EMB bares water sampling results for Classification Macajalar Bay

CAGAYAN DE ORO CITY, November 21, 2012 (PIA) - The Environment and Management Bureau (EMB) conducted on Wednesday a public hearing for the water classification of Macajalar Bay in Misamis Oriental.

The activity is a way of getting comments and consensus of the stakeholders on their preferred classification based on the revised water criteria under DENR Administrative Order No. 34 (DAO 34).

EMB 10 director Sabdullah C. Abubacar stressed during the said forum that there the two basic considerations for the process-one is based on its beneficial use and the other on its water quality.

He however noted that analytical results of the water quality is only secondary and is only made to confirm the classification. 

The EMB together with the Japan International Cooperation Agency (JICA) have already completed the necessary field survey in which they were able to conduct a three-year series water sampling activity, scheduled twice in a year to cover both the dry and wet season. 

The sampling stations were distributed in all fourteen (14) towns covering the 65 kilometer stretch of the Macajalar Bay coastline from La Esperanza in Kinoguitan town to Laguindingan.

Engr. Marivic F. Lluisima, chief of the EMB 10 laboratory section said in an interview with the Philippine Information Agency that the towns will either be classified as class “SB” and “SC,” depending on the water sampling results generated, in consideration also to its best usage.

“SB” classification is good for Recreational Water Class 1 (Areas regularly used by the public for bathing, swimming, skin diving, etc.) and fishery Water Class 1 (Spawning areas for chanos chanos or bangus and similar species.

While class “SC” is categorized for Recreational Water Class II (e.g. boating, etc), Fishery Water Class II (commercial and sustenance fishing) and Marshy and/or mangrove areas declared as fish and wildlife sanctuaries.

The sampling results, she said, will also serve a basis of action on the part of the local government units in drafting their plans and policies.     

EMB likewise reminded the LGUs to harmonize its entire comprehensive and coastal resource management plan with its water classification.

The EMB is now consolidating the data gathered for the final water classification report which will be transmitted to the EMB central for national publication.

LGUs who may wish to submit their position paper or a resolution, may do so, before the December 30, 2012 deadline. (JCV/PIA 10)


New Bukidnon PNP chief vows to prioritize law enforcement, peacekeeping campaign

MALAYBALAY CITY, Bukidnon, Nov 22 (PIA) -- The newly-installed provincial director of Philippine National Police-Bukidnon Police Provincial Office (PNP-BPPO) based in Camp Ramon Onahon, here, vowed to focus on law enforcement and peace-keeping campaign to maintain law and order in the province. 

PSSupt Orlando A. Beñas, who assumed post as provincial director of PNP-BPPO, vowed punitive measures against police officers found to have committed violations. 

“As a law enforcement agency, we are bound to obey orders. We are responsible for insuring obedience to the laws. Hence, as models, we have duties to ensure strict adherence to established PNP codes of conduct,” he said. 

The statement came amid widespread common perception that illegal drugs and illegal gambling in the country proliferate because police officials were receiving “protection money” from the syndicates. 

“I could not compromise my profession in receiving payoffs from illegal gambling operators or illegal drug manufacturers and producers just to protect them,” he said. 

Beñas emphasized he will not tolerate corrupt law enforcers, if ever they exist. 

He pointed out that through police community relations, the PNP accepts—and even encourages—information on corrupt police officials in the province. 

Beñas asked the public, the faith-based organizations and all sectors of society in the community for their continued support and prayers so they can be ‘transformed into men and women of integrity who could prevent crimes and bring offenders to justice. (RLRB-PIA10, Bukidnon)


Ingenious designers, local crafts producers to feature newest Christmas decors in CdeO

CAGAYAN DE ORO CITY, Nov. 22 (PIA) -- Using indigenous raw materials, the Misamis Oriental Multi-Fiber Cluster Inc (Momci), a group of craft producers and designers in Misamis Oriental, will display their most recent creation of Christmas decors on November 23, 2:00 p.m. at the Cagayan de Oro City Tourism Showhouse, Plaza Divisoria, this city. 

“Great selections every season,” is the theme for the third year of Momci Christmas Bazaar 2012. 

Engr. Vivian B. Libao, Momci president, said it has been a tradition for the group to bring in something new, something fresh every year to contribute to the Christmas Bazaar. These products are made from indigenous raw materials and cannot be found anywhere else in the world, she added. 

Aside from the anticipated Christmas decors, they will also display items that consumers usually look for such as woven abaca bags, fashion accessories, housewares, greeting cards, and home accents. Anyone can consider these products as great gift ideas since these cannot be found in stores. 

There are seven exhibitors present in the said grand opening namely 2N Handicrafts; Cagayan de Oro Handmade Paper Crafts; Chris Gomez Creative Design; Salay Handmade Paper Industries, Inc.; San Roque Dayawan Handmade Paper; Puyo Handicrafts; and Tinabuan Arts and Crafts. DepEd, BSP launch Search for GURO ng PAG-ASA

TANGUB CITY, Misamis Occidental, Nov. 21 (PIA) – The Department of Education (DepEd), in partnership with the Bangko Sentral ng Pilipinas (BSP) has launched the First National Search for the “GURO ng PAG-ASA (Gantimpala para sa Ulirang Pagtuturo ng Pag-iimpok at Araling PanSAlapi).” 

The search is aimed at recognizing outstanding teachers who have effectively taught and are implementing the lessons contained in the Teaching Guides on Financial Education (FE) for elementary students, Education Secretary Armin A. Luistro said. 

Developed, produced and distributed by the Bureau of Elementary Education (BEE) and the BSP, these teaching guides have been utilized by the teachers from Grade I-VI that aims to integrate the concepts of “Pagkamatipid,” “Pagkamasinop” and “Pag-iimpok” in the public elementary curriculum, starting SY 2008-2009. 

Meanwhile, the search is in support to the BSP-DepEd partnership project in recognition of the public elementary school teachers who exhibit enthusiasm and dedication in implementing Financial Education through the use of the Teaching Guides on Financial Education in Edukasyon sa Pagkatao (EsP), Araling Pantahanan (AP) and Edukasyong Panlipunan at Pangkabuhayan (EPP) subjects. 

This initial step will surely contribute in helping create a new generation of financially literate savers starting with the local school children and attain a continuing public awareness of the vital role of saving for the improvement of one’s economic standing, as well, as the development of the country’s economy. 

The search is open to all public elementary school teachers who have been handling any of these three (3) learning areas: EsP, AP and EPP and have been using the Teaching Guide Financial Education for at least one (1) school year. 

Twelve (12) national finalists, together with their schools, will be chosen from among 54 regional winners including six (6) from the National Capital Region (NCR), one from each of the learning areas. 

The first of the national finalists, from each of the three (3) learning areas will automatically be declared the GURO ng PAG-ASA and their schools as the most outstanding schools, Secretary Luistro said. 

He also said all regional and national winners will be recognized during the awarding ceremony on Dec. 3-4, 2012, which is part of the Asia Pacific Regional Summit on Child-Youth Financial Education to be held at the BSP Assembly Hall, Roxas Boulevard, Manila. Feature : PASKOhan sa Kapatagan 2012: Showcasing indigenous-inspired Christmas lanterns

Christmas spirit is up in the air and part of the Filipino culture is the hanging of lanterns to signify that Christmas is fast approaching along with the cold breeze. 

The Kapatagan town of Lanao del Norte province will celebrate Christmas this time with something unique – an activity dubbed "PASKOhan sa Kapatagan 2012." 

It will showcase different lantern designs made from indigenous materials in each of the 33 barangays. This explains why celebrating Christmas in this town need not be expensive but environmental-friendly as well. 

The local government is working hand in hand with the community in the campaign for proper garbage and plastics disposal, which is a priority. The use of indigenous materials for the lanterns would be aligned with this campaign, as lanterns will now be properly disposed of after the Christmas season. 

Rice husks, leaves, coconut and corn parts are just a few examples of the materials that can be used to design lanterns with a creative touch. Unlike plastics and other non-biodegradable materials, lanterns made from indigenous materials when hanged will not cause health hazards. 

Another cause for worry that has to be addressed is the threat of fire from various Christmas decors. 

And who says Christmas is not felt in rural areas? Definitely, the town’s lanterns represent Christmas season. People from each barangay who create these works of art in an inexpensive way would be proud of their accomplishment. Instead of buying lanterns amounting to thousands of pesos would now have local lanterns at a cheap cost for a change. 

These creations will provide an opportunity as a source of livelihood. Spectators are now flocking to the Kapatagan Municipal Hall to witness various artworks and they can place orders right there and then and bring home lanterns for display in their homes. 

The local government unit is now seeing an option in coordinating with the Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE) and Department of Social Welfare and Development (DSWD) for this new opportunity to build a cottage industry out of it. 

Lampakanay or cat's tail is a wild sea grass abundant in the coastal areas of Kapatagan, particularly Barangays Lapinig and Margos. They are now using this material in their lanterns. 

Kapatagan has been exporting ropes and waste baskets made from lampakanay since last year. In these disaster-stricken barangays, lampakanay has provided value added to the lantern products as a livelihood project. This provides bigger income to the people in the community who now have another source of income aside from being farmers and fishermen. 

The official launching of PASKOhan and first judging of the lantern contest are scheduled for December 2 during the celebration of the town's Kahumayan Festival Street Dancing competition. Criteria in the lantern contest include the use of indigenous materials, ingenuity, creativity and artistry, and the lantern's overall look and feel. 

Initiated by Mayor Benjie Baguio and Vice Mayor Perlito Gonzaga, with the support of the Association of Barangay Captains through ABC president Barry Baguio, the lantern contest is not simply about celebrating Christmas in this town but also paves the way in making Kapatagan the indigenous-inspired Christmas lantern capital in the tourism map through its Community-based Rural Tourism approach initiative. Establishments use internet to obtain information from gov’t agencies, says NSO

CAGAYAN DE ORO CITY, Nov. 22 (PIA) – Most of the establishments in the information economy of the country uses internet in obtaining information from government agencies, according to the preliminary results of the 2010 Survey on Information and Communication Technology (SITC). 

Dr. Janith C. Aves of the National Statistics Office (NSO) in Northern Mindanao disclosed during the regional data dissemination that 78 percent of the establishments selected for the survey reported that they use internet to obtain information from government agencies while 74.5 percent use it to download or request government forms. 

She said the other transactions done by establishments through internet were sharing information within the company at 55.9 percent, obtaining information from other organizations at 55.6 percent, and complete or send forms online at 50.4 percent. 

The survey also reveals that almost half of the establishments utilizes internet in sharing information from other organization at 44.4 percent, and in the recruitment of staff at 41.9 percent. 

Staff training was the least among the transactions done through internet at 20.3 percent followed by on-line payments to government at 32.1 percent, and finance/accounting/auditing at 33.2 percent. 

Marilou B. Igdon, Provincial Statistician Officer of Misamis Oriental, said the 2010 SICT aims to collect and generate information on the availability, distribution and access/utilization of ICT among establishments in the country. 

She said the measurement of ICT access and use enables the assessment and monitoring of the digital divide in the country and generates core ICT indicators important for measuring the progress in information and communication technology. 

According to her, a total of 8,557 establishments in the entire country were selected for the 2010 ICT survey. 

Other significant findings of the survey were the proportion of establishments using computers and other hardware across the country which has been increasing for the three year period from 2008 to 2010 reaching 97 percent in 2010. 

The survey results further reveal that the proportion of establishments with internet connection in the country is increasing, reaching over 90 percent in 2010. 

Aves said business establishments have also begun to see the necessity of maintaining their own company website for their business operation. 

At the national average, she noted that nearly 44 percent of IT establishments have developed a website as a medium of making their own products and services more competitive and visible in the world wide web. 

Nearly one third of establishments or 30.7 percent also utilized E-commerce in doing business. 

This excludes those establishments doing business transactions via the cellular mobile phone, she added. (APB/FMGM PIA-10)

 

 

Mis. Occ. Ball Wheelers Team wins championship in Basketball on Wheels


OROQUIETA CITY, Misamis Occidental, Nov. 22 (PIA) -- The Misamis Occidental Ball Wheelers (MOBW) Team emerged as champion in the Invitational Basketball Competition on Wheels held in the city, recently. 

The two-day event was among the month-long activities lined-up for the 2012 Pas’ Ungko S’g Misamis Occidental Festival in celebration of the 83rd foundation anniversary of the province. 

It was participated in by four teams of persons with disability (PWD) from the province of Bukidnon, Cagayan de Oro City, Iligan City and Misamis Occidental. 

During the first day of the games, the MOBW Team won over the Sidlak Iligan Team and Cagayan de Oro-Misamis Oriental (CDO-MO) Team over the DASCI Team, a mixed team of Cagayan de Oro City and Bukidnon. 

In the second game, Sidlak Iligan Team won over DASCI Team and in the 3rd game, Misamis Occidental Ball Wheelers Team won over Cagayan de Misamis Oriental Team. 

The next day, the MOBW Team was declared champion after it did not experience any loss in the games and received a cash prize of P5,000, plus trophy and gift packs. 

The CDO-MO Team won second place and received a cash prize of P3,000, Sidlak Team of Iligan, 3rd place, P2,500, and the DASCI Team, 4th place, P2,000 and likewise received trophies and gift packs, each. 

Meanwhile, Allan Duhaylungsod, Captain Ball of MOBW, said the team won because of their teamwork and determination. 

On the other hand, Marichu Tijing, Administrator of the Misamis Occidental Provincial Medical Rehabilitation Center (MOPMRC) said she has high hopes that the MOBW Team will be able to reach the National Competition because of the discipline and dedication of its members. Green nut production in Region 10, up 37.2% in 2Q

OROQUIETA CITY, Misamis Occidental, Nov. 22 (PIA) -- A total production of 460,230 green coconuts was noted in region 10, during the second quarter of the year. 

This, as coconut farmers in the region have chosen to harvest their young coconuts rather than wait for them to mature to answer the market demand for young coconuts. 

One of the ingredients for “buko” salad/ice cream and juice-making, young coconuts had become more popular, during the the holiday season and even summer vacation months, each year. 

Meanwhile, the production of young coconuts, during the quarter was actually higher by 147,825 or 37.2 percent compared to 335,405 in the same period of 2011, Regional Manager Luis Cruz of Philippine Coconut Authority (PCA), region 10, said. 

The PCA data also show that the highest production of green coconuts was noted in the province of Misamis Oriental with 150,000, followed by Bukidnon, 119,753, Lanao del Norte, 28,830, Camiguin, 73,247 and Misamis Occidental, 34,220. 

Cruz, however, said the highest growth in green coconut production was noted in Lanao del Norte with 70.9 percent, followed by Camiguin, 37.8 percent, Misamis Oriental, 33.9 percent, Bukidnon, 29.2 percent and Misamis Occidental, 18 percent. 

Meanwhile, a total mature nut production of 436,723,062 was noted in the region during the period, higher by 19,918,879 or five (5) percent compared to 416,804,183 in the same quarter of 2011. 

Again, the highest production of mature nuts was noted in Lanao del Norte with 142,680,000, followed by Misamis Occidental, 127,850,000, Misamis Oriental, 125,723,703, Camiguin, 27,280,842 and Bukidnon, 13,188,517. 

However, the highest growth in mature nut production was noted in the province of Bukidnon with 26 percent, followed by Misamis Oriental, 9.0 percent, Camiguin, 4.0 percent, Lanao del Norte, 3.0 percent and Misamis Occidental, 1.0 percent, the PCA data also show.
