CdeO nets P1.81B income; up by P149M


Cagayan de Oro City, Misamis Oriental - Cagayan de Oro City continues to enjoy the stability of its robust economy and vibrant business climate as the city’s annual income last year reached P1.81 billion, raising P149.4 million as compared over 2009 figure.

City Treasurer Lino D. Daral, in his annual report to City Mayor Vicente Y. Emano, said that the city’s actual collections in 2010 has increased by 8.27 percent over 2009’s income which is pegged at P1,657,427,709 billion.

Cagayan de Oro City’s share from Internal Revenue Allotment (IRA) accounted the biggest bulk of the city’s annual income with P840.7 million while revenues generated from local business taxes reached P323.9 million, Daral disclosed in his collection report.

Collections from other fees, taxes and charges followed next with P203.8 million; real property taxes - basic (70%), P163.7 million and real property taxes-additional 1% Special Education Fund, P138.4 million.

Other major sources of local revenue came from real property taxes basic (30% barangay share), P70.2 million; income from public markets, P50.8 million; eastbound-westbound terminal and public market, P12.3 million and slaughterhouse, P2.99 million.

In 2010, the city government also collected P16.4 million from amusement tax (P12.09 million); tax on mining (P2.84 million); sand and gravel and other quarry products (P1.51 million).

The city also received last year national share from PCSO-Lotto income amounting to P6.98 million.

As a result of the examination and audit of books of account of business operators, the city earned P6.39 million in deficiency taxes, aside from verification of 16,348 business establishments that generated P2.35 million.

As part of its intensified tax inspection and tax mapping activities in 62 urban and rural barangays, the City Treasurer’s Office issued 5,123 demand letters to business establishments with no Mayor’s permit. (CIO)


PLEB handles 107 admin complaints vs cops

Cagayan de Oro City, Misamis Oriental - The People’s Law Enforcement Board (PLEB) chaired by City Councilor Ian Mark Q. Nacaya handled a total of 107 administrative complaints filed by residents against local policemen.

Out of the total number of cases filed before the PLEB, 89 cases were carried over the previous years and 18 were received from January to December 2010, Councilor Nacaya revealed in his annual report to City Mayor Vicente Y. Emano.

In 2010, the board has decided 45 cases, four of which on suspension; two on prevention suspension; five on acquittal; five on case referral and withdrawn; 28 on dismissal due to execution of the affidavit of desistance and failure to prosecute; 15 were submitted for resolution while 45 are still pending trial, Nacaya reported.

Most of the administrative complaints filed against policemen are misconduct, grave misconduct, oppression, grave abuse of authority, and irregularity in the performance of duty.

Other cases are dishonesty, conduct unbecoming of an officer, incompetence, serious neglect of duty, harassment and gross misconduct. (CIO)


Police conducts thorough investigation on shooting incident in Marawi

MARAWI CITY, Lanao del Sur - The Marawi City Police Station is now conducting an in-depth investigation on the shooting incident that took the life of an unidentified person.

Police Inspector Glen Elevera disclosed that the incident happened at about 11:50 a.m. today, Feb. 7, at Maruhom Street., Barangay Panggao Saduc, this city.

He said the victim was shot to death while he was on board his gray Isuzu Hilander bearing Plate No. WEZ-898.

Based on the police spot report, the vehicle came from the city proper but upon reaching the corner of Mapandi and Maruhom Streets, one of the suspects allegedly directed the victim to transfer to the passenger side in the front seat of the vehicle.

After few meters, the unidentified suspects shot the victim hitting different parts of his body with the use of a caliber .45 pistol per evidence of empty shells recovered from the crime scene and together burned the vehicle with the victim still inside, the report said.

The suspects then fled away to unknown direction on board a black XRM motorcycle color, the report further stated.

The police is still on the process of ascertaining the motive behind the incident and identifying the victim and the suspects for filing of appropriate charges in court. (Apipa Bagumbaran/PIA 10 Marawi)


Tagalog News: Kabataang Bangsamoro may mga kahilingan sa administrasyong Aquino

MARAWI CITY, Lanao del Sur - Nagpahayag ng mga kahilingan sa administrasyong Aquino ang isang grupo ng mga kabataang Bangsamoro.

Sa pakikipanayam ng Radyo ng Bayan, sinabi ni Ranao Youth for Peace and Sustainable Development acting president Abulkhayr Alibasa na hinihiling nila sa ating pamahalaan na lubos na ipatupad ang Republic Act 9504 o ang expanded ARMM law.

Sinabi ni Alibasa na nakasaad sa nasabing batas ang pagtatatag ng Shari’ah appellate courts nguni’t hanggang ngayon ay hindi pa rin ito naipatutupad.

Kamakailan lang ay hinikayat ni Mindanao State University System (MSUS) president Dr. Macapado Muslim ang mga Muslim na suportahan ang mga pagkilos kaugnay sa panukalang pag-amienda sa 1987 Philippine Constitution upang magkaroon ng pagkakataong mapalakas ang Shari’ah legal system sa bansa.

Sa kasalukuyan, tanging personal at family relations cases lamang ang maaaring litisin sa mga Shari’ah courts ayon kay Muslim.

Nakasaad din sa RA 9054 ang pagkakaroon ng isang Muslim na associate justice sa Korte Suprema nguni’t hanggang ngayon ay hindi pa ito naipatupad, ayon kay Alibasa.

“Marami namang Muslim sa bansa na kwalipikado para sa nasabing posisyon,” dagdag pa niya.

Ang RA 9504 ay naisabatas noong taong 2001.

Samantala, hinihiling din ni Alibasa sa kasalukuyang administrasyong Aquino na huwag nitong gayahin ang pakikialam ng mga nakaraang administrasyon sa halalan ng ARMM.

Ayon kay Alibasa, ang mga nakaraang administrasyon ay nakialam sa halalang ARMM sa pamamagitan ng pagtatalaga ng isang official administration candidate na siyang nananalo bilang ARMM governor.

Cebuano News: CA hapsay ug dali nga miuyon sa katungdanan ni Ochoa

MALAYBALAY CITY, Bukidnon - Gipamatud-an sa Commission on Appointments (CA) ang kompirmasyon sa appointment ni Executive Secretary Paquito Ochoa diin gi-uyonan usab sa tanan miyembro niini.

Nadawat ni Ochoa ang maong kompirmasyon sa CA diin aprobado kini sa tanan ug walay nagsupak ni usa sa kagamhanan.

Matud sa secretariat sa komisyon, nga ang pag endorsar kay Ochoa sa komite maoy pinakadali ug hapsay nga gipahigayon sa hearing sulod sa napulo ka tuig.

Ang opisina sa Secretary, walay panahon sa walay klaro o pagpasagad nga serbisyo publiko. Ang labing maayong gihimo sa gobyerno sa Lungsod sa Quezon mao ang pinaka lig-on nga ebidensya.

Bukidnon ethnic group leaders convene

Malaybalay, Bukidnon – Ethnic group leaders convened to require investors and capitalists to secure free, prior and informed consent to ICC’s and IP’s before permits be granted.

During the three-day convention, the tribal leaders drafted an Executive Order strictly requiring investors and capitalists in the province to secure free, prior and informed consent from the Indigenous Cultural Communities (ICC) and Indigenous People (IP) who shall be affected by their programs and projects before any clearances and/or permits be granted by the concerned municipal or city mayor in their respective local government units.

This is in support to the implementation of Republic Act 8371, otherwise known as the Indigenous Peoples Rights Act of 1997 (IPRA).

The ethnic leaders made the proposal for the following reasons:

The ancestral domain areas and the Indigenous Peoples in the province have often been exploited by investors and capitalists by suppressing the rights of the indigenous people.

The province is historically identified and recognized as ancestral home to the seven indigenous tribes;

Section 72 and 73 of the IPRA Law states that, “any person who commits violation of any of the provisions of this act, such as, but not limited to, unauthorized and/or unlawful intrusion upon any ancestral lands or domains as stated in section 10, chapter III, or shall commit any of the prohibited acts mentioned in section 21 and 24, Chapter V, Section 33, Chapter VI, shall be punished in accordance with the customary and Indigenous People concerned.

Moreover, the seven (7) ethnic group leaders made a resolution requesting “Datu Ugyaban” Alex P. Calingasan, Provincial Governor, to expedite the application of the free, prior and informed consent in the province.

The Executive Order is currently at the table of the Provincial Legal Officer, Atty. Joefrey C. Sayson for review and study as to any legal impediments on the executive order. (PGO)

Implementation of customs e2m exports moved to Feb. 28

The Bureau of Customs (BOC) postponed the implementation of the electronic-to-mobile (e2m) Automated Export Declaration System (AEDS) from 24 January to 28 February 2011.

This means that Export Declarations (ED) for shipments at the Manila International Container Port (MICP), Port of Manila and Port of Batangas should be electronically lodged starting Feb. 28, 2011.

For export shipments in Subic/Clark, San Fernando, Limay, and Legaspi ports, e2m AEDS will be implemented on March 21, 2011; Cebu/Mactan, Davao, Cagayan de Oro/MCT and Iloilo on April 4, 2011 and Tacloban, Zamboanga, Surigao and NAIA on April 18, 2011.

BOC accommodated the request of PHILEXPORT and the Philippine Export Zone Authority (PEZA) through the Export Development Council (EDC) to give more time for exporters to register under the Client Profile Registration System (CPRS) and the training on the electronic lodgment of EDs.

Also, the One-Stop Export Documentation Center where many electronic lodgements will be done, still has to get additional BOC staff for this purpose.

Exporters registered with the Board of Investments (BOI) and economic zones should process their CPRS registration with these agencies, while the rest should file their CPRS application with PHILEXPORT. (PhilExport10A Cagayan)
