Comelec sets P3,000 honorarium for personnel serving in the May 13 elections

CITY, Misamis Occidental, Apr. 11 (PIA) -- The Commission on Elections
(Comelec) has set the honorarium of the the Department of Education
(DepEd) personnel who will serve in the Board of Elections Inspectors
(BEI) in the May 13 elections.
Pursuant to Comelec Resolution 9640, the BEI is composed of a chairperson and two members, one of whom will be designated as poll clerk, and all of whom are public school teachers, giving preference to those with permanent positions and those who served in the immediate preceding national and local elections.
It has also set the honorarium for the chairperson and members of the BEIs at P3,000 each, and an additional P500 for the Testing and Sealing of the Precinct Count Optical Scanner (PCOS) Machines and another P500 each, for one-time transportation allowance.
Likewise, Comelec Resolution 9640 provides that there shall be at least one DepEd supervisor and one support staff for every voting center and in cases of polling centers with more than 10 clustered precincts, an additional DepEd supervisor with one support staff.
Thus, the same amount of P3,000 has been set for the each of the DepEd supervisors, while the support staff of the BEIs and those of the staff of the DepEd supervisor, an honorarium of P1,500 each.
Again, Comelec Resolution 9640 provides that all the BEI members and their staff, as well as the DepEd supervisors and their staff will be given, each, three days of service credits, for the performance of election duties rendered on the day before elections, during election day itself, and day after elections. More than 300 families get free water installation from water district

the city are set to benefit from the free water installation project of
the Misamis Occidental Water District (MOWD) this year.
The said installation package includes free water meter and about 10 meters of water pipes into their houses from the main pipes, Ferdinand Revelo, MOWD general manager, said.
Revelo said this is already a big savings for the beneficiary families since the installation of water pipes can amount to about P2,700.
Launching of the project was done by MOWD during the celebration of the World Water Day, recently, that coincided with the Patubig sa Barangay Nova Program of the local government unit headed by Mayor Nova Princess Parojinog-Echavez.

Lanao del Norte joins nation-wide ‘Operation Baklas’

CITY, Lanao del Norte, April 11 (PIA) -- All municipal election offices
under the Commission on Elections (Comelec) Lanao del Norte Provincial
Office joined the country in the simultaneous Operation Baklas held on
April 8, Monday.
Atty. Joseph Hamilton Cuevas, provincial election supervisor of Lanao del Norte, said the activity was pursuant to Comelec Resolution No. 9615, otherwise known as the ‘Fair Election Act.’
Under this regulation is the strict compliance of posting of lawful election campaign or propaganda at authorized/designated common poster areas only as provided for by the Commission.
During the Operation Baklas, all election propaganda posted in the prohibited areas were removed. Given due notice of the operation were the candidates aspiring for political posts-party list/local post, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), the Department of Interior and Local Government (DILG), the Parish Pastoral Council for Responsible Voting (PPCRV), the National Citizens Movement for Free Elections (NAMFREL), non-government organizations (NGOs), and all concerned citizens and enjoined them to participate in the said activity.
The PNP and the AFP as counterparts of Comelec escorted the group in removing those election propaganda posted against what the law provides. The operation started at 8 a.m. in the morning until 5 p.m.
The Comelec has designated common poster areas in the city/municipal levels such as city/municipal plaza, waiting shed, barangay auditorium, basketball court, public market, back of tennis court, but never to post on trees, electrical posts.
COMELEC Resolution No. 9615 also stipulates that it is unlawful for candidates to post, display or exhibit election campaign or propaganda material outside of authorized common poster areas, in public places or in private properties without the consent of the owner.
Lawful election propaganda includes:
Pamphlets, leaflets, cards, decals, stickers or other written or printed materials the size of which does not exceed eight and one-half inches (8 ½”) in width and fourteen inches (14”) in length;
Handwritten or printed letters urging voters to vote for or against any particular political party or candidate for public office;
Posters made of cloth, paper, cardboard or any other material, whether framed or posted, with an area not exceeding two feet (2') by three feet (3');
Streamers not exceeding three feet (3’) by eight feet (8’) in size displayed at the site and on the occasion of a public meeting or rally. Said streamers may be displayed five (5) days before the date of the meeting or rally and shall be removed within twenty-four (24) hours after said meeting or rally;
Mobile units, vehicles motorcades of all types, whether engine or manpower driven or animal drawn, with or without sound systems or loud speakers and with or without lights.
On the other hand, Comelec Chairman Sixto S. Brillantes Jr. appeals for stringent compliance to all rules, regulations and laws relating to the conduct of free and fair elections, as candidates strongly campaign to win the vote of the electorate.

nomination for The Outstanding Farmers of the Philippines (TOFARM) Award
here in Mindanao.
TOFARM finalist can be any Filipino farmers, fisherfolk, animal raisers, cooperatives, farm communities, organizations, education/academe, agricultural scientist, business entities, government or public employee from any rural and urban areas/centers across the country.
The search, according to JCI, will be exclusive and participative, expanding from public to private sector stakeholders in agriculture, fisheries, and livestock.
TOFARM nomination period will run from March until September and must be confirmed by the local agriculturist or nearest JCI president, following the prescribed nomination form that is downloadable at their website www.tofarm.org.

MisOr PPO acts on crime volumes in the province

DE ORO CITY, Apr. 11 (PIA) -- Misamis Oriental Police Provincial Office
released an updated crime situation in the Province which showed a
significant increase of crime volume compared to the previous year’s
reports during the Provincial Peace and Order Council meeting on March
22.
P/Supt Rolando Hinanay cited that the rise in crime volume from January 2012 to February 2013 is due to the increase of crimes against property against theft. The recorded increase of non-index crimes on the other hand was taken from the PNP’s conduct of focused police operations against special laws.
In January 2013, the total crime volume is 218 with 124 crime against person and 94 cases of crime against property. This increased by 15 or 7.39% compared to last year’s crime situation, 140 and 63 with the total of 203. Comparing this year and last year’s crime volume on February, Hinanay reported a significant increase of 33 or 24%. In 2012, the total number of crime index is 98—21 on crime against person and 77 for crime against property.
The crime index decreased by 16 or 11.42% in January while in February it increased by 8 or 8.16%. In 2012, there are 25 crime cases against person and 115 cases against property with the total of 140 cases while in 2013, there were 32 cases recorded for crime against person and 92 crimes against property.
Hinanay also presented other issues and concerns regarding the implementation of security measures to the on-going construction of Laguindingan Airport Development Project.
PPO also took action on CNN threats on multinational companies where they conducted series of meetings attended by the security sectors and plant managers of various multinational companies in Villanueva and Tagoloan, enhanced police visibility in the said municipalities through deployment of additional police personnel, and established police strong points on strategic areas to deter enemy attacks.
Furthermore, Hinanay reported significant actions of PPO on campaign against most wanted person, illegal gambling, illegal logging, car napping, illegal fishing and illegal mining.
Overall, Hinanay said that “the condition of peace and order of the Province of Misamis Oriental, which is also the center of economic growth and development in Northern Mindanao, remains manageable and conducive place to live, invest and start different kinds of businesses.” (Francis Jane M. University plays host to graduate diploma program in cultural education

here, will play host to the First Phase of the Teacher’s Scholarship for
the Graduate Diploma in Cultural Education in Summer 2013 for the
Mindanao teachers, starting on April 15, this year.
Offered by the National Commission for Culture and the Arts (NCAA, in cooperation with the Department of Education (DepEd), the scholarship is a post baccalaureate in-service teacher enhancement program that aims to expand the teachers’ knowledge in Philippine history, culture, heritage and the arts and their application to culture-based teaching of the basic education.
Qualified for the scholarship are public school teachers who are 23-50 years old with good moral character, Bachelor’s Degree holder with a general weighted average of 85 percent or equivalent, with at least three (3) years of teaching experience with permanent appointment in any or a combination of academic subjects in a public elementary or high school.
They must also have passed the licensure examination for teachers (LET) and endorsed by any of the following: the principal, district supervisor, division education supervisor, or division superintendent.
Rebonfamil A. Baguio, Division Schools Superintendent of Ozamiz City, said the 24-unit graduate credit program follows a two-summer ladderized curriculum designed for public school teachers of any subject area at the elementary and high school levels, the first phase of which, consisting of 12 graduate academic credits, will start this summer.
Level I scholars are expected to continue to Level II to be offered in Summer of 2014 and successful graduates of this two-summer program have the option to continue to Master in Education, Major in Cultural Education to be offered in HEI’s selected by the NCAA.
Under the program, the NCAA provides the scholarship grants consisting of full tuition and registration, workshop kits and materials, and a P5,000 stipend to subsidize meals, accommodations and sundry expenses.

government agencies and private sector held a ceremony on April 9 to
celebrate “Araw ng Kagitingan” and Philippine Veterans Week here.
With this year’s theme, “Ang Beterano Sigla at Inspirasyon ng Kabataan Tungo sa Tuwid na Daan,” it aims to memorialize the veterans’ heroic deeds to instil a sense of national pride and promote love for country among people.
Held at El Pueblo A Sus Monument in Divisoria this city, veterans, officials of local and national government agencies, AFP and Philippine National Police (PNP) members and reservist, non-government organizations (NGOs), and the local press gathered to witness the event.
The ceremony started with music from AFP 4ID band followed by the singing of the National Anthem and Pilipinas Kong Mahal. Finally there was a gun salute and a floral offering.
In pursuant of E.O No. 203 series of 1987 and Presidential Proclamation No. series of 1989 the whole nation should observe this event to commemorate the sacrifices and brevity of Philippine heroes to gain freedom during the colonisers

DepEd announces winners of First National Search for Guro ng Pag-Asa

(DepEd) has announced the winners in the First National Search for the
“GURO ng PAG-ASA (Gantimpala para sa Ulirang Pagtuturo ng Pag-iimpok at
Araling PanSAlapi),” Award held in the last quarter of 2012.
The winners were selected from 28 nominees nationwide and were given P100,000 and plaques of recognition while their schools were given a complete set of computers.
Declared winners in the national level and the region where they came from were Violeta A. Roson of F. Benitez Elementary School, Makati City, National Capital Region (NCR); May C. Villanueva, Sta. Rosa Elementary School, Sta. Rosa, Laguna, Region 4A (Calabarzon); Lynie Marie R. Amboni, Baguio Central Elementary School, Davao City, Region 9 and Evelyn E. Balunsay, Aurora A. Quezon Elementary School (AQES), Malate, Manila, NCR.
Meanwhile, the regional winners include Zelda T. Arceño of the Malaybalay City Central School in Bukidnon, Region 10, Nida C. Azana of AQES, Juana Ninfa P. Initiated by DepEd in partnership with Bangko Sentral ng Pilipinas (BSP), the search aims to give recognition to outstanding teachers who have effectively taught and are implemented the lessons contained in the Teaching Guides on Financial Education (TGFE) for elementary students.
These teaching guides have been used by the teachers from Grade 1-6 to integrate the concepts of “pagkamatipid” (thrifty), “pagkamasinop” (economical/frugal) and “pag-iimpok” (saving) in the public elementary curriculum.
Started in School Year 2008 to 2009, these concepts were taught, particularly in the learning areas of Edukasyon sa Pagkatao (EsP), Araling Pantahanan (AP) and Edukasyong Panlipunan at Pangkabuhayan (EPP). (RCAguhob/PIA10-Misamis Occidental)

Initiated by DepEd in partnership with Bangko Sentral ng Pilipinas (BSP), the search aims to give recognition to outstanding teachers who have effectively taught and are implemented the lessons contained in the Teaching Guides on Financial Education (TGFE) for elementary students.
These teaching guides have been used by the teachers from Grade 1-6 to integrate the concepts of “pagkamatipid” (thrifty), “pagkamasinop” (economical/frugal) and “pag-iimpok” (saving) in the public elementary curriculum.
Started in School Year 2008 to 2009, these concepts were taught, particularly in the learning areas of Edukasyon sa Pagkatao (EsP), Araling Pantahanan (AP) and Edukasyong Panlipunan at Pangkabuhayan (EPP). (RCAguhob/PIA10-Misamis Occidental)
52 children with facial defects smile again in Lanao del Norte

Lanao del Norte, April 10 -- Fifty-two children born with cleft lip and
cleft palate were successfully operated on last March 15 to 17 at the
Kapatagan Provincial Hospital (KPH) in this province.
The surgical mission dubbed as Brotherhood Operation Sweet Smile (BOSS), is a joint project of Maharlika Charity Foundation Inc., Alpha Phi Omega Southern Zamboanga Alumni Association (APO-SOZA-ALAS) and the provincial government of Lanao del Norte.
This is the second time that children with these type of birth defects were given free surgery in the province. The first mission was held on September 10 to 13, 2012 at the Lanao Norte Provincial Hospital (LNPH), in the coastal town of Baroy where 69 patients were operated on.
“We are happy to help these patients who are suffering from facial deformities. This is a life-changing operation for these children as they can now perform their daily activities in school and in the community with more confidence,” said KPH Chief of Hospital Medel Tomada.
The Maharlika Charity Foundation Inc., APO-SOZA-ALAS and the local government of Lanao del Norte is set to conduct another surgical mission for indigent residents of the province before the end of the year. (KHMJ/PIO-LDN/PIA10)
