Comelec awards P490.08M forwarding contract to AirFreight 2100, Inc.

CITY, Misamis Occidental, Mar. 16 (PIA) – The Commission on Elections
(Comelec) has awarded the forwarding contract of P490,081,284.96 to
AirFeight 2100, Inc., for the deployment of the election materials in
the six (6) regions of Mindanao.
These
materials which consist of the automated election system (AES)
equipment and paraphernalia for use in the May 13, 2013 national and
local elections are intended for regions 9, 10, 11, 12, 13 and the
Autonomous Region of Muslim Mindanao (ARMM).
Located
at the 3rd Floor of Cargohaus Bldg., Ninoy Aquino International Airport
(NAIA) Complex, Old Manila International Airport (MIA) Road, Paraňaque
City, AirFreight 2100, Inc., was represented in the transaction with the
Comelec by Sean Pestaňo, its Authorized Representative.
With
the approval on Feb. 23, 2013 by the Comelec Special Bids and Awards
Committee (SBAC) headed by Helen G. Aguila-Flores, AirFreight was
directed to post the needed Performance Security in favor of the
Comelec, in cash, cashier’s/manager’s check, and bank draft/guarantee
confirmed by a universal or commercial bank, in an amount equal to a
percentage of the contract price in accordance with the following
schedule:
Five
(5) percent irrevocable letter of credit confirmed or authenticated by a
universal or commercial bank and 30 percent surety bond callable upon
demand issued by a surety or insurance company by a surety or insurance
company duly certified by the Insurance Commission as authorized to
issue such security.
Signed
by Atty. Sixto Brillantes, Chairperson of the Comele, the Notice of
Award (NOA) to AirFreight 2100 was dated March 5, 2013, with 10 days to
comply with the required performance security, the failure of which
constituted the ground for the immediate cancellation of award and
forfeiture of bid security.
AirFreight
2100, Inc. was declared the Bidder with the Lowest Calculated
Responsive Bid (BLCRB) for the Deployment of the AES Equipment and
Paraphernalia for the six (6) regions of Mindanao.
After
post-qualification evaluation made by the Technical Working Group (TWG)
as directed in SBAC Resolution dated Jan. 10, 2013, and pursuant to the
revised implementing rules and regulations of RA 9184, the SBAC
approved the recommendations of the TWG.
The
eligibility documents of subject bidder has been validated and
verified, and its compliance with legal, financial and technical
requirements of the bid has been ascertained, before it was awarded the

Comelec starts dispatching election-related paraphernalia, March 16

CITY, Misamis Occidental, Mar. 16 (PIA) – The Commission on Elections
(Comelec) has started, today, March 16, 2013, to dispatch to all the
regions, the election-related forms needed during the May 13, national
and local elections.
The
notice to dispatch have been issued by J. Thaddeus P. Hernan, Director
IV, Administrative Services Department of the Comelec, who is the
Chairperson of the Packing and Shipping Committee (PSC).
Hernan,
in his notice to all the accredited parties, party-list participants,
citizen’s arms and concerned groups said that effective March 16, 2013,
the PSC shall commence the dispatch of election-related forms, supplies,
equipment and paraphernalia to courier/forwarding companies engaged by
the Comelec in connection with the May 13, 2013 national and local
elections.
Also
included are the election-related form, supplies, equipment and
paraphernalia needed in the Autonomous Region of Muslim Mindanao (ARMM).

Lanao del Sur stakeholders to work together towards honest, peaceful elections

MARAWI
CITY, Lanao del Sur, March 18 (PIA) -- Civil society organizations and
other multi-sectoral stakeholders have pledged to work together to
ensure honest and peaceful elections in the province.
They committed to do all the necessary efforts to make peaceful and honest elections possible not only in the province but also in the entire Autonomous Region in Muslim Mindanao (ARMM), during the Lanao del Sur Stakeholders Conference for Peaceful, Free and Fair 2013 elections held recently, here.
In a one-page declaration, they vowed to actively participate in the process of ensuring peaceful and honest elections through voters education and monitoring of the compliance of political candidates and their supporters to electoral laws, as well as, of the Commission on Elections (Comelec) in administering fair and impartial elections.
They further committed to responsively engage media institutions to undertake responsible reportage of the elections in the province and the region.
Meanwhile, they appealed to political groups, electoral aspirants, and their supporters to help ensure honest and peaceful elections.
While challenging Comelec to administer the elections with full integrity, fairness and impartiality, they expressed confidence to the security sector in securing the 2013 elections.
“We have faith in the security sector that they will be serving the best interest of the people and will uphold their duties towards a secure and fair elections,” they said in the declaration. (APB-PIA10)
