Oro Team champs 2011 NMRAA, reaps 18 gold


ILIGAN CITY, Lanao del Norte – All cheers for Cagayan de Oro City Athletic Association (COAA) team hauling 35 medals, and this year’s Northern Mindanao Regional Athletic Association (NMRAA) over-all champ.

COAA garnered 18 gold, nine (9) silver and eight (8) bronze medals in the 14 events (boys and girls) mainly held at the sports complex, the world-class Mindanao Civic Center (MCC) at Barangay Sagadan, Tubod, province of Lanao del Norte, with the Department of Education (DepEd), the host division.

Games like athletics/football, badminton, basketball, boxing, sipa/sepak takraw, baseball, tennis, archery, volleyball, arnis, softball, swimming, taekwando and gymnastics/dance sport.

Schools Division Supt. Maria Luisa B. Mutia, DepEd Lanao del Norte, disclosed the over-all top four following Cagayan de Oro, based on the official results from the NMRAA officiating officials: Misamis Oriental Division for first runner-up, and Bukidnon, Iligan City, and the host province of Lanao del Norte, as second, third and fourth runners-up, respectively.

First runner-up Misamis Oriental team had 14 gold medals, 13 silver, and nine (9) bronze. While second runner-up Bukidnon got five (5) gold, nine (9) silver and 10 bronze.

Iligan’s team garnered six (6) gold, nine (9) silver, and eight (8) bronze. The host province landed with six (6) gold, three (3) silver and seven (7) bronze.

In the over-all results by division level, champion was Misamis Oriental for the secondary division had 10 gold, six (6) silver and five (5) bronze, and at the elementary division, Oro’s team reaped nine (9) gold, four (4) silver and three (3) bronze.

There were 13 contingents representing the eight (8) cities and five (5) provinces of region 10 besting among each team during the five-day sports competition from Feb. 2-6, 2011.

A strong 5,730 participants composed of athletes, coaches and official delegates, attended the regional meet from the cities of Valencia, Iligan, Tangub, Oroquieta, Cagayan de Oro, Malaybalay, Gingoog, Ozamis and the provinces of Bukidnon, Misamis Occidental, Misamis Oriental, Camiguin, and host Lanao del Norte.

Bukidnon and Cagayan de Oro City have the highest number of delegates with 603 and 562, respectively.

All deserving athletes in their own field of event received medals, likewise, all participating school divisions were awarded with trophies and plaques of appreciation during a formal awarding ceremony on Feb. 6.

Meanwhile, Gov. Khalid Q. Dimaporo of the host province, has sounded off to Asst. Regional Director Sinforosa A. Guinares, DepEd 10, his intention if given a chance to host again in the coming Palarong Pampook or NMRAA, solely because he himself is a sports enthusiast and was impressed of the huge crowd coming from the Northern Mindanao and nearby regions, who witnessed the entire duration of the Palaro.

Again, “We have proven that Lanao del Norte, the Land of Beauty and Bounty, is a peaceful place to live in,” expressed the young governor.

His message during the closing ceremony was for the young athletes, elementary and high school level, having been selected to represent region 10, to prepare themselves in the coming Palarong Pambansa, in April this year in Dapitan City.

ARD Guinares, representing Regional Director Luz A. Almeda of DepEd 10, lauded the host province, through Gov. CHED opens 2011 ARMM solidarity games

MARAWI CITY, Lanao del Sur - Selected students from the higher education institutions in the Autonomous Region in Muslim Mindanao (ARMM) are set to show their athletic, academic and cultural talents as the Commission on Higher Education (CHED) has formally opened the weeklong regional sports competition on Monday, February 07.

The opening ceremony, participated in by 23 higher education institutions throughout the autonomous region, was held at the Provincial Gymnasium here.

With the theme, “Safe Sports Education and Sustainable Environment: The Keys to Healthy Bangsamoro Nation,” the 2011 regional solidarity games, academic and cultural events competition is set to culminate on February 14.

The regional solidarity meet is an annual academic, sports and cultural games which aims to train college students to be more vigilant and sports-minded, said Dr. Norma Sharief, CHED-ARMM Commissioner.

She said the competition will also help produce service-oriented and disciplined citizens of the ARMM.

The lady commissioner likewise challenged the participants to compete well since the best students in the different sports, academic and cultural events will represent the region in the national competition scheduled in Manila at the end of February.

Meantime, acting regional governor Ansaruddin Alonto-Adiong expressed support to the CHED and congratulated its officials for paying attention to the sports and cultural events as important dimensions of a well-rounded education and personality development.

CHED-ARMM launches The Green Jihad

MARAWI CITY, Lanao del Sur - In an effort to contribute to the preservation and protection of the environment, the Commission on Higher Education in the Autonomous Region in Muslim Mindanao (CHED-ARMM) launched The Green Jihad on Monday, Feb. 07.

The launching highlighted the opening ceremony of the 2011 ARMM Solidarity Games, Academic and Cultural Competition held at the Provincial Gymnasium here.

The Green Jihad is a Muslim Environmental Advocacy Center that was organized on October 2010 with the purpose of repackaging environmentalism as a religious obligation incumbent upon those who profess Islam as their faith.

Dr. Norma Sharief, CHED-ARMM Commissioner, said the Green Jihad foot soldiers will be institutionalized as advocates for environment protection and preservation.

In addition, she announced that CHED-ARMM will be issuing a memorandum order to all higher education institutions in the region to incorporate and integrate environmental education and protection in the tertiary curricular programs.

Sharief also disclosed that all college students in the autonomous region will be required to plant one tree every year as their concrete contribution to the preservation of the environmental resources that are essential for human survival and development.

She cited this in response to Executive Order 23 signed recently by President Benigno S. Aquino III.

Aquino issued EO 23 declaring an indefinite log ban all over the country and creating an Anti-Illegal Logging Task Force to be headed by Environment and Natural Resources Secretary.

EO 23, entitled “Declaring a moratorium on the cutting and harvesting of timber in the national and residual forests and creating the Anti-Illegal Logging Task Force,” was issued in light of the widespread flooding and landslides in some parts of the country. (Apipa Bagumbaran/PIA Marawi)


DA-10’s MNCIADP implements projects for CY 2010

Cagayan de Oro City, Misamis Oriental - Food security and self-sufficiency are the foremost agenda of the Department of Agriculture (DA) in Northern Mindanao to ensure reduction of poverty incidences within Northern Mindanao.

For this vital thrust, the Mindanao North Coast Integrated Area Development Project (MNCIADP) of the agency has set aside an overall amount of Php30 million for farm-to-market road (FMR) projects and P 2 million for post-harvest facilities for CY 2010.

Through such infrastructure projects and post-harvest facilities assistance, farmers, fisherfolk and other stakeholders alike are expected to benefit sustainable means to reap profit, that would in turn, translate to better sources of income and an improved standard of living.

Moreover, the projects implemented under MNCIADP will greatly pave way for a more efficient means of drying agricultural commodities and it will also provide an easy link for farmers, fisherfolk and other agricultural key players to generate more potential farm investors and aide from other groups.

In addition, it will allow them to avail minimal transportation cost of goods from production areas to accessible markets.

Hence, success of farm advocates would be highly feasible.

As far as FMR projects are concerned, MNCIADP has allocated budgets for each of the provinces within in the region last year.

The amount, total length and number of municipalities who are sought to gain from the said project are as follows: Bukidnon, Php6.5 million with 6.5 kilometers for four municipalities; Misamis Occidental, Php9 million with 6.4 kilometers for six municipalities; Lanao del Norte, Php6 million with 4.9 kilometers for four municipalities; Misamis Oriental, Php6 million with 5.7 kilometers for four municaplities; and Camiguin, Php1 million with 1 kilometer for one municipality.

Out from the benefiting areas, MNCIADP completed and officially turned over three FMRs: Poblacion, Laguindingan, Misamis Oriental, which is 1.5 kilometers in length at Php 1,650,000; Anito-Luwangan, Mambajao, Camiguin, which is 0.6 kilometers in length at Php 1,112,000; and Gaboc-Tankulan, Manolo Fortich, Bukidnon, which is 1.27 kilometers in length at Php 1,651,000.

Meanwhile, the implementation of additional road sections in some of the municipalities is still on-going, whereas the others still await for fund release.

The budget reserved for the construction of post-harvest facilities, however, particularly for the six solar dryers with an area of 3,734 square meters, are underway for payment to approved project proposals.

These facilities would then be later awarded to the municipalities of Tubod and Linamon of Lanao del Norte; Cabanglasan, Libona and Manolo Fortich of Bukidnon; and Villanueva of Misamis Oriental.

For CY 2011, MNCIADP has a total allocation of Php32.1 million for FMRs and Php2 million for post-harvest facilities (solar dryers).

Decision-making on which towna from the various municipalities would be conferred with the said projects will be discussed through a consultation between the department and the local government units (LGUs) this coming first week of March.

Due to limited funds, the project will prioritize municipalities who have not yet availed any DA infrastructure projects as well as with no on-going MNCIADP infra projects.

Yet, to warrant the implementation of projects, a counterparting scheme will be observed, wherein DA will shoulder 90% of the total project cost while the rest will be provided by the participating LGU. (Joanne L. Olson, DA-10)


CHED scholarships for SY 2010-2011 benefit 3,753 students in NorMin

CAGAYAN DE ORO CITY, Misamis Oriental – A total of 3,753 slots of college scholarships was granted to qualified beneficiaries in Northern Mindanao through the Commission on Higher Education (CHED), region 10, for school-year 2010-2011.

Of this figure, 1,176 or 31.34% were granted under the CHED Student Financial Assistance Program (StuFAP) and 2,577 or 68.66%, under the Special Study Grant Program for Congressional Districts (SSGP-CD), Dr. Zenaida G. Gersana, Regional Director of CHED, region 10.

Gersana, however, said the data already includes the CHED scholarships offered to college students from Lanao del Sur, including Marawi City, because of their proximity to Cagayan de Oro compared to the Autonomous Region in Muslim Mindanao (ARMM) which is based in Cotabato City.

She said the highest number of scholarships under the CHED-StuFAP were those on merit, 600 or 51%, followed by grants-in-aid, 262 or 22% and student loans, particularly, Study Now, Pay Later Plan (SNLP), 314 or 27%.

Slots under the merit scholarship program (MSP) were as follows: half merits, 245 or 40.83%, full merits, 216 or 36%, National Scholarship Program (NSP), 66 or 11%, Regional Scholarship Program (RSP), 54 or 9% and CHED-HEDP, 9 or 1.5%.

Persons with Disabilities under the Private Education Student Financial Assistance Program (PESFA-PWD), 8 or 1.33% and CHED Scholarship Program for Bright Mindanaoan Muslims (CSP-BMM), two (2) slots or 0.33%.

Gersana also said “Tulong Dunong,” was top on the list of scholarships under the grants-in-aid program (GAP) with 210 or 80.15%, followed by CHED Special Study Grant Program (SSGP) for Senate, 22 or 8.4% and Dept. of National Defense (DND)-CHED-PASUC SGP, 17 or 6.48%.

Scholarship Program for Indigenous People (SP-IEP), also accounted for six (6) or 2.29%, Office of the Presidential Adviser on the Peace Process (OPPAP)-CHED SGP for Rebel Returnees, four (4) or 1.53% and the SGP for Solo Parents and their dependents, three (3) or 1.15%.

Meanwhile, the highest number of scholars under the SSGP-CD was from the Bukidnon District I, 765 or 29.68%, followed by Misamis Oriental Dist. II, 696 or 27%, Lone District of Camiguin, 200 or 7.76%, and Buk. Dist. III, 115 or 4.46%.

Cagayan de Oro Dist. I, 106 or 4.11%, and Misamis Occidental Dist. I, Lone District of Iligan City, Lanao del Norte Dist. II and Lanao del Sur Dist. II, 100 or 3.88%, each.

Improvement of gov’t. Health centers in NorMin reaches Php206.64M

CAGAYAN DE ORO CITY, Misamis Oriental – At least Php206.64M was spent by the Dept of Health-Center for Health Development (DOH-CHD) for the improvement of government health centers in Northern Mindanao, last year.

Dr. Jaime S. Bernadas, Regional Director of the DOH-CHD, region 10, said projects worth Php36M or 17.42% were completed while Php170.64M or 82.58% are still ongoing after they were suspended due to some revisions of the plans.

He said these completed projects, their corresponding amounts and location are as follows: Misamis Oriental - Repair/renovation of the Medina Hospital in Medina town, Php10M and construction of the Tagoloan Mini-Hospital in Tagoloan, Php5M.

Lanao de Norte - Construction of perimeter fence, Isolation Room and renovation of elevated water tank at the Kauswagan District Hospital in Kauswagan town, Pph2M, repair/renovation of the Kolambugan District Hospital Building in Kolambugan, Php2M, and construction of Annex Ward, Phase I, Kapatagan District Hospital in Kapatagan, Php2M.

Misamis Occidental - Construction of Out-Patient Department (OPD), Phase I, Calamba District Hospital in Calamba town, Php3M, and repair/renovation of Jimenez Medicare Hospital in Jimenez and Tudela Municipal Hospital in Tudela, Php3M and Php3.5M, respectively.

Construction of Delivery Room, Operating Room & Ward, Phase I of the SM Lao Memorial Hospital, Ozamiz City, Php4M, and repair/renovation of the Doña Maria D. Tan Memorial Hospital, Tangub City, Php1.5M.

Meanwhile, Bernadas said the ongoing projects and their ocation are: Iligan City - Upgrading of the Barangay Health Stations (BHS) in Barangays Luinab, Upper Hinaplanon, Digkilaan and Rogongon, Php1M.

Cagayan de Oro City – Completion of the J.R. Borja Memorial Hospital, Phase I, and repair/renovation/construction of various health center projects, Php97.4M and construction of 17 urban health centers, Php35.4M.

Bukidnon – Repair/renovation/construction of Rural Health Units (RHU} in the towns of Damulog, Dangcagan, Don Carlos, Kalilangan, Kitaotao, Lantapan, Pangantucan, San Fernando, Sumilao and Talakag, Php10M.

Misamis Occidental – Upgrading/repair/renovation/construction of BHS in the towns of Tudela, Clarin, Don Victoriano, Panaon, Plaridel, Lake Duminagat, Mialen, Naburos, Lorenzo, Sinacaban, Dalingap, Liboroon and Tangub City, P13.54M.

Misamis Oriental - Repair/renovation of the Magsaysay Municipal Hospital in Magsaysay, Claveria Municipal Hospital in Claveria and Tagoloan Mini-Hospital in Tagoloan, Php3.8 M.

Oro to celebrate National Arts month

Cagayan de Oro City, Misamis Oriental – The National Commission for Culture and Arts - Northern Mindanao Chapter will host the month-long celebration of the National Arts Month this Feb. 2011.

The celebration adopts the theme “Panagtagbo Mindanao” which highlights the gathering of the artists from Visayas and Mindanao. The event will cover the following activities:

“Panagtagbo” Visual Arts Exhibit, Feb. 11 to 27, 2011 at SM Cagayan de Oro City. The exhibit will display works by known visual artists from Visayas, Cebu, Bohol, Dumaguete and Cagayan de Oro whose oeuvres have been influenced by the Visayan and Mindanaoan cultures.

“Photowalk and Photo Art Exhibit for a Cause” A group Photography Exhibit, Feb. 10-27, 2011 at Tourism Showhouse, Divisoria Park, Cagayan de Oro. Accomplished photographers from Visayas and Cagayan de Oro will assemble their photography works.

“Art Attack in Divisoria Park” on Feb. 13 to 15 at Magsaysay Park, Divisoria, Cagayan de Oro. The award winning youth organization, Dire Husi, will showcase various talents like, human statues, firedancers, percussionist and capoeira dancers performs at the busy district of the City.

“Dire Husi Street Art Exhibit” Feb. 14 to 28, 2011 at 9-21st St. Nazareth, Cagayan de Oro City. Recycled materials will be utilized to create art installations and sculptures to promote environmental awareness.

Rhyan Casiño, Designated NCCA Northern Mindanao Coordinator, said the event provides an opportunity for the artists to bring in their innovative, inherited rich traditional arts that thread through the contemporary art.

The Visual arts exhibit will take place at three locations at SM, Tapa’s Grill and the Provincial Capitol Office to accommodate all the artworks which will be curated by Melissa Abugaa.

An opening program will be held on Feb. 11, 2011 at SM, Pueblo de Oro, Cagayan de Oro City. Prior to this, an Art Talk will be shared by renowned artists about the basic techniques in art. Interested participants are welcome to attend the said orientation.

Casiño also mentioned that there will be a press conference on Feb. 9, 3:00 p.m. at Tapa’s Grill which will be attended by several artists and the NCCA NM Task Force to share information regarding the event.

Paying Christmas bonus of employees out of calamity fund savings is illegal – OCD

CAGAYAN DE ORO CITY, Misamis Oriental - Savings from the Local Disaster Risk Reduction Management (LDRRM) Fund should be placed under a special trust fund to be used solely for the purpose of supporting DRRM activities within the next five (5) years.

This clarification was made by Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD), region 10, to answer queries on whether the local government units (LGU) can use their savings from the 2010 Calamity Fund to pay the Christmas bonus and cash gifts of their employees.

Lupo, who is also the Regional RDDM Council Chairperson, based his clarification from a letter of Dept. of National Defense (DND) Secretary Voltaire T. Gazmin, Chairperson of the National DRRM C to Secretary Jesse M. Robredo of the Dept. of Interior and Local Government (DILG) on Dec. 23, 2010.

In such letter, Gazmin was cognizant of the LGU’s desire to give bonuses to their employees, but clarified that any savings from the local DRRM Fund could not be used for any purpose other than what is stated under the law in Republic Act 10121 otherwise known as the Philippine DRRM Act of 2010.

“The present local calamity fund shall, henceforth, be known as the Local DRRM Fund. Not less that 5% of the estimated revenue from regular sources shall be set aside as the LDRRMF to support DRRM activities,” the letter said.

These will include, but not limited to pre-disaster preparedness programs, trainings, purchasing life-saving and rescue equipment, supplies, medicine for post-disaster activities and payment of premiums on calamity insurance.

“Of the amount appropriated for LDRRMF, 30% shall be allocated as Quick Response Fund (QRF) on stand-by fund for relief and recovery programs in order that the situation and living conditions of people in communities or areas stricken by disasters, calamities, epidemics, or complex emergencies, may be normalized as quickly as possible,” the DND Secretary said.

Unexpected LDRRMF shall accrue to a special trust fund solely for the purpose of supporting DRRM activities of the LDRRMC’s within the next 5 years. Any such amount still not fully utilized after 5 years shall revert back to the general fund.

RA 10121 provides that such reverted amount will be available only for other social services to be identified by the Local Sanggunian, Lupo added. (PIA)


P146M infra projects implemented under 20% DF

Cagayan de Oro City, Misamis Oriental - A total of 43 infrastructure projects costing P146,832,932.07 million were implemented in 2010 out of the City Government’s 20% Development Fund.

City Engineer Jorie Bingona, in his annual report to City Mayor Vicente Y. Emano, said 34 of these projects were fully completed; four are on-going; two were suspended due to road right-of-way issues; two are awaiting approval for extension, and one was not started due to non-availability of area.

A total of 27 projects amounting P136,305,671.45 million were undertaken through private contracts; four projects worth P5,973,988.07 million were carried out by administration through the City Engineers Office while 12 projects costing P4,553,272.55 million were taken on via barangay contracts.

The construction of the four-storey Legislative and Administrative Building got the biggest allocation with P85 million, which by the end of 2010 was 61.73% complete. The construction of the modern City Hall Annex building was started during the term of the previous mayor, Constantino ‘Tinnex’ Jaraula.

The City Engineers Office’s Maintenance Division also implemented maintenance projects, consisting mostly of repairs and improvements of pavements and other existing infrastructure amounting to P12,967,487.72 million.

The Building & Industrial Safety Division on the other hand accomplished 14 out of 17 projects in its year-round monitoring, restoration and installation of street lights and wirings. (CIO)


East-westbound terminals, markets earn P12.6M

Cagayan de Oro City, Misamis Oriental - The East-Westbound Terminals and Public Markets collected last year P12.6 million in basic fees and other collections.

This was reported by westbound terminal and public market overseer Engr. Isidro Obligado and eastbound terminal overseer Federico R. Gempesaw in a report submitted to City Mayor Vicente Y. Emano.

Of the total collections generated last year, some P9,483.350.64 or over 70% derived from the Westbound Terminal and Public Market’s collections in bus and jeepney terminal fees, P6,500,434 million; market collections, P 1,475,900.64 million and fish landing collections, P1,507,016 million.

Meanwhile, the Eastbound Terminal earned P 3,121,222 from terminal and fish entrance collection.

To date, 69 stalls are presently occupied at the westbound public market, 21 of which are legitimately awarded to its occupants while 14 are terminal lessees including large transport companies. (CIO)
