Bayanihan remains alive among residents of Misamis

CAGAYAN DE ORO CITY, Jan. 9 (PIA) -- Today may be the age of high tech devices, but the spirit of traditional bayanihan (unity) is still very much alive among the residents of Misamis. 

One proof of that is the coming together of the banking sector, cooperatives, local government unit, and partner institutions to provide an environment conducive for entrepreneurship and promote economic growth in the province of Misamis Oriental. 

These sectors recently formalized their cooperation and partnership by creating the Northern Mindanao Credit Surety Fund (CSF), a program that aims to respond to the needs of small entrepreneurs to have access to credit without collateral. 

A credit enhancement scheme, the CSF program is intended to increase the credit worthiness of micro, small, and medium enterprises that are experiencing difficulty in obtaining loans from banks due to lack of acceptable collaterals or lack of credit track records. 

The surety fund which will take the place of collateral is created by pooling the cash contributions of participating cooperatives, provincial government of Misamis Oriental, and partner institutions such as the Land Bank of the Philippines, Development of the Philippines, and the Industrial Guarantee and Loan Fund. 

During the launching of the Northern Mindanao CSF, Bangko Sentral ng Pilipinas (BSP), Deputy Governor Diwa C. Guinigundo commended the provincial government of Misamis Oriental and participating cooperatives for believing in the CSF program. 

He said the Fund is a social covenant founded on the firm resolved to put a closure to economic powerlessness. 

“Our people are virtually kept out of the opportunities to progress because they cannot even borrow for the simple reason that they have nothing else to offer as good collateral,” he said. 

He further said that by supporting the CSF program, the provincial government and partner institutions becomes drivers of economic growth in the country. 

According to him, the program would result to more people doing business, more people getting jobs, more income being generated and ultimately more taxes being paid. 

Guinigundo said the CSF would also the provincial government with a clear blue print of what to do with its Internal Revenue Allotment (IRA) beyond what others normally do like putting up waiting sheds, basketball courts, and urinals whose economic values are limited. 

By allocating some of its funds to the program, the provincial government actually made the act of investing into the future of its people and place, he added. (APB-PIA 10)


BSP partners with MisOr on credit surety fund

Fund gives collateral-free loans

CAGAYAN DE ORO CITY, Jan 9 (PIA) -- The Bangko Sentral ng Pilipinas (BSP) has sealed a partnership with the provincial government of Misamis Oriental to create a surety fund to help small businessmen secure collateral-free loans from banks. 

The memorandum of agreement (MoA) creating the Northern Mindanao Credit Surety Fund (NMCSF) was inked by BSP Monetary Board Member Felipe M. Medalla and Governor Oscar S. Moreno on Monday together with the representatives of the 15 cooperatives in the region who have committed to join the NMCSF. 

Top officials of the Land Bank of the Philippines, the Development of the Philippines, and the Industrial Guarantee and Loan Fund also signed the agreement and pledged contributions to augment the fund. 

Medalla said the CSF was created that pools the contributions of well-managed cooperatives in the province and those from other nearby provinces and municipalities, as well as counterpart contributions from the provincial government of Misamis Oriental and partner institutions. 

The fund will serve as surety for loans extended by banks to micro, small and medium enterprises participating in the program in lieu of hard collaterals. 

According to the BSP, the participating cooperatives contributed an aggregate amount of P9.4 million while the provincial government pledged P2 million. 

With the implementation of the program, Medalla said it will attract more business ventures in the area. 

Moreno expressed appreciation to the BSP and partner institutions of the program saying the CSF will reinforce the collective effort to improve Mindanao. 

The NMCSF may not be the biggest but I have no doubt that this can surpass other surety funds with the kind of determination and passion our people here have demonstrated, the governor added. 

The CSF program, now on its fifth year, has been institutionalized in 19 provinces and seven cities nationwide. The NMCSF is the 27th CSF launched in the country. 

Provincial Vice-Governor Norris C. Babiera, meanwhile, underscored the importance of the program in encouraging economic activity and countryside development. 

He said the CSF is a vehicle towards access to credit and capital that is most needed by MSMEs. 

The provincial government joined the program to empower our cooperatives and striving small businessmen access to credit and capital thereby enhancing our poverty-alleviation program, he added. (APB-PIA 10) 


MisOr first to launch 2013 National Year of the Rice

CAGAYAN DE ORO CITY, Jan 8 (PIA) -- The Department of Agriculture (DA) Region 10 has launched the National Year of the Rice during the opening of the 83rd Anniversary of the Province of Misamis Oriental yesterday, January 7. 

According to Lealyn Ramos, Regional Director of DA 10, the province is the first to launch the National Year of Rice in the country. 

President Aquino, through Proclamation No. 494, proclaimed 2013 as the national year of rice. The objectives of the said proclamation are: to start the year with rice self-sufficiency throughout the country, promote rice for nutrition and support rice farmers in the country. 

RD Ramos added that Proclamation No. 494 directs the Department of Agriculture to lead the celebration and raise public awareness on responsible rice consumption. 

Ramos emphasized the importance of not wasting rice. “Imagine all the people who cannot eat rice three times a day, an ounce of wasted grain of rice can feed hundreds of Filipino people below poverty line,” Ramos said. 

New technology will be introduced to farmers to increase farm productivity and income. 

Ramos added that the agency will forge partnership with framers’ groups, local government units, private sector and lawmakers to intensify information campaign to achieve national rice self-sufficiency. 

Proclamation No. 494 also affirms month of November of each year as “National Rice Awareness Month.” 

The National Seed Industry Council (NSIC) also gave a variety of rice to the provincial office to start off the NYR celebration.

Comelec sets up checkpoints to implement firearms ban

OROQUIETA CITY, Misamis Occidental, Jan. 9 (PIA) -- The Commission on Elections (Comelec) will establish checkpoints to effectively implement the firearms ban during the election period - Jan. 13 to June 12, 2013. 

However, the Comelec ensures that the civil, political, and human rights of the people are not violated with the implementation of the proper search procedures and seizure at these checkpoints. 

Thus, pursuant to Resolution No. 9588, the Comelec has promulgated the following guidelines: 

There shall be at least one Comelec checkpoint in each city/municipality but additional checkpoints may be established at the discretion of the highest ranking official of the Armed Forces of the Philippines (AFP) or the Philippine National Police (PNP) in the city/municipality. 

The above-mentioned officials, in consultation with the city/municipal election officer (EO), will establish Comelec checkpoints in their respective areas of jurisdiction only in places which are well-lighted or use artificial lighting if electric lights is not available. 

Meanwhile, every Comelec checkpoint shall have a signboard measuring three feet by four feet (3'x4'), to clearly identify the place as such from a reasonable distance. 

The following words/data shall be printed/painted on both sides of the signboard in 
bold letters on a white background: 

STOP, COMELEC CHECKPOINT. Please bear with us. Thank you for your cooperation. Name and Address of Election Officer and Name of Commanding Officer/Team Leader. 

On the other hand, spot checkpoints .may be established in locations other than those mentioned in the preceding section, where the circumstances warrant.

DOST-X Chemist wins Photojournalism contest


CAGAYAN DE ORO, Jan 8 -- Admer Rey C. Dablio, a licensed chemist and currently the Deputy Technical Manager at the Chemical Testing Laboratory (CTL) of the Regional Standards and Testing Laboratories (RSTL) of DOST-X, has won in the DOST-wide photo journalism contest focusing on “Science, Technology and Innovation: Working Together for Growth and Development." He had two winning entries. 

The first entry was entitled “NOAH: Useful Technology," with a corresponding caption of “The National Operational Assessment of Hazards, or famously known as NOAH, website of DOST. Dablio’s photo photo revealed DOST Regional Office X security guard monitoring the updates of Typhoon “Pablo”, internationally known as Typhoon “Bopha” through the NOAH website. The second entry was a picture of the Technical Manager of CTL doing analysis using the latest instrument of RSTL which is the Microwave Digestor. It was entitled “Advancing Laboratory Capability”, with a caption of “Quality is Our Policy. Service is Our Commitment. Excellence is Our Habit.” 

NOAH has been a very helpful technology used by Filipinos today in monitoring the weather condition of the different places in the Philippines. Aside from social media sites like Facebook and Twitter, or search engines like Yahoo and Google, NOAH is one of those websites constantly visited by Northern Mindanao inhabitnats, especially in Kagay-anons, so that they are always updated about the weather conditions, according to the DOST. 

Further, people from different walks of life can now constantly be updated about the weather condition because of the help of this technology developed by DOST. People can check their iPods, mobile phones with wifi, go to internet cafes, or ask a friend or family member to check the web to monitor the up-to-date weather condition in their places. The “Sendong” tragedy left important lessons to Kagay-anons, and one of these is to be always prepared. 

On the other hand, the caption of the second photo is actually the tagline/motto of RSTL. The photo depicted the goal of RSTL-X which is to advance the laboratory resources to be internationally competitive. 

The Department of Science and Technology-Science and Technology Information Institute (DOST-STII) annually holds this DOST-wide Photo Journalism Contest. Communication was sent to the DOST community on November 16, 2012 as invitation to participate in the said contest. 

All DOST employees regardless of the employment status, whether permanent, contractual, or job order were given the chance to join. It was open to full-time photographer or a hobbyist and non-DOST personnel serving within the DOST system. Contestants were allowed to submit a maximum of two entries only, which were taken from the period January 1 to November 30, 2012. 

As the year’s theme was “Science, Technology and Innovation: Working Together for Growth and Development” and contest being part of the Ignite the Mind 3.0 celebration of DOST, judges were looking for photos which captured the theme of the contest, making full use of the elements of composition and the photographer’s own creativity in presenting the subject of the photo. The criteria for judging were 50% theme relevance and 50% composition. 

Both of Dablio’s entries won the contest. But as stated in the mechanics of the contest, if both entries of a single contestant win, the higher prize shall be awarded. Second place was awarded to Rik Varela of DOST CARAGA and third place was awarded to Michael Carlo V. Caparas of PTRI. Awarding was conducted at the La Breza Hotel, Quezon City Avenue corner EDSA on December 12, 2012, during the DOST Media Assessment and Thanksgiving Party. The award was given by the DOST-STII Director Mr. Raymund T. Liboro and judges from Philippine Star and Malaya. 

The success of Mr. Dablio proves that DOST-X employees are not only competent in their field of specializations, but they are also very talented individuals. Misamis Oriental marks 83rd Anniversary

CAGAYAN DE ORO CITY, Jan. 8 (PIA) – The Misamis Oriental Provincial Capitol celebrates its 83rd Anniversary through Tabo sa Umahan with the theme, “Agrikulturang Misamisnon Malauman ug Malahutayon” on January 7-11, 2013. 

The celebration kicked off with a mass held at the Capitol grounds followed by an opening program graced by Misamis Oriental Governor Oscar Moreno, guest speaker Risa Hontiveros and mayors from various municipalities in the province. 

"By making agricultural productivity a priority in the province, you provide opportunity to transform rural communities into sites of progress and development in the province together with the urban center,” Hontiveros said. 

She commended the provincial government for highlighting the to role of agriculture in the economy during celebrations, as this sector is important in alleviating poverty and hunger in the country. 

Gov. Moreno said it is through solidarity that people can attain true success. He also added that the Philippines moving toward a "very good economic performance” and this effort of boosting agriculture is one of the most effective ways to regain the country’s strong economic position in Asia. 

The National Year of Rice was also launched during the event. The campaign aims to obtain support for the farmers and to enforce policy makers in establishing good policies on rice productivity, Lealyn Ramos, Department of Agriculture regional executive director, said. Ramos also mentioned that the Province is the first to launch the National Year of Rice in the country. 

Other activities that will be held are the search for best organic agri-farming municipality, skirting and flower arrangement contest, most decorated booth contest, Musikahan sa Parke and dance contests. (RTPaculba/PIA10)


Council acts to address the proliferation of Badjao’s in the city

OZAMIZ CITY, Misamis Occidental, Jan. 9 (PIA) -- The City Council here has passed a resolution addressed to City Mayor Nova Princess E. Parojinog-Echavez to bring to the attention of the Regional Development Council, region 10, the issues and concerns of Badjao’s that proliferate in the city. 

The City Social Welfare and Development (CSWD) reports that there are about 60 Badjao’s from Jolo, Sulu and Basilan presently roaming the city streets, whose activities include, among others, the begging, carrying naked and malnourished infants to attract patrons and cooking, as well as, eating in the sidewalks. 

They also show unruly behavior, get angry when given only P1.00 coins, refuse to accept donations of food or in kind, murmur and curse when not given alms and leave their children to fight over food.

With the Badjao’s nomadic culture, there is a difficulty in establishing the data on their number and specific needs, as peace and order problems have removed them from their communities. 

The Council thinks that these scenario may not only be happening in Ozamiz but might also be true in other cities with the same or even greater magnitude, particularly where the Badjao’s are present. 

Thus, the Council has passed Resolution No. 164-12 titled “A Resolution Requesting City Mayor Nova Princess E. DepEd, DBM conduct FY 2014 budget forum in Ozamiz

OZAMIZ CITY, Misamis Occidental, Jan. 9 (PIA) -- The Department of Education (DepEd) in Northern Mindanao has called the Schools Division Superintendents (SDS) of the region for a half-day Fiscal Year (FY) 2014 Budget Forum at the Bethany Gardens in Bitoon, this city. 

The activity to be conducted by the Department of Budget and Management (DBM) will be from 8 a.m. to 12 noon on January 17, 2013, instead of January 15, 2013 and will be participated in by Planning Officers (PO’s), Dr. Allan G. Farnazo, Officer-in-Charge of DepEd-10, said. 

Farnazo said both the SDS and the PO’s are to join the Seminar/Workshop on the Reconciliation of Accounts and the Preparation of the Calendar Year (CY) 2012 Financial Reports held at the same venue. 

This is because the Division Accountants (DA’s) and the Designated Budget Officers (DBO’s) will already be in that seminar/workshop, he said. 

Meanwhile, Farnazo said in addition to the required reports to be submitted on the last day of the seminar/workshop, the DA’s are required to submit the following: Financial Performance Report with Quarterly Breakdown and Documents for the Procurement of Textbooks and Other Instructional Materials in CY 2010, 2011 and 2012. Regional Council approves NorMin Sectoral Skills Demand Plan for 2012-2016

TANGUB CITY, Misamis Occidental, Jan. 9 (PIA) – The Regional Development Council in Region 10 (RDC-10) has moved for the approval of the Northern Mindanao Sectoral Skills Demand (NMSSD) Plan for 2012-2016, during its 95th full council meeting. 

The consolidated sectoral skills demand for the region forms part of the annual updating of the National/Regional Technical Education Skills and Development Plans (N/RTESDP) during the 4-year period, Engr. Leon M. Dacanay, Jr., Regional Director of the National Economic and Development Authority (NEDA), said. 

Dacanay said the N/RTESDP needs updating at the regional and provincial levels, to identify and validate the industry skills requirements and forecasts of the business sector including the labor and employment scenario of the region. 

Thus, the Regional Technical Education and Skills Development Committee (RTESDC), in collaboration with the RDC-X has conducted the Region X’s Industry Key Players Consultation/Validation on Sectoral Skills Demand covering the period 2012-2016, in the last quarter, last year. 

These plans highlight the challenges of achieving “Inclusive Growth,” advocated by President Benigno S. Aquino III, through sustained economic growth that generates employment and addresses poverty alleviation. 

Dacanay said this is in line with the Implementing Rules and Regulations (IRR) of Republic Act No. 7796, Section 21, which mandates the Technical Education Skills and Development Authority (TESDA) to formulate a comprehensive development plan for middle-level manpower. 

He said such plan is based on a national employment plan or policies for the optimum allocation, development and utilization of skilled workers for employment, entrepreneurship and technology development for economic and social growth. 

This plan shall, after adoption by TESDA, be updated periodically and submitted to the President of the Philippines for approval, Dacanay added. (RCAguhob/PIA10-Misamis Occidental)


Lanao Norte LGU gives financial aid for road improvement

TUBOD, Lanao del Norte, Jan. 9 – More than P8-million pesos was granted by the Provincial Government of this fast-rising province for the towns of Kolambugan, Tagoloan, Tangcal, Matungao, Magsaysay, Poona Piagapo and Kapatagan for the implementation of KALAHI- CIDDS projects.

Last January 4, 2013, a project blessing and turn-over ceremony was held at San Isidro, Kapatagan for the newly upgraded Donggo-an-Bagong Badian-Kahayagan-San Isidro farm to market road. 

This infrastructure project is part of the Mindanao Rural Development Program (MRDP) for areas under KALAHI-CIDDS program of the Department of Social Welfare and Development (DSWD).

Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Service  (KALAHI-CIDDS) projects are initiated by the local communities and supported by the municipal LGUs.

“We allow our municipalities to access the province’s 20-percent development fund so it will be financially easier for them to implement these vital infrastructure projects,” Governor Khalid Dimaporo explained.

Projects under the KALAHI-CIDDS and MRDP are both supported by the provincial government under its Counterparting Program initiated by Governor Dimaporo.

“We are happy that this project was granted by the MRDP, counterparted by the Provincial Government of Lanao del Norte. Finally, residents of San Isidro will have an easier access to their farms and businesses,” Kapatagan Mayor Benjie Baguio expressed.

The ceremony also included the handing over of the project key by Director Lealyn Ramos of the Department of Agriculture to Mayor Baguio as well as the distribution of a corn sheller and farm tools to Community Fund for Agricultural Development (CFAD) beneficiaries.
