BIR-RR16 launches 2013 tax campaign

DE ORO CITY, March 16 (PIA) -- The Revenue Region (RR) No. 16 of the
Bureau of Internal Revenue (BIR) has formally launched its tax campaign
for the year 2013.
With the theme “I Love the Philippines, I Pay Taxes Correctly,” the tax campaign kicked-off on Wednesday with a motorcade and program at the Limketkai Mall Rotunda, this city.
BIR Deputy Commissioner Lilia C. Guillermo said the tax campaign kick-off program is being held every year to gather all stakeholders and thank them for their support and contribution to the Bureau.
Guillermo, who witnessed the regional campaign kick-off with fellow Deputy Commissioner Nelson M. Aspe, said the activity also aims to appeal for continued support to enable BIR to meet its collection goal.
Deputy Commissioner Aspe, on the other hand, emphasized that paying the correct taxes is a way of showing one’s love for the country. He said taxpayers need not follow the way of heroes who died in a concrete manifestation of love for country. “We can respond to the call for nationalism by paying our taxes correctly,” he added.
Meanwhile, BIR Regional Director Alberto S. Olasiman expressed confidence that his region will meet its collection for 2013 with the continued support of taxpayers adding that the region has posted a collection surplus of P30.51 million for the first two months of 2013 alone.
Last year, the total revenue collection of the region was P7.507 billion, exceeding its collection goal of P7.223 billion by P284 million or 3.94%.
According to him, the region also posted in 2012 an all-time high double-digit increase in revenue collection of P1.381 billion or 22.56% compared to 2011 actual collection.
He said the feat was monumental considering that the region’s tax collection in 2011 was short by P58 million as an aftermath of the destruction brought by typhoon Sendong to critical areas of the region.
BIR-RR 16 has jurisdiction over all of Northern Mindanao and one province of the Autonomous Region in Muslim Mindanao (ARMM). It is composed of six Revenue District Offices, namely, RDO 97 in Gingoog City, RDO 98 in Cagayan de Oro City, RDO 99 in Malaybalay City, RDO 100 in Ozamiz City, RDO 101 in Iligan City and RDO 102 in Marawi City.
The tax campaign kick-off was also graced by Association of Certified Public Accountants in Public Practice (ACPAPP)-Northern Mindanao Chapter President Lope L. Bato, Jr.; Efren T. Uy, President of Cagayan de Oro Chamber of Commerce & Industry Foundation, Inc. President Efren T. Uy; and Capitol University Medical Center Director Dr. Jesus M. Jardin who all pledged continued support to the BIR and assured payment of correct taxes by members of their respective sectors.
As part of explaining the BIR priority programs and projects to achieve its collection goal, a short orientation on the Mobile Revenue Collection Officer System (MRCOS) and eBIRForms was likewise held during the kick-off program to enlighten taxpayers on the features, processes and advantages of these new facilities. Candidates vow for peaceful, clean polls in Lanao del Sur

CITY, Lanao del Sur, March 17 (PIA) -- Candidates running for
congressional, gubernatorial, mayoralty, and other local posts in the
entire province vowed to help the Commission on Elections (Comelec)
administer peaceful and honest elections this May.
They manifested their commitment for peaceful and clean polls by forging a covenant during the Lanao del Sur Stakeholders Conference for Peaceful, Free and Fair 2013 Elections last March 11.
By signing the covenant, they pledged not to buy votes and not to use force to impede voters to exercise their rights to choose. The also committed to conduct the campaign in accordance with the law and participate in candidates forum called by non-partisan groups in the community.
They also agreed to take responsibility should one of their supporters or bodyguards is proven to have violated Comelec Resolutions 9561-A and 9608 particularly on the rules and regulations on the ban on carrying or transporting of firearms or other deadly weapons, as well as, on the employment, availment or engagement of the services of security personnel or bodyguards during the election period.
According to them, the right to vote and the ballot, as expression of the will of the people, are sacred.
Thus, they vowed not to delay the proclamation of the winners and to welcome the outcome of the elections.
The covenant signing was organized by the Consortium on Electoral Reforms (CER) with the support of the Comelec, Philippine National Police, Philippine Army, and Lanao Civil Society Organizations.

Misamis Occidental completes P22.24M worth of GAD projects

CITY, Misamis Occidental, Mar. 16 (PIA) -- The provincial government
has completed 33 projects under the Gender and Development (GAD) Program
with total funding of P22.24 million in 2012.
Of this amount, P12 million or 53.97 percent was used for the financial support of the health insurance, thru the Philippine Health Insurance Corp. (PhilHealth), of identified poor women and their families, Governor Herminia M. Ramiro said.
The GAD Accomplishment Report for 2012 submitted by the Governor, also showed that P2.0 million or 8.99 percent have been used for the scholarship program of the poor and deserving students, while P1.4 million r 6.29 percent was used for the procurement of drugs, medicines and other medical supplies.
About P900,000 or 4.05 percent was used to finance the livelihood programs of women, senior citizens and the differently-abled persons, as well as, members of the Indigenous Peoples and P706,000 or 3.17 percent for the renovation and repair of the old OB-Gyne and surgical patients’ room.
The other completed projects and their respective amounts used are as follows: Financial support to the Special Program for the Education of Students (SPES), P700, 000 or 3.15 percent and financial support to various early childhood care and development (ECCD) programs, P575,000 or 2.58 percent.
Nutritional advocacy programs, P400,000 or 1.80 percent and activities during the Women’s Month Celebration in March that included a tree planting, seminar on disaster risk reduction and management (DRRM) and the conduct of the Role of Women/Women Summit, P300,000 or 1.35 percent.
Improvement and maintenance of provincial roads with a length of 6 km. for the women’s easy access to increase their economic activity, P220,000 or 0.98 percent and temporary shelter to victims of violence against women and children (VAWC), complete with facility services for medical, psychological, P200,000 or 0.89 percent.
Clients’ lounge area at the Provincial Treasurer’s Office (PTO), P192,000, repair and renovation of comfort rooms for males and for hygienic and clean comfort rooms, friendly to women and female patients at the Jimenez Medicare Community Hospital in Jimenez town, P135,000 or 0.61 percent and GAD Team Building Seminar and field tour of the personnel of the Provincial Agriculture Office (PAO), P80,800.

RDC-10 now accepts membership applications from private sector

(RDC-10), the highest planning and policy-making body in the region, is
now accepting applications for membership representing the private
sector.
Applicants for a private sector representative (PSR) must be Filipino citizen, of legal age, not disbarred by law to participate in government and the electoral processes, and a resident of the region in the last three years.
He/she must be willing and able to participate in all RDC activities with a proven track record in socio-economic development in the region.
The applicant must also not hold any government position and must not receive any remuneration from the government while serving as PSR to the RDC.
In addition, he/she must be nominated by an accredited Private Sector Organization (PSO).
Those interested must submit to the RDC-10 the required documents on or before May 3, 2013.
These include an accomplished the Private Sector Organization Profile Sheet (Form 1) and PSR Nominee Profile Sheet (Form 2), accomplishment report for the past three years, and Securities and Exchange Commission (SEC) Registration and Certification from any government agency or certification from mother institution.
Forms 1 and 2 are available at the National Economic and Development Authority (NEDA) Regional Office or can be downloaded from the NEDA-10 website www.norminet.org.ph.

RDC-X backs DENR Order on public land titling

DE ORO CITY, March 14 (PIA) -- The Regional Development Council (RDC),
Northern Mindanao has expressed its support to Administrative Order No.
2011-06 of the Department of Environment and Natural Resources (DENR)
“Prescribing the Guidelines for the Implementation of Public Land
Titling in Partnership with Local Government Units.”
Articulated during the 96th Full Council Meeting of the RDC last March 12, the Regional Land Use Committee (RLUC)-X pointed out that the support of the Council will ensure the successful implementation and compliance to DENR AO.
Further, RDC-X has enjoined the LGUs in the region to forge a partnership with DENR-10 and integrate the local titling activity into their programs in the following areas: Enactment of a local ordinance creating a local titling program, a titling office and adjudication teams and the provisions for manpower and other resources; Creation of a land information office to facilitate exchange of information, reconciliation and reconstruction of data from different local offices and national agencies in support of the titling program; and Creation of a cadastral council to act as an advisory group to be composed of the LGU itself, DENR and other relevant agencies and stakeholders, which shall provide plans and programs to assist beneficiaries in after-titling activities.
Pursuant to Executive Order No. 192 series of 1987, DENR was granted the power to promulgate rules and regulations necessary to facilitate public land titling and provide more efficient land titling services to the public.
Administrative Order 2011-06 promulgated on May 23, 2011 sets out the rules authorizing the LGUs to facilitate titling of public lands.
The AO states that the DENR recognizes the invaluable role of the LGUs in the attainment of its objectives to fast track the titling of public alienable and disposable lands, and the need to improve land administration and management at the local level.
The AO stated further that the DENR acknowledges the virtue of creating partnerships with LGUs for the proper implementation of its mandate through a Memorandum of Partnership Agreement aimed to develop an efficient and effective tenure security process.
With the issuance of said AO, the LGUs are now empowered to share responsibility with the national government in the land administration and management system within their territorial jurisdiction. (EOR/PIA10)

Mindanao youth participate in NYC stakeholders’ budget consultation

conducted on Tuesday a stakeholders’ budget consultation for Fiscal Year
2014 particularly involving the Mindanao youth.
Commissioner Gio Tingson said Mindanao is a crucial area for national budget. For this year, a bulk of the national budget is for Mindanao involving public works, classroom building and development in the area of Mindanao.
“Through this consultation process, we want to ensure that our stakeholders become aware of where and how the agency spends its annual budget,” added the Commissioner, head of the project.
Earl Saavedra, commissioner representing Mindanao, further said this island wide budget consultation is very important.
“Specifically, we want the Mindanao youth to be involved by guiding us in the essential budget process and how our resources can be properly utilized as a complementary effort to institutionalize youth empowerment and development.”
He added that, this bottom up budget approach allows the youth to be knowledgeable about the programs, projects and services that are given budget allocation at the same time give them sense of ownership. There are different needs in the different parts of the country.
The youth in Manila has different concerns compared to the youth here in Cagayan de Oro, he said.
The budget provided for the commission for the upcoming year is P80M.
According to Tingson, the aim of bottom up budget is not just for transparency but to empower youth in participation. We are focusing on crafting the project and by the end of the year we want to integrate all projects.
This was the second series of consultations that the NYC implemented with its stakeholders regarding its budget planning, in light with the Commission’s campaign and efforts towards Participatory Leadership and Governance.
Our strength is with the vast number of member youth groups in NYC said Tingson. As an inter-agency coordinating body, we create partnerships with other government agencies.
