Camiguin hit high investments mark in 2012

MAMBAJAO, Camiguin, Jan 18 (PIA) -- The province reported good figures in capital investments for the year 2012, growing P236-million richer in the infrastructure and services sector when compared to the investments that poured in 2011.

The sector posted a total of P434-million investments last year while capital investments in trading, agriculture, consumer/manufacturing and servicing sectors likewise posted huge increases.

Trading sector reflected a growth P130 million from P20 million in 2011 to P150 million in 2012, while agri-based investment grew to P18 million from the recorded capital investment of P10 million in 2011.

For the consumer/manufacturing sector, its P2.8-million investment in 2011 also increased to P5 million the following year, while servicing is a new sector with no reference data available for year 2011 but contributed P119-million capital investment in 2012.

Meanwhile, the top 10 investors in the province for last year based on the Department of Trade and Industry (DTI) report included the Jetti Gasoline Station in Mambajao, Petron Gasoline Station in Sagay, DreamLand Beach Resort, Camiguin Island Cable TV (Expansion), Casa Absuelo, Caves Commercial Arcade, Shell Gas Station, Petro Gas Station in Agoho, Jetti Gasoline Station in Mahinog, and the Northern Lights Restaurant.

Governor Jurdin Jesus M. Romualdo during State of the Province Address said these investments translated to more than 20, 000 jobs and employment generated including those employed under the special program for the employment of students (SPES), barangay emergency employment program, and other Tesda-generated jobs. Camiguin records 9% increase in tourist arrival

MAMBAJAO, Camiguin, Jan 18 (PIA) -- The Camiguin Provincial Tourism Office (PTO) recorded an increase of 9.8 percent in tourist arrivals for the year 2012. 

The increase covers both local and foreign tourists from the 368,812 total number of arrival posted in year 2011 to 404,955 tourists in 2012. 

According to Governor Jurdin Jesus M. Romualdo, the increases in arrival primarily contributed in sustaining the island’s economy bringing close to P1.20-billion estimated spending. 

“Aside from the new recreational establishments, we will be vigorously pursuing the development of more tourist attractions and entice more visitors to enjoy our beautiful, peaceful, and well-reserved island,” the governor promised.

Meanwhile, Romualdo also announced the approval of the Civil Aviation Authority of the Philippines (CAAP) to open a new flight route for Cebu Pacific in Cebu and Camiguin. (JCV-PIA 10)


DTI urges entrepreneurs to participate online customer satisfaction survey 2013

CAGAYAN DE ORO CITY, Jan. 18 (PIA) -- Now that streamline business processing is ongoing in the city, the Department of Trade and Industry (DTI) is urging entrepreneurs and businesses that had acquired business permits to participate in an online customer satisfaction feedback.

Renewed and registered businesses in the city can click on http://www.competitive.org.ph/node/601/ to answer simple questions regarding the process: how they were served, how efficient the streamline was and the overall transaction, said Jesusa Abear of DTI Misamis Oriental Provincial Office.

Such survey will enable the Business Permits and Licensing System of the National Competitiveness Council of the Philippines to evaluate the satisfaction level of businessmen in regard to the renewal process for Business Permit in cities and municipalities nationwide.

Also, this will serve as basis for Local Government Units (LGUs) to improve their services in various localities.

Summit in Lanao del Sur to push for clean 2013 elections

MARAWI CITY, Lanao del Sur, Jan 21 (PIA) – A three-day electoral reform advocacy summit is set to be held here starting tomorrow.

The “Kasalimbago sa Election 2013 Summit” aims to forge alliances among stakeholders in the city and the province to push for common strategies for clean synchronized national and local elections this coming May.

Conceptualized after the success of the general voter’s registration in the Autonomous Region in Muslim Mindanao, the summit hopes to broaden people’s participation and representation in democratic governance and enhance free, orderly, honest, peaceful and credible elections.

It is anchored on the belief that the participation of the different sectors is vital in promoting good governance and in the realization of an election which could be affirmed as a reflection of the people’s will.

The holding of the summit is a collaborative undertaking of the Commission on Elections Provincial Office, 103rd Infantry Brigade of the Philippine Army, Department of Education’s Division Offices, Lanao del Sur People’s Council and other civil society organizations. (APB/PIA-10)


Use environment-friendly campaign materials - Comelec

OROQUIETA CITY, Misamis Occidental, Jan. 20 (PIA) -- Parties and candidates are encouraged to use recyclable and environment-friendly materials and avoid those that contain hazardous chemicals and substances in the production of their campaign and election propaganda.

In local governments where local legislation us plastic and other similar materials, parties and candidates must comply with the same, advises the Commission on Elections (Comelec).

This advise of the Comelec is carried in Resolution No. 9615, which has set the campaign periods relative to the May 13, 2013 National and Local Elections, as follows:

Feb. 13 (Tuesday) - May 11 (Saturday) for senators and party-list groups participating in the party-list system of representation.

March 29 (Friday) - May 11 (Saturday) for congressmen,and regional, provincial, city and municipal officials.

Meanwhile, the Comelec said that election propaganda for the May 13, 2013 elections, whether on television or cable television, radio, newspaper or any other medium, is allowed for all parties and for all bona fide candidates seeking national and local elective positions.

However, these materials are subject to limit on authorized expenses of candidates and parties, observation of truth in advertising, and to the supervision and regulation by the Comelec.

The aggregate amount that a candidate or party may spend for election campaign shall be as follows:

For candidates - P3 for every voter currently registered in the constituency where the candidate filed his/her certificate of candidacy.

For other candidates without any political party and without support from any political party - P5 for every voter currently registered in the constituency where the candidate filed his certificate of candidacy.

 AusAID accepts applications for resident engineer in Misamis Occidental

OROQUIETA CITY, Misamis Occidental, Jan. 20 (PIA) -- The Australian Agency for International Development (AusAID) is looking for a highly motivated and experienced person to fill the resident engineer position for the Philippines Provincial Road Management Facility (PRMF).

The resident engineer will join the PRMF Misamis Occidental team for a fixed term of six months - January to June, and will provide technical support to PRMF at the provincial level in the form of supervisory and evaluation services.

Among the skills and experience required is that an applicant must be licensed civil engineers with at least three years of working experience as resident engineer for horizontal projects.

They should have at least 10 years of relevant professional work experience with good understanding of the operational policies and procedures in the road sector of government.

Likewise, applicants must have the sustainability to undertake the responsibilities mentioned above the required level and a strong interpersonal and cross-cultural skills to liaise effectively with government officials, staff and management of executing agencies, representatives of civil society organizations (CSOs), and other agencies engaged in the transport sector in the field.

ARMM Legislative Assembly approves free birth registration bill

MARAWI CITY, Lanao del Sur, Jan. 20 (PIA) --- The seventh Regional Legislative Assembly (RLA) of the Autonomous Region in Muslim Mindanao (ARMM) has approved the free birth registration bill on third and final reading last Thursday, January 17.

RLA Bill No. 24, otherwise known as "An Act Establishing Free Birth Registration in the ARMM and Providing Funds thereof,” aims to ensure that every individual born in the region is registered and is issued a birth registration document.

It seeks to inculcate the importance of birth registration as well as overcome practical impediments that hinder the issuance of birth registration documents such as lack of understanding on the value of birth certificates, costs to obtain birth certificates, administrative procedures that are difficult for some communities to fulfil, and lack of appropriation support from local government units.

The free birth registration bill also targets to reduce the cases of delayed birth registration in the autonomous region.

Meanwhile, the ARMM Civil Registration Committee is re-activated to strengthen the implementation of the free birth registration.

The ARMM Civil Registration Committee shall serve as the support team in carrying-out and implementing the provisions of the Act.

The Committee shall be composed of the Regional Secretaries of the Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD) and National Statistics Office (NSO), as well as the Executive Director of the Regional Planning and Development Office (RPDO), the Director of the Technical Management Service (TMS) of the Office of the Regional Governor, and such other representative(s) or official(s) of agencies in the ARMM which the Committee may appropriately designate. New ARMM law requires barangay registration system

MARAWI CITY, Lanao del Sur, Jan 20 (PIA) -- The newly approved Free Birth Registration Act of the Autonomous Region in Muslim Mindanao (ARMM) calls for the establishment of a registration system in all of the barangays in the region.

The National Statistics Office (NSO) in the region and the Local Civil Registry Offices shall provide the implementation mechanism, training of personnel, and other activities with allocated funds for the establishment of the barangay registration system.

In addition, the municipal or city Local Civil Registrar (LCR) shall deputize the barangay chairpersons of remote and far-flung barangays to disseminate information on the importance and significance of on-time free birth registration.

The deputized barangay chairpersons, on the other hand, shall receive and hold accountable birth registration forms, cause and undertake the documentation process of free live birth registration for each new-born infant in their community, and facilitate the monthly regular transmittal of the birth registries to the municipal or city (LCR) for approval and issuance of the birth certificates.

The barangay registration system will be implemented within 30 days upon the enactment of the law.

DepEd-ARMM holds first-ever Strategic Budgeting Workshop

MARAWI CITY, Lanao del Sur, Jan. 18 (PIA) -- The Department of Education in the Autonomous Region in Muslim Mindanao (DepEd-ARMM) is holding a Strategic Budgeting Workshop from January 17-18.

The workshop serves as a refresher for budget and planning officers and eye opener for new managers and key personnel to bridge resource gaps and education outcomes and impacts in budgeting

It is divided into four themes, namely, current budget situation, budget framework, policy dialogue, and strategic budget preparation.

The two-day strategic budgeting workshop is in line Under the Public Expenditure and Institutional Review (PEIR) partnership with World Bank (WB) and Australian Agency for International Development (AusAID).

The workshop is participated by senior managers and key personnel at the regional and division offices. Influential education stakeholders in the region are also present.

Resource persons from the DepEd Central Office, Department of Budget and Management, regional Legislative Assembly, and Regional Planning and Development Office were invited to provide critical inputs on different budget concepts, frameworks and patterns. (DepEd-ARMM/APB-PIA-10)


PN, PCOO mobilize Bayani Challenge 2013

CAGAYAN DE ORO CITY, Jan 18 (PIA) – Pilipinas Natin (PN) of Presidential Communications Operations Office (PCOO) held an orientation and training for Bayani Challenge 2013 attended by various sectors in Mindanao at Mindanao University of Science and Technology – Audio Visual Room (MUST-AVR).

Undersecretary Jose Mari Oquiñena graced the said the event and discussed various guidelines and subject matters on Bayani Challenge. These include the functions of the volunteers and the effects of the activity to the society.

He also mentioned that Bayanihan is not a one-time project since the involvement of the people in an area where it is implemented guarantees sustainability and ownership. “I’m hoping that this will excite us more and it’s not about fund-raising but friend-raising,” he said.

Kristoffer Rivera, PN regional coordinator, said that the orientation and training are conducted to prepare organizers and participants of the Bayani Challenge held on March 2013.

Bayani Challenge is a five-day gathering of volunteers where Bayanihan and Love for country are showcased through building homes, repairing schools, health missions, climate change mitigation activities and many more.

Present during the event are representatives from the PCOO’s partner agencies, organizations and schools in Mindanao. These organizations are from Cagayan de Oro City, Zamoanga Sibugay, Zamboanga del Norte, Sultan Kudarat, South Cotabato, Siargao (Surigao del Norte) and Agusan del Sur. (Irene Joy Dayo/Recthie T. Lanao del Norte lass bags 2nd-runner up crown in festival search

TUBOD, Lanao del Norte, Jan. 21 -- The lead dancer of Tribu Sarimanok Caryl Soledad was declared as one of the top three candidates in the prestigious Search for Sinulog Queen during the coronation night on January 18, Cebu City Sports Center.

The 19-year old lass is also the reigning Ms. Lanao del Norte. Soledad bagged the second-runner up crown from among 11 candidates who joined in the annual search.

The Festival Queen title went to a third-year Mass Communication student Jamie Herrell representing Placer, Masbate; while the first-runner up spot went to Mary Joy Delmo of Tangub City.

Tribu Sarimanok also won Best in Festival Costume and Best in Musicality.

“We are very happy with the results. This is a good start to our campaign here in Cebu this year,” Provincial Tourism Head Minda Regis expressed.

Mark Barry Luchie who is the head choreographer of the Lanao del Norte contingent is also the winning costume designer of the festival search as well as the chief musical composer and arranger of the group.

“This makes everything all worth it. After months of hardwork and struggles, it’s a great feeling to be recognized for our work,” Luchie added.

The other candidates included in the top five are Maria Cassandra Yu of Talisay City (third-runner up) and Cherry Lyn Enad of Carcar City (fourth-runner up).

8IB adheres to SOMO in Bukidnon

MARAMAG, Bukidnon, Jan 21 -- The 8th Infantry (Dependable) Battalion of 4th Infantry Division, Philippine Army implemented the strict adherence of the 27-day ceasefire agreement between the government and the National Democratic Front (NDF) that took effect last December 16, 2012 and was terminated on January 15, 2013.

Lieutenant Colonel Jose Maria R. Cuerpo II, Commanding Officer of 8th IB, said the Suspension of Offensive Military Operations (SOMA) was successfully observed. The unit has maintained a high degree of professionalism and vigilance all over the province which prevented the armed groups including lawless elements from perpetrating any forms of hostile actions.

Cuerpo also added the SOMO provided a chance to soldiers and villagers in conflict areas to celebrate the Christmas holidays peacefully with their families and loved ones.

Despite an ongoing conflict with the insurgent group, the Battalion was not prevented from providing humanitarian assistance as it actively participated in the rescue and relief operations to typhoon Pablo-affected communities in Valencia city, Bukidnon including Davao Oriental and Compostela Valley provinces.

“Your Philippine Army in Bukidnon, as part of the community, will not stop from doing collaborative efforts with other community stakeholders to take part in the lasting quest for peace and sustainable development undertakings in the whole province,” Cuerpo said. (8IB/4ID/PA/PIA10)


Soldiers’ first retraining for 2013 opens

CAMP EVANGELISTA, Cagayan de Oro City, Jan. 21 -- The Division Reenlistment Office of the 4th Infantry “Diamond” Division opened the Restructured Reenlistment Training (RRT) at the Division’s Grandstand, January 19.

The program started with an opening prayer offered by Division Sergeant Major Rodrigo A Litang Sr, which was followed by the presentation of students by Lieutenant Colonel Juanito B Vertudez, division reenlistment officer.

Lieutenant Colonel Rene R Cañete, assistant chief of staff for Education and Training, G8 declared the opening of the students of Restructured Reenlistment Training (RRT) Batch 01 – 2013 and subsequently introduced the keynote speaker.

A total of 118 enlisted personnel from the line units under 4ID had joined the 14-day training that aims to teach soldiers on the basic skill of soldiery necessary in the performance of their task as combatant in the battlefield. Since they were already taught of this during their pre-soldiery training, this training serves as a refresher.

This training is mandatory for a soldier to undergo every three years of his service as a pre-requisite for him to be re-enlisted to the regular force of the Armed Forces.

In this training, although of brief duration, the soldiers will be taught Air-to-Ground Operations, Combat Life Saver, Immediate Action Drill, Communication Security, Mechanized Infantry Drill, Forward Observer, Marksmanship, and Cultural Sensitivity which are all basic for a soldier to learn. The Disaster Emergency and Rescue Training (Deart) was also incorporated in order to prepare soldiers in the event of any disaster. Another subject was further added to the program of instruction which will help the soldiers in the discharge of their duties during election, the election-related resolutions and laws.

Lieutenant Colonel Rolando C Dumawa, assistant chief of staff for CMO, G7 the keynote speaker during the program, inspired the students in his speech and encouraged them to be more disciplined and do the right thing as prescribe by the Army Vision of “A World Class Army that is a source of national pride.”

He emphasized to everybody that by being a more responsive and motivated soldier we can help the Army in the attainment of its vision.

He further reminded the soldiers that they should be able to understand the Internal Peace Security Plan (IPSP) “Bayanihan” as the contribution of the Armed Forces to the permanent closure of the armed conflict in the country. He also told soldiers that as agent of the state we are first expected to advocate and adhere to human rights law as one of our good tools in winning the peace.

Meanwhile, Lieutenant Colonel Eugenio Julio C Osias IV, 4ID spokesperson said RRT students should be attentive and take the training seriously for them to be more proficient in combat and other skills necessary for them to efficiently perform their tasks as soldiers of the people.

This training will also help the individual soldier to enhance their ability to lead and develop their time-management skills. Also, they should also remember the importance of having a healthy mind and body which is essential in our profession as soldiers. (4CMO/4ID/PA/PIA10)
