CDO schools get classrooms from biz group, capitol
Cagayan de Oro, Misamis Oriental - Three schools in Cagayan de Oro City received classrooms from a Filipino-Chinese business group in partnership with the capitol under the leadership of Gov. Oscar S. Moreno.
The elementary schools of Bulua and Lumbia were given four classrooms each while the San Simon National High School received two classrooms from the Federation of Filipino-Chinese Chamber of Commerce and Industry, Inc. which were implemented with the help of the provincial capitol.
The partnership between the capitol and the federation has been in existence many years ago which is primarily focused on providing quality education for the poor. At least 50 classrooms had already been implemented in the province under this partnership while the latest batch of 28 units included 10 for Cagayan de Oro City.
In Misamis Oriental, lack of classrooms has become less of a problem because the capitol has already significantly reduced the shortage.
In six years time under the watch of Gov. Moreno, the capitol has built over 300 classrooms all over the province.
Gov. Moreno considers education as a means to alleviate poverty and in fact, this is part of his eight-point agenda which serve as his guiding principle in governance.
Moreno’s classroom project is aimed to bring education closer to the people especially in areas and schools where decent classrooms are unavailable.
Also under construction is a four-storey school building composed of 18 classrooms at the Misamis Oriental General Comprehensive High School (MOGCHS) which is designed to serve more than a thousand students.
Gov. Moreno attributes the success of this project to the teamwork which he shares with Vice Gov. Norris Babiera and the members of the Sangguniang Panlalawigan who also believe in the value of education.
Dance sports team of Ozamiz showcases fab performance
Kapatagan, Lanao del Norte —Dance sports competition was one of the major events in the just concluded Northern Mindanao Regional Athletic Association (NMRAA) or the Palarong Pampook in region 10.
Thirteen divisions vying the title for best in dance sports competition performed at the Mindanao Civic Center, Tubod, Lanao del Norte, 7:00 o’clock in the evening on Feb. 3.
Spectators were amazed on the performance of each dance presentors. Much to the amusement of everyone, when dancers from the Ozamiz City Athletic Association (OCAA) ostensibly showcased their fabulous performance in the dance floor which made everyone hold their breath during the showdown of talents.
It was a very tough competition for the contestants, but still, OCAA ruled the dance floor.

Civil society groups, army join ‘light up for peace in Mindanao’

ILIGAN CITY, Lanao del Norte - Civil Society Organizations (CSO) in the two Lanao provinces together with the men and women of the 601st Brigade, Philippine Army and the Philippine National Police gathered yesterday evening and joined the rest of the nation in lighting candles for peace.
The candle lighting event held at the 601st Brigade headquarters in Barangay Maria Cristina, this city, is in response to the call of President Benigno Aquino III to the public to join the ‘Light Up for Peace’ event as part of the run up for the upcoming resumption of peace negotiation with the Moro Islamic Liberation Front (MILF).
Colonel Leo Cresente Ferrer, commanding officer of the 601st Brigade, said their participation to the event showed their commitment to the attainment of just and lasting peace in Mindanao.
He also hopes that everything will turn-out right with the government and the MILF citing that the resumption of the peace talks is an opportunity to put an end to the decades-long Mindanao conflict.
Filled with the spirit of joy and peace, Pakigdait Inc. Director Musa Mohamad Sanguila expressed appreciation to the 601st troopers for giving the CSOs an opportunity to celebrate the event with them.
He said their prayers for the resumption of the peace negotiations have been heard.
Sanguila also stressed that it is better for both the GRP and the MILF to sit down and find ways to achieve comprehensive and lasting peace in Mindanao without the use of arms.
Prior to the candle-lighting ceremony, Pakigdait Inc. and the 601st Brigade in collaboration with the Catholic Agency for Overseas Development (CAFOD) commenced the three-day Culture of Peace Workshop for Civil Military Officers.
Sanguila said the culture of peace workshop will serve as an eye opener to understand how the different people in Mindanao can better relate with each other.
The workshop which will culminate on Thursday, Feb. 10, aims to foster unity in diversity among the participants through mutual acceptance, to provide an opportunity for the participants to become peace builder and to encourage them to be more responsive and sensitive in dealing with the cross-cultural and varied ethno-religious nature of the community, he added. 2011 Civil Registration Month celebration launched
ILIGAN CITY, Lanao del Norte - The celebration of the 2011 Civil Registration Month was launched in the flag raising program at city hall last Monday, Feb. 7 on the occasion of the 80th anniversary of the Civil Registry Law of the country.
The occasion was marked led by City Civil Registrar’s Office headed by Asuncion Avenido.
Avenido said the primary aim of the celebration is to instill to the public the importance of the registration of three important aspects in a man’s life – birth, marriage and death.
Activities of the celebration include a motorcade by the CCRO in the city, information dissemination on the need for civil registration through radio, mass wedding, free issuance of civil registry certifications, recognition for the Most Outstanding Barangay Secretary as Civil Registry Agent and others.
The theme of this year’s celebration of Civil Registration Month is Quality Civil Registration in Support for National Development Goals. (CIO)
Iligan Dad creates committees for 2011 Grand Triple Day celebration
ILIGAN CITY, Lanao del Norte - Mayor Lawrence Ll. Cruz issued two executive orders creating committees for the 2011 Grand Triple Day Celebration and 2011 Diyandi Festival in Iligan City.
The triple day celebrations include National Flag Day on May 28, the 113th celebration of Philippine Independence Day on July 12 and the 61st celebration of Adlaw sa Iligan on June 16.
The Diyandi will be the tourism month celebration that will coincide with the annual celebration of the Feast of Señor San Miguel.
These big celebrations will be headed by City Councilor Marlene Young. Young will be assisted by Schools Division Superintendent Cherry Mae Limbaco as coordinator in the National Flag Day Celebration, City General Services Officer Raymundo Clavano as coordinator for Philippine Independence Day Celebration and City Tourism Officer Agnes Clerigo-Maingat as coordinator of Adlaw sa Iligan Celebration.
All sports events in the triple day celebration will be under City Sports Director Bernard Palafox.
The Diyandi Festival Management Board is composed of City Councilor Frederick Siao for Sports Events, Raymundo Clavano for Finance, Louela Maybituin for Trade Fair And Exhibits, Carnaval, Parlor Games and Amusements and Taboan sa Iligan, Rev. Father Rodrigo Maata for Religious Activities and Cathy Tan for Search for Miss Iligan 2011.

Iligan chief directs department heads to design a system to resolve barangay problems
ILIGAN CITY, Lanao del Norte - Mayor Lawrence Ll. Cruz directed department heads to devise a system that will implement quick response to resolve the problems of barangays.
The mayor cited fast action or solution to problems particularly on filling materials, bad roads, drainage, infrastructure projects and maintenance works.
Mayor Cruz said solutions to the barangay problems will not always be immediate if we rely solely in the work schedule of the City Engineer’s Office.
The mayor designated City Engineer Franklin Maata, Acting Economic Enterprise Manager Orlando Maglinao, Waterworks Manager Christine Orbe and Planning Officer Gil Balondo to work on a system.
Mayor Cruz directed the officials concerned to present the program they designed in the next department heads meeting on Feb. 14. (CIO)
SP ratifies 20% city development fund for 2011
The Sangguniang Panlungsod ratified the P158.763 million for the 20% Development Fund of the city for 2011.
This appropriation was under SP deliberation after it was endorsed by the City Development Council and approved in the CDC Full Council Meeting, Jan. 27.
The appropriation include P9.763 million for General Public Services, P23 million for Social Services and P126 million for Economic Services.
Under the General Public Services are revenue enhancement, e-governance, human resource management and others.
On economic services are road development projects, livelihood assistance, tourism development programs, agricultural, pollution control, barangay development projects and other infrastructure projects. (CIO)
Lanao Norte lad is NMRAA boxing champ
Tubod, Lanao del Norte - Lanao del Norte’s fighter Renaeu Teodosio scored seven points which paved his way to capture the gold medal in Boxing Pin Weight division.
He was followed by Jess Rey Waminal of Bukidnon for the silver medal. Kenepee Mantos of Ozamiz City division and Arjie Moraca of Valencia garnered the bronze medals.
In the Boxing Fly weight division , Bukidnon’s fighter Ronie Sarbalion captured the gold medal .
He was followed by Barde Mejares of Gingoog City. Melvin Rom of Lanao del Norte and Jason Neri of Malaybalay City capped the bronze medals
In the elementary level kiddie weight division John Glenn Langot of Valencia got the gold medal, followed by Chesselle Paudac of Lanao del Norte as silver medalist. Jey Pee Lanane of Misamis Oriental and Christian Madrea of Bukidnon got the bronze medal.
Valencia City fighter Roi Jake Munalem garnered the gold medal in the Ant Weight division. Elvin Bryan Juario of Misamis Oriental captured the silver medal. Laurence Oras of Bukidnon and Erwin Caontao of Malaybalay City were adjudged as bronze medalists. (PIO)
PDEA nabs two suspected drug pusher in CdeO
Cagayan de Oro City, Misamis Oriental - Operatives of the Philippine Drug Enforcement Agency, region 10, led Regional Director Lt. Col. Edwin F. Layese (Ret), conducted a successful buy-bust operation yesterday, Feb. 8, at around 8:30 p.m. at Yacapin Extension, Barangay 36, this city.
The said operation led to the arrest of: Rosalina Estodillo De Guzman aka Tatang, female, single, 37 years old, fish vendor, elementary graduate; and Elmer Llagas Borja aka Elmer, married, 35 years old, third year high school level, painter, both residents of the said area.
They were both arrested of conspiracy after selling one (1) heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu worth Php 500.oo to a PDEA agent who acted as the poseur-buyer.
Confiscated from their immediate possession and control were three (3) heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu.
Suspects are now temporarily detained at PDEA Northern Mindanao for proper booking and documentation while seized illegal drugs will be brought to PNP Crime Laboratory for quantitative and qualitative examination. Case for violation of RA 9165 is now being prepared for filing appropriate charges in court. (PDEA 10)
Adiong calls postponement of ARMM polls as ‘most practical’

MARAWI CITY, Lanao del Sur - The Autonomous Region in Muslim Mindanao (ARMM) government headed by acting regional governor Ansaruddin Alonto-Adiong backs the postponement of the 2011 ARMM elections saying it is the most practical alternative that the national government can adopt.
In a statement, the autonomous regional government has proposed for the postponement to let the new administration solve conflict-related issues in the region.
It called for the postponement of the regional polls to a later date when issues related to the history of election violence and failures and on the ongoing peace process between the GRP and MILF as well as the GRP, OIC and MNLF Tripartite Review of the 1996 Final Peace Agreement are fully resolved.
The regional government believes that another election this year would only complicate unsolved social issues such as the absence yet of a negotiated political settlement and the worsening conduct of polls.
Further, elections have transformed the region into a violent arena dragging families and clans into feuds that goes on for countless years.
During the May 2010 national and local elections, eight towns in Lanao del Sur and two in Basilan declared failures of election. Four months later, in what many believe is election-related, a former mayor of Tugaya, Lanao del Sur was killed in an ambush. On November 20, 2010, the vice-mayor of Barira, Maguindanao was gunned down in Davao City. His death is also widely believed as connected to the recently conducted SK and barangay polls.
The provincial government cited it is not surprising that special elections always have to be called for by the COMELEC. In June 23, 2010 seven municipalities in Lanao del Sur have to undergo special elections. Even the recent October 25, 2010 Barangay and SK Elections have not been spared either. A total of 178 barangays have to conduct special elections. Strikingly observable is the perennial low turn-out of voters that is attributable to election fatigue and the massive vote-buying.
The ARMM government also proposed the extension of the term of the incumbent ARMM elected officials citing it as the logical and publicly acceptable means of preserving the integrity of regional autonomy.
Earlier, presidential spokesperson Edwin Lacierda said the postponement of the ARMM elections will be one of the 17 priority bills President Benigno Aquino III will present to lawmakers at the end this month.
He said the Aquino administration wants to prevent the abuses that happened in the past ARMM elections.
Under the bill, the next ARMM regular elections shall be held on the second Monday of May 2013.
The elected regional governor, vice governor and members of the regional legislative assembly will have a three-year term of office.
The bill also states that the incumbent officials of the ARMM shall hold office only until September 30, 2011.
The President will also appoint officers-in-charge who will be in post until the next officials are elected. However, the appointed officials shall be ineligible to run in the next regular elections.
Lacierda also said that the government would also save money with the holding the political exercise simultaneously with the midterm elections in May 2013. (Apipa Bagumbaran/PIA 10 Marawi)
Camiguin readies health emergency response team

CAMIGUIN – Prone to hazards and potential emergencies, the island province of Camiguin has also reinforced its public health emergency management system.
As early as January, key team from the municipal level has already undergone the triage training conducted by the Basic Life Support (BLS) trainers from the Provincial Health Office (PHO) and Camiguin General Hospital (CGH), to aid frontline personnel in identifying between life and death difference of patients in critical conditions.
According to PHO, triage is the management of patients into priority groups depending on their condition and resource available during emergencies.
Public Health Emergency Management System (PHEMS) coordinator, Emiliano Lopoy Jr. said the health sector has to take an active part in disaster prevention, response and rehabilitation efforts.
“The training we recently conducted helps strengthen and maintain health emergency preparedness of our response and recovery team,” Lopoy said.
Some 140 health personnel in the province have already undergone the triage training and they are set to undergo series of drilling exercises soon.
Just recently, the island has experienced flashfloods affecting some 58 families which have to be evacuated to the nearest public schools.
Food, medicine and clothing were provided to the victims while the local government also works to clear impassable roads from debris, soil or sand that clogs up some parts of the road and bridges. (Jorie C. Valcorza/PIA 10)
Provincial Health Officer retires with sterling record
Tubod, Lanao del Norte - February 9, 2011 is the last day of service of Dr. Gavina de Veyra Galbines as she retires from her position as the Provincial Health Officer.
Dr. Galbines started her public service career in the provincial government on May 8, 1978 as a Rural Physician assigned in Kapatagan Provincial Hospital.
In 1984, as a scholar of the U.P. Institute of Public Health in Manila City, Dr. Galbines took up her master’s degree in Public Health. She was then promoted to Medical Specialist III in the province three years after finishing her masteral studies. She later became an Assistant Provincial Health Officer on Jan. 1, 1988 and finally got promoted as Provincial Health Officer on April 2, 1993, a position she held up to the present.
On her retirement program held at MCC Hotel, Tubod, this province, Feb. 8, Dr. Galbines shed tears of joy after delivering her farewell words and reminiscing the happy memories she has of her colorful and unblemished service to the people of Lanao del Norte.
“I am happy for her that she will now be spending time with her family, though I am saddened that one of our standout department heads will be leaving our organization. I consider her as one of our greatest asset in the Provincial Government. She is an excellent team player and possesses a motherly touch especially when dealing with her patients”, Provincial Administrator Joselito Quibranza said.
The admiration and adoration expressed by her colleagues and subordinates only attest of Dr. Galbines’ superb performance in public service. (LAR-PIO/PIO-LDN)
