TESDA-Lanao del Sur bares TVET accomplishments in 2010

MARAWI CITY, Lanao del Sur - The Technical Education and Skills Development Authority here unveiled its achievements for the year 2010 in providing Technical Vocational Education and Training (TVET) in the province.

The TESDA-Lanao del Sur presentation during the Provincial TVET Forum held yesterday, February 22, at the Provincial/City Manpower Development Center (PCMDC), showed that it has exceeded its skills training target for 2010 by more than 24 percent from 3,100 to 3,857 beneficiaries.

Sultan Yahya Manalocon, PCMDC administrator, said their skills training program is classified into four areas: Community-Based Training, Center-Based, School-Based and Community-Based Training and Enterprise Development.

He said their School-Based training has benefited 1,227 individuals while 964 have availed of the Community-Based Training and Enterprise Development, 876 for the Community-Based, and 809 for the Center-Based.

In terms of the type of beneficiaries, Manalocon revealed that 2,090 were out-of-school youth (OSY), 156 were in-school youth (ISY), three were persons with disability (PWD), 65 were employed and 1,098 were unemployed.

He further revealed that 75% or 2,684 of the trained individuals came from the 1st District of the province while 25% or 907 came from the 2nd District.

The 1st District covers 17 municipalities and the city of Marawi while the 2nd District covers 22 municipalities.

Aside from the offering of 14 skills training courses, Manolocon likewise added that the TESDA provincial office also provides career guidance and counselling, training methodology course, blue desk and technical consultancy services.

In a separate interview with Provincial Director Tarhata Mapandi, she disclosed that they have signed a memorandum of agreement with Tactical Foundation Training and Assessment Center, Inc. and Discovery Internet Services to strengthen the tracer and impact study of all their graduates.

We will be intensifying our impact study this 2011 to find out how the trainings helped our graduates, as well as to determine what areas in our operations need improvements, she further said. (Apipa Bagumbaran/PIA Marawi)


700 students in Lanao del Sur to get jobs this summer

MARAWI CITY, Lanao del Sur – About 700 students here is set to benefit from the Special Program for the Employment of Students (SPES) of the Department of Labor and Management (DOLE) this April.

The SPES is an annual program of the government to create jobs to help poor but deserving students augment their income by providing them work during summer vacation.

Sambatara Bandera, senior labor and employment officer of DOLE-Lanao del Sur, said the program is open to students aging 15 to 25 years old, and enrolled during the present school year/semester immediately preceding the summer vacation, or to drop-outs who intend to continue their studies this year.

Qualified students according to him will be employed for 29 working days.

He said qualified students will be given an allowance based on the minimum wage rate of the province which is P222 per day.

Under the program, 60 percent of the students’ allowance will be paid by the local government where the student will be deployed while the remaining 40 percent will be shouldered by the DOLE.

Interested applicants are required to submit a duly filled-up registration form to the provincial labor office together with a photocopy of birth certificate, card rating and good moral character certification, parents written consent, barangay clearance, and barangay certificate for those students whose parents annual income does not exceed Php36,000. PhilHealth awards best employers and accredited collecting banks, outstanding hospitals for 2010

Cagayan de Oro City, Misamis Oriental - In line with its 16th anniversary, PhilHealth in Northern Mindanao awarded five best collecting banks, five best employers, and eight best hospitals for year 2010 in today's awarding ceremony, this city.

For Best employers a plaque of commendation was given to the following: De Oro Pacific Trading Corporation for Cagayan de Oro Area; DOLE Philippines Inc.; Stanfilco for the Bukidnon Area; Home Development Mutual Fund – Iligan Branch for Lanao del Norte Area; Western Mindanao Conference of the Seventh Day Adventist for Misamis Occidental Area; and Fresh Fruits Ingredients for Misamis Oriental Area.

They were given this award based on the timeliness of reporting and compliance with the format set by PHILHEALTH.

The Best Collecting Banks were awarded a plaque of appreciation based on the timeliness of reporting, Completeness, accuracy of reports submitted and overall excellence in service. They are the Metropolitan Bank and Trust Company, Corrales Branch for the Cagayan de Oro Area; Land Bank of the Philippines, Don Carlos Branch for the Bukidnon area; Rizal Commercial Banking Corporation, Iligan Branch for the Lanao del Norte Area; China Banking Corporation, Ozamiz Branch for the Misamis Occidental Area; and Land Bank of the Philippines, Gingoog Branch for the Misamis Oriental Area.

Of 108 hospitals in region 10 who applied for the Center of Quality, only eight (8) passed and were given the Award. The following are: Bukidnon Provincial Medical Center, Bukidnon Provincial Hospital, Philips Memorial Hospital, Valencia Sanitarium and Hospital, Cagayan de Oro Medical Center, Cagayan de Oro Polymedic Medical Plaza, Central Mindanao University Hospital and Mindanao Sanitarium and Hospital.

Smile mission helps 12 kids in Camiguin

CAMIGUIN – Twelve children in the small but paradise like island province, could soon flaunt beautiful smiles after receiving free surgical treatment for cleft lip and palate deformities.

Most of these kids are now on their second surgery, amidst the pain that they have to hurdle to get their winning smiles they were able to muster their courage again to undergo the surgical treatment.

The Family to Family and Philippine Service of Mercy Foundation in cooperation with the German doctors successfully initiated the medical mission recently at the Camiguin General Hospital.

The smile outreach is regularly undertaken in coordination with the local government who in turn refer children with cleft lip and palate deformities.

Community Based Rehabilitation Service Coordinator, Marydel Credo said that cleft lip repair is best initiated at early age between two to six months, although in many cases, treatment and surgery of cleft palates may occur over years of child development. (PIA10)


Lanao Norte LGU promotes livelihood programs

Tubod, Lanao del Norte - To provide additional income for residents living below the poverty line, the provincial government of Lanao del Norte is promoting various livelihood programs particularly agriculture-based projects.

The Lanao del Norte LGU through its Agriculture Office presented various livelihood projects during its workshop at Macapagal Training Center, Tubod, this province, Feb. 18.

The training was participated in by farmer organizations, fisherfolks, municipal agricultural officers and local public officials from the 10 coastal towns of Lanao del Norte.

Providing additional technical support for the participants is the National Food Authority (NFA).

During the workshop, the participants also assessed the impact of government’s agriculture initiatives and drafted a medium-term plan until the year 2016.

Among the projects evaluated were the on-going mariculture park and aqua-tourism projects which were launched in the municipality of Kolambugan and replicated in the other coastal areas of the province.

In the techno-demo, the latest technology on how to culture hybrid fishes like Lapu-lapu were taught to the fisherfolks.

Further, the fisherfolk were given hands-on training on how to make fish cages.

“This provincial initiative is aimed at our local fishermen and private individuals or groups who are interested to invest in income-generation projects. We hope they will implement in their towns the technology they learned here today,” Provincial Agriculturist Letecia Ditucalan said.

MisOr LGUs, private companies ink MOU on health referral system

Cagayan de Oro, Misamis Oriental - To ensure that residents in Claveria, Jasaan, Villanueva and Tagoloan (ClaJaViTa) in Misamis Oriental will have equitable access to affordable health care, the chief executives in these municipalities inked on Thursday last week a memorandum of understanding (MOU) with nine private companies for the establishment of a functional two-way health referral system within the ClaJaViTa Interlocal Health Zone (ILHZ).

Dr. Gladys Grace H. Cabeltes, chairperson of the ClaJaViTa Technical Management Committee and the municipal health officer of Jasaan, said the cooperative venture between the public and private sectors/industries within the CLAJAVITA ILHZ shall be built on the expertise of each partner that best meet clearly defined public needs.

The partnership will range from health care provision to logistics management, from information and communication technology to capacity building of health providers and a functional two-way referral system.

Dr. Cabeltes added that the health undertakings of the private sector are not integrated into the Public Health System, hence, not recorded and included in the performance coverage of the ILHZ which resulted to under reporting of the health performance coverage within the CLAJAVITA ILHZ.

She said the referral system will focus on maternal, newborn and child health and nutrition, tuberculosis (TB) case detection and cure rate, contraceptive prevalence, immunization and facility-based deliveries.

“With this agreement, we hope that these companies would help us in the data gathering, reporting of cases and networking,” Dr. Cabeltes said during the signing in Cagayan de Oro City.

Based on the 2008 provincial health performance, the ClaJaViTa ILHZ posted low performance coverage as compared to national performance standards in the areas of TB case detection, contraceptive prevalence rate, fully immunized child and maternal-related indicators.

The ClaJaViTa ILHZ also registered high incidence of home-based deliveries by traditional birth attendants.

Dr. Cabeltes said the low performance may be attributed to the failure of health personnel to capture in their records or reports these data, particularly on immunization, since some residents prefer to have their children immunized by private physicians in Cagayan de Oro rather than avail of the services at the rural health units (RHUs) in their municipalities.

She said with the signing of the agreement, private companies in the four municipalities are now informed on the importance of getting these data and refer any of their employees or residents in the community where they operate to the RHUs or to Tagoloan Polymedic Hospital, the core referral hospital of the ClaJaViTa ILHZ, instead of going directly to Cagayan de Oro.

Among the private companies that committed to support the program and signed the MOU include Pilipinas Kao Inc., Philippine Iron Construction and Marine Works Inc. (PICMW) and RI Chemical Corp. In Jasaan; Philippine Sinter Corp., and Mindanao Oriental Builders Inc. in Villanueva; and Mindanao Silicon Metal Corp., Triple C Dressing Plant and Vicmar Development Corp. in Tagoloan.

Mayor Paulino Emano of Tagoloan and Mayor Redentor Salvaleon of Claveria personally signed the MOU while Dr. Rudy Zayas, Sangguniang Bayan chairperson on Health, signed the agreement on behalf of Mayor Redentor Jardin of Jasaan.

Cagayan de Oro City Mayor Emano said he is happy that Tagoloan is included in the project.

“We really need all the help we can in terms of delivery of health services. This project can do so much to the people of Tagoloan. I assure our full support to the success of this endeavour,” Mayor Emano said.

Dr. Cabeltes said the chief executives of these four municipalities each contributed P200,000 as aid to the ClaJaViTa ILHZ.

The ClaJaViTa ILZH was organized as a service delivery network in January 2008 with the mission to provide equitable, accessible, available and sustainable health care to the people in the four municipalities.

Dr. Cabeltes said part of the organization’s move to attain this mission is to establish and strengthen public-private partnership through the installation of the referral system.

Dr. Ignacio Moreno, who heads the Provincial Health Office (PHO) tasked to manage the province-wide public health system, said the activity is in consonance with the Aquino government’s thrust to promote public-private partnership.

“This networking system between the private and the public health sector will create awareness, promote coordination, build alliances and pool resources of the partners to better promote public health in ClaJaViTa,” Dr. Moreno said.

Meanwhile, Dr. Susan Dongallo representing Director Jaime Bernadas of the Center for Health and Development Region 10, exhorted the efforts of ClaJaVita, the first PPP in Northern Mindanao, and expressed strong hopes that this initiative will be replicated in other parts of the region.

At least 59 barangays from the four municipalities will benefit from this partnership.

This historic pact-signing was a result of the technical assistance of the United States Agency for International Development (USAID) through the Strengthening Health Governance Project that facilitated the activity in collaboration with its local development partners, the GROUP Foundation Inc., the PHO of Misamis Oriental and the CHD-Northern Mindanao.

XU grads top 10 in nursing board exam, XU ranks No. 2

Cagayan de Oro City, Misamis Oriental - Two graduates of the Xavier University (XU) College of Nursing landed in the top 10 in the recent Philippine Nursing Licensure Exam given December 2010.

XU also garnered a 98.48% passing rate making it the second-best performing school in the nation and the top performing school in Mindanao with 50 or more examinees.

Jessa Lorraine Dejan Andalan ranked 5th place with a rating of 86.20% and Micaela Orevillo De Guzman placed 10th with a score of 85.20%.

The Professional Regulation Commission (PRC) announced the results on February 19. Of the 84,287 who took the test nationwide only 29,711 passed the examination pegging national average at 35.25%

Xavier has consistently excelled in the licensure exam for nurses since it re-opened its Nursing program in 2002.

In 2006, XU acquired a passing percentage of 100%. Since then, XU’s nursing board passing rates have not gone below 96%, and eight top ten finishers have been produced since 2006.

The oathtaking ceremony of the successful takers will be on March 14 and 15, 2011 at the SMX Convention Center, SM Mall of Asia, Pasay City. (XU)


PhilExport to hold CPRS for the e2m for exports confab

Cagayan de Oro City, Misamis Oriental – The PhilExport is slated to conduct a free orientation on Registration Procedures to the electronic to mobile (e2m) for Exports of the Bureau of Customs (BOC).

This is in response to the BOC’s Memorandum dated January 19, 2011 detailing the new and complete schedules of the e2m Phase 4 Customs rollout, exporters are required to be accredited with the Client Profile Registration System (CPRS).

With the memorandum, exporters who are not CPRS-accredited will no longer be able to ship out their goods.

Orientation on the CPRS for the e2m for exports will be: for Cagayan de Oro, it will be held at the Department of Trade and Industry (DTI) Misamis Oriental Provincial Office on Feb. 25; Malaybalay City on March 1; and Ozamiz City in the Rural Bank of Ozamiz, March 3.

Tangub City turns 43

Tangub, Misamis Occidental - The city government of Tangub celebrates its 43rd charter anniversary on February 28, 2011.

A series of activities mark the celebration of this annual event, foremost among these is also the celebration of the 27th anniversary of the city-owned college, Gov. Alfonso D. Tan College (GADTC) on February 22, 2011.

The Intercollegiate Games (ICG) between GADTC and Northwestern Mindanao State College of Science and Technology (NMSC) also celebrates its 4th anniversary on February 24.

The three-week celebration started on February 10 with the briefing and orientation for Mr. and Miss ICG 2011.

February 14 is slated for Valentine’s Day (a dinner program) affair with the theme “A Love Affair to Remember” at the grounds of city hall. It was capped by the presentation of candidates for Mr. and Miss ICG and Miss Charter Anniversary 2011.

The youth group YES! (Youth Empowerment – the Solution) holds its first general assembly on February 20 at Function Hall 1. February 22 is GADTC Foundation Day; February 23 is solidarity meeting of the officiating officials of ICG 2011.

Opening day for ICG is February 24 which is highlighted by parade and cheerdance competition in the morning. In the evening is the Search for Mr. and Miss ICG. Games will commence until February 27.

The annual Gov. Alfonso D. Tan Memorial Lecture is scheduled on February 26. Already on its third year, this academic exercise was organized by the Tangub City Historical Commission to commemorate and give due recognition to the builder and founder of Tangub City, the late Gov. Alfonso D. Tan, and the school which is named after him.

Finally, February 28 is 43rd Charter Anniversary Day which is marked by civic parade of all city officials and employees, and charter anniversary program. (Judith B. Tablan, CIO/PIA10)


Firefighters mark Fire Prevention month

Cagayan de Oro City, Misamis Oriental – March is slated for Fire Prevention Month.

The Bureau of Fire Protection (BFP) in Northern Mindanao will officially launch the annual celebration with a dedication Mass, motorcade of firetrucks to be participated in by other fire volunteer organizations and a program.

The event, with the theme, “Kahandaan sa sunog...tungo sa Kaunlaran,” will also have an intensified tri-media approach for fire safety awareness.

Other activities include Fire Brigade Competition, drawing contest, essay contest, photo contest and poster making contest.

Schedules for Fire Brigade Competition are as follows: Bukidnon on March 15; Misamis Oriental, March 17; Camiguin, March 22; Misamis Occidental, March 24; and Lanao del Norte, March 25.

It will be capped with a Fun Run in all its city and municipal fire stations.

Meanwhile, the members of the Regional Disaster Risk Reduction and Management Council (RDRRMC) of Northern Mindanao plans to conduct Fire Safety Inspection in government offices in the region as a parallel activity for the fire prevention initiative of the bureau.

Fire Prevention Month celebration is by virtue of Presidential Proclamation No. 115-A which aims to create public awareness on the importance of fire safety and prevention. (PIA10)


NPA burns down several mining equipment

Cagayan de Oro City, Misamis Oriental – Two dump trucks, two backhoes and a Hilux pick-up owned by Eagles Equipment Incorporated, a sub-contractor of the PhilPost Mining Company, based in Tagoloan, Misamis Oriental were burned down at Sitio Opis, Barangay Namnam, San Fernando, Bukidnon on Tuesday morning, Feb. 22, 2011.

More or less 30 unidentified armed men believed to be members of the New People’s Army headed by certain Ka Jigger and Ka Raya flagged the vehicle convoy just 500 meters within the mining area. The armed men poured more than 4 liters of gasoline into the vehicles then torched them down while simultaneously firing there firearms into the air.

It was learned that the workers of the mining company were released by the said rebels and told them that this would have not happened if the company cooperated, “Gahi ang ulo sa inyong Agalon” (Your boss is hard headed).

The 4th Infantry “Diamond” Division, Philippine Army issued a statement condemning the recent NPA terrorist attack on the private company.

Major General Victor A. Felix, Commander of the 4th ID denounced the terrorist action and issued a direct order to exert all efforts together with the Philippine National Police (PNP) in pursuit of the armed group.

“Such acts of violence and terrorism will not be tolerated. These coward acts of violence against our communities must have to stop and we must put an end to it otherwise more people will suffer,” Felix said.

Meanwhile, Maj. Eugenio Julio C. Osias IV, Spokesperson of 4ID and Commanding Officer of 4th Civil-Military Operations (Masaligan) Battalion said that this recent incident is yet another sign of desperation.

“The NPA is losing essential support from the populace and they are having a hard time securing funds from the revolutionary tax. Reports revealed that the company was asked to pay the so called revolutionary tax, but declined to do so,” Osias said.

However, despite of the recent act of terrorism the 4th Infantry Division remains supportive in the ongoing peace talks between the government and the CPP/NPA/NDF.

“The violent incident will not hamper the Army’s support for the peace talks in our continuing commitment in building peace and development into our communities,” Maj. Osias said. (4ID PA)


BFP to hold photo contest

Cagayan de Oro City, Misamis Oriental – In line with this year’s celebration of the Fire Prevention Month, the Bureau of Fire Protection (BFP) will conduct a photo contest open to all amateur photographers.

All entries must have relevance with this year’s Fire Prevention Month theme, “Kahandaan sa sunog…tungo sa Kaunlaran.”

Must be submitted in 8x10 inches or 8R full color print together with digital file or JPEG format (CD or email to bfpnhgfsed@yahoo.com).

Each participant should fill up the entry form provided by the BFP containing among others the following: full name, address, age, gender, telephone number and title of the photo and brief description of the entry.

All entries must be taken in the Philippines and must not be digitally edited or augmented.

The placement of identifying marks, such as names, addresses or any sign to insinuate information about the owner of the entry is strictly prohibited.

All submitted entries shall become sole and exclusive property of the BFP and may be published on its official gazette without seeking permission from the owner or paying compensation for the acquisition of said photos.

The decision of the Board of Judges is final and unappealable. (PIA10)
