CAGAYAN DE ORO CITY, Misamis Oriental, May 4 (PIA) -- The Provincial Capitol of Misamis Oriental is gearing up for the establishment of a Multi-Industry Cluster in the province.
This, after the final report of the Feasibility Study was turned-over last week to Gov. Oscar S. Moreno by a Korean consortium Saman Corporation-Korea Planners Association.
The Multi-Industry Cluster (MIC) is a development model that creates a network of specialized agro-based industries including knowledge institutions interacting, competing and cooperating at the same time at a particular area thus reinforcing economic development.
A joint project of the Korean and Philippine governments covered by a Memorandum of Understanding (MOU) signed by both governments in 2009, the MIC designed to further strengthen the partnership and cooperation of the two countries.
The objective is to contribute to the economic development including increase of rural incomes, generate employment, promote food security and alleviate rural poverty in the Philippines by sharing Korea’s experience in the MIC formation and operation.
For the Philippine side, the MIC project is being implemented through the Department of Agriculture (DA) under the Office of Undersecretary Bernadette Romulo-Puyat and facilitated by the Philippine Agricultural Development and Commercial Corporation (PADCC) headed by its President Marriz Agbon.
Misamis Oriental was selected as one of the three (3) pilot provinces in the country for the MIC development because of its strategic advantages that are found to be conducive for investment.
There are two components of an MIC: a production area which refers to farming areas and an industrial zone called the MIC Core which refers to an area where industries related to processing, manufacturing, storage and distribution are conveniently located.
In Misamis Oriental, the identified areas for production of agro-based products are in Claveria, Balingasag, Villanueva and Tagoloan but this can be expanded to other municipalities in the province as the demand requires.
The designated MIC Core is a 100-hectare land within the Phividec Industrial Estate located in Brgy. Mohon in the municipality of Tagoloan.
Last week, Gov. Moreno called for an organizational inter-agency meeting which will serve as the MIC promotion group who will be involved in the development of the MIC in the province.
The committee is headed by the provincial government and the members include the municipalities of Claveria, Balingasag, Villanueva and Tagoloan, regional and provincial offices of the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR), Department of Trade and Industry (DTI) – MisOr, Board of Investments-Cagayan de Oro and the National Economic and Development Authority (NEDA).
Gov. Moreno also invited representatives from the private sector to be part of the committee including Ruben Vegafria, President of the Promote CDO Foundatyion and Antonio Uy, President of the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (OroChamber) who was represented by Dr. Hector San Juan and Jerome Soldevilla while PHIVIDEC was represented by its newly-installed administrator, Leo Tereso Magno.
Gov. Moreno is pleased to acknowledge a forthcoming cooperation between the Phividec administration and the Philippine Economic Zone Authority (PEZA) in the MIC project.
During the meeting, the manager of the PEZA Ecozone Development Emmanuel Cortero discussed in detail the proposed guidelines for the implementation of the MIC crafted by the Technical Working Group (TWG) in the national government.
Orochamber to LGUs: Enact business friendly policies

CAGAYAN DE ORO CITY, Misamis Oriental, May 4 (PIA) – President Antonio Uy of the Cagayan de Oro Chamber of Commerce and Industry, Foundation Inc. (Orochamber) has called on all local government executives (LCEs) in region 10 to enact business-friendly policies and ordinances.
In a dialogue held yesterday with the Officials of the Municipality of Villanueva, this province, the OroChamber Chief echoed the major concerns of potential locators on fees and licenses duplication and processes.
“By business-friendly policies and ordinances, we mean that potential investors should not be overly taxed and subjected to go through protracted processes in registering their business and even in maintaining existing plants,” Mr. Uy shared.
It is even advisable to come out with a revenue code as this will serve as a ready blueprint guiding every interested locator on the things to accomplish and to be paid for.
But just like any other blueprint, a revenue code should be well-founded and well-researched to avoid duplications that can dissuade possible investors, Uy said.
For his part, President Ruben Vegafria of Promote CDO Foundation said that in cases where there are duplications, businesses will review other options.
“Chances are, investors would go to other areas supportive of their profitability and sustainability goals,” Vegafria added.
Also present during the dialogue were other business organizations , such as, the PHIVIDEC Industries Association, Misamis Oriental Filipino Chinese Chamber of Commerce, Inc. (MOFCCCI). (PIA-10)
Comelec resets filing of COCs for ARMM polls to May 14

MARAWI CITY, Lanao del Sur, May 04 (PIA) --- The Commission on Elections (Comelec) moved the period for the filing of certificates of candidacy (COC) for the Autonomous Region in Muslim Mindanao (ARMM) elections to May 14 until 18, from its original schedule, last May 9 to 13.
Atty. Nasib Yasin, Provincial Election Supervisor (PES), said the poll body saw the need to reset the period for filing of COCs to ensure completion of the preparatory activities prior to the filing.
He disclosed that the filing of COC shall be from 8:00a.m. to 5:00p.m. begining May 14 up to May 17, inclusive of Saturday and Sunday, and from 8:00a.m. to 12:00 midnight of May 18.
“The filing of COC for Gubernatorial and Vice Gubernatorial posts should be done at the Office of the Regional Director in Cotabato City while the candidates for the Regional Legislative Assembly must file their COCs at the office of their respective Provincial Election Supervisors,” he said.
Yasin further said that filing should be done personally by the candidate or by his authorized representative and that “No COC shall be filed or accepted by mail, telegram or facsimile,” he added.
He also said that the authority of the authorized representative shall be made in writing, under oath and attached to the COC.
The PES further reminded applicants not to use titles such as Don, Datu, Doctor, Ginoo or words of similar imports in their respective COCs.
On August 8, voters in the province are set to elect one (1) governor, one (1) vice governor and six (6) legislative assembly members. (PIA-10)
PNP calls for continuous vigilance against criminality

MARAWI CITY, Lanao del Sur, May 04 (PIA) --- The Lanao del Sur Police Provincial Office (LDSPPO) has appealed to the public to remain vigilant and take a proactive role to deter crimes in the entire province.
Sr. Supt. Rodolfo Asejo Llorca, LDS Provincial Police Director, made the call after Rashid Mocado Ote was safely released by his abductors last Monday afternoon, May 2.
On April 29, Ote was driving a Mitsubishi Strada with his wife and children and traversing the national highway in Barangay Bubong, Saguiaran town, this province, when armed men flagged down his vehicle.
“But through the call of alert civilians, the vehicle was intercepted by the elements of the Saguiaran Municipal Police Station forcing the armed men to take Ote alone, leaving his wife and children,” Llorca disclosed.
Thus, Llorca urged the public to be attentive and observant with people around their respective communities.
“The public can report any suspicious people or acts to the nearest police station so that the police force can check and act on it immediately,” he said.
He added that the public can also report their concerns by texting their messages to 2920. (PIA-10)

MARAWI CITY, Lanao del Sur, May 04 (PIA) --- Tinanggap ni 103rd Infantry Brigade Commander Col. Daniel Lucero ang hamon ni dating Senadora Santanina Rasul na maging bahagi ng Literacy for Peace and Development o LIPAD project dito sa lalawigan ng Lanao del Sur.
Sa pakikipanayam ng Radyo ng Bayan, sinabi ni Lucero na ang 103rd IB ay maaaring tumulong sa LIPAD project habang patuloy na ipinatutupad nito ang kanilang Army Literacy Program System o ALPS.
Sa ilalim ng ALPS ay itinuturo ng mga sundalo ang reading, writing at arithmetic sa mga taong walang pinag-aralan. Mayroon din itong katapat na SALAAM para sa mga Muslim, ayon kay Lucero.
Maliban sa pagtuturo ng pagbasa, pagsulat at pagbilang ay ipinababatid din ng mga sundalo sa nasabing literacy project ang lahat ng mga ginagawa ng pamahalaan para sa kapakanan ng lahat ng mamamayan, dagdag pa niya.
Sinabi ni Lucero na handa ang kanyang mga tauhan na sumailalim sa pagsasanay hinggil naman sa nabanggit ng LIPAD project ng Magbassa Kita Foundation, Incorporated na pinamumunuan ni dating senador Santanina Rasul.
Naniniwala si Lucero na mababawasan ang bilang ng karahasan kapag may pinag-aralan na ang bawa’t mamamayan.
“It’s one way of empowering our people, the Maranaos. Once they have the reading and writing skills, they can’t easily be fooled by others and it is one way also of selling our programs like protecting Lake Lanao and the environment,” paliwanag pa niya.
Sa hiwalay na panayam ng Radyo ng Bayan, sinabi ng dating senadora na ang mga sundalo ay maaaring doon magturo ng literacy classes sa malalayong lugar na hindi maaabot ng mga regular na mga guro ng LIPAD project.
Personal na dinaluhan ni Rasul ang pormal na pag-uumpisa ng pagsasanay ng 30 mga guro sa ilalim ng LIPAD project dito sa lungsod ng Marawi noong nakaraang linggo.
Ang prohektong ito ay naglalayong maturuan ang mga out-of-school youth, kababaihan at matatanda ng pagbasa at pagsusulat sa loob ng tatlong buwan.
Ang LIPAD project, na pinondohan ng USAID, ay ipatutupad sa limang lalawigang bumubuo ng ARMM sa loob ng tatlong taon.
Dito sa Lanao del Sur, ang prohektong ito ay unang ipatutupad muna sa mga bayan ng Saguiaran, Buadi Puso Buntong, Ditsaan Ramain at sa Marantao at saka pa isusunod ang Marawi City at iba pang mga bayan.
Ang Lanao del Sur, Maguindanao, Basilan, Sulu at Tawi-tawi ay may pinakamataas na illiteracy rate sa bansa. (DXSO/PIA-10)
Tagalog News: BIR nagbabala laban sa huwad na tax identification numbers (BIR warns against use of fake TIN)

MARAWI CITY, Lanao del Sur, May 04 (PIA) -- Nagpalabas ng babala si Revenue District Officer (RDO) Amenoding Macarampat ng Revenue District 102, ditto sa Martawi City, sa mga Punong Barangay na gumagamit ng huwad o pekeng tax identification numbers.
Sa pakikipanayam ng Radyo ng Bayan, ibinunyag ni Macarampat na mayroon silang natuklasang isang punong barangay na gumamit ng huwad na TIN sa kanyang pagkuha ng 20% development fund mula sa bangko.
Sinabi niya na nalaman nila ito nang mapatunayang wala sa record ng BIR ang nasabing TIN.
Napag-alaman na may gumagawa pala ng huwad na mga TIN dito sa lungsod ng Marawi, ayon kay Macarampat.
Kaagad naman itong nahinto nang makipagtulungan ang nasabing punong barangay sa BIR at sa PNP, dagdag pa niya.
Pinayuhan ni Macarampat ang lahat ng elected local officials na magparehistro sa BIR upang sila ay makakuha ng tunay na tax identification numbers at makaiwas sa anumang kaparusahan na ipapataw laban sa gumagawa ng kalokohan sa batas.
Maliban sa huwad na TIN, sinabi rin ni Macarampat na mayroon din silang natuklasang kumakalat na huwad na mga documentary stamps at official receipts ng BIR.
Ayon sa kanya, pati ang kanyang pirma sa huwad na official receipts ay napeke rin.
Binigyang diin ni Macarampat na ang TIN at documentary stamps ay tanging ang BIR lamang ang maaaring magpalabas nito.
Nagbabala din siya sa mga taong gumagawa ng huwad na mga dokumentong ito na hindi rin magtatagal at sila ay maaabot din ng kamay ng batas. (DXSO/PIA-10)
