CAGAYAN DE ORO CITY, Misamis Oriental, May 5 (PIA) -- The Dept. of the Interior and Local Government (DILG) has started the distribution to some 990,514 tricycle franchisees involvivng a total of P150 million earmarked by the government for its Pantawid Pasada Program.
“We hope that through this program which is aimed to subsidize a portion of their average fuel consumption, we will somehow be able to help tricycle owners in bearing the brunt of the oil price increases,” DILG Secretary Jesse M. Robredo, said.
Under the program, each tricycle franchise owner will receive a one-time gasoline subsidy of P150 per tricycle unit.
The DILG last week released the implementing guidelines of the “Pantawid Pasada” program under the Public Transport Assistance Program (PTAP) of President Benigno S. Aquino III.
The guidelines were contained in a memorandum circular issued by the DILG Secretary to provincial governors, city and municipal mayors and the concerned officers of local legislative councils.
Created under Executive Order No. 32, s. 2011 issued by the Office of the President, PTAP, is an urgent intervention aimed at cushioning the impact of high fuel prices on the marginalized sectors of society.
Under the guidelines, the concerned DILG regional office will forge a memorandum of agreement with the concerned local chief executives who will in turn cause the preparation and certification of the list of tricycle franchisees, addresses and number of operating tricycles.
The list will serve as reference document in the computation of the subsidy by the DILG regional and field offices.
The guidelines also provide that the mayors will set-up a PTAP Assistance and Complaint Desk to receive feedbacks and address the complaints of the beneficiaries, Robredo said.
Prior to the release of the subsidy, the mayors, in coordination with DILG field officials, are expected to conduct a local government-wide information drive, devise a system to effect an organized and orderly distribution of tricycle transport financial subsidy to the beneficiary-tricycle franchisees and ensure that only those included in the certified list shall benefit from the subsidy.
The DILG chief pointed out that it shall be the responsibility of the LGU concerned to strictly implement the provisions of the EO 32, rules and regulations relative to the tricycle subsidy program.
“In case of any violation, the official authorizing the same wiall be held responsible for whatever expenses the government incurred for not strictly following said issuances,” he stressed.
Robredo directed all DILG regional directors to cause the immediate and widest dissemination of the directive to LGUs within their areas and provide them with necessary administrative advice and support to ensure the successful implementation of PTAP.
In Region 10, the distribution is scheduled in the third week of May, this year. (DILG/PIA-10)
4ID Chief calls on public to be vigilant against terrorist groups

CAMP EVANGELISTA, Cagayan de Oro City, May 5 (PIA) – Maj. Gen. Victor A. Felix, Commander of the 4th Infantry Division (4ID), Philippine Army, based in Patag, this city, has
directed his troops, to closely monitor the movements of any terrorist groups in their area of responsibility (AOR).
He also called on them to be vigilant for any possible retaliation that any group may
do following the death, last Monday, May 2, of the notorious Osama Bin Laden who was believed responsible in the attack of the Twin towers of the World Trade Center in the United States last Sept. 11, 2000 that killed almost 3,000 people.
“We now urge our people, especially those in the intelligence units, to be vigilant because this is the best defense we can have. They should immediately report to us any suspicious personalities or circumstances in their AOR,” he said.
He said the death of Bin Laden sends the message that justice will be served regardless of how long it will take and that justice always prevails in the end.
His death is definitely a huge blow to any terrorist group. However, it should not be taken as the end of the fight against terrorism.
Felix said, however, that Bin Laden is just a man who stood for an ideology and this extremist ideology did not die with him.
As to the effect of his death to the local terrorist groups, we know that the ASG/JI draw most of their money from Bin Laden’s group and that his death could disrupt their financial support.
Felix order reiterates the call of Lt. Gen. Arthur I. Tabaquero, Commander of the Eastern Mindanao Command (EastMinCom) who has asked the public to be extra vigilant against threats of terrorism after US President Barack Obama announced to the world the death of terrorist leader Bin Laden.
Tabaquero has ordered all military units in EastMinCom saying Bin Laden’s death is very significant in our regional battle against local terrorism.
“It might weaken them particularly in their foreign funds support but we need to keep in mind that it won’t stop them in wreaking havoc in the countryside,” he said.
Together with the Directorate for Integrated Police Operation (DIPO) of the Philippine National Police (PNP), EastMinCom has now doubled-up its effort in implementing stern security measures, especially in public places, government vital installations and facilities, land, air and sea transport terminals, tourist spots/destinations, shopping malls, places of worship and other frequented convergent areas. PIA activates OFW Watch page on Facebook

MARAWI CITY, Lanao del Sur, May 05 (PIA) --- To enable the government to better serve Overseas Filipinos Workers (OFWs), the Philippine Information Agency (PIA) has recently activated a new page on Facebook dubbed us PIA OFW Watch.
This Facebook page was launched on April 29, in partnership with the Department of Labor and Employment (DOLE) and the Department of Foreign Affairs (DFA).
The PIA OFW Watch will operate as an open platform for OFWs and their families to directly post their queries and concerns to the Philippine government.
A team from the PIA will screen these concerns and relay them to the concerned government agencies such as DOLE, DFA, Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), Bureau of Immigration (BI), Commission on Filipinos Overseas (CFO), and Manila International Airport Authority (MIAA) for appropriate response or action.
PIA OFW Watch will also serve as a venue for the abovementioned government agencies to relay announcements and other information that are important for OFWs.
In addition, the page will likewise host news reports monitored from the print, broadcast and online media on happenings all over the world which concern Filipinos abroad.
Information gathered by the 16 regional offices and 68 provincial information centers of PIA from the local government and non-government organizations (GO/NGO) concerned with OFW matters, as well, as from OFW families themselves who have concerns that they would like to relay to the government will also be posted on this Facebook page.
Through this social networking platform, the PIA seeks to improve the working condition of OFWs by guaranteeing quick government action to their legitimate concerns regarding their employment abroad. (PIA-10)
DA pushes use of biotech crops

CAGAYAN DE ORO CITY, Misamis Oriental, May 5 (PIA) – Capitalizing on Mindanao’s position as the food basket capital of the country, the Department of Agriculture (DA) together with other Biotechnology (BT) stakeholders felt the need to push public understanding on agricultural BT issues.
Dr. Candida B. Adalla, director of the DA-BT program said farmers are now facing the challenge of intensifying agricultural production with meager and depleting resources.
Biotechnology, she said, is a promising option, it will not only to increase agricultural output per small unit of input, but also helps in protecting, harnessing and conserving existing resources.
It is modern tool that allows plant breeders to select genes that produce beneficial traits on crops such as increased yield, greater nutrition, resistance to pests and herbicide tolerance.
Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) special project coordinator and network administrator, Jenny A. Panopio clears that safety issues on BT bears no scientific evidence.
“There were no valid demonstrations on food safety issues of food containing genetically modified (GE) ingredients. Several scientific and government bodies certified BT foods safe for consumption, safer than its conventional counterpart in the market,” she said.
To date, only few crops have been modified for commercial fields like canola, corn, cotton, papaya, squash, and soy but many others are still being developed like the BT eggplant which is now under multi-location field test in the country, following the strict biosafety standard before it can be released for commercialization.
Meanwhile, BT stakeholders composed of DA, SEARCA, Agricultural Biotechnology Support Project II (ABSP) and International Service for Acquisition of Agri-biotech Applications (ISAAA) recently spearheaded the conduct of a two-day communication workshop on BT here in Cagayan de Oro City.
The workshop intends to enhance the skills of their partners in addressing issues about crop biotechnology.
Various representatives from University of the Philippines Mindanao (UP Mindanao), University of Southern Mindanao (USM) and Feati University in Manila, together with the Asian Farmers Regional Network (ASFARNET) leaders and members in Mindanao, private sector representative, Philippine Information Agency (PIA) and some regulatory agencies like the Bureau of Plant Industry (BPI) and Fertilizer and Pesticide Authority (FPA) heeded to the call.
Also launched. alongside with the BT workshop, was the “1st ASFARNET Mindanao Agribiotec Farmers Conference,” a huge gathering of farmer members, including researchers, scientists and other members of the science community to share knowledge on basic concepts and applications of agricultural BT, as well, as good BT farming experiences. Lanao del Sur police officers undergo training on first aid, basic life support

MARAWI CITY, Lanao del Sur, May 5 (PIA) --- Thirty-five (35) selected police officers in the province are currently undergoing a five-day training on standard first aid and basic life support to enhance their knowledge and skills on how to effectively respond in various emergency situations.
Sr. Supt. Rodolfo Asejo Llorca, Provincial Police Director, said the enhancement training aims to further improve the life-saving skills of police officers as first-hand emergency responders.
He said they are training their policemen so that when disaster occurs, they are well-ready and prepared for it and emphasized that the more prepared the responders are, the more lives they can save.
The training which started on May 2 and to culminate on May 6 is being conducted in partnership with the Philippine National Red Cross (PNRC), Lanao del Sur-Marawi City Chapter headed by First Lady Raifa Adiong.
Llorca said the activity is just one of the many trainings to be undertaken by them as part of the Lanao del Sur Police Provincial Office (LSPPO) Human Resource Capacity-Building Project.
Chief Inspector Mary Grace Madayag, Project Manager and Assistant Provincial Director for Operations, said the goal of the project is to improve the capacity of LSPPO personnel on the areas of individual personal safety, first aid skills, English language usage, computer operations, and other livelihood skills.
She further said that the project forms part of the agreement forged by LSPPO, PNRC, Tactical Foundation Training and Assessment Center, Inc. (TFTACI) and the Technical Education and Skills Development Authority (TESDA) last March.
“It is also aligned to the Integrated Transformation Program (ITP) of the Philippine National Police (PNP),” she added.
The ITP was designed to support achieving the PNP reform goal of enhancing delivery of peace and order and public safety services within the context of an improved public trust and confidence in the criminal justice system. (PIA10)
Election period in ARMM starts May 10

MARAWI CITY, Lanao del Sur, May 5 (PIA) --- The Commission on Elections (COMELEC) has set the election period in the Autonomous Region in Muslim Mindanao (ARMM) from May 10 to September 07, this year.
Atty. Nasib Yasin, Provincial Election Supervisor, said the gun ban, as well, as the ban on the alteration of territory of precincts or the establishment of new precincts, the transfer of officers and employees in the civil service, use of security personnel or bodyguards by candidates, and maintenance of strike forces will take effect during this period.
He said COMELEC Resolution 9198 also prohibits the appointment or hiring of new employees, creation or filling of new positions, and promotion or giving of salary increases or remuneration or privileges effective May 10 to August 07.
The resolution, also imposes a ban on the construction of public works and release of public funds for public works and social services, during the period.
“Raising of funds through dances, lotteries and cockfights shall likewise be prohibited,” he added.
The poll body meantime sets the campaign period from June 24 until August 6, Yasin, also said. (PIA-10)
