TESDA’s community-based training targets 3,102 beneficiaries in Lanao del Sur

MARAWI CITY, Lanao del Sur – More than 3,000 constituents here are set to benefit from the skills training program of the Technical Education and Skills Development Authority (TESDA) this year.

TESDA Provincial Director Tarhata S. Mapandi said they are targeting about 3,102 beneficiaries in the province under their community-based skills training program.

The program aims to create livelihood opportunities for the poor and marginal groups who cannot access or are not accessible by formal training provisions.

The skills training is a way to empower them to get into productive undertakings and help them improve their living conditions, Mapandi said.

In line with this, she said they have inked a memorandum of agreement with the local government of Balabagan town for the conduct of community-based training in the town next week.

The skills training that will be carried-out in eight barangays includes carpentry, small engine servicing, commercial cooking, baking, organic fertilizer making and bamboo furniture making.

Mapandi said TESDA will be responsible for the training arrangement, trainers and some tools and materials while the local government of Balabagan, as its counterpart, will secure the trainers, arrange for the venues and provide other facilities, supplies and materials needed for the said training.

Hopefully we can replicate the training and partnership with the other local government units in the province, she added.

In addition, the provincial director also disclosed that as of press time a training on dressmaking is being conducted in two barangays in Saguiaran town.

25 constituents in Barangay Batangan while 32 in Barangay Poblacion have availed of the free training program, she further added. (Apipa Bagumbaran/PIA Marawi)

Gitinguha ni Konsehal Dalisay nga mapanday ang usa ka ordinansa sa siyudad nga magpatuman sa Chapter 4 sa Presidential Decree No. 603 kon Child and Youth Welfare Code nga naglatid sa nahisgutang silot batok sa mga ginikanan nga nagpaka-responsable sa ilang mga anak.

GSIS rolls-out 500 more kiosks all over the country

CAGAYAN DE ORO CITY, Misamis Oriental - Under the directive of a newly-constituted Board of Trustees, the GSIS will roll-out 500 additional kiosks all over the country.

Of the 500 additional kiosks, 300 will be rolled-out to big government agencies, city halls, selected municipalities, and provincial capitols. There were also be installed at least one GSIS Wireless Automated Processing System (GWAPS) kiosk in every congressional district.

The remaining 200 will be PC-based and will be assigned to Agency Authorized Officers (AAOs) nationwide, who earlier lauded the move of the Government Service Insurance System (GSIS) to distribute more kiosks.

With additional kiosks deployed nationwide, filing of loan applications and access to members’ records will be much easier and faster, saving members the time and money on travel expenses, cited Manager Ma. Luz Ilano-Briones of GSIS Cagayan de Oro Field Office.

Apart from the installation of the additional kiosks, the GSIS will also get into partnership with the Land Bank of the Philippines (LBP). This partnership will allow GSIS pensioners to choose whether to receive their monthly pension and other benefits through a Land Bank ATM or through their eCard.

As an additional servicing bank for its old age and survivorship, a Memorandum of Agreement with GSIS and Land Bank of the Philippines (LBP) was signed recently.

Through the Agreement, pensioners will now be able to take advantage of Land Bank’s extensive branch network nationwide.

The initiative is part of the pension funds’ effort to provide closer and more responsive to its more than 1.7 million members and pensioners. (PIA10)


CWC Kicks-Off the 2011 Presidential Award for Child Friendly LGUs preparations

The Council for the Welfare of Children (CWC) commences the preparations for the 2011 Presidential Award for Child Friendly Municipalities and Cities. Entry forms were sent, addressed to the Local Chief Executives. Guided by an Award timetable, CWC shall give the Awards in October this year.

The Presidential Award will be conferred to deserving local government units in recognition of their vital role in promoting children’s rights to survival, development, protection and participation as well as in ensuring child-friendly governance.

Validation visits are scheduled in June to July at the regional level and August to September by the National Award Committee to select the Presidential Awardees.

Interested municipalities/cities may submit the duly-filled up Entry Forms and corresponding documents to the Provincial Award Committee (PAC) or to their Provincial Social Welfare and Development Office on or before March 12, 2011. Highly Urbanized and Independent Component Cities shall directly submit to their respective Regional Award Committees (RAC) care of their DSWD Field Office on or before April 30, 2011.

CdeO realty tax collectibles reach a whopping P455M

Cagayan de Oro City, Misamis Oriental - Cagayan de Oro City’s burgeoning economy has consistently grown as the city’s total real property tax collectibles reached a whopping P454,964,390.00 million as of December 31, 2010.

City Assessor Atinodoro A. Asequia reported to City Mayor Vicente “Dongkoy” Emano that the city’s total basic real property tax collectibles last year pegged at P285,595,130.00 million while the 1% basic tax on Special Educational Fund (SEF) was P169,369,260.00 million.

During the period, the City Assessment Department appraised a total of 193,515 real properties with an assessed value amounting to P16,936,925,500.00 billion.

Of the total number of real properties assessed from January to December last year, 110,405 were lands valued at P3,929,477,050.00 billion followed by buildings with 69,358 worth P8,291,353,530.00 billion, and 13,752 machineries costing P4,716,094,920.00 billion.

The City Assessment Department also generated an income of P20,346,147.91 million in collections from transfer fee, certified true copy of tax declarations, certification fee, certified photocopy of tax declaration and index of cadastral lot, and certified true reproduction copy of documents.

As chair of the City Appraisal Committee with the City Treasurer and City Engineer as members, the body has acted on the appraisal of 146 properties which were affected by the implementation of 13 major government projects such as bridges, concreting of roads, public buildings, among others. NS NEW LOGO DESIGN CONTEST
Northern Mindanao RDC opens new logo design contest


Cagayan de Oro City, Misamis Oriental -- The Regional Development Council (RDC) of Northern Mindanao is launching a contest on designing a new RDC-X logo that shall represent Northern Mindanao’s present administrative region.

The contest is open to all residents of Region 10 excluding the members of the RDC-X secretariat (NEDA-X). Each contestant can submit a maximum of three entries that shall conform with the official guidelines set. Together with their entries, contestants must submit the following:

Filled out official entry form which can be downloaded (together with the official guidelines set) from the NEDA/RDC website www.norminet.org.ph or obtained from the Knowledge Management Division of the NEDA Regional Office at Capistrano corner Echem Sts., Cagayan de Oro City; one-page resume; one-page description or explanation of the logo and the symbolism behind the design and the use of colors; hard copy of the entry (submitted in black and white and full color versions); and digital copy of the entry in CD (with black and white and full color versions)

Entries will be judged on the basis of simplicity, originality, creativity, relevance and overall appearance.

Winning entries will receive the following prizes: First prize, Php15,000.00 cash and a plaque of recognition; Second prize, Php5,000.00 cash and plaque of recognition; and Third prize, Php3,000.00 cash.

DepEd says no to lavish graduation rites

CAGAYAN DE ORO CITY, Misamis Oriental – To free graduating students from extra spending on their big day, the Department of Education (DepEd) calls for a simple yet memorable graduation ceremonies.

“Let us leave the beautiful white dresses behind and start putting back our comfortable school uniforms,” says Dr. Luz S. Almeda, DepEd regional director for Northern Mindanao.

“We discouraged extravagant attire and extraordinary spending for decorations and venue requirement. As much as possible let us make it a Spartan affair that exhort civic duties, sense of community and personal responsibilities,” Director Almeda added.

This year’s graduation rites will be scheduled any day between March 24-28 and shall focus on the theme “The Graduate a Partner Towards Transformational Society, An answer to Societal Change” (Ang Mga Magsisipagtapos: Kaagapay Tungo sa Pagbabagong Anyo Ng Lipunan, Tugon sa Hamon Ng Sambayanan).

Almeda meanwhile emphasizes that the all public school heads, teachers and other DepEd personnel are not allowed to collect any graduation fees or any kind of contribution for graduation rites.

The Parents-Teachers Association/Parents, Teachers and Community Associations (PTA/PTCAs) are however allowed to solicit voluntary contributions from their members to defray some expenses for the graduation ceremonies and celebrations. Teachers and principals are further prohibited to be involved in the collection of said contributions.

Contributions for the annual yearbook are likewise on voluntary basis. (PIA10)


Helping provide closure of decades-old search for missing persons, another feat of TOG-NorMin

CAGAYAN DE ORO CITY, Misamis Oriental – To Beverly, 38 and Jenilyn, 42, the 15-minute ride aboard the chopper of the Tactical Operations Group (TOG), region 10, Philippine Air Force towards Sitio Nabitay, Barangay Taglimao, this city, seemed like eternity.

They had nothing but gratefulness to TOG-10 for the chance of reaching the place by air, which could have taken hours, if they went to the area on foot, exactly a week before Valentines Day of 2011 that ended a 25-yr. search for the remains of their long lost cousins.

“At last, we can give them a decent burial according to our long-respected tradition as Filipinos and can now include their names in the list of those we will be praying for during the All Souls Day in November,” they said.

Their relatives, Eddie Rances and Fructoso Dadang, Jr., along with a friend, Admiral Buray, were victims of purging by the National People’s Army (NPA) in 1986 and were buried in the shallow grave in Taglimao.

Among their remains dug up by men from the Scene of the Crime Operations (SOCO) of the Philippine National Police (PNP), Sanitary Inspectors from the City Health Office and soldiers from TOG-10, were plastic ropes used in tying their hands at the back.

Anyway, Col. Anthony Connor O. Canlas, Commander of TOG-10, said finding missing persons is a non-traditional accomplishment of TOG-10 along with the search and rescue (SAR) activities that placed them among the country’s Gawad Kalasag (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) Awardees.

In fact, Sec. Voltaire T. Gazmin of the Dept. of National Defense and Sec. Jesse M. Robredo of the Dept. of Interior and Local Government, cited TOG-10 as the National Gawad Kalasag Awardee for Heroic Act/Deed of Individuals/Groups During Emergency Response and Rescue Operations, in the observance of 2010 National Disaster Consciousness Month.

The award, which was given on Jan. 12, 2011, at the AFP Officers’ Club, Camp Gen. Emilio Aguinaldo, Quezon City, reads:

“For successfully undertaking SAR operations in the provinces of Misamis Oriental on three (3) different occasions: flashfloods in Cagayan de Oro City (CDO) brought about by the swelling of the CDO River on Jan. 2, 2009, flashfloods in the 14 municipalities and three (3) cities of Mis. Or. brought about by incessant rains on Jan. 11, 2009 and SAR Operations in CDO and the municipalities of Opol, Balingasag and El Salvador, Mis. Or. on Nov. 25, 2009 in the aftermath of Typhoon Urduja.

Living up to their slogan ‘Saving Lives, Whenever, Wherever,’ the members of the Rescue Team of TOG-10 exhibited their high readiness and proficiency in swift water search and rescue of the disaster survivors in all three instances.

This string of successful feats of TOG-10 are the results of long preparations and training for disaster response in partnership with the Regional Disaster Coordinating Council, region 10.” (PIA)


Army, FIBECO deliver free medical, dental services

Cagayan de Oro City - The Army’s 4th Infantry “Diamond” Division through the effort of the 8th Infantry Brigade joined hands with the First Bukidnon Electric Cooperative (FIBECO) together with the Local Government of Pangantucan town, Bukidnon in giving free medical and dental mission on Feb. 20.

The joint medical and dental mission served more than 342 beneficiaries handing out services such as basic consultation and tooth extraction at the Poblacion Covered Court in Pangantucan.

FIBECO director, Felix G. Vergara together with 1Lt. George Jallorina, CMO officer of 8IB and 1Lt. Herald Amarga of 43rd CMO Company headed the event with the support of Mayor Manulito Garces of Pangantucan and the Municipal Health Officer, Dr. Rostom Garces.

Major General Victor A. Felix, Commander of the 4th Infantry Division said that the activity is part of the Army’s mandate in reaching out and serving the Communities.

“This mission is to show that we are serious in our endeavor in serving the people in the communities. Helping out in the medical and dental needs of our fellow citizens constitute our efforts in wining peace and facilitating development through the help of our local government units and the private sectors,” Felix said.

Fourth ID Spokesperson and Commanding Officer of the 4th Civil-Military Operations (Masaligan) Battalion Major Eugenio Julio C. Osias IV, said that the partnership with FIBECO and the LGU in reaching out to the people in the communities is an example of success if we work hand in hand for a better society to live in. XU, SMART, PBSP, DepEd partner for CommuniTeach

Cagayan de Oro City, Misamis Oriental -- Xavier University (XU) signed a Memorandum of Agreement with SMART Communications Inc, Philippine Business for Social Progress (PBSP), and the Department of Education (DedEd) Region 10 for CommuniTeach, a project seeking to reduce dropout rates in public elementary schools.

The program initiated by SMART aims to enhance the performance of public elementary school children through community teaching-feeding activities.

Through the National Service Training Program (NSTP), XU has been implementing CommuniTeach in adopted elementary schools in Consolacion, Camaman-an, and Upper Carmen since September last year.

Among the activities that have been carried out are tutors’ training, parents’ orientation, baseline evaluation, feeding sessions, and regular Saturday learning sessions for the lowest performing students in the adopted schools.

“We are happy and privileged to be one of the chosen schools,” shared teacher Dr. Ma. Lodel Daabay, Principal of Camaman-an Elementary School adding, “The eight modules in values formation helped a lot in developing our students’ self-confidence.”

To ensure community participation and sustainability, the program engages the Parents-Teachers Community Association as well as the aid of DepEd and the academe to provide logistics and manpower. PBSP provides funding support.

“Education is everybody’s business,” said Stephanie Orlino, manager of the education program of SMART. She emphasized the importance of getting together various stakeholders for the program to become successful. “Let’s all work together to help our children.”

University President Fr Jose Ramon Villarin conveyed his joy in having Xavier students participate in the program. “I’m glad that you enlisted our students because we really want to get involved.”

He stressed that amid all the progress in technology, there is still a need for social progress. (XU)


Additional SCAA companies in Bukidnon: a template of stakeholders’ commitment to peace

MALAYBALAY CITY, Bukidnon – The Local Government Units (LGUs) of Malitbog, Impasug-ong, Pangantucan and Kadingilan all of Bukidnon reaffirmed its commitment to Win the Peace in their respective areas by agreeing to the proposal of the 403rd Infantry “Peacemaker” Brigade for the activation of two (2) additional Special CAFGU Active Auxilliary (SCAA) Companies in Bukidnon.

The SCAA activation jump-started with the signing of Memorandum of Agreement (MOA) between 403rd Brigade represented by Brigade Commander Col. Romeo L. Gapuz and Local Chief Executives (LCEs) of the four (4) towns last August 2010 at Camp Osito Bahian, Malaybalay City.

Governor Alex Calingasan, who downloaded funds as the province’s contribution for the SCAA, witnessed the MOA signing.

As provided in the MOA, the brigade allows the training of 192 civilian volunteers—equated to two (2) SCAA Companies—who will operate four (4) Patrol Bases to be established.

These Patrol Bases will go a long way in the units’ fight against insurgents and very vital in preserving our gains in achieving peace as part of the Integrated Territorial Defense System (ITDS).

The initial cost of the program is Php 3,753,600 covering five months honorarium of SCAAs, training expenses and initial Combat Clothing and Individual Equipment.

Financially supported by Malaybalay City LGU, the first SCAA Company was activated last 20 May 2009.

With this, the LCEs collectively expressed their confidence to the 403rd Brigade’s Operational Control under the leadership of Col. Romeo L. Gapuz due to the unit’s good record of accomplishment in handling and managing the SCAA. (Maj. Ricky L. Canatoy Opns officer 403rd Bde, PA/PIA Bukidnon)
