oquiñena graced the said the event and discussed various guidelines and subject matters on Bayani Challenge. These include the functions of the volunteers and the effects of the activity to the society.

He also mentioned that Bayanihan is not a one-time project since the involvement of the people in an area where it is implemented guarantees sustainability and ownership. “I’m hoping that this will excite us more and it’s not about fund-raising but friend-raising,” he said.

Kristoffer Rivera, PN regional coordinator, said that the orientation and training are conducted to prepare organizers and participants of the Bayani Challenge held on March 2013.

Bayani Challenge is a five-day gathering of volunteers where Bayanihan and Love for country are showcased through building homes, repairing schools, health missions, climate change mitigation activities and many more.

Present during the event are representatives from the PCOO’s partner agencies, organizations and schools in Mindanao. These organizations are from Cagayan de Oro City, Zamoanga Sibugay, Zamboanga del Norte, Sultan Kudarat, South Cotabato, Siargao (Surigao del Norte) and Agusan del Sur. (Irene Joy Dayo/Recthie T. DTI urges entrepreneurs to participate online customer satisfaction survey 2013

CAGAYAN DE ORO CITY, Jan. 18 (PIA) -- Now that streamline business processing is ongoing in the city, the Department of Trade and Industry (DTI) is urging entrepreneurs and businesses that had acquired business permits to participate in an online customer satisfaction feedback.

Renewed and registered businesses in the city can click on http://www.competitive.org.ph/node/601/ to answer simple questions regarding the process: how they were served, how efficient the streamline was and the overall transaction, said Jesusa Abear of DTI Misamis Oriental Provincial Office.

Such survey will enable the Business Permits and Licensing System of the National Competitiveness Council of the Philippines to evaluate the satisfaction level of businessmen in regard to the renewal process for Business Permit in cities and municipalities nationwide.

Also, this will serve as basis for Local Government Units (LGUs) to improve their services in various localities.
