Mindanao Declaration on DRR Priorities identifies 8 areas of concerns

OZAMIZ CITY, Misamis Occidental – The Mindanao Declaration on Disaster Risk Reduction Priorities (MDDRRP) has listed eight (8) concerns that needs to be addressed the soonest time possible.

First in the list is addressing the lack of knowledge and/or inadequate communication of existing knowledge on DRR by the Mindanao residents, themselves.

As such, the signatories of the MDDRRP have agreed to address this concern through scientific research, training, and information, education, and communication (IEC) interventions, using up-to-date technology and community-based approaches.

It can also be addressed by integrating DRR and geo-hazard awareness in the educational curriculum, as well, as in religious institutions and production of child-friendly IEC materials and information based on local best practices, which should be popularized and translated into the local dialect.

Second in the list is the emergency preparedness and response which can be addressed through the conduct of regular disaster drills, simplifying disaster response protocols and organizing effective psycho-social interventions to help affected persons and families to cope and adapt to any disaster or calamity situation.

The other concerns in the MDDRRP list are as follows: Implementation of DRR Management Plans aimed at zero-casualty and minimal economic damage at the regional, provincial, city, municipal and barangay levels.

Strict implementation and immediate enforcement of laws on environment, natural resources and land-use, including prohibiting of mining and logging in disaster-prone/ vulnerable areas by the national government and the local government units (LGU’s).

Establishment of a river basin management with an ecosystem-based approach to be implemented in managing areas from ridge to reef and massive reforestation of mangrove forests, through planting of native species to promote biodiversity and sustainability.

Passage of pending bills, such as, the People’s Survival Fund, People’s Solidarity Fund, the Land Use Act, and laws that will establish a permanent, independent DRRM agency and promote inter-LGU cooperation in DRR and climate change adaptation (CCA).

Setting up the appropriate institutional mechanisms for DRR Management implementation, including institutionalizing incident command systems and an LGU rating system for disaster response and accountability, and adequate early warning systems at all levels.

Designing and implementing innovative capacity building, resource mobilization strategies and mechanisms, including monitoring progress to implement these DRR priorities.

The MDDRRP was adopted by consensus as an output of the Mindanao Summit on DRR and Geo-Hazard Awareness last Feb. 18-19, in Cagayan de Oro City, organized by the two (2) Senators from Northern Mindanao, namely: Aquilino Pimentel III and Teofilo Guingona III.

The activity was attended by more than 1,000, leaders from the business sector, civil society, academe, media, and grassroots communities, as well, as the chief executives of provincial and municipal LGU’s from the six (6) regions of Mindanao, who all agreed to unite, commit, and resolve to reduce the risks of disasters in the island. DSWD releases P2.0M for financial assistance to 14 organizations of 4P’s in Mis. Occ.

LOPEZ JAENA, Misamis Occidental – The Department of Social
Welfare and Development (DSWD) has released more than P2.0 million to 14 organizations of the 4P families in 14 barangays from four (4) municipalities of the province.

Under the Self Employment Assistance Tungo sa Kaunlaran (SEA-K) Program of DSWD, the fund was released by DSWD-Mis. Occ., to the targeted beneficiaries identified through its National Household Targeting System (NHTS).

The 14 barangays covered by the program are the following: Biasong, Katipa, Eastern Poblacion ug Western Poblacion in Lopez Jaena.

Bagumbang, Calolot, Digson, Kanaw-Kanaw, Lumapas ug Poblacion in Bonifacio, Sibulin, Looc Proper ug Puntod in Plaridel ug Sinuza in Tudela.

It can be recalled that DSWD-Mis. Occ., together with the Provincial Government headed by Governor Herminia M. Ramiro and all the local chief executives had always looked for ways to help the poor families in the province through its various programs like the 4P’s, SEA-K, CIDSS, and many more.

In line with this, DSWD and the Mis. Occ. Provincial Government are very hopeful that all these programs can make the target beneficiaries get out of their poverty situation and improve their lives.

But these programs also needs the support of the beneficiaries who should fulfill the conditions stipulated in the agreement to make the programs successful. (PIO/PIA-Mis.Occ.)

Nauna sa lista ang pagpangita ug paagi aron pagtubag sa kakulang sa kahibalo o dili sapat nga kahibalo, ingon man ang pagpasabot sa mga residente kabahin sa gitawag nga DRR kun Disaster Risk Reduction.

Busa, nagkauyon ang tanang napirma sa maong deklarasyon nga tubagon tubagon kini pinaagi sa paghimo’g mga scientific research, training, ug sa gitawag nga IEC kun information, education, and communication (IEC) ug sa paggamit mga binag-o, ingon man mga pamaagi nga iya diha sa kumunidad.

Mahimo usab kini nga ilakip sa DRR ug mga geo-hazard awareness diha sa mga leksyon sa klase, sa mga simbahan ug paghimo mga chld-friendly IEC materials kun mga materyales nga dali masabtan sa mga bata ug sa pagmantala sa mga kasayuran base sa mga naandan na nga mga kaayuhan ug pabsibya niini gamit ang kaugalingong pinulongan.

Ikaduha sa lista mao ang mga pangandam aron mahimong mabinantayon pinaagi sa mga paghimo sa makanunayon nga mga disaster drills, paghimo mga lakang nga madali ug dili malangan ang paghatag sa tabang, paghimo sa gitawag nga psycho-social interventions aron katabangan ang mga naapektohan sa disaster o kalamidad nga dali ra makadawat sa ilang kahimtang.

Ang uban pang bulohaton, sumala sa nahan-ay sa MDDRRP, mao kining mosunod:
Pag implementar o pagpatuman sa mga plano sa DRR Management nga itumong sa “zero casualty” o walay maangin nga kinabuhi ug gamay lamang nga kadaot sa rehiyonal, probinsyal, siyudad, lungsod ug barangay.

Kusganon nga pagpatuman sa kagamhanan nasyonal ug sa mga LGU kun local government unit sa mga balaodnon sa kinaiyahan, natural resources, land-use, lakip na ang pagdili pagtugot sa pagmina ug logging diha sa mga lugar nga peligro.

Pagtukod sa usa ka river basin management nga naka angkla sa kinaiyahan ug pagpatuman sa pagpananum gikan sa mga kapatagan paingon ngadto sa mga pangpang sa mga klase sa kahoy nga katutubo o naandan ug makahatag kalabong sa kalasangan.

Pag pasar mga balaodnon, sama sa People’s Survival Fund, People’s Solidarity Fund, the Land Use Act, ug uban pang balaodnon nga motukon ug usa ka permanente nga DRR Management Agency nga mopalambo sa kooperasyon dinha sa kalungsoran sa pag-atiman sa gitawag nga CCA kun climate change adaptation.

Pagpahiluna sa angayan nga mekanismo sa pagpatuman sa DRR Management, lakip na sa incident command system ug sapat nga early warning system sa tanang hut-ong sa pangagamhanan.

Pag desenyo sa gitawag nga binag-o nga mga kapasidad sa kahanas, pag pangitag paagi aron makakuha ug pundo, lakip na ang pag monitor sa implementasyon o pagpatuman sa mga boluhaton sa DRR.

Ang MDDRRP gipirmahan sa tanang mitambong sa Mindanao Summit on DRR and Geo-Hazard Awareness kaniadtong Feb. 18-19, ning tuig, didto sa Cagayan de Oro nga gipahigayon sa duha (2) ka mga Senador nga taga Amihanang Mindanao kun region 10 nga sila si Senador Aquilino “Koko” Pimentel III ug Teofisto “TG” Guingona III.

Kapin sa usa ka libo (1,000) ka tawo ang mitambong sa maong kalihokan nga naglakip sa mga lider gikan sa mga grupo sa magpapatigayon, civil society, eskuwelahan, media ug mga Gobernador sa probinsiya ug mga Mayor sa kalungsoran gikan sa unom (6) ka rehiyon sa tibuok Mindanao. (PIA-Mis. Occ.)

Ang maong kantidad gipagawas pinaagi sa probinsyal nga buhatan sa DSWD sa Mis. ABS-CBN stars shine in Lanao del Norte concert

TUBOD, Lanao del Norte – More than five thousand spectators came to the Mindanao Civic Center (MCC) gymnasium in the capital town of Tubod for a romantic and fun-filled evening as ABS-CBN stars Iya Villania and Marcelito Pomoy held their highly successful pre-valentine concert, February 11.

Villania who is a regular host of ABS-CBN’s morning primetime show – Umagang Kay Ganda provided the upbeat songs for the mammoth crowd, while Pilipinas Got Talent (PGT) Season 2 Grand Winner Marcelito Pomoy entertained the audience with his unique rendition of love songs.

Dubbed as “A Grand Night to Remember,” it was Pomoy’s first-ever Valentine concert after winning the P2-million cash prize and the coveted title as PGT Season 2 grand winner last year.

“This is such a beautiful place. I hope those in the major cities can come and visit Lanao del Norte and see for themselves how peaceful this place is,” Pomoy said.

The concert was organized by the provincial government as its main event for the month of February.

Under the leadership of Gov. Khalid Dimaporo, the provincial LGU has been regularly producing quality, wholesome entertainment for its residents and visitors to highlight the peacefulness of the province.

Recently, Lanao del Norte was declared by the Philippine Basketball Association (PBA) as its home in Mindanao. Last year, Lanao del Norte was also hailed as the motocross capital of the Philippines after regularly hosting the biggest motocross races in the country. (LVG/VNL/PIO-LDN/PIA-10)


TESDA-Lanao del Sur to hold TVET, Industry Forum

MARAWI CITY, Lanao del Sur– The Technical Education and Skills Development Authority (TESDA) here is set to conduct a province-wide Technical-Vocational Educational and Training (TVET) and Industry Forum next week.

TESDA Provincial Director Tarhata S. Mapandi said the forum will be held on Monday, February 27, at the Social Hall of the Provincial Capitol, this city.

She said the forum which aims to ensure that the manpower development in the province is consistent with the industry needs will not only gathered TESDA-registered technical vocational institutions but also managers of key industries and national line agencies in the province.

Accordingly, constructive dialogue on the current labor market situation, possible labor demand and manpower requirements of the industries, as well as, advancement of the technical vocational education will be tackled during the forum.

TESDA will also unveil its TVET programs and accomplishments during the forum, she added. (APB/PIA-10)


Onsite registration of private members temporarily suspended – PhilHealth X

CAGAYAN DE ORO CITY- The Philippine Health Insurance Corporation, Regional Office X, announced that all onsite membership registration and card issuance activities of its private partners are temporarily suspended.

The announcement was made by Marlon Niño Arrabaca, PhilHealth-X Membership and Marketing Section Head, in a press conference held yesterday at the Pearlmont Inn, here.

The suspension will take effect immediately, he said.

He explained that the decision to suspend was made to enable the PhilHealth to review its terms of engagement with its private partners particularly on the operational guidelines concerning the standard procedures and fees for the issuance of the I-PhilHealthy Card.

Earlier, PhilHealth has partnered with the private sector to attain its mandate of enrolling all Filipinos to the National Health Insurance Program (NHIP) in response to President Benigno S. Aquino III Health Agenda on Universal Health Care.

Under this initiative, Philhealth members, including its qualified dependents, may opt to avail of the I-PhilHealthy Card being issued by PhilHealth’s Private Enrollment Partners (PEPs), at a reasonable cost.

The I-PhilHealthy Card serves as a privilege and discount card when purchasing drugs, medicine and medical supplies and services from any of the participating merchants.

Meanwhile, PhilHealth President and CEO Dr. Eduardo P. Banzon has assured its partners that the move to temporarily suspend the onsite registration and card issuance activities is aimed at further improving the partnership.

He also called on other private companies to join the partnership immediately and remained optimistic that the Philhealth list of private partners will be expanded once the revised guidelines are released. (APB/PIA-10)


MisOcc shellfishes still positive for red tide toxin

CAGAYAN DE ORO CITY, Misamis Oriental – The Bureau of Fisheries and Aquatic Resources (BFAR), February, shellfish bulletin still list Misamis Occidental among other provinces found to be positive of the red tide toxin.

As such, BFAR advises the public also living in Dumanguillas Bay in Zamboanga del Sur; Murcielagos Bay in Zamboanga del Norte; Masinloc Bay in Zambales; Bataan coastal waters (Mariveles, Limay, Orion, Pilar, Balanga, Orani, ABucay and Samal); Matarinao Bay in Eastern Samar; and Wawa, Bani in Pangasinan to stay away from all types of shellfishes and alamang.

BFAR laboratory reports shows that it contains “red tide toxin” and is absolutely not safe for human consumption.

Fish, squids, shrimps, and crabs however remains safe provided that they are fresh, thoroughly washed and removed of internal organs before cooking.

Among the BFAR test areas in the region, the Taquines Lagoon in Mahinog, Camiguin has remained free of such toxin. (PIA 10)
