City taps youth volunteers in disaster-prone areas in CdeO


Cagayan de Oro City, Misamis Oriental -- City Mayor Vicente “Dongkoy” Emano recently ordered the creation of a quick-response youth team in every disaster-prone barangays in Cagayan de Oro City.

The Volunteer Youth for Emergencies (VYE) will basically serve as a support team to the Barangay Disaster Risk Reduction and Management Committee (BDRRMC) by virtue of Executive Order No. 012-2011 issued by Mayor Emano.

The minimum of seven-man team is tasked to do assessment and verification when calamity or disaster strikes in their respective areas, and send immediate report to the City Disaster Risk Reduction and Management Committee operation center.

Members of the Volunteer Youth for Emergencies will undergo a one-day training/workhop in order to develop the youth’s basic knowledge and instructional skills on disaster and emergency management.

In his order, Mayor Emano stressed that the rescue efforts of the Cagayan de Oro Assistance to Life and Rescue Team (ORO ALERT), the city’s rescue team composed of volunteer City Hall employees, is sometimes hampered by geographical location, delayed feedback and reporting of barangay officials.

In its rapid assessment last year, the Mines and Geosciences Bureau has identified 19 barangays in Cagayan de Oro City as landslide-prone areas. These are: Bayanga, Balubal, Balulang, Camaman-an, Cugman, Gusa, F.S. Catanico, Indahag, Lumbia, Macasandig, Mambuaya, Nazareth, Pagalungan, Pagatpat, Pigsag-an, Tablon, Tignapoloan, Tuburan and Tumpagon.

Identified as flood-prone areas are barangays Agusan, Baikingon, Balulang, Bayabas, Bonbon, Bugo, Bulua, Camaman-an, Canitoan, Carmen, Consolacion, Cugman, F.S. Catanico, Gusa, Iponan, Kauswagan, Lapasan, Macabalan, Macasandig, Patag, Puerto, San Simon, Tablon, and Urban Barangays 1, 2, 6, 7,10, 13, 15, 17, 21, 22, 23, 24, 25, 26 and 36. (CIO)


New CdeO peace and order council formed

Cagayan de Oro City, Misamis Oriental -- The City Peace and Order Council of Cagayan de Oro has a new composition.

This after City Mayor Vicente “Dongkoy” Emano ordered the reconstitution of the composition of the city’s peace and order council pursuant to Executive Order No. 013-2011, citing the assumption of new city officials.

Mayor Emano spearheads the Cagayan de Oro City Peace and Order Council as Chairman with City Vice Mayor Caesar Ian E. Acenas as Vice Chairman.

Named as members are: Committee on Police, Fire and Public Safety Chairman of the City Council, City Police Director, City Prosecutor, City Agriculturist, City Engineer, City Social Welfare and Development Officer, City Health Officer, City Schools Division Superintendent, City Local Environment and Natural Resources Officer and City Information Officer.

Other council members are Professor Soc del Rosario and two other representatives from the private sector who would be separately appointed.

The secretariat is headed by City Interior and Local Government Director Emil T. Rana, with Acting City Administrator Griscelda M.Joson and City Secretary Arturo S. De San Miguel as members.

The City Peace and Order Council is primarily tasked to provide a forum for dialogue and deliberation on major issues and problems affecting peace and order, as well as recommend measures to enhance public safety. (CIO)


NorMin tobacco control network meets in Oro today

CAGAYAN DE ORO, Misamis Oriental - Members of the region’s tobacco control team hold its first meeting in the city, today, to join hands in protecting the citizens from the ill effects of smoking.

The group will advocate for and support program development and sustained implementation of laws and policies in support to the Framework Convention on Tobacco Control (FCTC), Tobacco Regulation Act (RA 9211) and other pertinent Tobacco Control laws.

“Tobacco is not only a health related problem but an economic, agricultural and political issue as well. Tobacco companies will do anything to thwart any attempt to control or eradicate its use, let us learn from successful local initiatives, if they can do it in their respective places why can’t we do it in our own.”

This was the statement of Dr. Jose R. Llacuna Jr., Regional Tobacco Control Network (RTCN) Ad Hoc Chairperson and Department of Health-Center for Health Development (DOH-CHD) 10 Assistant Regional Director as he challenged partners from the different Local Government Units (LGUs), national line agencies, academe, and faith based organizations to treat the campaign seriously.

Framework Convention on Tobacco Control Alliance, Philippines (FCAP) Executive Director, Ma. Encarnita B. Limpin also graces the first NorMin network meet. She presented to the group latest facts and studies conducted relating to tobacco.

Limpin noted that tobacco use has become a growing epidemic. It is mostly associated with the leading cause of preventable deaths.

The Global Adult Tobacco Survey (GATS), Philippine 2010 reveals that there are about 17.3M smokers in the country and 14.6M were identified as male smokers while the remaining 2.8M were women.

“We need to bond together and work for tobacco control to protect public health interest, if we don’t start now we will be facing 1 out 6 deaths by year 2020,” says Limpin.

Although tobacco is the only consumer product when consumed as indicated kills, it continues to gain rising prevalence even among children. (PIA 10)

Cebuano News: Konsehal gidayeg ang BHW Bill nga giduso sa kongreso

ILIGAN CITY, Lanao del Norte - Personal nga gipasalamatan ni City Councilor Chonilo Ruiz ang Akbayan Party-list pinaagi ni kanhi Congresswoman Risa Hontiveros-Baraquel sa gipanday karong balaodnon sa kongreso nga maghatag og dugang kausbawan sa katakos sa mga barangay health workers (BHW).

Unod sa house bill nga giduso ni Baraquel niadtong 13th Congress ang pagmugna sa “Bibong BHW Education and Training Program.” Sa nasayran, subli kining giduso sa 14th Congress ni Akbayan Representative Walden Bello.

Gisugyot sa balaodnon nga ipa-ilalom sa training ang mga BHW sa batakang serbisyo sa usa ka midwife, physical therapist nurse o kaha doktor.

Gi-isip ni Konsehal Ruiz nga dakong tabang sa mga BHW ang maong lakang sa Akbayan.

DOST searches best practices to teach large classes

Cagayan de Oro City, Misamis Oriental -- The Department of Science and Technology-Science Education Institute (DOST-SEI) is in search for schools with large and extra large classes which use the most innovative way in teaching science and mathematics.

Dubbed the “Search for Innovative Practices in Managing Large Classes,” two schools with the best practices will be awarded P100,000 and a plaque of recognition to help them improve further their large class teaching practices.

DOST-SEI Officer in Charge Dr. Leticia Catris said the project aims to improve the quality of teaching and learning science and mathematics in public and private high schools with class sizes of more than 50 students.

“We want to inspire teachers in applying innovative practices, sustain school-community support in managing efficiently and effectively the varied digital and non-digital learning resource environment and share collaboratively with the school and community the use of best practices in teaching and learning science and mathematics in public and private secondary schools,” she said.

Catris said the search is open to all private and public high schools with large and extra large classes. A large class has 51 to 70 students while an extra large class size has 71 or more students. The project will run for two school years and in three phases, namely: Proposal Submission and Evaluation, Project Development, Implementation, Monitoring and Evaluation and Presentation of Results in a Forum/National Conference and Awarding of Winners.

During the first phase, schools will be asked to submit a proposal which shall reflect how the seed fund of P100,000 will be allocated in the implementation of innovative teaching and learning practices.

From the roster of schools that will submit their proposals, ten will be chosen, five for the large class and another five for the extra large class, which would be awarded P100,000 each to spend for the innovation proposal they have submitted.

The proposals will be evaluated based on innovativeness (35%), doability and replicability (30%), sustainability and impact (20%) and resource utilization and cost effectiveness (15%).

Classes who will be participating in the search will be given a pretest to benchmark their learning before and after the innovation is implemented.

The top schools in the large and extra large classes will be selected based on the monitoring and evaluation activities, scores gained from the post test and the technical and financial reports submitted to the evaluation committee.

Catris said large and extra large classes have been detrimental to students learning as there is less individual attention, more restricted range of teaching and learning activities and restricted opportunities for student assessment and individual feedback.

“There are limitations to what you can do inside the classroom and at times the entire lesson is eaten up with attempts by the teacher to control the class. Group work is hard to manage because you have either too many groups or too large groups,” she said.

Catris revealed that based on data from the Department of Education, the teacher-student ratio for high school in the Philippines is 1:38, which is below the United Nations Educational, Scientific and Cultural Organization standard of 1:30.

“We have a deficit of 37,563 teachers in the entire country with Calabarzon needing the biggest contingent of 6,384,” she said.

Catris said a correlation between the teacher-student ratio and their National Achievement Test (NAT) results in 2009 showed that as the number of students increases inside the classroom, the scores they get in the NAT decreases.

“At the 2008-2009 NAT, students who belonged to classes less than 35 got percent scores of 43.2 and 42.7 in Mathematics and Science, respectively. However, those from classes above 50 scored 39.9 in Mathematics and 43.1 in Science,” she said.

Catris said finding out the best practices to handle large and extra large classes will provide an opportunity for other schools to replicate and improve their teaching strategy.

“We want schools struggling with large and extra large classes to become better and produce better students who, in the future, will become our scientists, engineers, and science teachers,” she said. (DOST10/PIA10)


Wao Police nabs wanted person in Lanao del Sur

MARAWI CITY, Lanao del Sur - The elements of the Wao Municipal Police Station (MPS) showed again their commitment in fighting criminality in the province after it arrested a wanted person in the area on Tuesday.

Based on the report furnished by the Lanao del Sur Police Provincial Office, the Wao police force nabbed Abraham Sausal Paderes at Barangay Muslim Village in Wao town around 2:30p.m. of February 22.

The 22-year old Paderes from Barangay Malaigang of the same town was arrested by virtue of a warrant of arrest with case number 6363-10 for murder issued on December 1, 2010 by the Regional Trial Court (RTC) Branch 9 of the 12th Judicial Region here.

According to the police report, the arrested person was brought to Wao District Hospital for medical examination and temporarily detained at Wao MPS detention cell pending his turn-over to the Bureau of Jail Management and Penology.

Last year, elements of the Wao MPS also apprehended two wanted persons in two separate operations.

On August 16, they nabbed Arnulfo Alison who had a warrant of arrest with case number 6296-10 for murder and on October 6, they too arrested Roy Abapo who had a warrant of arrest with case number 10-951W for estafa. (PIA10 Marawi)


RA 9679 mandates membership in Pag-Ibig Fund

CAGAYAN DE ORO CITY, Misamis Oriental (PIA) -- Republic Act 9679, otherwise known as the Home Development Mutual Fund Law of 2009 mandates the membership registration of all employees, including their respective employers, coverable by the Social Security System (SSS) and the Government Service Insurance System (GSIS), regardless of employment status or nature of appointment.

This includes employees who were not previously covered by the Fund due to their monthly compensation of less than Four Thousand Pesos (P4,000.000) which affected on January 1, 2010.

Pag-IBIG Fund members shall contribute monthly to the Fund a minimal percentage of their monthly compensation with a certain rate. For those whose monthly compensation P1,500 and below a contribution rate of 1% for the employee and 2% for the employers’ counterpart. For compensation over P1,500, a contribution of 2% from the employee and 2% for the employers’ counterpart.

Employers shall deduct the contribution and remit the same together with the required counterpart to the Fund. Said contribution shall be credited to the member’s Total Accumulated Value (TAV), which shall be released to them upon maturity and termination of membership.

Pag-IBIG Fund members will also enjoy the other benefits: Tax Free Earnings, the dividend earning of the Members’ credited TAV shall be exempt from any tax payments, fees, or interest charges, said Pag-Ibig Fund Vice President for Northern Mindanao Group Fermin A. Sta. Teresa, Jr.

The member may also avail of the loan benefits such as multi-purpose, housing and calamity loans provided the member meets the corresponding eligibility requirements of the program.

Whether the member transfers from one employer to another, or eventually become self-employed, the member can carry with him his TAV.

Lastly, the government of the Philippines guarantees the solvency of the Fund. (PIA10)
