RDC-X pushes for the PRDP loan package of US$500M

TANGUB CITY, Misamis Occidental, Jan. 17 (PIA) -- The Regional Development Council of region 10 (RDC-X) has endorsed the proposal for the Philippine Rural Development Program (PRDP) Loan Package of US$500 million. 

Support of RDC-X, along with the other RDC’s of Mindanao and three regions each in Visayas and Luzon was sought by the Department of Agriculture (DA) for the approval of the loan.

The council endorsed the proposal during the recent 95th Full Council Meeting of RDC-X, here, upon the recommendation of the Economic Committee, as the PRDP projects’ goals and objectives are geared towards the attainment of strategic interventions on food security and rural development as contained in the Medium-Term Regional Development Plan (MTRDP) 2011-2016.

An offshoot of the agreement between the World Bank and DA, PDRP merges the proposal of US$200 million additional financing for the Mindanao Rural Development Program (MRDP) 2 and US$300 million for Central PRDP that cover Regions 4A, 4B and 5 in Luzon and Regions 6, 7 and 8 in the Visayas.

A six-year national government platform for an inclusive, value-chain oriented and climate resilient agriculture and fisheries sector, PRDP has four major components:

Investments in Agriculture and Fisheries Modernization Program (AFMP) planning at the local and national levels (I-PLAN), intensified building up of infrastructure and logistics for development (I-BUILD), investments in rural enterprises and agricultural and fisheries productivity (I-REAP) and the implementation support to PRDP (I-SUPPORT).

The proposed PRDP program costs by source of funds is as follows: I-PLAN, P789.90 million or US$19.27 million, I-BUILD, P18,537.511 million or US$452.13 million, I-REAP, P6,926.54 million or US$168.94 million and I-SUPPORT, P1,230 million or US$30 million.

For its first year of implementation, the MRDP 2 projects included rural infrastructure amounting to P3.5 billion slated for procurement stage starting November 2012 with Region X sharing a total portfolio of P776 million. Engr. Leon M. Dacanay, Jr., Regional Director of the National Economic and Development Athority (NEDA), region 10, said.

The projects include the use of value-chain market-oriented approach in firming up the regional and provincial AFMP’s, vulnerability assessment tool for prioritizing climate-smart investments and an effective tool “geo-tagging” of all sub-projects from inception to implementation, Dacanay added. Cabinet secretaries exempt from the gun ban -Comelec

OROQUIETA CITY, Misamis Occidental, Jan. 17 (PIA) -- Cabinet Secretaries and senators who are not running for re-election may be authorized to bear, carry or transport firearms and other deadly weapons during the election period, from Jan. 13 to June 2013. 

This provision in Resolution No. 9608 of the Commission on Elections (Comelec) promulgated last Jan. 11, amends Resolution No. 9561-A.

As such, the Comelec has made an addendum that regular officers, members, and agents of the following agencies of the government who are actually performing law enforcement and/or security functions may be authorized to bear, carry or transport firearms and other deadly weapons during the election period:

Bureau of Corrections (BuCor), Department of Justice (DOJ), and Provincial and Citv Jails.

Commissioner and Deputv Commissioners, Law and Investigation Division and Intelligence Division of the Bureau of Immigration.

The Secretaries, Undersecretaries, Assistant Secretaries and the Internal Security of the Office of the Secretary of the Interior and Local Government (SILG).

The Secretary, Undersecretaries, Assistant Secretaries, Prosecutor-General, Chief State Prosecutor, and State, Regional, Provincial and' City Prosecutors of DOJ.

The Solicitor-General, Ombudsman, Deputv Ombudsman and Investigators and Prosecutors of the Office of the Ombudsman, and the Chairpersons and Commissioners of the Constitutional Commissions.

The Chairperson and Commissioners of the Commission on Human Rights (CHR), Chief Public Attorney, Vice-President of the Republic of the Philippines, Cabinet Secretaries and Senators who are not running for re-election. (RCA-PIA10, Misamis Occidental)


PhilHealth invites everyone to join its first simultaneous nationwide run
Register now and race towards universal health coverage!

CAGAYAN DE ORO CITY, Jan. 17 (PIA) -- The Philippine Health Insurance Corporation (PhilHealth) is inviting everyone to join its first simultaneous nationwide run this coming February 17.

The PhilHealth Run 2013, a national run for mother and child protection and universal health coverage, will be held in more than 18 sites across the country including Cagayan de Oro City.

The event will have five race categories, namely kiddie, 3K, 5K, 10K and 18K.

Registration fees range from P250 for the Kiddie run and 3K, P300 for the 5K, P500 for the 10K, up to P600 for the 18K.

Registration fees are inclusive of the official singlet, race bib, timing chip, finisher’s certificate, and a raffle coupon. Finishers for the 18K will also receive a finisher’s medal.

PhilHealth-10 Information Officer Merlyn H. YbaƱez said the race venue for the Cagayan de Oro site will be at the Pelaez Sports Complex.

Assembly time begins at 4 a.m.

Top three runners for each race category will be given cash prizes ranging from P7,000 to P1,000 depending on the category.

DILG upgrades SGH criteria

CAGAYAN DE ORO CITY, Jan 17 -- The Seal of Good Housekeeping (SGH), one of the major programs of the Department of the Interior and Local Government (DILG), recently scales up its criteria to Silver for 2012 and SGH Gold for 2013 recipients.

For SGH Bronze category, the local government unit (LGU) is assessed based on the Commission on Audit (COA) Audit Report and full compliance to the full disclosure policy.

Meanwhile, under the Silver category, the LGU will not only be assessed on the first two early criteria but also on the compliance of the LGU on Republic Act 9184 or the Anti Red Tape Act of 2007.

The Bronze category is open for LGUs which did not qualify for the Seal last year while the Silver category is open for all LGUs which successfully hurdled the Seal last year.

Further, the SGH gold will be implemented this year.

Requisites for this category are the combination of the Bronze and Silver’s plus the following: an above benchmark on Local Governance Performance Management System (LGPMS), presence of internal audit office, functionality of the local health board, development council, school board and the peace and order council.

DILG Regional Director Rene K. Burdeos said there are 62 LGUs in Region X considered for the SGH Silver category for Calendar Year 2012. Said LGUs are presently being evaluated on their continuous and sustained compliance to the Full Disclosure Policy (FDP). (Ana Celeste W. Felisilda/DILG/PIA10)


10 LGUs partner with DENR-10 on land titling

CAGAYAN DE ORO CITY, Jan 17 (PIA) -- Ten local government units (LGUs) in Region 10 are now in partnership with the Department of Environment and Natural Resources (DENR 10) in implementing public land titling based on DENR Administrative Order (DAO) No. 2011-06.

According to Regional Executive Director Ruth Tawantawan, 10 LGUs responded to the execution of Memorandum of Partnership Agreements (MOPAs) of DENR-10, namely, Maramag, Quezon, Don Carlos, Sumilao, Impasug-ong, Bukidnon, Camiguin, Mambajao, Kapatagan, Linamon, Bacolod, Lanao del Norte, and Cagayan de Oro City.

“The execution of Memorandum of Partnership Agreement between the LGUs and DENR in Region 10 calls for a better teamwork to fast track the titling of A & D lands. It hopes to improve formal land administration and registration system land records management including revenue generation and speedy delivery of land transaction," Tawantawan added.

The DENR Administrative Order No. 2011- 06 entitled, “Prescribing the guidelines for the implementation of public land titling in partnership with local government units” enables the integration of the local titling activity into LGU programs.

The authorized LGU must facilitate the titling of public lands through an ordinance creating a local titling program, titling office, and adjudication teams. Such ordinance serves as a prerequisite for an LGU to avail assistance from the DENR field offices.

LGU-DENR partnership calls for the creation of a composite land adjudication team who will work under the supervision of the DENR land management officer (LMO). The team will help DENR in the titling of alienable and disposable lands in cities and municipalities.

The LGUs, in partnership with the DENR, other government agencies, and stakeholders may create a Land Information Office within their jurisdiction for more efficient LGU titling program.

The DENR-10 Land Management Service conducted an orientation on DAO No. 2011-06 last year participated by DENR-10 employees, non-government organizations, academe, private sectors, civil society and other stakeholders to provide accurate information on Public Land Titling with the partnership of LGU’s and DENR-10.

DBM creates positions for 61,500 new teachers

OZAMIZ CITY, Misamis Occidental, Jan. 17 (PIA) -- The Department of Budget and Management (DBM) has granted the creation of 61,510 new Teacher 1 positions in the Kindergarten, Elementary, and Secondary levels of the Department of Education (DepEd) for School Year (SY) 2013-2014

Education Secretary Armin A. Luistro said the creation of these items had been prioritized for the multi-grade schools and elementary schools still offering multi-grade classes due to lack of teachers positions.

Included are the school annexes or newly-opened schools to which the items had been deployed.

Secretary Luistro said he has given instructions for the DepEd division offices to evaluate and identify qualified applicants for the one-half of the division allocation based on the Old Registry of Qualified Applicants (RQA) by December 31, 2012.

Recruitment, evaluation, and selection process for the second half of the division allocation will start in January 2013, to have a new QRA which must be completed in March 2013.

Thus, all qualified teacher applicants will be made available for assignment to schools not earlier than April 1, 2013 and not later than May 15, Luistro said.

Meanwhile, 3,248 or 5.28 percent of the total Teacher 1 positions had been allocated to Region 10, of which 870 are for kindergarten teachers, 889 for elementary teachers, and 1,480 for secondary teachers.

Of Region 10’s five provinces, Bukidnon got the highest allocation of 1,261 positions, followed by Misamis Oriental with 1,219; Misamis Occidental, 363; Lanao del Norte, 302 ; and Camiguin, 17.

Per legislative district, the distribution of the Teacher 1 items are as follows: Bukidnon First District, 342; Second District, 556; and Third District, 363.

Misamis Oriental First District, 335; Second District, 442; and Cagayan de Oro City First District, 181; Second District, 261.

Misamis Occidental First District, 141; Second District, 222; and Lanao del Norte First District; 110, Second District, 192.

New healthy lifestyle program kicks-off in Lanao del Sur

MARAWI CITY, Lanao del Sur, Jan. 17 (PIA) -- The Integrated Provincial Health Office (IPHO) has launched a new program for the year 2013 in line with its continuing advocacy for a healthy lifestyle.

The program dubbed “Search for the Biggest Loser” kicked-off last January 10 at the municipal gymnasium of Saguiaran with the theme “Katawan Mo, Yaman ng Bayan”.

IPHO Chief Dr. Alinader Minalang said the biggest loser search is a ten-week contest that challenges everyone to get fit this year by living a healthy lifestyle.

Individuals, ages 30 and above who had all the qualifications, such an obese body mass index (BMI), a blood pressure (BP) of more than 140/90, and blood sugar of more than 105 will be asked to sign a certificate of commitment signifying their willingness to attend continuous activities that included Hataw sessions, retaking of body weights every Thursday, and fun run at start of each month until the end of the program.

Minalang said prizes and recognition will be awarded to whoever gets the biggest reduction in weight at end of contest on March 14.

The launching of the program was attended by a large crowd including town mayor Macmod Muti who gamely joined the contest along with other municipal officials and policemen as well. (APB/PIA-10)


Camiguin hits high investments mark in 2012 

MAMBAJAO, CAMIGUIN, January 17 (PIA) – The province reported good figures in capital investments for the year 2012, growing P236-million richer in the infrastructure and services sector when compared to the investments that poured in 2011.

Capital investments in trading, agriculture, consumer/manufacturing and servicing sectors likewise posted huge increases.

From P20-million in 2011 to P150.07-million, P10-million to P18.49-million, and 2.8-million raised to 5.65 respectively, while servicing is a new sector added with no reference data available for year 2011. 

Meanwhile, the top 10 investors in the provice for last year based on the Department of Trade and Industry (DTI) report includes the Jetti Gasoline Station in Mambajao, Petron Gasoline Station in Sagay, DreamLand Beach Resort, Camiguin Island Cable TV (Expansion), Casa Absuelo, Caves Commercial Arcade, Shell Gas Station, Petro Gas Station in Agoho, Jetti Gasoline Station in Mahinog and the Northern Lights Restaurant.

Governor Jurdin Jesus M. Romualdo during State of the Province Address said these investments translated to more than 20, 000 jobs and employment generated including those employed under the special program for the employment of students (SPES), barangay emergency employment program and other TESDA generated jobs. RAGCOM organizes outreach program

CAGAYAN DE ORO CITY, Jan. 17 (PIA) -- The Regional Association of Government Communicators (RAGCOM)-X organized an outreach program to one of the rehabilitation centers in the city, Jan. 4.

The activity centered on gift-giving primarily to the children of the rehabilitation center here.

“We also want to offer our services as volunteers if you need some,” RAGCOM President Jeanette Marie S. Soldevilla said.

They conducted fun-filled activities with the children and offered additional services like counseling.

For this year, RAGCOM chose a rehab center sponsored by the German Doctors to be its beneficiary. It houses around 20 young girls who were victims of trafficking, prostitution and who were abused by their most trusted personalities. Most of them are fighting for their rights in respective criminal courts against their perpetrators for the injustices done against them at such a young age.

The expenses used in the event were solicited from the RAGCOM member-agencies.

RAGCOM-10 is an organization of information officers from the regional line agencies in Northern Mindanao. This network acts as a venue to strengthen communication lines among agencies, as well as provide a means to improve skills related to their line of work.

Further, its program and activities are anchored on its general objective that is bringing the government closer to the people.

Meanwhile, RAGCOM is also involved in annual outreach programs such as adopt an orphan for a day, jail visits and gift-giving to street children, prisoners, senior citizens.
