CAGAYAN DE ORO CITY, Misamis Oriental, May 16 (PIA) – The Free Birth Registration Program (FBRP) for beneficiaries of the Pantawid Pamilyang Pilipino Program (4P’s) in Northern Mindanao has been launched by the Department of Social Welfare and Development (DSWD), region 10, last on May 13.
The FBRP aims to address the problem of the needed birth certificates, as one of the requirements for availing the 4P’s, a poverty reduction strategy that provides cash grants to poor households with pregnant women and 0-14 years old children through Landbank of the Philippines (LBP) cash cards.
For health and nutrition grant, the program gives away P6,000 per year or P500 per month per household, while they give P3,000 per year or P300 per month, per child, for 10 months to a maximum of three (3) children per household as education grant.
However, it was discovered during the course of the 4P’s implementation that a number of children beneficiaries, especially among Indigenous Peoples (IP) in the populated and far flung areas of the country, do not have birth certificates giving a setback in the registration and validation process.
Thus, the need to launch the FBRP by DSWD, in partnership with the Dept. of Health (DOH), Dept. of Education (DepEd), Dept. of Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC) and National Statistics Office (NSO).
During an overview, Zosimo G. Butil, 4P’s Coordinator stressed that the program is not only about money but of values formation and that beneficiaries of the program do not merely receive cash grants but also comply with health, nutrition, education and parenting education conditionalities.
Aside from increasing the number of registration for the 4P’s, they are also articulating the importance of birth registration to establish their legal Filipino identity.
“Kinahanglan kaayo karon magpalista para magpatuod nga kita Pilipino (We need to register to prove that we are Filipinos),” said Director Dr. Salvador A. Aves of NSO, region 10.
Aves said the latest Family Income and Expenditure Survey (FIES) of NSO in 2009 showed that 32.8% of the 3.5 million population in region 10 belongs to the poverty threshold.
In response to this, the NSO Regional Director said that NSO has long been giving free birth registration to those who can get certification from DILG that they are indigent.
He also said that NSO also conducts barangay civil registration, wherein the NSO and civil registrar officials themselves go to the requesting barangays to conduct free birth registrations, especially in the rural areas.
“Mangayo lang gyud sila ug certification from the DSWD nga indigent sila o makig-istorya lang sila sa DILG para mahatagan mi ug directive sa mga mayor para makahimo ug barangay civil registration, libre na na (If they just get a certification from the DSWD that they are indigent or request from the DILG and the mayor for a barangay civil registration, then we’ll give it for free),” said Dr. Aves.
These efforts are done to hasten and maximize the assistance that the government can give to the people, Pantawid Pamilya Project Manager Rosemarie Conde, said.
She said that parents must heed this since it is their responsibility to provide their children the basic right to be identified as Filipino citizens.
Also present during the launching were DSWD Chief of Management Division Manuel Borres, Misamis Oriental Provincial Social Welfare and Development Officer Teodoro A. Sabugaa Jr. and Cagayan de Oro Local Civil Registrar Officer Norma Diputado who led the ceremonial free birth registration of 11 Pantawid Pamilya beneficiaries from Brgy. Dansolihon, Cagayan de Oro. Packaging innovation seen to boost food product competitiveness - DTI
CAGAYAN DE ORO CITY, Misamis Oriental, May 16 (PIA) – Promoting product and packaging innovation among local food companies can boost their competitiveness.
This observation came from the Dept Trade and Industry (DTI), which has launched the 2011 Trendy Award Competition to search for innovations in content and packaging of new food products and applications, recently.
Conducted through the Center for International Trade Expositions and Missions (CITEM), the search also included products that exemplify successful adaptation to consumer lifestyle and preferences, as well, as readiness for local and international market requirements.
The Trendy Award has encouraged food manufacturers to develop new product concepts and packaging solutions that cater to the demands of the global market, Alicia V. Euseňa, Director of DTI-10, said.
“The increasingly competitive economic environment challenged us to continually expand and update our range of products to meet and anticipate our clients' needs," said Rosvi C. Gaetos, Executive Director of CITEM.
The competition was a component of the 8th International Food Exhibition (IFEX) Philippines, the largest and most comprehensive food event in the country, that was conducted at the SMX Convention Center in Manila, recently.
It was open to all Philippine-based food manufacturers, suppliers, traders, and consolidators participating in the 8th IFEX Philippines who have either successfully developed new products that have not been introduced to the market, or who have existing products that have been enhanced or improved in either form, packaging, formulation, or application.
The Trendy Award competition, conceptualized in 2000, was jointly initiated by CITEM and Chef Nancy Reyes-Lumen, editor in chief of Cook Magazine, one of the leading culinary publications in the country.
"We started Trendy at a time when there was much excitement about new products being developed for export - the sense of globalization was brewing and I was seeing that [the country has] the potential to beat our Asian competitors if we only knew how to package right," said Lumen.
Entries for 2011 were judged according to the following criteria: newness of the idea, product innovation, packaging design and innovation, and market demand.
The entries underwent a preliminary screening process by a technical screening committee composed of food industry and packaging experts from the Dept. of Science and Technology-Packaging Technology Division (DOST- PTD), the Food Development Center (FDC), the Bureau of Export Trade Promotions (BETP,) the Philippine Trade Training Center (PTTC), and the San Miguel Yamamura Packaging Corporation (SMYPC). Bukidnon police brace for school opening

MALAYBALAY CITY, Bukidnon, May 16 (PIA) – The Philippine National Police (PNP) in Bukidnon is all ready to provide security and maintain peace and order as enrolment starts May 16 in almost all schools.
In an interview, Police Sr. Superintendent Lyndel Desquitado, Officer In-Charge of PNP Bukidnon, said the police force will implement “Oplan Balik Eskwela” to ensure the operational readiness of police units in responding to peace and order concerns including threat from criminals who may take advantage of the school opening this June.
Desquitado said he has directed all police units in the province to zero in on drug traffickers, petty thieves and violent street gangs who may infiltrate the ranks of the students.
“More policemen have been ordered to field within the schools’ vicinity for foot and mobile patrol duties,” he said.
He also identified the problems perennially plaguing the opening of classes like traffic congestion, accidents, and street criminals victimizing students.
With the coordination and cooperation of other government agencies, law enforcement troops, local government units, civil society groups and the religious sector, Desquitado hopes that under the Oplan Balik Eskwela, the start of classes will get orderly and smooth as thousands of pupils/students once more troop to their respective schools. KC Concepcion and Sam Milby shot latest movie at Lanao Norte
TUBOD, Lanao del Norte, May 16 (PIA) – Participants of the youth leaders congress held in Bacolod, this province got the surprise of their lives when they saw actress KC Concepcion and heartthrob Sam Milby shooting their latest love flick under Star Cinema at the scenic Tinago falls in Linamon, Lanao del Norte.
The more than 150 Sangguniang Kabataan (SK) leaders were on a tour of the province’s natural attractions when they chanced upon the young stars who topbill this new film from Cathy Garcia-Molina.
The location was chosen by the movie crew because of its curtain-like waterfall that provides a breath-taking backdrop to its emerald-green waters.
One of the main tourist attractions of Lanao del Norte, Tinago Falls is situated in Linamon, a coastal town of Lanao del Norte.
The name Tinago is a Filipino term meaning "hidden," in English, describes the falls being hidden in a deep ravine.
Trekking to the falls requires approximately 500 descending steps called the winding staircase.
The falls is high with very cold waters cascading beautifully into a deep and calm basin-like pool which appears like a blue-colored lagoon.
Under the falls is a small cave where people can enter and listen to the rumbling waters.
Some scenes in the latest film were also shot on location in Bukidnon, another province of region 10 and is scheduled to be shown in theaters this coming June. (PIO/PIA-10)
