The MinDA Board has approved during its regular meeting recently a draft memorandum of agreement between MinDA and BOI, underscoring greater collaboration in increasing capacities of MinDA in investment facilitation and generation.
The Regional Board of Investments - Autonomous Region in Muslim Mindanao (RBOI - ARMM) has also expressed its interest to forge cooperation with MinDA. Altogether, the three agencies will undertake collaborative efforts to promote and facilitate investments in Mindanao, both domestic and foreign.
The partnership is already eyeing the Middle East to be one of the major target markets of the now booming Halal production industry in ARMM.
Earlier, through series of discussions on efforts aimed at boosting investments in Mindanao, the BOI agreed to assist MinDA in the implementation of its program called “Investment Facilitation in Mindanao.”
An attached agency of Department of Trade and Industry (DTI), BOI is the lead government agency responsible for the promotion of investments in the country. It also assists both local and foreign investors to venture and prosper in desirable areas of economic activities.
BOI has firmed up its support through the MOA to assist MinDA and RBOI-ARMM in linking with target investors, both domestic and foreign, as well as for investment efforts that cover the regions of Mindanao and Palawan which are the country’s focus areas to the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).
“With this strengthened partnership between MinDA and RBOI-ARMM, we are positive that we can expand the investment opportunities in Mindanao to BIMP-EAGA and beyond,” said BOI Director, Raul Angeles.
Angeles also reported that with the specific arrangements they have with RBOI-ARMM, the latter can directly approve and provide for the investment incentives, instead of the central BOI.
Meanwhile, MinDA will focus on coordinating with relevant agencies and linking with the private sector in Mindanao and Palawan to facilitate the marketing of investment opportunities in the said areas. It will also take the lead in preparing the implementation plan and results monitoring framework of the investment program.
“This is a significant move in achieving our vision of a Mindanao that is financially self-reliant and able to effectively use its own funds to direct a self-determined development path,” said MinDA chair Luwalhati R. Antonino.
There are 37 BOI registered investments in Mindanao as of September 2011, mostly driven by local investors in the power industry, mineral development, and real estate development.
“We will work towards having a policy environment that is conducive to private sector investments and partnerships, and this current partnership with BOI will truly speed up the process of getting there,” added Antonino. (APB/MinDA/PIA-10)
PhilHealth-X confers ‘Center of Excellence’ award to Bethel Baptist Hospital in Bukidnon

CAGAYAN DE ORO CITY- The Philippine Health Insurance Corporation (PhilHealth), in Region X, conferred today the ‘Center of Excellence’ to the Bethel Baptist Hospital located in the province of Bukidnon.
The ‘Center of Excellence’ is the highest of the three levels of accreditation that a hospital can receive from the PhilHealth, the others as ‘Center of Quality’ and ‘Center of Safety’.
Dr. Esther Ricardo, chief of PhilHealth-X Health Care Delivery Management Division, said Center of Excellence means that the hospital has achieved 100 percent compliance of the 51 core indicators and 90 percent compliance of all the seven (7) performance areas indicated in the Benchbook Standards of Hospital Accreditation.
The core indicators are actually medical services that are very important in hospital institutions while the performance areas include patient rights and organization ethics, patient care, leadership and management, human resource management, information management, safe practice and environment, and performance improvement, she said.
Also, twenty (20) hospitals in the region were accredited as ‘Centers of Quality’ by Philhealth-X because they have exhibited 100 percent compliance with the core indicators and 75 percent for each of the seven (7) performance areas.
These include the Abella Midway Hospital, Bukidnon Provincial Hospital – Manolo Fortich, Don Carlos Doctor’s Hospital, La Viña General Hospital, Simbulan Sto. Niño Hospital, St. Claire Hospital, Clinica Ozaraga, Medina General Hospital, Misamis University Medical Center, and St. Vincent Hospital.
Other facilities conferred as ‘Centers of Quality’ are the Gingoog Sanitarium Hospital, Capitol University Medical City Foundation, Inc., CDO Polymedic General Hospital, Misamis Oriental Provincial Hospital – Initao, Tagoloan Polymedic General Hospital, Dr. Uy Hospital, Inc., Iligan Medical Center Hospital, Kapatagan Provincial Hospital, and Mercy Community Hospital.
These hospitals are not perfect, they still have areas to improve, but they have given so much benefits and medical services to our members that they need to be given due credit, Ricardo further added.
Meanwhile, Dr. Allan B. Melicor, chief executive officer of the Bethel Baptist Hospital, expressed appreciation to the PhilHealth-X for the recognition.

PhilHealth-X awards outstanding partners in Northern Mindanao

CAGAYAN DE ORO CITY- The Philippine Health Insurance Corporation (PhilHealth) has bestowed recognition to 14 partner-employers and collecting banks and agents in Northern Mindanao for their valuable contribution to the success of the National Health Insurance Program.
These outstanding partners were behind the every achievements of the PhilHealth Regional Office X towards its mandate of universal health care coverage, said Maria Rhodella Pare, head of the PhilHealth-X Management Services Division, during the awarding rites held today at the Pearlmont Inn, here.
She said the awarding aims to give credit to accredited collecting agenst and banks who provided avenue to which PhilHealth members may conveniently pay their premiums and to employers who dutifully remitted and reported the contributions of their respective employees to ensure the viability of the social health insurance fund.
Recognized as best collecting banks for the year 2011 were Philippine Postal Savings Bank in Cagayan de Oro area, Bank of Commerce – Maramag Branch in Bukidnon area, Philippine National Bank - Gingoog Branch in Misamis Oriental area and China Banking Corporation – Iligan and Ozamiz branches in Lanao del Norte and Misamis Occidental areas, respectively.
These banks were recognized based on the following criteria: timeliness in reporting, 35%; completeness/accuracy of reports submitted, 35%; and overall excellence in service, 30%.
On the other hand, the five (5) employers awarded as Best Employers for 2011 were C-One Trading Corporation of Cagayan de Oro, Dole Philippines, Inc. – Stanfilco of Bukidnon, Iligan Medical Center College, Inc., Integrated Port Services of Ozamiz, and the City Government of Gingoog.
They were chosen based on these criteria: timeliness in reporting and remittance, 50%; and PPRS/Excel Compliant, 50%.
Meanwhile, the One Network Bank in Ozamiz City was conferred as the Best Collecting Rural Bank, the Local Government of Kibawe was the Best Collecting LGU, and the Universal Storefront Services Corporation or RCPI in Tagoloan was the Top Non-bank Collecting Agent in the region for the year 2011.
The Mindanao State University-Iligan Institute of Technology (MSU-IIT) Multi-Purpose Cooperative, on the other hand, was given a special citation for being the only organized group in Northern Mindanao that has managed a successful partnership in the implementation of the KASAPI program thereby giving its cooperative members easy access to healthcare services. RPOC 10 poised to sustain Normin’s lead in Mindanao

CAGAYAN DE ORO CITY, Misamis Oriental – The Regional Peace and Order Council (RPOC) 10 convenes, today, with more vigor after Misamis Oriental Governor Oscar S. Moreno is officially sworn in as its new chairperson, following the appointment issued recently by the Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo.
For more than a year the RPOC 10 had no chair and under the law its chairmanship has to be appointed by the DILG with the approval of the president and consent of the partner Non Government Organizations as well as from the private sector.
In his message after being sworn, Moreno egg on RPOC members to take the challenge of orchestrating the region’s peace and order plan in order to sustain its status as the leading economy in Mindanao.
“While we occupy the position of leadership, it may slip away,” he said, adding that the typhoon Sendong mishap has also affected the region’s economy. “Other regions are fast picking up, we are well positioned but certainly Sendong will take its toll on the whole region and the challenge now, is how do we make up for it - we need to do more, to be able to attract investors, we need to have a commendable peace and order condition, that is the only way we help in making them stay, invest more, as well as attract other player to come in.”
Moreno further cited the “Lantad Peace- Building Experience: Turning Red to Green in Misamis Oriental”, which bagged the Galing Pook Award last year.
He spelled Misamis Oriental Provincial Peace and Order Council’s (PPOC's) innovations and learning's in attaining such and proposes to the RPOC body to attempt in replicating it and likewise requested the DILG to appoint two vice-chairpersons, one from the uniformed and non-uniformed members.
For the uniformed the Philippine National Police 10 (PNP) chief automatically takes the place, while the council proposes Bukidnon Governor Alex Calingasan to represent the non-uniformed.
The governor has also underscored the importance in engaging the public and private sector in RPOC. (PIA-10)
4ID’s 42nd Anniversary kicks-off with Fun Games

CAMP EVANGELISTA, Cagayan de Oro City- The 4th Infantry “Diamond” Division started to celebrate its 42nd anniversary by having Fun Games Competition at the Division’s parade ground here today.
This Fun Games is participated in by the different units and offices inside the camp to promote camaraderie, esprit d’corps and healthy competition.
This is part of the series of activities in line with the two-day anniversary celebration of the 4th Infantry “Diamond” Division with a theme: “Team Diamond: 42 Years of Service and Commitment.”
The games played were Obstacle Race Relay, Tug of War, Tire Pushing Relay, Sack Race, Straw Planting and 4x100m Relay.
The post units and offices were divided into six (6) groups represented in by different colors to compete with each other.
This Fun Games is one of the activities best enjoyed by the soldiers where they laugh out loud watching each other participate in every game. This also shows the other side of the soldiers apart from the serious one performing their duty as protector of the people and the country’s sovereignty.
MGen. Victor A. Felix AFP, Commander, 4ID, said, “As I declare this fun game competition open, I hope that everyone will enjoy and adhere in the oath of sportsmanship you all pledge for.”
He further said always remember that more than having fun, we are promoting oneness. Let us make the most out of this activity by actively participating in every game. Aside from having a sound mind it is expected that soldiers should also have a sound body, and this competition is meant to develop such. (4ID/PIA-10)
CdeO welcomes pioneering batch of TESDA grads

CAGAYAN DE ORO CITY – The city government of Cagayan de Oro embraced its very first batch of graduates consisting of 165 students of the new three (3) courses of the Technology-Based Community Skills Training.
In partnership with the Technical Education and Skills Development Authority (TESDA), Mayor Vicente ‘Dongkoy’ Y. Emano, this city, warmly congratulated the 165 successful graduates of the courses in automotive servicing, consumer electronics and shielded metal arch wielding (SMAW).
"This is part of the efforts of our city to help the poor and disadvantaged who have no means to pursue even short term courses," the mayor said.
"Also, this program is successful due to the support of the Technical Education and Skills Development Authority (TESDA) and Community Improvement Division under the Mayor's Office," the mayor further stated.
Mayor Emano declared that it’s the city’s “pride and joy to have helped a lot of poor but deserving students.
These students started their training last August 1, 2011 and completed it last February 19, 2012.
Meanwhile, the City Improvement Division (CID) has now announced the opening of the 2nd Batch Training on SMAW, Automotive Servicing, and Consumer Electronics. The orientation shall be held on February 24, 2012, 8:00 a.m. at the Westbound Terminal Training Center. Classes start on March 2012. (PIA-10)
Feb. 24: Deadline for submission of application for Pag-IBIG Fund’s Moratorium on Housing Loan Amortization Payments

CAGAYAN DE ORO CITY- Applications for the Housing Loan (HL) moratorium will be received only until February 24, 2012.
Thus, reiterated Pag-IBIG Fund to those who wish to apply the said moratorium.
Eligible Pag-IBIG Fund Housing Loan Borrowers, whose houses were damaged or whose sources of income were affected by Typhoon “Sendong,” may now apply for a three-month moratorium on amortization payments, per Circular No. 303.
The aforementioned moratorium aims to alleviate the debt-burden of Housing Loan (HL) borrowers directly affected by the typhoon which hit Regions VII, IX, X, XI, and CARAGA.
Furthermore, in order to qualify, the borrowers’ Housing Loan account should be updated, as of December 15, 2011. The 3-month moratorium will cover the period December 16, 2011 to March 15, 2012.
In effect, the borrower’s loan term shall be extended for another three (3) months but the HL amortization, interest rate, and other terms of the loan shall remain the same. Thus, due dates, shall be adjusted accordingly.
Payment of HL amortizations shall resume on the month following the third month of the borrower’s moratorium period.
Housing Loan borrowers, with approved applications on moratorium, may still opt to pay his/her monthly amortization even during the moratorium period. Said payment, however, shall be applied to the month when the member is slated to resume payment.

CdeO announces available summer jobs for 1000 students in 2012

CAGAYAN DE ORO CITY - “One thousand poor students from various barangays, this city, can avail of the Special Program for the Employment of Students (SPES) this year.
Thus, announced Mayor Vicente “Dongkoy” Y. Emano.
“In fact, an allocation of P2.5-million as the city’s counterpart for this summer job program has already been approved,” the mayor further said.
This is a yearly program of our city, in partnership with the Department of Labor and Employment (DOLE), which aims to help poor students to continue their studies through college (in part, through the money they earn during the summer), the mayor said.
SPES is mandated under Republic Act No. 9547 otherwise known as “An Act to Help Poor But Deserving Students Pursue their Education by Encouraging their Employment during Summer and/or Christmas Vacations, through Incentives Granted to Employers, Allowing them to Pay Only Sixty Per Centum of their Salaries or Wages and the Forty per Centum through Education Vouchers to be Paid by the Government, Prohibiting and Penalizing the Filing of Fraudulent and Fictitious Claims, and for Other Purpose.”
The program is designed to develop the intellectual capacities of children of poor families and harness their potentials for the country’s well being.
Specifically, the program aims to help poor but deserving students pursue their education by providing income or augment their income through encouraging their employment during summer and/or Christmas vacations. (CIO/PIA-10)
No. 2 Drug Personality in Bukidnon nabbed

CAGAYAN DE ORO CITY – Considered as Number 2 Priority Target Listed Drug Personality in the province of Bukidnon has fallen into the operatives of the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao.
After a buy-bust operation of the elements of PDEA-Bukidnon Provincial Special Enforcement Team (Buk-PSET) led by OI1 Joel L. Genita, Feb. 15, at around 7:00 p.m. at Purok 2, Poblacion, Valencia, City, alleged drug personality Evella Babela y Boholano aka Bella, female, 46 years old, separated and plain housewife has been arrested.
Regional Director Roberto S. Opeña of PDEA-10 said the suspect was arrested after selling one (1) piece heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA agent who acted as the poseur-buyer.
Also recovered from her possession and control were the following: a.) Two (2) pieces small and ten (10) pieces rectangular transparent plastic sachets containing white crystalline substance suspected to be shabu; one (1) stick rolled paper containing suspected dried marijuana leaves; one (1) piece crumpled aluminum foil strips; two (2) pieces disposable lighters and one (1) unit Nokia 1100 cell phone.

Watch-listed drug personality in CdeO seized

CAGAYAN DE ORO CITY – Another successful operation was conducted by the operatives of the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao.
Led by IO2 Vincent Cecil M. Orcales of the Misamis Oriental Provincial Special Enforcement Team (PSET), last Feb. 19, at around 3:00 p.m. at Zone 2, Vamenta Boulevard, Carmen, this city, which resulted to the arrest of suspected pusher Arnel dela Cruz y Lumacang alias Arpok, male, 29 years old, married and jobless.
Bought from aka Arpok was one (1) piece transparent plastic sachet containing white crystalline substance believed to be shabu by a PDEA undercover Agent.
Also recovered from his possession and control were twenty two (22) pieces unsealed transparent plastic sachets containing shabu residues.
Also arrested during the operation were Jubert Denolan y Regencia, male, 24 years old, motorela driver, residing at the above-mentioned place and Mark Nasseb Manabilang y Eclar, male, 24 years old, third year college student taking up AB English in one of the universities in the city and a resident of Camella Homes Subdivision, Upper Balulang, Cagayan de Oro City.
Arrested persons are now temporarily detained at PDEA-10 jail facility for booking and documentation while confiscated drug items were brought to PNP Crime Laboratory for thorough examination.

OZAMIZ CITY, Misamis Occidental – Signing of the “Mindanao Declaration on Disaster Risk Reduction Priorities” (MDDRRP) highlighted the closing of the Mindanao Summit on DRR and Geo-Hazard Awareness in Cagayan de Oro City, last Feb. 18-19, 2012.
The 2-day activity was organized by Senators Aquilino Pimentel III and Teofisto Giongona III, who are both from Northern Mindanao, in the aftermath of the devastation brought about by tropical storm Sendong, which has the international name “Washi.”
It was attended by various leaders and citizens from all the six (6) regions of the island, namely:
Western Mindanao, Region 9, Northern Mindanao, Region 10, Southern Mindanao, Region 11, Central Mindanao, Region 12, Eastern Mindanao, Region 13 and the Autonomous Region of Muslim Mindanao (ARMM).
The leaders have committed to collaborate more closely and effectively with each other to coordinate their efforts on capacity building for DRR, preparedness, relief, rehabilitation, reconstruction, and resettlement.
“We declare our unity, commitment, and resolve to reduce the risks of disasters in our island, finding strength in the diversity of our backgrounds as we come from different institutions, such as, the Philippine Senate, the House of Representatives, the National Government, the Autonomous Region of Muslim Mindanao (ARMM), local governments at all levels, barangays, municipalities, cities, and provinces, the business sector, civil society, academe, media, and grassroots communities,” the MDDRRP reads, in part.
It also said they recognize that disasters can be natural and human-induced and, in Mindanao, include earthquakes, tsunamis, volcanic eruptions, landslides, extreme weather events such as droughts, typhoons, and excessive rainfall, sea level rise and storm surges, flooding, flash floods, human-induced environmental disasters, forest and other fires, and armed conflict.
Aware of the threat of climate change and that the Mindanao island will be severely affected by its impacts unless integrated adaptation-mitigation programs are implemented at the soonest time possible, they acknowledge that geo-hazards naturally exist in the Mindanao ecosystems and environment and human actions or inaction can aggravate, accelerate, or mitigate the risk of disasters arising from these geo-hazards.
They are concerned particularly that logging, mining, unsustainable agriculture, and other similar land use activities increase the vulnerability of many ecosystems and communities in the island.
They also support the peace process and urge the national government and revolutionary organizations like the Moro Islamic Liberation Front and the CPP/NPA to enter into permanent peace settlements that would make widespread dislocation and displacement of large populations a thing of the past.
Recognizing that disasters and calamities inevitably impact on citizens, communities, properties and infrastructure, and as a result, threaten not only Mindanao's but the entire country's sustainable development, they noted the vulnerability of communities and localities to disasters and calamities can be addressed with proper management of the sources of risk, level of exposure, and buildup of adaptive capacity.
