Nov. 17 -- The Department of Trade and Industry (DTI) Misamis Oriental
Provincial Office conducted on Thursday its annual inspection of 35
establishments in the city selling Christmas lights.
DTI inspected compliance of establishments to the standards set for selling Christmas lights particularly on the correct Import Commodity Clearance (ICC) stickers mark which should be on the displayed Christmas lights in various markets and stores in the area.
DTI said it only allows and authorizes selling of these lights with years 2010 to 2011 ICC marking. If no ICC sticker is seen and years indicated are prior to the abovementioned ICC, consumers should report this to DTI. These items will be confiscated and retailers will face penalties for the violation.
Almer Masillones, Chief Trade and Industry Development Specialist and head of inspection team in the city said the 2009 ICC stamped Christmas lights are subject to retesting. If retested products still qualify for the requirements of the Philippine National Standard on Christmas lights, then they will be issued new certificate and new ICC stickers.
Beyond the ICC stickers, buyers must check physical condition of the item including plugs and wires to make sure they are not lousy or too thin, she said. Prices must also be compared. If a store sells at a very low price than the other, then it may be they are not selling quality products.
There were 20 boxes of Christmas lights confiscated because of violation of said rule by the department.

NGCP upgrades control system for Balo-i Substation in Mindanao

Corporation of the Philippines (NCP) recently upgraded its control system for
the Balo-i Substation in Lanao del Norte in a move to increase the reliability
of the entire Mindanao Grid.
Since NGCP and its technical partner State Grid Corporation of China (SGCC) started working together in 2009, many changes have been implemented in terms of systematically improving operations and management to build a stronger power grid.
The installation of state-of-the-art computer technology of a microprocessor-based substation control (MBSC) in Balo-i is just one of these improvements that aim to enhance system reliability and efficiency in NGCP substations. The upgrade is expected to result to a lower number of undesired line trippings in the area.
With the MBSC in place, old manual substation operations in Balo-i have been replaced with computerized operations.
The MBSC works in tandem with protection relay, supervisory control and data acquisition (SCADA), and anti-fire systems to boost the overall security and reliability of the substation and improve flexibility in transmitting Mindanao’s power supply requirements.
Mindanao Operation and Maintenance Head for District 2 Eric Vincent Cariaga explained that “The whole system of the Mindanao Grid will benefit from the Balo-i Substation MBSC Project because the bulk of the power generated from the Agus Complex come in to Balo-i Substation. NGCP recognizes the importance of transmitting this bulk power to the different parts of Mindanao with high efficiency and reliability.”
The inauguration ceremony for the substation’s MBSC was held last November 9 with the presence of NGCP’s top officers from the technical, operation and maintenance, and support services groups. (NGCP/PIA10)

While the months of March, April and May have recorded the most of fire incidents due to hot temperature, there were also cases of fire during the Christmas season due to short circuit brought about by the substandard decorations, especially those using electric power, Ayano said.

Misamis Occidental holds first agri-industrial skills competition

Misamis Occidental, Nov. 19 (PIA) -- The Technical Education and Skills
Development Authority (Tesda) in Misamis Occidental will hold its first
Provincial Agri-Industrial Skills Competition on November 19-20, this year.
Leo Velez, Provincial Director of Tesda-Misamis Occidental, said the event is among the activities that have been lined-up for the November month-long Pas’ Ungko S’g Misamis Occidental Festival in celebration of the 83rd foundation anniversary of the province.
The skills competition include the horticulture section, animal section, automotive servicing national certificate (NC) II, electrical installation and maintenance NC II, computer hardware servicing NC II and shield metal arc welding NC II.
Velez said the competition gives the Misamisnons, who are graduates of Tesda courses, the opportunity to show their talents and skills and the bright future that awaits them to find local and international employment.
He also said the inclusion of Tesda in the activities of the provincial celebration only proves the support of the province to the field of education and livelihood program for the upliftment of the lives of the people in Misamis Occidental.
Tesda hopes that the competition will encourage and challenge more Misamisnons to enroll in technical courses offered by TESDA which are more in-demand, both locally and abroad.

Department of Agriculture (DA) has turned-over some P5.076 million worth of
rice production-related projects to Misamis Occidental on November 14.
Covered by the DA’s Rice Program for Calendar Year 2012 in Misamis Occidental, these projects with their corresponding amounts were implemented in the following areas:
Establishment of a community seed bank in Plaridel worth P1.0 million and in Tangub City and Calamba at P250,000 each.
Rehabilitation and expansion of a warehouse in Aloran worth P500,000 and construction of a palay shed in Ozamiz City, Tangub City, Oroquieta City, Plaridel, Jimenez, Lopez-Jaena, Clarin and Aloran at P150,000 each.
Five rice moisture meter testers in Ozamiz City worth P110,000; two rice cutters/harvesters, each in Plaridel and Aloran at P70,000,;and one of the same in Tudela at P35,000.
Construction of a mechanical dryer/flat bed dryer in Panaon, worth P670,000 and in Ozamiz City at P121,775.74.

Provincial asphalting project launched at Lala town

Norte, Nov. 18 -- The Lanao del Norte local government unit has launched an
asphalting project aimed at improving the condition of farm-to-market roads and
several back roads used by commuters in the towns of Lala, Kapatagan and Sapad.
The ribbon-cutting ceremony was held on November 14, 2012 at Brgy. San Isidro Lower, Lala led by Governor Khalid Dimaporo and Mayor Allan Lim.
The Lala market - Dunggoan, San Isidro Lower road is the first provincial road to be repaired under the project. This road rehabilitation program is being implemented by the Provincial Engineer’s Office (PEO).
“After seeing the situation of the Lala road then, which was in need of serious rehabilitation, I called the attention of all our counterparts to immediately take action and repair the said road,” said Gov. Dimaporo.
The asphalting of Lala market-Dunggoan road is the first phase of the asphalting project that will enable tricycle drivers to transport commuters faster and more comfortably to their destination. The improved road condition is also expected to lower the fuel consumption of motorized vehicles plying the area.
“This project of Gov. Khalid (Dimaporo) is a big help to us in the transport group who desire to have an improved road since this is where we derive our daily income,” said Victor Manggubat, a tricycle driver and an officer of the local tricycle operators’ and drivers’ association.
The second phase of the project that will stretch to Lala Proper including the provincial road from Kapatagan to Sapad is scheduled to be implemented next year.

ARMM to mark 23rd founding anniversary

founding anniversary of the Autonomous Region in Muslim Mindanao (ARMM) is set
to kickoff on Monday, November 19, at the region’s seat in Cotabato City.
“Everything is set for the upcoming celebration,” said Amir Mawallil, head of the newly-formed ARMM Communications Group.
Mawallil said this year will be a celebration of the substantial reforms that have been put in place by the present regional caretaker government and prop up gains in the peace process between the Moro Islamic Liberation Front (MILF) and the Philippine government following the signing of the Framework Agreement on Bangsamoro middle last month.
He said the framework agreement presents new challenges and opportunities to Filipinos especially for the residents of Mindanao and ARMM.
The 23rd ARMM anniversary celebration is dubbed 2012 Bangsamoro Peacetivities and carries the theme: “Mga Makabagong Hamon sa Mapayapang Bangsamoro.”
The commemoration will commence with a parade and trade Fair on November 19 and will conclude with Cultural Peace Concert and fireworks display on December 19.
Other important highlights of the celebration include a street dancing competition, a tournament on traditional Moro games dubbed the Morolympics and a cultural and fashion show.
In addition to the usual showcase of the unique and vibrant culture of the Moro people, celebration activities will focus on promoting the framework agreement and the continuing reforms in the autonomous government.
OIC-Governor Mujiv S. Hataman lauded regional officials and employees who, through the years, witnessed and played integral part in the evolution of ARMM since its inception in 1989.

LGU Ozamiz sends 20-man delegation to the 2nd BNS Convention in Davao

local government of Ozamiz to attend the 2nd National Conference of Barangay
Nutrition Scholars (BNS) on Nov. 15-16, this year in Davao City.
The delegation is composed of some of the BNS and officers of the Federation of Barangay Nutrition Scholars in the city, Mayor Nova Princess Parojinog- Echavez said.
The conference aims to update the BNS with the recent developments of the Nutrition Program focusing on the reduction of poverty and malnutrition.
It also aims to give the BNS additional knowledge and skills in looking for initiatives of their own to do the functions as the BNS in their barangays.
Meanwhile, the conference gives the BNS the venue for their General Assembly and discussion of the concerns of their federation and strengthen their relationship with each other to foster unity among themselves.
On the other hand, Lelit Navarez, City Nutrition Action Officer, said the conference is simultaneously held in four areas of the country, two of which are done in Luzon, and one each in the Visayas and Mindanao, respectively.
It was also learned that the board and lodgings during the two-day conference, as well as, the registration fees and convention kits of the participants are shouldered by National Nutrition Council, while their traveling expenses and daily allowances were shouldered by the LGU. RDC-X meets Northern Mindanao solons in Congress, tackles Mindanao Power Situation

CITY, Nov. 16 (PIA) --- The Advisory Committee of the Regional Development
Council (RDC) in Northern Mindanao and the Congressional Representatives of the
region met at the House of Representatives in Quezon City on November 12, 2012
to tackle the Mindanao power situation.
Undersecretary Josefina Patricia Asirit of the Department of Energy (DOE) graced the meeting and apprised the body on the power situation in Mindanao.
Mindanao has an installed capacity of 2,022 megawatts (MW) but its dependable capacity is only 1,616 MW.
The low power dispatch of the Pulangui complex due to low water level and the need to uprate the already old Agus Hydro-Electric Power (HEP) plants were cited as reasons for the shortfall causing power curtailment to electric utilities and rotating brown outs among power consumers.
Also a contentious issue in the Mindanao power situation is the privatization of the Agus 4 & 5 power plants.
As a result, current measures are being undertaken to address the power supply problem such as monitoring the daily operations of the Mindanao Power System, maximizing the dispatch of 200 MW Therma Marine Incorporated (TMI) power barges, repair of the Pulangui 4 HEP, uprating of Units 1 & 2 of Agus 6 HEP, and the compliance to the Electric Power Industry Reform Act (EPIRA).
The DOE has also recommended the transfer of two power barges from Visayas to Mindanao; operation of the Iligan Diesel Power Plant, utilization of embedded generation, and the creation of a one-stop shop that will facilitate the entry of power projects in the island.
For Northern Mindanao, applications are coming in for investments in the following projects: 200 MW STEAG Coal-fired Power Plant Expansion, 20 MW Tagoloan Hydro Power, 5 MW Camiguin Wind Power, and 35 MW Bukidnon Biomass project.
Meanwhile, Director Leon M. Dacanay, Jr. of the National Economic and Development Authority of Region X (NEDA-X) presented the status of the RDC-endorsed 2013 budgets of the region’s line agencies citing that only 70% is covered in the National Expenditure Program (NEP).
Director Ana C. CaƱeda of the Office of Civil Defense of Region X (OCD-X) also presented the status of the Tropical Storm Sendong Post Disaster Needs Assessment (PDNA) particularly the priority Recovery and Rehabilitation programs and projects amounting to P26.0 Billion already considered in the Public Investment Program.
The RDC-Advisory Committee also discussed and passed, among others, the following resolutions: request the Office of the President to include the Panguil Bay Bridge Project and the Mindanao Railway System in the list of priority projects of the country; include in the TS Sendong Rehabilitation and Recovery programs and projects the construction of the Cagayan de Oro River flood control dike from Calacala to Macabalan and a Sabo Dam in Talakag, Bukidnon; request the operation of the Laguindingan Airport when facilities are already complete; request the Philippine Air Lines (PAL) to restore its operation in Cagayan de Oro City; and thank President Aquino for the P10 Billion increase in the nationwide budget of all State Universities and Colleges (SUCs).
Considering the need to link small scale metal industries in the region, the body also supports the restoration of the steel plant in Iligan City as proposed by Global Steel President Sangram Mohanty.
RDC-X Chair and Iligan City Mayor Lawrence Lluch Cruz acknowledged Congressman Rufus B. Rodriguez of the 2nd District of Cagayan de Oro City and Congressman Vicente F. Belmonte, Jr. of the Lone District Iligan City for convening the meeting.
House Speaker Feliciano R. Belmonte, Jr., on the other hand, appreciated Mayor Cruz’s efforts to involve the congressional representatives in the RDC’s activities and in bringing the Council to Congress.
He noted that RDC-X is one of the very few RDCs holding their RAC meetings in the House of Representatives.

Undersecretary Josefina Patricia Asirit of the Department of Energy (DOE) graced the meeting and apprised the body on the power situation in Mindanao.
Mindanao has an installed capacity of 2,022 megawatts (MW) but its dependable capacity is only 1,616 MW.
The low power dispatch of the Pulangui complex due to low water level and the need to uprate the already old Agus Hydro-Electric Power (HEP) plants were cited as reasons for the shortfall causing power curtailment to electric utilities and rotating brown outs among power consumers.
Also a contentious issue in the Mindanao power situation is the privatization of the Agus 4 & 5 power plants.
As a result, current measures are being undertaken to address the power supply problem such as monitoring the daily operations of the Mindanao Power System, maximizing the dispatch of 200 MW Therma Marine Incorporated (TMI) power barges, repair of the Pulangui 4 HEP, uprating of Units 1 & 2 of Agus 6 HEP, and the compliance to the Electric Power Industry Reform Act (EPIRA).
The DOE has also recommended the transfer of two power barges from Visayas to Mindanao; operation of the Iligan Diesel Power Plant, utilization of embedded generation, and the creation of a one-stop shop that will facilitate the entry of power projects in the island.
For Northern Mindanao, applications are coming in for investments in the following projects: 200 MW STEAG Coal-fired Power Plant Expansion, 20 MW Tagoloan Hydro Power, 5 MW Camiguin Wind Power, and 35 MW Bukidnon Biomass project.
Meanwhile, Director Leon M. Dacanay, Jr. of the National Economic and Development Authority of Region X (NEDA-X) presented the status of the RDC-endorsed 2013 budgets of the region’s line agencies citing that only 70% is covered in the National Expenditure Program (NEP).
Director Ana C. CaƱeda of the Office of Civil Defense of Region X (OCD-X) also presented the status of the Tropical Storm Sendong Post Disaster Needs Assessment (PDNA) particularly the priority Recovery and Rehabilitation programs and projects amounting to P26.0 Billion already considered in the Public Investment Program.

PNP-Mis. Occ. creates TF Pas’ Ungko S’g Misamis Occidental 2012

Misamis Occidental, Nov. 16 (PIA) -- The Philippine National Police (PNP) in
the province has created “Task Force Pas’ Ungko S’g Misamis Occidental 2012” to
assure the safety of the public during the celebration of the 83rd Provincial
Anniversary.
P/Sr. Supt. Dennis Lingat Basngi, Provincial Director of the Misamis Occidental Provincial Police Office (PPO), said the Task Force will provide security and pre-empt any violent act or incident that may possibly disturb the peace and order during the month-long celebration.
Mostly held at the Provincial Capitol Grounds, this city, activities have been lined-up from Nov. 2-29, to showcase various social and cultural practices of the different cities and municipalities of the province focused on the theme: “Pas’ Ungko S’g (thanksgiving in) Misamis Occidental Festival 2012.”
With the various cultural presentations in store, many visitors, including high ranking public officials are expected to arrive and join in the festivities, Basngi said.
Among these activities are a Fun Ride, Fun Run, Mass, Motorcade, Opening of Pas’ Ungko Exposition, Praise and Worship, Free Legal Clinic, Street Dancing, Dance Showdown and Diskwento Caravan.
Also included was the visit of Secretary Proceso J. Alcala of the Department of Agriculture (DA) for the Farmers’ and Fisher Folks’ Day, Medical Outreach, Health Summit, Botika sa Barangay Summit, Wheel Chair Basketball, Football and Skills Olympics.
The other activities are Coastal Clean-up, Sports Fest, Employee’s Family Day/Night Fireworks, Live Band Concerts, “Laag-laag Misamis Occidental (Visitation to various tourist spots of the province)” and Closing of the Festival and the Light a Tree for Christmas.
Such activities will be provided with personnel from the Task Force to ensure the safety of the participants and the expectators, Basngi said.
He said particularly, during the live band concerts, no drinking spree will be allowed within the periphery and immediately outside the Provincial Capitol Grounds.
