CAGAYAN DE ORO CITY, Misamis Oriental, May 20 (PIA) – A public consultation and information campaign will be conducted by the Committee on Constitutional Amendments (CCA) in region 10, next week, May 27, starting at 1:00 p.m.
To be done at the Mindanao University of Science and Technology (MUST), formerly, Mindanao Polytechnic State College (MPSC) in Lapasan, this city, the event aims to determine the public pulse on the necessity of amending the Philippine Constitution.
Among others, the consultation will include the preferred mode and proposed specific amendments, Representative Loreto Leo S. Ocampos, 2nd District of Misamis Occidental who is the Chairperson of CCA.
Ocampos, who is also serves as Vice-Chairperson of the Committee on Higher and Technical Education and Committee on Public Information, also said the topics to be discussed during the consultation include those on economic, judicial and local government reforms.
Expected to be present during the consultation are Deputy Speaker Lorenzo R. Tañada III, Representative, 4th District of Quezon City and Rep. Ma. Rachel J. Arenas of the 3rd District of Pangasinan.
The topic on the forms of government and types of legislature will be discussed by Rep. Rufus B. Rodriguez of the 2nd District of Cagayan de Oro City while the last part of the briefer on the modes of amending the constitution will be presented by Rep. Vistor F. Ortega of the 2nd District of La Union.
Different media organizations in Region 10 and from adjoining cities are invited to participate in the said event, as there will also be an open forum to enable the participants to present their stand on constitutional reforms, Ocampos said
Likewise, the CCA is encouraging the submission of position papers from the participants and from different organizations regarding the issues.
Other expected guests who are invited to the event are: Archbishop Antonio J. Ledesma, S.J., Cagayan de Oro City Mayor Vicente Y. Emano, Misamis Oriental Governor Oscar S. Moreno and Rep. Jorge T. Herd of 590 cows from New Zealand arrive in Cag. De Oro

CAGAYAN DE ORO CITY, Misamis Oriental, May 20, (PIA) – Some 585 pregnant cows and five (5) bulls from New Zealand arrived at the Macabalan Port, this city, the other day, for dispersal to the dairy farmers, in region 10.
Jesus B. So, Field Operations Manager of the National Dairy Authority (NDA) said all the cattle shall undergo quarantine procedures before they are dispersed to identified farmers.
“The herd will be kept in the towns of Kiliog and Libona in Bukidnon, about 25 km. away from the city and will stay there for a period of thirty (30) days, after which time, they will be distributed to qualified dairy farmers in Northern Mindanao,” he said.
The program is dubbed as “Herd Build Up” and it is envisioned to support farmers, organizations, or any deserving individual who wants to engage in dairy farming.
Importation is needed to increase the number of dairy cows in the country as well as help raise the income of the dairy farmers, So said.
He noted that the imported dairy cows could produce about 10 liters of milk per day.
“If we could fast-track the development of our dairy industry by importing these cows, we could soon lessen the importation of cattle and utilize our own livestock or products,” he added.
The importation of cattle started way back in 1984, and this year is the 12th batch, the next batch of which is expected to arrive next year and on 2013.
Each cattle is said to cost about P130,000 to P140,000 and qualified beneficiaries must have the technology for dairy farming, and established pastured land.
Interested applicants may submit a letter of intent to NDA and applications may take about a year of thorough inspection before approval is granted.
So said the payment scheme for the cattle will be in kind, and that each cow will be replaced with two pregnant healthy cows in a period of seven (7) years. (PIA 10)
Gov't urged to raise investment in rural infrastructure

CAGAYAN DE ORO CITY, Misamis Oriental, May 20 (PIA) -- The government must improve its tax collection effort, cut inefficient spending and stamp out corruption to generate the much-needed revenues for rural infrastructure construction crucial in raising agricultural productivity in the Philippines.
This recommendation was made by Gilberto M. Llanto, a senior research fellow at the Philippine Institute for Development Studies, in a paper titled "Does poor rural infrastructure constrain agricultural productivity?"
Llanto cited results of various studies indicating that inadequate infrastructure can act as a significant constraint to growth and productivity.
These pointed out that differences in availability of infrastructure have led to differences in regional growth in the Philippines.
"Regions with high infrastructure investments tend to have higher economic growth while regions with low infrastructure investments tend to have lower economic growth," he noted.
Likewise, Llanto stressed that having high quality of infrastructure is one of the key factors behind the successful integration and rapid economic growth of East Asian economies into the global economy.
"This has given them a competitive edge over other countries in Asia which have not invested in good infrastructure," he said.
With this, the economist underscored the need for the Philippines to increase investment in infrastructure which averaged only at around two percent of gross domestic product (GDP) in the recent past. This was in contrast with the 5 percent norm for other Association of Southeast Asian Nations (ASEAN) members.
Llanto said this has resulted in the failure of the country's infrastructure to keep up with the growing needs of the economy and the population.
"The failure to raise substantial revenues and inefficient expenditures in the past coupled with years of neglect of the rural areas have resulted in ill-maintained irrigation systems, costly electricity, rural roads in extremely bad condition, and inadequate, inefficient, and accident-prone inter-island transport which have taken their toll in terms of lower productivity and lower level of welfare, especially in rural areas," he noted.
Llanto said transport efficiency is a critical development imperative for the Philippines, being an archipelagic country.
"Shipping facilitates at least 80 percent of inter-island movement of both passengers and cargoes. However, inefficiencies in inter-island ports and shipping, road transport and telecommunication have had an adverse impact on the growth and competitiveness of domestic trade in the Philippines," he said.
He added electricity and roads are likewise significant determinants of agricultural productivity.
Moreover, Llanto said the government should work with the private sector and donors in solving the threatening power supply situation.
The local governments, for their part, must improve their local fiscal capacity to raise resources for local development, he further said. (PENF/PIA-10)
Comelec amends election period for ARMM polls

MARAWI CITY, Lanao del Sur, May 19 (PIA) --- The Commission on Elections (Comelec) has amended the election period in connection with the August 8, 2011 Autonomous Region in Muslim Mindanao (ARMM) polls.
Atty. Nasib Yasin, provincial election supervisor, said the election period was moved to June 9, 2011 until September 7, 2011 per Comelec Resolution No. 9219, after it was originally set from May 10 to September 7, 2011.
He said the reason for amending the election period is to afford more time to prepare and review the guidelines for the conduct of the elections to ensure a credible election in the autonomous region.
During the election period, the alteration of territory of precincts or the establishment of new precincts, the transfer of officers and employees in the civil service, and the use of security personnel or bodyguards by candidates shall be prohibited.
The ban on bearing, carrying or transporting of firearms and deadly weapons shall likewise take effect in the ARMM during this period.
Moreover, Resolution No. 9219 also set the new period for the prohibition on appointment, creation or filling up of new positions, promotions or giving of salary increases or remuneration or privilege, releases, disbursements or expenditures of public funds, and construction of public works from June 24, 2011 until August 7, 2011. COPC celebrates 29th Press Freedom Week, May 23-28

CAGAYAN DE ORO, Misamis Oriental, May 20 (PIA) -- The Cagayan de Oro Press Club Inc. (COPC) will be celebrating the 29th Press Freedom Week on May 23-28, this year.
Anchored on the theme “Gawasnong Prensa: Katilingbanong Kalihukan (Press Freedom: a Community Endeavor),” the week-long activity will commence with a Press Freedom Walk from Rodelsa Circle to the Provincial Capitol Grounds on May 23, 6:00 a.m.
It will be followed by a fellowship breakfast at the COPC boardroom which will be attended by the regular members.
Coinciding with the ‘monthsary’ of the Ampatuan massacre, which took place in Maguindanao in November 23, 2009, a mass at the Press Freedom Monument will be offered for the victims and to all media practitioners at 5:00 p.m. of the same day.
Meanwhile, Atty. Santiago O. Goking, COPC President, said a series of lectures on safety, basic journalism, human rights and libel law will be given respectively on May 23-26, 9 a.m. at the COPC boardroom.
There will also be sports activities in the afternoon which will be held at the Provincial Capitol Garden, except on May 25 when all afternoon activities will be held at the 4th Infantry Division, Philippine Army as it will host a fellowship dinner.

DBM- NorMin set to launch new features of e-procurement

CAGAYAN DE ORO CITY, Misamis Oriental, May 20 (PIA) – The Department of Budget and Management (DBM-10), region 10, has requested all government agencies and local governments in the region to submit a list of all their accredited suppliers and contractors.
This, as DBM is set to establish a trainers training program that could help fast track and develop added features of the Philippine Government Electronic Procurement System (PhilGEPS), which is directly administered by the Procurement Service of the DBM (PS-DBM).
Republic Act No. 9184, more commonly known as the Government Procurement Reform Act requires the use of an electronic procurement system, not only by the government agencies, but also by suppliers and contractors doing business with the government.
Director Annabelle M. Atillo of DBM-10 said the training, which is set in June, this year, at the Mindanao University of Science and Technology (MUST), this city, is projected to establish a pool of competent trainers, selected from the government institutions and private sector groups from different strategic locations in the region, who will undertake the PhilGEPS training in their respective areas.
Invited to attend the training course are members of the Bids and Award Committee (BAC), Technical Working Group (TWG) and Secretariat, preferably those assigned in post bit notices, including representatives of its suppliers and contractors.
“This will help them gain better understanding on the government procurement system as well as take advantage of the PhilGEPS features and functions,” Atillo said.
At present key features of PhilGEPS includes electronic bulletin board, electronic catalogue, supplier registry, automatic bid matching and material project information.
It will add e-services like the virtual store, expanded supplier registry, electronic payment system, virtual store electronic bid submission, and the annual procurement plan.
This is in bid to fulfill the promise of ‘kung walang corrupt, walang mahirap’, as it enshrines transparency and accountability in all government procurement and minimize human intervention and discretion in the bidding process, Atillo added. (PIA 10)
Diyandi Festival of Iligan City features in Nor Min Fair at SM Mall of Asia

ILIGAN CITY, Lanao del Norte, May 20 (PIA) – Iligan City’s Diyandi Festival was among those featured during the Pasundayag Northern Mindanao Fair held at SM Mall of Asia, last month.
The event transformed the SM Mall of Asia’s Music Hall into a showcase of the region filled with tribal dancers in colorful costumes, demonstrations of crafts like weaving and basket making, and booths highlighting its products and tourist attractions.
Organized by the Dept. of Tourism (DOT), region 10, with support from the Regional Development Council (RDC), the Northern Mindanao Tourism Council 10, SM City Cagayan de Oro, and the SM Mall of Asia, it was attended by governors, mayors, and tourism officials from the region who had come with the cultural performers to welcome visitors to their beautiful cities and provinces.
The opening ceremonies of the weeklong event that ran from April 11-16, were filled with pomp and pageantry beginning with a Parade of Northern Mindanao Festivals around the mall.
Among those showcased were the Kaamulan Festival of Bukidnon, Valencia City, and Malaybalay City, the Kaliga Festival of Gingoog City, the Subayan Keg Subanen Festival of Ozamiz City, the Higaonon Festival of Cagayan de Oro, the Dalit Festival of Tangub City, the Inug-og Festival of Oroquienta City in Misamis Occidental, the Lanzones Festival of Camiguin Province, the Sagayan Festival of Lanao del Norte, and festivities of Misamis Oriental.
The symbolical opening of the doors of Northern Mindanao to the world led by DOT Undersecretary Atty. Maria Victoria Jasmin and Director Catalino "Butch" Chan III of DOT-10 followed. After viewing the different destination booths, guests had a rare opportunity to watch a cultural tapestry of the region.
DOT Secretary Alberto Lim who graced the closing ceremonies said that "this is public-private partnership at work" and thanked the DOT-10 and the SM Mall of Asia for working together to create the successful event. (CIO)
DILG-10 distributes P2.16M fuel subsidy to 64 cities/municipalities

CAGAYAN DE ORO CITY, Misamis Oriental, May 19 (PIA) – The Department of Interior and Local Government (DILG), region 10, has started to release some P2.16M of the tricycle transport financial subsidy fund starting, yesterday, May 18, to 64 cities and municipalities in the region.
Pursuant to President Benigno S. Aquino III’s Pantawid Pasada Program, each tricycle franchise owner shall receive a one-time gasoline subsidy of P150 per tricycle unit.
The distribution of the fund is part of the Pantawid Pasada or the Public Transport Assistance Program (PTAP) of the government, which was created under Executive Order No. 32, s. 2011 issued by the President.
The PTAP aims to provide assistance to the public transport sector to cushion the impact and the resulting effects of oil price hikes on the costs of fuel, food and other basic commodities.
Director Loreto T. Bhagwani of DILG of region 10, said that the amount is distributed to the franchise owners of 14,431 tricycle units in Northern Mindanao, the breakdown of which are as follows:
Bukidnon – P559,650 for the 3,731 units, Camiguin – P70,050 for 467 units, Lanao del Norte – P138,000 for the 920 units, Misamis Occidental – P752,250 for the 5,015 units, and Misamis Oriental – P644,700 for the 4,298 units.
Bhagwani explained that the amount distributed in the region is part of the P134.4M released by the government through the Pantawid Pasada Program to partly subsidize 896,024 certified tricycle franchisees, nationwide.
Earlier, DILG Secretary Jesse M. Robredo urged local government units (LGUs) to provide counterpart funding in order to help tricycle franchise owners amid fuel price hike in the country.
The Department has also issued the implementing guidelines on the release of tricycle subsidy under the Pantawid Pasada.
Under the guidelines, regional offices shall forge a memorandum of agreement with concerned local chief executives who shall prepare and certify the list of tricycle franchisees in their localities, including their addresses and the number of operating tricycles.
The list shall be the basis of DILG regional and field offices in the computation of the subsidy by the DILG regional and field offices.
Likewise, under the guidelines, mayors are directed to set-up a PTAP Assistance and Complaint Desk to receive feedback and address the complaints of the Pantawid Pasada beneficiaries. (DILG/PIA-10)
NDA forges partnership with US-based group to assist local dairy farmers

CAGAYAN DE ORO CITY, Misamis Oriental, May 19 (PIA) --The National Dairy Authority (NDA) will continue to provide assistance to dairy farmers or organizations interested in dairy farming.
Thus, it has developed industry partnerships from foreign countries in bringing dairy development into the Philippines, NDA Field Operations Manager Jesus B. So, said.
One such partner is the Land O’Lakes, a member-owned agricultural cooperative based in Arden Hills, Minnesota, USA, that has the same components as the NDA, along animal dispersal, milk processing, milk establishment and milk feeding program.
Land O’Lakes has been supporting, since 2005, NDA’s Herd Build-up Program, which is a government strategy of importing cattle from other countries to counter the low milk-producing cattle breeds in the country.
For 25 years now, NDA has been procuring imported cattle from New Zealand which are cross breeds of high milk-producing cows called Friesian cattle and heat-tolerant breed of cows called Sahiwal from Pakistan.
As part of its corporate social responsibility (CSR), Land O’Lakes has provided financial assistance to NDA in procuring and helping bring in, this year, 585 pregnant cows and five (5) bulls from New Zealand.
Unloaded in the Port of Cagayan de Oro, yesterday, May 18, the said cows, under the NDA Cow Dispersal Program are to be dispersed to identified recipients after a 30-day quarantine period in Libona, Bukidnon, in accordance with the NDA’s standard operating procedure.
So said the identification of recipients involves a long process of training and technology preparation that goes over a period of one year.
Once the cattle are declared free of disease and have already adapted to the climate and grass in the country, the Dept. of Agriculture (DA) will then authorize the dispersal to the identified recipients.
“The program has been helping farmers acquire additional income and has been helping the country’s economy all the same, because, aside from the milk, new-born cattle are also another source of income,” So said.
Likewise, it is also helping the government solve problems in malnutrition especially among children, through their milk feeding program.
“If we improve our local milk production, we will be able to fast track the development of our local dairy industry and also minimize importation,” So added.
However, Land O’Lakes’ cattle dispersal program in the Philippines will end in 2012 after the termination of its last 3-year project-based scheme that started in 2009.
“But when it comes to dairy development, we will still be partners with the NDA,” Land O’Lakes Foundation Philippines Inc. Operations Manager Marilyn Mabale said.
Moreover, NDA’s cattle dispersal program follows a multi-year procurement plan which will end the importation in 2013.
By then, island-born cattle from the same bloodline of Friesian-Sahiwal breed will be utilized for the sustainability of the program, she said.
“There are a lot of good land here that could be developed to create more dairy farms and you have a big population. The government should see this industry growing,” said Livestock Export General Manager Steve Carson. (PIA-10)
In case of fire, don’t panic, BFP tells inmates of Cag. de Oro City Jail

CAGAYAN DE ORO CITY, Misamis Oriental, May 19 (PIA) – In case of fire, don’t panic. Have presence of mind.
This reminder came from Sr. Inspector Reynante S. Lorono, City Fire Marshall, Bureau of Fire Protection (BFP), during a fire drill and safety training conducted for the inmates of the Cagayan de Oro City Jail, Male Dormitory.
The said training was made possible upon the invitation of Jail Supt. Clint Russel A. Tangeres, City Jail Warden, early this month, and was attended not only by the inmates but also by the personnel of the Bureau of Jail Management and Penology (BJMP), in Lumbia, this city.
“Your priority is to keep yourself safe and try to assist those who cannot move by themselves like the disabled, the bed-ridden and the aged. Remember the biblical adage that you are your brother’s keeper,” he reminded the enthusiastic 800 or so inmates.
With Lorono who conducted the training demonstrations and lectures were seven (7) other officers of the BFP.
After the lecture, a fire drill and a demonstration on emergency rescue and first aid techniques followed.
Meanwhile, safety in institutions like city jails is not only the concern of the BJMP personnel but also of everyone in the facility, including the inmates.
“There is a need, not only to be vigilant, but also to be prepared for emergency responses, such as the occurence of fire,” Tangeres explained. (PIA-10)
Bukidnon holds training on DRR, climate change adaptation

MALAYBALAY CITY, Bukidnon, May 19 (PIA) – To help craft a strategic framework for human-induced or natural disaster and risk reduction in Bukidnon, a training for members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) has been conducted from May 18-20 in Cagayan de Oro City.
Provincial Social Welfare and Development Officer Arsenio Alagenio said the training will focus on disaster preparedness, risk reduction management and climate change adaptation.
Alagenio also said the training strategy advocates for adoption of a policy of self-reliance in each vulnerable community that comprise capability building, as wel,l as allocation and efficient use of resources.
It also underscores involvement and active participation of the people in disaster reduction, prevention and preparedness, leading to improved risk management.
Trainers were composed of officials from the Office of Civil Defense (OCD), Philippine Institute of Volcanology and Seismology (PhiVolcS), Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), Philippine Red Cross (PRC) and Mines and Geo-Sciences Bureau (MGB)of the Dept. of Environment and Natural Resources (DENR).
Alagenio, who is also the PDRRMC Executive Officer and Vice-Chairperson on Disaster Response, said that the activity is part of the 2011 disaster preparedness plan, which was formulated by the Bukidnon PDRRMC early this year during its first meeting, this year.
The provincial government of Bukidnon through its calamity fund backs the three-day training which is participated in by nearly 40 PDRRMC members including four (4) Local Disaster Risk Reduction Management (LDRRM) Executive Officers from Maramag, Manolo Fortich , Pangantucan and Kalilangan towns of Bukidnon.
The training will hone their skills in disaster preparedness, rescue operations and climate change adaptation, thus saving lives of people in times of disaster,” Alagenio, further said. (PIA-10)
Northern Mindanao to join the anti-smoking week observance

CAGAYAN DE ORO CITY, Misamis Oriental, May 19 (PIA) - The Department of Health-Center for Health Development (DOH-CHD), in Northern Mindanao, has organized a novel event to join the annual observance of the World No Tobacco Day (WNTD), next week.
Director Jaime S. Bernadas of DOH-CHD-10 said this will be the first anti smoking week observance in the region and it will run from May 25 to 31.
Held in partnership with the Regional Tobacco Control Network (RTCN), the event will be highlighted by the conduct of a motorcade around the main thoroughfares of the city, on May 31, to be participated in by anti-smoking supporters coming from various sectors of society.
Bernadas said the motorcade will set off as early as 6:00 a.m.., which starts and end at the provincial capitol grounds.
Meanwhile, the World Health Organization (WHO) selects “The WHO Framework Convention on Tobacco Control” (WHO FCTC) as the theme of this year’s observance.
The world’s leading tobacco control instrument, WHO FCTC is the first treaty negotiated under the auspices of WHO, and affirms the right of all people to the highest standard of health and provides legal dimensions for cooperation in tobacco control, Bernadas said. (PIA 10)
4ID troops get free massage from TESDA students
CAMP EVANGELISTA, Cagayan de Oro City, May 19 (PIA) – At least 16 students has given free massage therapy to personnel of the 4th Infantry Division, Philippine Army, based here, May 19.
The activity which was done at Alcoseba Hall, 4ID, was part of the students practicum exercises before graduating from the Massage Therapy Training of the Technical Education Skills and Development Authority (TESDA).
The student’s practicum is part of the 6-month training course given by TESDA in partnership with the Community Improvement Division (CID) of the Office of the City Mayor which will end this June 10, 2011.
The activity was requested by CEED Manager Nena Salon to allow the students to practice what they have learned in class.
Meanwhile, Maj. Gen. Victor A Felix, Commander of 4ID, has commended the activity as a way for the Army personnel to take a break and get a relaxing therapy.
“This is a good way for our troops to take a breather and have a rejuvenating massage therapy. Aside from this, we are also helping out in the training of these students as a venue for them to test their learning skills,” said MGen Felix.
Meanwhile, Maj. Eugenio Julio C Osias IV, Commander of the 4th Civil-Military Operations Battalion said that 4ID, under MGen Felix, will continue to support TESDA and any other government and non government groups on their activities, especially if they are for the benefit of various communities. CAGAYAN DE ORO, Misamis Oriental, May 19, (PIA) -- Gilusad sa Department of Social Welfare and Development (DSWD), region 10 bag-ohay pa lamang, ang Free Birth Registration Program (FBRP) alang sa mga benepisaryo sa Pantawid Pamilyang Pilipino Program (4P’s), dinhi sa Amihanang Mindanao.
Buot sa FBRP nga matubag ang suliran sa mga nagkinahanglan ug birth certificates, isip usa sa mga requirement aron mahimong kwalipikadong benepisaryo sa 4P’s.
Ang 4P’s maoy usa ka poverty reduction strategy nga naghatag ug cash grants sa mga kabus nga pamilya nga adunay mabdos nga inahan ug mga anak nga nag-idad sa wala pay usa ka tuig ngadto sa 14 anyos (0-14) nga ipaagi cash cards sa Landbank of the Philippines (LBP).
Alang sa health and nutrition grants, ang 4P’s naghatag ug P6,000 matag tuig o P500 matag bulan sa matag pamilya, samtang P3,000 matag tuig o P300 matag bulan ang ihatag matag anak sa matag panimalay alang sa education grants sa sulod sa 10 ka bulan nga dili molabaw ug tulo (3) ka bata.
Apan nahisayran nga kadaghanan sa benepisaryo nga mga bata, ilabina ang mga Indigenous People (IP), walay mga birth certificates nga nakahatag ug kapakyasan sa registration ug validation process.
Mao nga gilusad sa DSWD ang FBRP, uban sa buhatan sa Department of Health (DOH), Department of Education (DepEd), Department of Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC) ug National Statistics Office (NSO).
Matud pa ni Zosimo G. Butil, 4P’s Coordinator nga ang 4P’s dili lamang mahitungod sa pagdawat ug salapi, kon dili mahitungod sa values formation, subay sa health, nutrition, education ug parenting education conditions.
Ginapakita usab nila ang kamahinungdanon sa birth registration aron magpamatuod sa ilang legal Filipino identity.
“Kinahanglan kaayo karon magpalista aron magpamatuod nga kita Pilipino,” matud pa ni Director Dr. Salvador A. Aves, NSO, region 10.
Matud ni Aves nga ang kinaulahiang Family Income and Expenditure Survey (FIES) nga gipahigayon sa NSO sa tuig 2009, nagpakita nga 32.8% sa 3.5 milyon nga populasyon sa rehiyon 10 anaa sa nasakop sa poverty threshold.
Dugang pa niya nga ang NSO dugay na gahatag ug free birth registration niadtong mga tao nga adunay certification na sila indigent gikan sa DILG.
Ingon usab niya nga ang NSO naggpahigayon ug barangay civil registration, diin ang NSO ug civil registrar mismo moadto sa mga barangay aron maghatag ug free birth registrations.
“Mangayo lamang gyud sila ug certification gikan sa DSWD nga indigent sila o makig-istorya lamang sila sa DILG aron mahatagan kami ug direktiba sa mga Mayor aron malibre na ang ilang pag rehistro” ingon ni Aves.
Samtang si Rosemarie Conde, Pantawid Pamilya Project Manager, miingon nga ang pagpahigayon sa Free Birth Registration Program aron makatabang sa mga benepisaryo sa 4P’s.
Matud pa ni Conde, nga angayan buhaton kini sa mga ginikanan kay responsibilidad nila nga hatagan ang ilang mga anak sa katungod aron sila maila nga tinood nga Filipino citizens. (PIA-10)
