 PhilHealth advisory to all its regional offices and branches

ILIGAN CITY, Lanao del Norte, April 14 (PIA) -- The PhilHealth Insurance Corp has issued an immediate and indefinite suspension order to BancNet from collecting premium contribution payments from the Employed Sector. 

Employers are advised to halt premium payments using the BancNet eGov facility. Likewise, enrolment to this facility by prospective employers must be put on hold until all technical problems are resolved. 

All PhilHealth regional offices and branches were instructed to guide employers to avail of other payment modes to insure continuity of premium collections, as per Advisory No. 04-02-2013 signed by Secretary Enrique T. Ona of the Department of Health.

DOH allots P6.4M infra assistance to Camiguin

CAGAYAN DE ORO CITY, April 13 (PIA) -- Department of Health - Center for Health Development (DOH-CHD) Northern Mindanao has released P6.4 million assistance to Camiguin province for health facility enhancement. 

The amount covers building improvement of the five rural health units (RHUs), as well as, the Tangaro, Panghiawan, and Sto. Niño Barangay Health Stations in Catarman town. 

For Hospital improvement, the DOH has already poured in P20million in 2010 for the development of the Camiguin General Hospital and an additional P5 million in 2012. 

Another local government unit (LGU) operated hospital in the island that received infrastructure assistance from the national government is the Catarman District Hospital, with P7million worth of improvement. 

Luis Simbajon of the DOH Health Facility Enhancement Program explained that the infrastructure assistance is based on programs and projects spelled under the barangay, municipal, and provincial Health Investment Plan. 

He said that aside from infra, the department has also released funding for equipment to complement the facility improvement. 

A total of P2.1million funding equipment was likewise released for Camiguin this year which will be distributed among its three RHUs.(JCV/PIA) 


Govt. to spend P14.11B for classroom shortage in the country

OZAMIZ CITY, Misamis Occidental, Apr. 13 (PIA) -- The amount of P14,110,400,000 will be used for the construction, replacement, and completion of kindergarten, elementary, and secondary school buildings in areas with acute classroom shortage. 

This is among the guidelines set in the Joint Circular No. 2013-1, issued by the Department of Budget and Management (DBM), Department of Public Works and Highways and Department of Education (DBM-DPWH-DepEd) relative to the implementation of Special Provision (SP) No. 4 of the Basic Educational Facilities Funds (BEF) under the Fiscal Year 2013 Budget. 

The circular was jointly signed by DBM Secretary Florencio B. Abad, DPWH Secretary Rogelio L. Singson and DepEd Secretary Armin A. Luistro, on Feb. 18, 2013. 

Joint Circular No. 2013-1 specifies, “Areas Experiencing Acute Classroom Shortage” refers to “areas where the number of students divided by the existing number of classrooms shall result in a student-classroom ratio of 50:1 or worse, those where classrooms are temporary in nature or are makeshift structures and those without classrooms at all.” 

Meanwhile, the same circular has set the following responsibilities of each department: DPWH will use the DepEd School building design following its Minimum Performance Standards and Specifications (MPSS) and detailed costing in the implementation of the project and ensure the construction of the “complete” school building. 

The release of funds will be made to the respective DPWH District Engineering Office (DPWH-DEO), following the allocation per congressional district with the corresponding list of schools, target number of projects, and the types of buildings to be constructed, prepared by DepEd and submitted to DBM. 

DepEd will provide the DPWH central office with a detailed list of priority projects for the construction of the new classrooms, including the name of the school, address, classroom building type, toilet type, projects costs and other pertinent information and submit a joint DepEd-DPWH special budget request to DBM for the special allotment release order/notice of cash allocation (SARO/NCA). 

DBM will approve the special budget request submitted by DepEd and DPWH and facilitate the SARO/NCA corresponding to the construction of schools buildings and DepEd and DPWH to submit the budget execution documents and budget accountability reports. (RCA-PIA10, Misamis Occidental) 


Oro rafters, river guides join DOLE’s tree growing activity

CAGAYAN DE ORO CITY, April 13 (PIA) -- Members of the Oro Association of Rafters, river guides and their dependents took time out from their busy schedules to participate in the tree growing activity of the Department of Labor and Employment (DOLE). 

Conceptualized to increase environmental consciousness to help save and protect Mother earth, the activity called “Iswag Kagay-an” kicked-off on April 11 along the riverside in Barangay Mambuaya, here. 

It aims to restore the aesthetic value of the riversides and rehabilitate the natural catchment basin of the city to control flooding and other calamities. 

“Tungod sa mga kalamidad, pareho sa Sendong ug Pablo… Maayo nga naa’y tree planting gyud” (Because of calamities like Sendong and Pablo, it’s good that there’s tree planting), said Mark Cañeda Aldea of the CDO Bugsay River Rafting. 

Ana Cagas, a member of the Cagayan de Oro River Guides and Vendor Association, said they took part in the activity because they have an extensive stake over the river since it is the source of income for their industry. 

Earlier, the DOLE Regional Office 10 organized the dependents of the river guides into an association to help them in their livelihood. 

Members of the association were given training on skills development particularly on T-shirt printing and souvenir making. The association also received P400,000 from DOLE-10 as livelihood assistance. 

In return, members of the association will take care and nurture the planted bamboo trees. “Sa isa ka semana, ika-duha mi magbunyag, (we will water the planted bamboos twice a week),” added Cagas. 

According to DOLE-10, the Oro Association of Rafters is considering to make watering and caring of the planted bamboos a part of the white water rafting adventure to instill environmental awareness and social responsibility among tourists. (Francis Jane M. Lumacang/APB/PIA-10)

 

BMFI, PPOC work on Bantay Bayanihan IPSP implementation

CAGAYAN DE ORO CITY, Apr 12 (PIA) – Balay Mindanao Foundation, Inc. (BMFI) is working closely with Misamis Oriental Provincial Peace and Order Council (PPOC) and the Armed Forces of the Philippines (AFP) to implement Bantay Bayanihan’s (BB) Internal Peace and Security Plan (IPSP) for 2011-2016 to further attain peace and development in the Province. 

During the PPOC meeting on March 22, Sabrina F. Balais, BMFI Project Officer, shared that IPSP is a broad plan that shall guide the AFP in helping the nation attain and maintain internal peace and security in the near and medium-term. 

“It also attempts to move away from the traditional paradigm where the protection of the state (and its legal representative, the government) is given priority at all cost and to a frame where people’s security takes center stage, and human rights is the bedrock of all actions of the AFP,” Balais added. 

Furthermore, the IPSP’s end goals are targeted to national interests, ensure well-being for the people and institution, and guarantee sovereignty and territorial integrity protection and enhancement through good governance, delivery of basic services, economic reconstruction and sustainable development, and security sector reform after the mutual support of private and public sectors. 

Bantay Bayanihan is a vehicle for the Civil society as oversight mechanism on the Internal Peace and Security Plan (IPSP) implementation, venue for discussion on IPSP issues and related concerns, especially in the non-combat-combat aspect of the IPSP plan, and institutionalize the active partnership of civil society, and other civilian all stakeholders. 

It hopes to catalyze, facilitate, and most importantly, institutionalize the active partnership of civil society groups and other security stakeholders in the implementation of the IPSP- Bayanihan. 

According to Balais, conducting regular meeting every two months for local dialogues, round table discussions with dialogue partners twice a year, annual assessment of IPSP, and Joint Military-CSO capacity building are among the ways to move forward in fostering peace and security in Misamis Oriental. DA, NIA allocate P44.43M worth of funds for RPOC’s Kalabugao Plain peace initiative

CAGAYAN DE ORO CITY, April 12 (PIA) -- The Department Of Agriculture (DA) and National Irrigation Administration (NIA) pledged to support peace and development initiative for Kalabugao Plain of the Regional Peace and Order Council (RPOC), region 10, with an initial amount of P44.43M worth of projects during the Council’s April 10 meet. 

Dubbed Peace and Development Convergence Program for Kalabugao Plain, the RPOC-10 Technical Working Group (TWG) has conceptualized the program aimed to develop Kalabugao Plain (center point of tri-boundary) into an economically, environmentally and culturally developed community. 

DA, as presented by Regional Executive Director Lealyn A. Ramos, bared the amount of P2.880M consisting of Irrigation Support, Post-Harvest Facilities Assistance, Extension Services and Program Management. 

Likewise the National Irrigation Administration (NIA) allocated a project with a total cost of P41.550M consisting items of works such as Diversion Works, Canal System, Access Road, Project Facilities, Construction Survey and Installation Development Program. This project consists of 500 hectares of potential irrigable area and 39 farmer beneficiaries) 

In a statement, Misamis Oriental Governor Oscar Moreno, chairman of RPOC 10, said Kalabugao symbolizes far-flung areas of their rural communities. It has weak government presence, poses high incidence of conflicts and obvious poverty but has high potential to develop the Indigenous People with the presence of church and civil society. 

Kalabugao Plain is at the tri-boundary of the provinces of Bukidnon, Misamis Oriental and Agusan del Sur. It is also home of the Higaonon tribes led by Datu Palasambag and a strategic watershed area of Pulangi River. 

Moreno reiterated Kalabugao Plain is important because it affects other parts of Mindanao. The flood in Gingoog, Butuan, Cagayan de Oro and even in Davao and Cotabato come from it. Attaining peace and order is also essential because people need to live without worrying what happens to their families or homes. 

He added that they want to give the message that despite the limitation, they want the government to give and provide help to the people. 

Also, Moreno complimented of how a well strategic plan Kalabugao plain is. For one, Pulangi River is 320 kilometers, the longest river in Bukidnon, one of the places that can benefit from the development of the Kalabugao Plain. The river that contributes to watershed since it provides approximately 25% of Mindanao’s power needs and the main water source of Bukidnon both for drinking and irrigation. 

Secondly, the Indigenous people (IPs) are vulnerable target of insurgency. Moreno said that IPs should be attended to and taken cared of so they will feel that the government cares for them and they will possibly not turn their back from the government to join insurgent groups. Feature: Building a new community—the ‘Bayani Challenge’ way

The urgent call of building homes, changing lives, and bringing hope to others, is once again triumphant. 

This, after the more than 1,000 volunteers here joined the nation in the recent ‘Bayani Challenge 2013’ event with the theme “Isang Bayan, Isang Bayanihan,” in Sumilao town. 

Harvey Maraguinot, coordinator for North Mindanao Gawad Kalinga (GK), the organization overseeing the event here under the umbrella of Pilipinas Natin, said workers from different walks of life demonstrated the spirit of ‘Bayanihan’ (being heroes to one another) in building homes. 

The site of the new community is in Kagsabwa sub-village, Kisolon, Sumilao. It is located along the national highway and is the classic picture of charm with the dazzling Alalum waterfalls across the highway. 

The lot provided by the local government through Mayor Rey Baula can accommodate 30 houses, which would benefit the towns’ poor and homeless. 

Tony Meloto, the GK father and founder, in his keynote, said the response of people who want to help was overwhelming. 

“I think they were inspired by their roles in contributing comfort and expressing compassion for those who need help. This is a good time to share the optimism that by year 2024, five million families will end poverty,” he said. 

Some volunteer-partners initiated feeding program for the less fortunate children in the barangays. 

Refurbishing and repainting of public elementary schools, tree planting and landscaping of parks were also carried out during the five-day challenge. 

In one of the ‘Bayani Challenge’ events simultaneously conducted nationwide, PIA Director General and Undersecretary for Special Concerns of the Presidential Communications Operations Office Jose Mari Oquiñena said “focusing on community strengths rather than deficits encourages each person to believe they can make a contribution.” 

A volunteer champion, Oquiñena said volunteerism can also help boost one’s self-confidence and sense of fulfillment. 

“Becoming a ‘Bayani Challenge’ participant has several benefits. It does not only help other persons in need, but it benefits the volunteer by developing new skills and meeting diverse ranges of people. It is a perfect tool to discover something about oneself by experiencing life beyond your comfort zone,” he said. 

This year, on its 8th edition, the BC event has 37 sites in 33 provinces with Bukidnon particularly Sumilao, as one of chosen areas because the town already has the needed lot for the GK project site and funds enough to put up the initial number of houses.

DOH reports positive feedback on micronutrient powder use

CAGAYAN DE ORO CITY, April 12 (PIA) – The Department of Health-Center for Health Development (DOH-CHD) for Northern Mindanao reports favorable feedback in micronutrient powder (MNP) use among children.

DOH Nutritionist Dietician Beryl Lorraine G. Go said mothers noted positive change on their children’s weight, health and skin after introducing the micronutrient powder mix on their meal.

It comes in single-served sachet or packages that can be mixed in home prepared food. Each sachet is packed with 15 vitamins and minerals designed for children 6-23 months old.

“These packs are inexpensive, easy to store and use, and will surely help improve the quality of food. Children will only need ten sachets per month to meet the necessary nutritional requirement,” she explained.

According to Go, MNP was first introduce here in the region when typhoon Sendong ravaged Cagayan de Oro and Iligan City in 2011.

To date, it is now available and distributed in all provinces here, through the provincial health offices, rural health units and barangay health stations.

Micronutrient supplementation alongside with diet diversification and food fortification comprise the three-pronged strategy identified by the government to improve the nutritional status of Filipinos and to support the achievement of the 2015 Millennium Development Goals (MDG) Targets. (YAJ/PIA)


DOLE-10 conducts bamboo tree growing along Mambuaya riversides

CAGAYAN DE ORO CITY, April 12 (PIA) -- The Department of Labor and Employment (DOLE) Regional Office 10 led a tree growing activity Thursday, April 11 along the riversides in Barangay Mambuaya, this city.

Lawyer Johnson Cañete, DOLE-10 Regional Director, said they came up with this activity to help save and protect the environment by restoring the aesthetic value of the riversides and rehabilitating the natural catchment basin of the city that will control flooding and other calamities.

“This is in line with the greening program of the President and we are advocating this so that everyone will give concern to our mother earth,” he said.

He also explained that they decided to plant bamboo because it is easy to grow and the shoots will sustain for a long period of time.

The activity dubbed “Iswag Kagay-an” was conducted in collaboration with the Oro Association of Rafters, Cagayan de Oro (CDO) River Guides and Vendors Association, Dire Husi Initiatives, local government, and Grow a Tree Save a Future Foundation who donated 1,000 bamboo seedlings for the said tree growing.

Cañete said the CDO River Guides and Vendors Association was provided with a livelihood assistance amounting to P400,000 for T-shirt printing and souvenirs making in return of their commitment to take care of the planted bamboo seedlings.

DTI urges consumers to be smart on online shopping

ILIGAN CITY, Lanao del Norte, April 12 (PIA) -- The Department of Trade and Industry (DTI) urged shoppers who also do online shopping to be careful with their purchases.

Although online shopping is not prohibited, but this might not be totally safe for the consumers. Unlike at shopping malls, addressing problems in online purchase may be more difficult, the DTI said.

Products bought at shopping malls are still easier to replace when found defective unlike in online shopping, that is why it is still risky even when it is under the Philippine Consumer Act.

The Consumer Act protects consumers against deceptive sales practices. A deceptive sales act or practice is defined as an act on the part of the seller that induces a consumer to enter into a sales or lease transaction of any consumer product or service through concealment, false representation or fraudulent manipulation.

What does concealment, false representation, or fraudulent manipulation mean? The law cites several examples such as the following:

A consumer product or service has the sponsorship, approval, performance, characteristics, ingredients, accessories, uses, or benefits it does not have.

A consumer product or service is of a particular standard, quality, grade, style or model when in fact it is not.

A consumer product is new, original or unused, when in fact, it is in a deteriorated, altered, reconditioned, reclaimed or second-hand state.

A consumer product or service is available to the consumer for a reason that is different from the fact.

A consumer product or service has been supplied in accordance with the previous representation when in fact it is not.

A consumer product or service can be supplied in a quantity greater than the supplier intends.

A service, or repair of a consumer product is needed when in fact it is not. 

A specific price advantage of a consumer product exists when in fact it does not.

The sales act or practice involves or does not involve a warranty, a disclaimer of warranties, particular warranty terms or other rights, remedies or obligations if the indication is false.

The seller or supplier has a sponsorship, approval, or affiliation he does not have.

Ruel B. Paclipan, provincial director, DTI Iligan City/Lanao del Norte Provincial Office, said that it is government policy to promote and encourage fair, honest, and equitable relations among parties - the seller and the buyer - in consumer transactions. Retailers are encouraged to promote transparency to consumers among their ranks. More OSY/YWD graduate from the Scala Project in Ozamiz

OZAMIZ CITY, Misamis Occidental, April 12 (PIA) -- About 30 out-of-school youths/youths with disability (OSY/YWD) graduated from Batch 28 and Batch 29 of the Sharing Computer Access Locally and Abroad (Scala) Project in the city, on April 11, this year. 

This brings to 424 the total number of OSY/YWD’s who graduated from the Scala Project at the Ozamiz City Youth Information and Communication Technology Training (YICTT) Center for OSY/ YWD, Office of the City Social Welfare and Development (CSWD), as of the period. 

Of the latest count, 164 or 39 percent of the Scala graduates were males and 260 or 61 percent were females and eight (8) of them were PWD’s, of whom two (2) were males and six (6) were females. 

Likewise, 294 or 69 percent of them have already found work with the local government units (LGU) and other local establishments, while 83 or 20 percent have gone back to formal school. 

About 40 or nine (9) percent are hunting for job opportunities while seven (7) or two (2) percent have found work in other countries, like Singapore, Dubai, USA, Malaysia and Saudi Arabia. 

Implemented in partnership with the Engineers Without Borders (EWB) of Canada and the Ozamiz City Government, the Scala Project involves a 10-month training program in computer operations that would prepare the OSY/YWD job opportunities for domestic and international employment. 

Meanwhile, Ludie Salud A. Raras, CSWD Officer, said the YICTT Center receives an annual budget of Php320,000 from the Ozamiz City government for its operations and links up with other government agencies (GA’s) for the on-the-job training (OJT) aspect and life skills education of the trainees. 

Among these GA’s are the City Health Office (CHO), Parole and Probation Administration-Department of Justice (PPA-DOJ), Department of Trade and Industry (DTI), Commission on Population (PopCom), Department of Education (DepEd), Philippine National Police (PNP) and Bureau of Fire Protection (BFP), Raras said. Comelec prohibits foreigners to aid candidates/political parties in the May 2013 elections

OZAMIZ CITY, Misamis Occidental, April 12 (PIA) – The Commission on Elections (Comelec) said it is unlawful for any foreigner, whether juridical or natural person, to aid, directly or indirectly, any candidate or political party relative to the May 13, 2013 elections. 

Stipulated in Comelec Resolution No. 9652 promulgated last March 4, foreigners are also not allowed to take part or influence, in any manner, the conduct of the elections, contribute or make any expenditure in connection with any election campaign or any partisan political activity. 

Likewise, the Comelec said it would be illegal for the foreigners to enter any polling place, on May 13, without the consent of the Chairperson of the Board of Election Inspector (BEI). 

Again, they are not allowed to mingle and talk to the voters inside the polling places or disrupt the proceedings in any of such places, during the May 13, 2013 national and local elections, the Comelec added. 

Meanwhile, the duly accredited foreign observers are required to provide the Comelec, through the Education and Information Division (EID), a complete copy of their Observation Report, at least 24 hours before they release it to the media or general public. 

They are also required to provide the Comelec-EID the raw footage that may have been used, in whole or in part, in such report. 

Any violation of the above provisions shall be punishable with one to six (1-6) yrs. of imprisonment and deportation which shall be enforced after the prison term have been served, pursuant to Resolution 9652. (RCAguhob/PIA10-Misamis Occidental)

Iswag Kagay-an stakeholders ink pact to rehabilitate CdeO riverbanks

CAGAYAN DE ORO CITY, April 12 (PIA) -- Partners and stakeholders of the Iswag Kagay-an tree growing project signed a memorandum of cooperation to rehabilitate and enhance the riverbanks here.

The signing was held during the kick-off ceremony of the Iswag Kagay-an in Barangay Mambuaya yesterday, April 11.

The pact stipulates for the promotion and development of the Cagayan de Oro river through cooperative activities.

It was signed in by Department of Labor and Employment (DOLE) Northern Mindanao Director Atty. Johnson Cañete; Cagayan de Oro River Guides and Vendor Association President Rusel Lopez; Oro Association of Rafters President Vitalino Espulgar;Dire Husi Executive Director Julius Verdadero;Barangay Mambuaya Chairman Agustin Bagongon;DOLE West Misamis Oriental Provincial Head Atheneus Vasallo;and Msgr. Florencio Salvador, consultant of the Grow a Tree Save a Future Foundation.

Cañete said the partners, by signing the pact, respectively affirmed their commitment to exchange information and technical expertise to address the effects of climate change, increase environmental awareness and consciousness, and facilitate sustainable employment of the locals.

The Iswag-Kagay-an project was launched by DOLE-10 early this month.

It seeks to grow bamboo trees along the denuded side of the river to replace the trees destroyed by typhoons Sendong and Pablo.

As part of the project, the dependents of the river guides were organized into Cagayan de Oro River Guides and Vendor Association to ensure the survival of the planted bamboo seedlings.

DOLE-10 also provided them with livelihood assistance and training for T-shirt printing and souvenirs making to augment their income. (APB/PIA-10)
