CAGAYAN DE ORO CITY, Misamis Oriental, May 17 (PIA) -- After a decade of struggle and waiting, 17 farmers from Purok 6, Brgy. Bolisong, El Salvador City, this province, will finally be installed in their land, today, May 17.
The installation is authorized through a memorandum issued by Undersecretary for Field Operations Narciso B. Nieto of the Dept. of Agrarian Reform (DAR) dated May 6, 2011.
As recalled, 27 has. of farmland owned by Angelina Dayrit, was subjected to compulsory acquisition through Republic Act 6657, otherwise known as the Comprehensive Agrarian Reform Program (CARP) in 1993.
Despite the petition filed by the former landowner, however, DAR proceeded with the generation of the Certificate of Land Ownership Awards (CLOAs) for the 16 hectares in November 2001.
Ten years have passed but the farmers were not able to even build their huts in the land that was rightfully theirs because of the former landowner’s resistance.
Slapped with many cases and even driven out of the land area, they were left with no other choice but to scavenge at a nearby dumpsite in order to survive.
The farmers have exhausted all the legal means to have possession of the awarded land but to no avail.
The DAR Provincial Office in Mis. Or. for ten (10) years delayed the installation citing, as a reason, the pending cases before the DAR Central Office and the Court of Appeals (CA).
However, Usec Nieto explained, through a memorandum, that since there are no restraining orders and/or injunctions issued by the Supreme Court (SC), the pending application for exemption does not in any way constitute a legal impediment to the installation.
Thus, Mis. Or. Provincial Agrarian Reform Officer Zoraida Macadindang was directed to finally install the 17 farmers in the 16 hectares of land awarded to them 10 years ago.
“All the farmers want is the recognition of their rights, that they can truly enjoy the benefits of the government’s land reform program which has been long overdue,” Macadindang said. (DAR-Mis.Or./PIA-10)
TESDA’s livelihood, skills training program benefit Lanao Sur residents

MARAWI CITY, Lanao del Sur, May 16 (PIA) --- The livelihood and skills training program of the Technical Education and Skills Development Authority (TESDA) is gaining grounds as it benefits more residents in the province.
Tarhata Mapandi, TESDA Provincial Director, said they had just recently completed livelihood and skills training in Malabang town, this province, last May 3 that benefited about 124 residents.
The training held at Malabang National High School included fish snacks making, chocolate and candy making, fashion accessories making, coconut processing and bread making.
She said the beneficiaries were also afforded with additional incentives in the form of livelihood and training kits.
The training was sponsored by Lanao del Sur 2nd District Representative Pangalian Balindong in partnership with the local government unit of Malabang, and the Department of Education, she added.
Mapandi further said that during the first week of May, another 100 beneficiaries in Saguiaran town were provided with skills training on dressmaking while 48 more beneficiaries in this city were trained on soap making.
She also disclosed that their center-based training program held at TESDA’s Provincial/City Manpower Development Center (PCMDC) has also benefited 1,564 individuals, as of April 30, 2011.
She said the free qualifications being offered at PCMDC include Consumer Electronics Servicing NC II, Auto Servicing NC I, Dressmaking NC II, Computer Hardware Servicing NC II, Electrical Installation and Maintenance NC II, Refrigeration and Air-conditioning NC II, and Personal Computer (PC) Operations. Professors discuss humanitarian law in first IHL convention
CAGAYAN DE ORO CITY, Misamis Oriental, May 17 (PIA) – Law professors from across the Philippines will discuss the latest in international humanitarian law at the first IHL Professors' Convention in Davao City on 17 and 18 May, the International Convention of the Red Cross (ICRC)said.
The conference will provide updates on such issues as the passage of legislation making genocide, crimes against humanity and breaches of IHL offenses under Philippine law. The 30 participants include professors of law, political science and public administration from key Philippine universities.
"We hope this convention will encourage academics to devote more time to IHL in their teaching.
It is very important for students, especially those taking up law, to learn about the law of armed conflict and how it applies to the Philippine context," explained ICRC legal adviser Evecar Cruz-Ferrer.
All law schools in the Philippines teach IHL as part of international law, while seven universities offer IHL as a separate subject.
Prominent IHL professors and lawyers speaking at the convention will include Dean Raul Pangalangan, Dean Sedfrey Candelaria, Prof. Harry Roque Jr., Fr. Ranhilio Callangan Aquino and Dr. Hilton Aguja.
Richard Desgagne, ICRC regional legal adviser will present a new ICRC study on non-international armed conflict and explain how the organization supports the implementation of IHL, while Cruz-Ferrer will talk about the ICRC’s role in teaching IHL and getting it incorporated into national legislation and practice.
As Evecar Cruz-Ferrer pointed out, "The convention demonstrates that academics are committed to strengthening compliance with IHL, in a country affected by decades of armed conflict."
The ICRC is a humanitarian, neutral and impartial organization that strives to assist and protect victims of armed conflict and other situations of violence. As guardian of IHL, the ICRC reminds parties to the conflict of their obligations under this branch of law, and participates in the development of IHL. (ICRC/PIA-10)

Mao kini ang gipasabot ni Raelita Legaspi, tinugyanan sa World Fair Trade Organization (WFTO), sa Amihanang Mindanao, sa gipahigayon nga Youth for a Fair Trade Briefing sa Atrium sa SM Cagayan de Oro sa niaging Mayo 14, World Fair Trace (WFT) Day.
Gitambongan kini sa mga boluntaryo gikan sa nagkalain-laing sektor sa kabatan-onan sa rehiyon.
Si Legaspi miingon nga ang WTF Day usa ka lakang sa WFTO, tinugyanan sa kapin 400 ka-organisasyon nga mipasalig sa 100% Fair Trade, kansang katuyoan mao nga hatagan ug katakos ang mga gagmay nga prodyuser sa pag-usbaw sa ilang panginabuhi ug sa mga komunidad pamaagi sa malahutayon nga patigayon.
Mahimo kini pinaagi sa pagdeliber ug market access, mga pamaagi sa palisiya, pagpasiugda, pagpangampanya, pagpamaligya ug pagmonitor sa world market.
