Franchisees of 14,494 tricycles in Northern Mindanao set to receive Pantawid Pasada Cards

CAGAYAN DE ORO CITY, Misamis Oriental, May 18 (PIA) – Franchisees of a total of 14,494 tricycle units in Northern Mindanao are set to receive the tricycle transport financial subsidy (TTFS), under the Public Transport Assistance Program (PTAP) of the government, next week.

This was revealed by Director Loreto T. Bhagwani of the Department of Interior and Local Government (DILG), region 10, who said the PTAP is an urgent intervention to cushion the impact of high fuel prices on the marginalized sectors of society, such as, the tricycle-franchisees.

“Mandated under Pres. Aquino’s Executive Order No. 32, s. 2011, the PTAP shall subsidize a portion of the average fuel consumption of the tricycle-franchisees amounting to P1,050, which they will receive through the ‘Pantawid Pasada’ Card,” Bhagwani said.

Bhagwani said this number of tricycles actually cover a total of 64 local government units (LGU’s), i.e. 56 municipalities, one (1) highly urbanized city and seven (7) component cities, in the region with tricycle transport services in their areas.

Of this number, the province of Misamis Occidental has the most number of 5,051 tricycles or 34.84%, followed by Misamis Oriental, 4,298 or 29.65%, Bukidnon, 3,760 tricycles or 25.94%, Lanao del Norte, 918 or 6.33% and Camiguin, 467 or 3.22%.

Again the most number of tricycles in Misamis Occidental are operating in Ozamiz City with 2,336 followed by those in Oroquieta City, 1,434 and Plaridel, 300.

Data in Misamis Oriental, also show that the most number of tricycles are operating in Cagayan del Oro City with 2,222, followed by Gingoog, 469, while the rest of the towns had below 300 units each.

In Lanao del Norte, the town of Kapatagan had the most number of 280 tricycles, followed by Tubod, 231, while Mambajao town, in Camiguin, had the most number of 325 tricycles compared to its other four (4) towns.

Bhagwani said in the implementing rules and regulations (IRR) of EO 32, DILG, in keeping with its mandate and organizational reach, is tasked to coordinate with municipal and city governments in the PTAP implementation.

Upon receipt of the sub-allotment and notice of transfer of cash allocation (NTCA), DILG-10 effects the release of the TTFS, in the form of a funding check computed on the basis of the certified list of tricycle franchisees (CLTF), to the Municipal or City Treasurer, through the Provincial/City DILG Office.

The LGU, on the other hand, is tasked to cause the posting of the CLTF, addresses, franchise numbers and numbers of operating tricycles in publicly accessible and conspicuous places within local government-owned buildings.

It is also tasked to devise a system to ensure the integrity of fund disbursements to tricycle franchisees, as well, as to effect an organized and orderly distribution of the TTFS to the beneficiary-tricycle franchisees, based on the CLTF.

Likewise, the LGU is tasked to provide counterpart resources through staff time, office space, necessary supplies and other incidental fees, such as notarial fee, in support of the implementation of the PTAP, Bhagwani added. (PIA-10)


MisOcc shellfishes still not safe: BFAR

CAGAYAN DE ORO CITY, Misamis Oriental, May 18 (PIA) – Misamis Occidental shellfishes still remains positive for red tide toxin as bared in the latest laboratory result of the Bureau of Fisheries and Aquatic Resources (BFAR).

Other coastal provinces which are also kept on the watch list include Dumanquillas Bay in Zamboanga de Sur, Murcielagos Bay in Zamboanga del Norte and Masinloc Bay in Zambales.
BFAR warns that all types shellfishes and Acetes sp. or ‘alamang’ (minute shrimps) found in the area contains poison that are beyond the regulatory limit and were pronounced not safe for human consumption.

It, however, clears fishes, shrimps and crabs to be safe provided that it is fresh, washed and removed of internal organs before cooking.

Meanwhile, coastal waters of Bolinao and Anda in Pangasinan which were previously included in the BFAR bulletin were now declared safe of the paralytic shellfish poison.

In Northern Mindanao, Taguines Lagoon in Benoni, Mahinog, Camiguin is among the areas cleared by BFAR, along with the coastal waters of the following:
Cavite, Las Piñas, Parañaque, Navotas, Bulacan and Bataan in Manila Bay, Bani in
Pangasinan, Milagros and Mandaon in Masbate, Juag Lagoon in Matnog and Sorsogon Bay, and Honda and Puerto Bays in Puerto Princesa City.

Inner Malampaya Sound in Taytay, Palawan, Pilar, President Roxas, Pontevedra, Panay, Roxas City, Ivisan and Sapian in Capiz, E.B. Magalona, Pontevedra, Pulupandan, Valladolid, Talisay City, Silay City, Bacolod City , Hinigaran, Cadiz City, Victorias City, Bago City and San Enrique in Negros Occidental.

Irong-irong, Maqueda and Villareal Bays in Samar, Matinao Bay in Eastern Samar, Ormoc, San Pedro, Cancabato and Carigara Bays in Leyte, Biliran water in Biliran Province, Hinatuan, Bislig and Lianga Bays in Surigao del Sur, Balite Bay in Mati, Davao Oriental, Kabasalan in Sibuguey Bay and Zamboanga Sibugay. DSWD-X intensifies info drive on Mendicancy Law implementation

CAGAYAN DE ORO CITY, Misamis Oriental, May 18 (PIA) -- The Dept. of Social Welfare and Development (DSWD), region 10, has intensified its information drive on the implementation of Presidential Decree No. 1563 or the Mendicancy Law.

Lawyer Araceli F. Solamillo, Director of DSWD-X, said the law provides policies of the government about alms giving and aims to prevent the commission of mendicancy, exploitation of infants and children through mendicancy and provide them with habilitative services.

It also aims to promote the rehabilitation of minors found begging and mendicants by providing an integrated developmental package of preventive, interceptive, remedial, and/or rehabilitative services.

The law also states that any infant or child eight (8) years old and below found begging and are used by mendicants for the purpose of begging shall be apprehended as a neglected child and shall be under the custody of the DSWD.

A child over nine (9) years of age and under 15, who is found begging or are used by mendicants as well, but acted without discernment shall also be apprehended as a neglected child and shall also be under the custody of the Department.

Those with discernment under these ages shall be preceded with a case based on Chapter 3, Title VIII of Presidential Decree No. 603.

Meanwhile, DSWD also emphasizes that convicted mendicants will be penalized by a fine not exceeding P500 or by imprisonment for a period not exceeding 2 years or both at the discretion of the court.

A habitual mendicant shall also be fined not exceeding Php1,000 or by imprisonment for a period not exceeding 4 years or both at the discretion of the court.

Parents of exploited infants or minors under Section 4 of the law shall also be charged with a case based on Articles 59 and 60 of Presidential Decree No. 603, unless they are themselves mendicants.

Any person who abets mendicancy by giving alms directly to mendicants, exploited infants and minors on public roads, sidewalks, parks and bridges shall be punished by a fine not exceeding P20.00.

Solamillo, however, encourages the public that if they want to help these children and their families, they should divert their donations to social welfare agencies that provide services for them. (DSWD/PIA-10)


PAF now recruiting applicants

CAGAYAN DE ORO, Misamis Oriental, May 17 (PIA) -- The Philippine Air Force (PAF), through the PAF Personal Management Center is now accepting applicants for Candidate Soldiers (CS) as part of their Manpower Procurement Program.

Col. Connor Anthony ) Canlas, Commander of the Tactical Operations Group, Northern Mindanao (TOG-10), PAF, said interested individuals who want to pursue a career in the Air Force must attain specific qualifications for them to become a CS.

Applicants must be a natural born Filipino, not be more than 23 years old on December 2011, single, have at least earned 72 units in college and have good moral character.

He/she must have no pending cases in any court, physically and mentally fit for training, and at least be 5 feet tall for both male and female.

Applicants must also provide the following requirements for the examination: two (2) pieces 2x2 picture with white background, transcript of records, and National Statistics Office (NSO) birth certificate, where both copies must be authentic.

Examination date will be on May 31, 2011 at the TOG-10 Headquarters, Lumbia Airport, Cagayan de Oro. Application forms are also available there. (PIA-10)


Malaybalay Patrol 117 receives US medical equipment package

MALAYBALAY CITY, Bukidnon, May 18 (PIA) – The Malaybalay Emergency Rescue Unit 117 (MERU 117) received medical equipment and accessories from the Association of Bukidnons in America (ABA).

ABA Officer Dennis Metiam and some members, representing its President Carmen dela Cerna who is the United States of America (USA), handed over the brand new medical equipment to the rescue unit, last May 16, at Malaybalay City Hall in the presence of city officials.

The medical equipment from the USA has a full range of advanced life support like the Electrodes Pads for children and adult, Automated External Defibrillator (AED) with complete accessories and professional finger pulse oximeter, Sonny Davis Belderol, Area Coordination and Emergency Response Center (ACER) Operations Officer, said.

The medical equipment that costs more than Php300,000, also includes fully automatic premium AED/CPR responder lifepack, 4-inch round AED window decal-equipped facility, water tight hard carry case for AED by physio-control, manual suction pump by ambulance, and AED maintenance inspections recorder.

Malaybalay City Administrator Allan Ronolo expressed his gratitude to the ABA for the donation.

He said the equipment is a big help to the City Disaster Risk Reduction Management Council (CDRRMC) through the ACER/MERU 117 who is committed to the goal of reducing morbidity and mortality in their daily response/rescue missions. (CIO/PIA-10)


Infrastructure plays significant role in ICT

CAGAYAN DE ORO CITY, Misamis Oriental, May 18, (PIA) – In the application and concept of the Information and Communications Technology (ICT), infrastructure is very crucial.

This was emphasized by Director Dimnatang M. Radia of the Telecommunications Office (TelOf), region 10, during the opening program of the National Electronics & Telecommunications Week (NETW), May 17-23, at the Provincial Capitol Ground, this city.

“In the concept or structure of ICT where you have the government e-learning, e-infrastructure and e-business, the most important one is the infrastructure,” Radia said.

“How can you do the applications of technology without infrastructure?” he asked.

Meanwhile, he said that TelOf has implemented the community e-center, and, in fact, converted the telephone exchanges into it. However, there are still lots of things to be done, as it is a continuous process with the participation of the various stakeholders of the ICT.

He envisions that with the collaborated effort of the different agencies, partner companies, and establishments, the learning and practices of the city will be radiated to the whole Northern Mindanao through ICT.

In addition, Radia also cited the misconceptions of the investors of the region, particularly, on the problem about peace and order.

He said a lot of prospective businessmen, particularly the Business Processing Outsourcing sectors like call center industries, would like to invest in the city. However, due to their bad perceptions when it comes to peace and order, they have withdrawn their plans.

“Therefore to say the least, ICT played a vital role in changing the lives not only of people living in rural isolated areas but our nations in general,” Radia, expressed.

As an example, Radia recalled the previous automated presidential election. “Look what happened. Just recently, we had our electronic or automated election. There was less human intervention, and less dagdag bawas factor.

Once we will go into full automation of the electoral process, the way of choosing people on the merit of integrity of the officials to be elected and assurance that their votes will be counted 100%, then this will change the political landscape of the country.

He also narrated his experience when he attended a technical presentations conference organized by Intel, an American global technology company and the world's largest semiconductor chip maker, in terms of revenue.

The main problem in Mindanao is peace and order. However, with the intervention of ICT, it might be that instead of guns and rifles held on the hands of the out of school youths, it will be laptops that they will be carrying as call center agents. (PIA-10)


Filing of COCs for ARMM polls to start on May 19

MARAWI CITY, Lanao del Sur, May 18 (PIA) --- The filing of certificates of candidacy (COC) for the August 8, 2011 elections in the Autonomous Region in Muslim Mindanao (ARMM) will start on May 19, a poll official said on Monday.

Atty. Nasib Yasin, Provincial Election Supervisor, said the Commission on Elections (Comelec) has promulgated Resolution No. 9218, last week, moving again the period for the filing of COC to afford more time for the pre-election preparations relative to the upcoming regional elections.

The filing of COC was originally set from May 9-13, 2011 and was later reset to May 14-18, 2011 and finally to May 19-23, this year.

He said the period for holding political conventions to select and nominate official party candidates for the ARMM elections was also moved to not later than May 18, 2011.

On August 8, voters in the autonomous region will elect the Regional Governor, Regional Vice-Governor, and members of the Regional Legislative Assembly (RLA).

Meanwhile, Yasin said the filing of COCs for the gubernatorial and vice-gubernatorial posts should be done at the Office of the Regional Election Director while COCs for the position of the members of RLA should be filed at the Office of the PES concerned.

The filing of COCs shall be held from 8am to 5pm, inclusive of Saturdays and Sundays, Yasin added. (PIA10)
