CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry “Diamond” Division celebrated its 42nd Founding Anniversary here today, February 24.
With the theme: “Team Diamond: 42 Years of Service and Commitment,” the celebration is primarily to honor the sacrifices of the soldiers and to take in what the soldiers and the Division have accomplished in the past year. Also this is to launch new campaigns and advocacy.
The celebration started with the Fun Games Competition on February 21, followed by the conduct of Wreath Laying, Awarding Ceremony, cocktails and socials.
The Fun Games which is the lighter part of the celebration made the soldiers feel like they are children once more as they played and enjoyed each game in the company of each other.
The Wreath Laying Ceremony on the other hand, honored soldiers who made the ultimate sacrifice and offered their lives for service with Congressman Maximo B Rodriguez Jr., Representative of Abante Mindanao Partylist as the Guest of Honor.
During the Awarding Ceremony, the following named units and individuals were recognized for their excellent performance of their duties and responsibilities in the service of the Filipino People: 403rd Infantry (Peacemaker) Brigade, Best Brigade; 8th Infantry (Dependable) Battalion, Best Battalion; 1Lt. Henry A. Pang-ay, Best Junior Officer of the Year; Sergeant Sixto E. Duyan, Best Enlisted Personnel of the Year; Citizen Armed Force Geographic Unit (CAFGU) Active Auxiliary (CAA) Jesson J. Bungaos, Best CAA of the Year; Julieta S. Mama, Model Civillian Supervisor of the Year; and Violeta M. Felias, Model Civillian Employee of the Year.
Governor Oscar S. Moreno, of Misamis Oriental and Congresman Maximo B. Rodriguez were the Division’s Guest of Honor during the awarding ceremony.
A simple cocktails and socials were prepared to give soldiers an opportunity to enjoy as they are united and solid in commemorating this occasion. Together they enjoyed the music and shared their stories over dinner.
MGen. Victor A. Felix AFP, Commander, 4ID said, “Our celebration may be simple yet we attained our goals of honoring our fallen comrades and recognizing soldiers, civilian employee, CAA’s and partner organizations.”
He further expressed his gladness of what have been achieved by the Division for the past years in protecting and saving people, and in nation building amidst limitations. (4ID)
Mambajao LGU passes ordinance to protect White Island

CAMIGUIN, Mambajao – Camiguin’s White Island is now strictly enforcing the “no-take zone policy” within its marine protected sanctuaries following the passage of an ordinance establishing it as a Marine Park.
Touching and removal of any marine organism inside the “White Island Marine Park” will be meted with a corresponding fine as approved by the local government.
The marine sanctuary zone is an area within the Marine Park that has high biodiversity value and serves as sanctuary of marine species, this is where conservation programs will be strictly enforced to preserve and maintain its natural attributes.
The White Island Marine Park has a total area of 315.6 hectares and is divided into several management zones with corresponding technical descriptions and regulations per zone.
The Marine Sanctuary Zone only occupies some 37.74 hectares of the total protected area. Other management zones identified were the Sustainable Fisheries Zone with 230.5 hectares coverage, a 25 hectare Recreational Zone, 2.543 hectare Regulated Gleaning Zone, and the 9.653 hectare regulated Anchovies Fishing Zone.
The approved municipal ordinance no. 2010-04 further cited that recreational activities such as diving and snorkeling is still allowed within the marine sanctuary zone provided that is shall follow the allowed number of persons in the dive site at any one time and with the supervision of a dive guide.
Diving within fisheries zone, however, takes second priority to traditional fishing to prevent any conflict regarding resource use between fishermen and recreational divers.
The extraction of sand, corals and use of jet skis and speedboat within the Marine Park is prohibited and all other activities that may damage its ecological balance such as dumping of waste, mutilating and defacing of the island’s natural beauty.
Within a year from affectivity of the newly passed ordinance, the local government will start marking the boundaries of the Marine Park with visible permanent markers. (PIA 10)
Bukidnon’s Kaamulan opens February 24

MALAYBALAY CITY, Bukidnon – This year’s Kaamulan tribal festival reels off here, February 24, in a splendor of cultural rituals, songs, dances and many more colorful presentations seen only in this part of the country.
A traditional opening ritual at the Kaamulan grounds, ribbon cutting for shows and fairs, the "Pangampo" (opening ritual) of the seven tribes, motorcade of sponsors, parades of school bands and mountain bikes are among the attractions for the grand opening.
Governor Alex Calingasan said the festival, which is celebrated between the last weeks of February and culminating on the 2nd week of March, was initiated in 1977 to promote Bukidnon and let the seven tribes display their unique culture.
Tourists and guests started patronizing many makeshift stalls that served native and Bukidnon delicacies as well as the restaurants that dotted the streets since its “soft opening,” a week ago.
The highlights of the activities are food fest, bazaar, agri fair, garden and livestock shows, rodeo, mountain bike and motocross competition, school band competition, among others.
The ethnic street dancing competition, Kaamulan’s main attraction, is on March 3, followed with an ethnic dance clinic in the afternoon and fireworks display in the evening.
This year’s festival carries the theme "Mainstreaming of Indigenous Peoples: Custom towards ecological appreciation and sustainable development.”
Russel Aquino, Provincial indigenous community officer who is lumad himself said the Kaamulan Festival in Bukidnon is probably one of the few remaining festivals in the Philippines that is still not commercialized and has retained its true essence.
Kaamulan is a celebration and gathering of the seven tribes of Bukidnon namely: Tala-andig, Higaonon, Umayamnon, Manobo, Tigwahanon, Matigsalug and Bukidnon. (PIA-10 Bukidnon)
Mid-morning fire razes P300,000 worth of property in Ozamiz

OZAMIZ CITY, Misamis Occidental – An estimated P300,000 worth of property was razed to the ground at the Don Anselmo Bernad Subdivision, here, yesterday, Feb. 22, at 10:30 a.m.
The Bureau of Fire Protection (BFP), who immediately rushed to the scene declared a fire out after 55 minutes, said no one died and no one was hurt during the incident.
Initial report from the BFP- Ozamiz City reveal that two (2) residential houses and one (1) mercantile was gutted by fire which are owned/occupied by the following:
Lindo Infante, Roger Joaquiňa, Wendell Yanso, Arnold Guipitacio, Joelito Padata and Joel Alayaay.
Arson Investigator, FO1 Ritchie J. Undag said they have already pinpointed where the fire actually started but is still conducting an investigation as to the cause of the incident, as of press time. (PIA-10 Mis. Occ.)
Implementation of the National Greening Program continues in Mis. Occ.

OROQUIETA CITY, Misamis Occidental, Feb.23 (PIA) – At least 843 hectares of vacant spaces in the 2nd Congressional District of the province have been targeted to be planted with trees of different species under the National Greening Program, this year.
This, after 287 hectares of land comprising the timberland and protected areas of Mt. Malindang was covered by the NGP, last year.
Forester Clark Carbonilla, Chief of the Forest Management Division of the Ozamiz City Environment and Natural Resources (CENR) Office, said once completed, this measure will return the abundance of trees in the Philippines, Carbonilla added.
Carbonilla said the NGP is a program that will restore the environment through the initiative of President Benigno Simeon Aquino III, wherein he envisions that a total of five (5) million hectares of land, nationwide, will be planted with different species of trees, at the end of his term in 2016.
As of the moment, CENRO Ozamiz is preparing the materials needed for the tree planting programs in support of the NGP with the assistance of the other government, non-government organizations, private institutions, and many more, Carbonilla added. (PIO/PIA-Mis. Occ.)
Beneficiaries from 4 towns of Mis. Occ. thank DSWD for the SEA-K livelihood program

OROQUIETA CITY, Misamis Occidental – Beneficiaries of the Self Employment Assistance Tungo sa Kaunlaran (SEA-K) Livelihood Program from the four (4) towns of the province, thanked the Department of Social Welfare and Development (DSWD), region 10.
Through the Provincial SWD Office, the SEA-K assistance was received by the beneficiaries from 14 organizations of the Pantawid Pamilyang Pilipino Program (4P’s) from the towns of Lopez Jaena, Bonifacio, Plaridel and Tudela, last Wednesday.
The SEA-K livelihood program aims to augment the income of those who are engaged in small enterprises, such as, sari-sari store, pottery-making, food vending, etc.
The beneficiaries said they now have additional capital to work on, which can become their source of funds for their daily livelihood and for the needs of their children.
They have understood that DSWD’s SEA-K program, which they have availed of is a big help to them to get out of the poverty situation, they are in.
In line with this, they have promised to use the funds according to the conditions set forth by DSWD and so that they will still be considered for more assistance in the future.
Provincial SWD Officer Rosendo Requina told the beneficiaries that if they will be successful in their undertakings, there is a possibility that DSWD will extend more help to them.
Requina explained that the SEA-K program have conditions which they must agree to do, such as, to return the amount after a period of time but with no interest, at all, so it can be used for other beneficiaries aside from them.
It can be recalled that the SEA-K Program of DSWD provides funds to be used as capital to qualified Pantawid Pamilyang Pilipino Program (4P’s) organizations at zero interest, who should return the amount during the time specified in the contract. (PIO/PIA-10 Mis. Occ.)

Children’s Int’l Phil., Inc. turns-over medical supplies to Mis. Occ.

OROQUIETA CITY, Misamis Occidental – Another batch of assorted medicines and medical supplies was turned-over by the Children’s International Philippines Inc., (CIPI) to the provincial government of Misamis Occidental, recently.
Governor Herminia M. Ramiro said these items were divided and given to the eight (8) public hospitals in the province to be used by the indigent patients who will be brought to their hospitals.
Together with the Hospital Supplies In-Charge, the Governor thanked CIPI since it no longer easy to request for medicines considering the very long process of procurement from the concerned offices of the Provincial Capitol, because it has also to pass the bidding process.
This is a very big help to address the need for free medicines, especially by the indigent patients, Governor Ramiro also clarified.
Provincial Administrator Ken Regalado also thanked CIPI for continuously donating
to the province not only medicines but also wheelchairs, assorted medical supplies and education materials and books for children.
Likewise, he thanked Governor Ramiro for providing the counterpart funds for payment of the freight services in the delivery of the donated items and urged the beneficiaries to continue supporting the provincial government for it to accomplish its mission. (PIO/PIA-10 Mis. Occ.)
People’s cooperation highlight the dual celebration of Tudela and Clarin’s 91st Foundation Day

TUDELA, Misamis Occidental – Cooperation and support of its people from the provincial government down to the barangays officials became the central issue of the dual celebration of Tudela and Clarin’s 91st Foundation Anniversary, last Feb. 21.
Mayor Estela Chacha R. Obut-Estano of Tudela, who talked about the myths, culture, religion and tradition of her people said the development of her town became such because of the help from municipal officials and that of the province headed by Governor Herminia M. Ramiro.
Meanwhile, in her message to the people Tudela, through Provincial Administrator Engr. Henry Ken Regalado, the Governor said she will always support the activities of the local government units (LGU).
For his part, Mayor David Navarro of Clarin thanked the people of his town and that of the provincial officials, who continuously support the activities of their town.
Providing the highlight of the celebration in Clarin was the unveiling of the Seal of Good Governance that it received from the national government for the second time, with P1.0 million in 2010 and P700,000 in 2011.
In his message to the people of Clarin, Vice-Governor Henry Oaminal, through Christopher Ramayrat, said the development of Clarin was because of the support from its people and the provincial government.
Oaminal gave the assurance that despite the different political party affiliations of the provincial leaders, they are united in their mission for public service.

Tangub City celebrates 44th charter anniversary

TANGUB CITY, Misamis Occidental - The last week of February is very historic and important for Tangub City because of the following celebrations:
February 21, 2012 is the 28th foundation anniversary of the city-owned Gov. Alfonso D. Tan College (GADTC).
February 26th is the 5th year of Intercollegiate Games (IGC) celebration between GADTC and the state-owned Northwestern Mindanao State College of Science and Technology.
February 28th is the 4th Alfonso D. Tan Memorial Lecture, a gathering of city officials, school heads and students taking history subjects from both colleges.
Activities lined-up for these celebrations are the highlight of the 44th anniversary of the creation of Tangub City, Mayor Philip Tan said.
By virtue of Republic Act 5131, Tangub City became the 50th city of the Philippines on June 17, 1967, but was officially inaugurated on February 28, 1968. Since then, the city anniversary is celebrated every 28th day of February.
The last set of municipal officials became the first set of city officials composed of Alfonso D. Tan, Mayor, Hilarion Legaspi, Vice Mayor, and Crispin Alngohuro, Serapio Paquiao, Soledad Fuentes, Domingo Sanchez, Alberto Alquizar, Panfilo Sumampong, Urbano Rudinas and Ernesto Astillero as City Councilors.
The Mayor said several activities are also slated to commemorate these events, such as, the Search for Mr. and Miss ICG, where candidates from both schools pit for beauty and talent against each other, and the Search for the Anniversary Queen, which is a popularity contest.
He said aside from the athletic, cheerdance and dancesport competitions, life and color will be provided to the ICG participated by both schools.

RDRRMC intensifies Alerto: Semana Santa 2012

CAGAYAN DE ORO CITY – The Disaster Risk Reduction and Management Council (DRRMC) in Northern Mindanao strengthened its preparation for this Holy Week through its Alerto: Semana Santa 2012.
Regional Director Ana Cañeda of the Office of Civil Defense and Chairperson of RDRRMC-10 said in consideration of the increased volume of people travelling around the country during the annual observance of the Holy Week, April 1-8, the council must review and consolidate all their contingency plans to avert any potential danger due to the increased exposure to risk during this time.
Hence, RDRRMC directed to consolidate and review all related contingency plans of national government agencies and local DRRMCs in their respective areas of responsibility (AOR) for the purpose of identifying potential gaps and contingent actions for various scenarios, indicating the responsible agencies or local government units (LGU) and the contact details of focal persons for emergencies.
Moreover, consultation and collaboration with public information officers and private media in the AOR are to be undertaken to communicate precautionary measures and safety tips for transport security, health emergency, civil protection and public welfare with the widest dissemination possible.
Concerned agencies are also instructed to submit over-all assessment of the reviewed contingency plans not later than March 26, 2012.

Gov. Dimaporo joins Mindanao Run for Hope

TUBOD, Lanao del Norte – To show the provincial government’s support to PhilHealth’s goal of improving the only pediatric cancer unit in Mindanao, Governor Khalid Dimaporo joined the Philhealth-Run.
The Southern Philippines Medical Center – Children’s Cancer and Blood Diseases Unit (SPMC-CCBDU) is the only facility in Visayas and Mindanao that can deliver multi-disciplinary care for children with cancer.
Also benefiting from the event is the Pediatric Chemotherapy Unit of Maria Reyna Xavier University Hospital (MRXUH) which was identified by PhilHealth-10 as its local beneficiary. The remainder of the proceeds will go to the Sendong survivors.
The run also aims to increase the awareness on children’s cancer and to create a fund that will help support families of cancer-stricken children who are undergoing chemotherapy sessions.
“This is a very laudable project and so I didn’t have any second-thoughts about it and gave our full-support to this Philhealth Run to show that we care for these children,” Gov. Dimaporo said.
More than twenty provincial employees from Lanao del Norte also participated in the Mindanao-wide run which was simultaneously held in six (6) other major cities. The fund-raising event dubbed as ‘Mindanao Run for Hope’ was also held in the cities of Davao, Marawi, Koronadal, Butuan and Zamboanga.
“We sincerely extend our gratitude to our sponsors in sharing the same advocacy toward corporate social responsibility,” expressed Regional Vice President Datu Masiding M. Alonto, Jr. of PhilHealth-10.
The event which was held at Pelaez Sports Complex, Cagayan de Oro City started at 4:30 a.m. after a brief warm-up exercises led by police officers from Philippine National Police (PNP), Region 10.
A fireworks display formally signaled the opening of the first Mindanao-wide Philhealth run.
The undertaking was a kick-off activity for PhilHealth’s 17th Corporate Anniversary celebration.
It was learned that Northern Mindanao had the biggest delegation, posting the highest number of participants over the other regions where the run was held.
Other local officials present during the run were Governor Oscar Moreno of Misamis Oriental and Cagayan de Oro City Vice Mayor Ian Acenas. Filipino-British Model John Hall was also on hand to hype up the run.
Runners competed in the 3K, 5K 10K and 17K race categories. The top finishers for men and women were Bryan Antero and Jolie Rose Maxilom (3K); Leonard Colona and Janine Eve Mansueto (5K); Arnold Unabia and Josielyn Pepito (10K); Patrick Ceazar Dagasuhan and Niecel Espinosa (17K); and for the 3K kiddie run were John Luijie Espinosa and Jolie Rose Maxilom. DOLE bares muscovado production in Bukidnon

CAGAYAN DE ORO CITY – The municipal government of Quezon in Bukidnon is set to implement P550,000-worth of Muscovado Production Project intended for the Quezon Manobo Tribe Association (Quemtras).
The project is in cooperation with the Department of Labor and Employment (DOLE) in Northern Mindanao through its Technical Support Services Division, and the municipal government of Quezon.
The municipal government of Quezon consisted of Public Employment Service Office (PESO) and members of Bids and Awards Committee and Project Management Committee.
The body conferred it is imperative to conduct a benchmarking activity at an existing muscovado factory in President Quirino, Sultan Kudarat to enable the Quemtras and Quezon municipal government to determine what type of equipment shall be procured and/or purchased for the project.
Further, it was discussed that the project needs tools and equipment for the production of muscovado sugar.
Meanwhile, the DOLE-10 management is much thankful to Quemtras, in their desire to assist the victims of typhoon Sendong in Cagayan de Oro.
They donated 10 sacks of rice for employees of DOLE-10 who were also victims of the said catastrophe.
This is part of the association's way of thanking DOLE for the previous assistance the agency has provided them especially through livelihood programs that to date are already successful particularly the group's Upscale Sugarcane Production. (DOLE/PIA-10)
DOLE organizes general services sectors for inclusive growth

CAGAYAN DE ORO – The Department of Labor and Employment (DOLE) promotes inclusive growth in the general services sectors in Northern Mindanao.
Hence, DOLE gathered and organized the two (2) Industry Tripartite Councils (ITCs) for the purpose of organizing them and to promote inclusive growth in their sectors for decent and productive work and gender equality.
These sectors shall sit as sub-committees of the Tripartite Industrial Peace Council (TIPC).
The sectoral council members and other participants were also given information regarding the Department Order No. 18-A, Series of 2011 on the Labor and Standards and Occupational Safety and Health focusing on Construction Safety.
The officers of the two Industry Tripartite Councils (ITCs) are the following: Construction ITC: JT Gamolo Chairman; Vice-Chairman, JORVIVS Construction; KEZ Construction, Treasurer; M.M. Enterprises Incorporated, Secretary; Z&L. Construction, Auditor; PETRINA, PRO; and Committee Members: MAFIL, MYRMIDON, SCV, LLV, RRN and DOMUGAN.
For manpower, trucking, security and other general services ITC: Pepeng Mutia, Chairman; Ging Mamawag, Vice-Chairman; Eleanor Ligan, Secretary; Elvira Doydora, Treasurer; Jo Umbal, Auditor; and Junard Camacho and Lovejoy Alojado, PRO.
During the workshop on D.O. 18-A, the main issue raised by the participants was the abrupt increase of registration fee from P 100.00 to P 25,000.00. The P 3,000,000.00 capitalization was also considered too high by the small contractors operating in the province of Bukidnon. They recommend a review of the Department Order to make it affordable to small contractors.

PCA, TFFMC ink MOA on hybrid coconut production

CAGAYAN DE ORO CITY – The Philippine Coconut Authority (PCA) in Northern Mindanao signed a memorandum of agreement (MOA) on the establishment of a hybrid coconut seed production farm with the Tagpako Free Farmers Multi-Purpose Cooperative (TFFMC).
The project is a pioneering project which started in Northern Mindanao and will be replicated in the entire country.
Represented by Administrator Euclides G. Forbes, PCA shall provide the funds for the purchase and delivery of its recommended good quality seeds at a ratio of 167 Tacunan Green Dwarf and 83 Tagnanan Tall coconut seednuts or a total of 250 seednuts per hectare.
PCA will also provide technical assistance during nursery and farm establishment and maintenance.
It is also tasked to provide technical training, especially on naturally directed pollination techniques, coconut by-products utilization and sequential toddy/nut production.
Meanwhile, the TFFMC as a farmer-stakeholder, will make available an area for the nursery where the coconut seednuts will be sown and taken cared of; provide six (6) hectare farm land where a total 575 Tacunan Green Dwarf and 283 Tagnanan Tall coconut seedlings will be planted; Field-plant, at a distance of 9.0 x 9.0 meters triangular method, said number of coconut seedlings in accordance with the technical specifications as provided for by PCA;
Further, TFFMC will maintain the coconut seedling population in the project sites; Follow all technical specifications PCA will provide, notably in the proper care and maintenance of the coconut trees planted; Provide ample protection to the filed-planted seedlings/trees against, but not limited to, stray animals; Provide PCA five (5) good quality coconut seednuts for every coconut seedling planted; and Make available to interested growers hybrid coconut seednuts/seedlings from the seed farm at a reasonable price; and keep farm record and provide PCA monitoring reports, as requested.
For his part, Regional Manager Luis G. Cruz of PCA, said this is one of his top priority projects to meet the needs of the region for more coconut planting materials.
Cruz said that, given good agricultural practices, coconut hybrids can reach their potential yield of five (5) to six (6) metric tons of copra per hectare which is equivalent to 3 to 3.6 metric tons of lauric crude coconut oil. This is almost two times the potential of pure tall or dwarf coconuts which can only yield about two to three metric tons of copra per year.
Cruz plans to have these hybrid seed farms in coconut barangays where the “coconut hybrid seeds or seedlings can be made easily available and accessible to interested coco growers and the replanting areas thus reducing the cost and difficulties in the delivery of coconut planting materials to the replanting sites.
A farmer cooperator with two-five hectares that can qualify as hybrid seed farm shall be identified in each coconut barangay.
This farm, to be accredited by PCA as a source of planting materials, can supply seeds or seedlings for 100 to 200 hectare-replanting areas. The chosen farmer cooperator shall be trained by PCA technicians on coconut hybrid production.
The Coconut Hybrid Seed Farms shall adopt the Directed Natural Pollination technique of Hybrid seed production where a row of specified tall coconut variety (male parent) shall be planted in between two rows of a specified dwarf coconut variety (female parent) to ensure high natural pollination rate by the tall coconut on the emasculated dwarf coconuts.
Bearing plenty of nuts as its characteristics, the dwarf coconut can yield a high number of hybrid seed-nuts through directed natural pollination.
“The Coconut Hybrid Seed Farms shall be managed in top condition using good agricultural practices to ensure good plant growth and high yield. Poor agricultural practice will result in low or poor germination percentage of coconut hybrid seeds,” Cruz said.
Cruz projects that on the fifth year from the establishment of the coconut hybrid seed farms, the PCA Northern Mindanao will start its Coconut Hybrid Replanting Project in every coconut barangay that is starting to produce the coconut hybrid seeds. Coconut hybrid nurseries shall then be established to supply good coconut hybrid seedlings for planting.
Simultaneous to the program was the ceremonial turn-over of: Participatory Coconut Planting Program (PCPP) Phase III incentive checks; and seedlings for the Hybrid Coco Seed Production Farm Project. (PIA-10)
ARMM policymakers formulate action plan for reform
MARAWI CITY, Lanao del Sur- Regional policymakers are now in the process of fine-tuning development plans in the Autonomous Region in Muslim Mindanao (ARMM) to make way for the key reforms being set up by Officer-in-charge (OIC) Governor Mujiv Hataman.
According to Diamadel Dumagay, executive director of the Regional Planning and Development Office (RPDO)-ARMM, officials and chief planning officers of different ARMM agencies convened in a two-day workshop at the start of this week to set out on the formulation of an action plan aimed at introducing open governance and reforms in the region.
The plans should be attuned to the three areas of reform that the present caretaker ARMM administration have been tasked to attain namely on governance, peace and security, and economic reforms, he said.
With only a little over a year to implement the action plan, Dumagay urged policymakers to make their targets attainable within the limited timeframe.
The caretaker government of Hataman has at least 14 remaining months to institute needed reforms in the ARMM, Dumagay said.
“We are confident that the present regional government can perform the mandated reforms by the President,” he said.
Lawyer Anwar Malang, ARMM executive secretary, said that with the right platform and agenda at hand, “the best time to reform ARMM” is now.
He urged participants during the start of the workshop to help make a difference and do their share to uplift ARMM.
“We must all make sure that the plans we formulate truly address the needs of our people,” Malang said.
He said thru convergence and clustering of efforts, agencies have better chance of attaining targets within the limited timeframe.
Malang said they want to make it a point that individual agency efforts would be complementary to each other.
Citing encouraging developments in the ongoing peace negotiations between the government and the Moro Islamic Liberation Front (MILF), Malang said the programs of present ARMM leadership are congruent and supportive to the peace process.
He underscored the need to establish meaningful reforms in ARMM to complement progress in the peace efforts in Mindanao.
The plan that will be formulated in the two-day workshop, dubbed the ARMM Strategic Action Plan for Governance and Reform, shall serve as the guideline of introducing actual reforms in ARMM.
Economic specialist and former director general of the National Economic and Development Authority (NEDA), Cielito Habito, who also led the crafting of the Mindanao 2020 plan, lauded what according to him are good plans that ARMM agencies have but cited lapses in their implementation.
Habito told regional planners to take the challenge of the Hataman administration’s interim 15 months to institute reforms, urging them to arrive at a short-term agenda achievable within the timeframe but “still contextualize the longer-term pursuits”.
Further, he said the plans must also be widely owned by the people to ensure its sustainability. (BPI-ARMM)
