DILG-10 exhorts LGUs to join International Coastal Cleanup
Day
CAGAYAN DE ORO CITY, Oct 5 -– The
Department of the Interior and Local Government (DILG) - Region 10 called on
local governments to participate in the International Coastal Cleanup (ICC) Day
on October 6 with the theme “Bayanihan Para sa Karagatan.”
The event encourages communities to cleanup, fix and conserve the environment as the country’s contribution to the worldwide environmental preservation efforts.
DILG-10 Director Rene K. Burdeos enjoined provincial governors, city and municipal mayors and punong barangays to ensure the participation of the public in cleanup activities in actual coasts and inland waters, such as rivers, streams and lakes in their areas.
During the cleanup, volunteers will record marine debris information in standardized data cards provided by ICC Philippines.
Local officials will help facilitate the reproduction, distribution and accomplishment of the data cards as well as providing materials and equipment for proper waste collection and disposal.

5,000 teachers celebrate World Teachers’ Day in Cagayan de

OROQUIETA CITY, Misamis Occidental, Oct
5 (PIA) -- Some 5,000 Department of Education (DepEd) teachers from the
different regions of Mindanao are expected to join in the Grand World Teachers’
Day (WTD) Celebration today in Cagayan de Oro City.
The celebration will begin with a motorcade at 6:30 a.m. from Rhodelsa Circle, to the Atrium of Lim Ket Kai Center in Lapasan, this city. It will be followed by a program at 8 a.m. and a simultaneous prayer for teachers.
Participants will be wearing t-shirts according to the official color of their regions or divisions following the Palarong Pambansa tradition.
Dr. Ingrid D. Racoma, schools division superintendent of the Bukidnon Division of Schools and chairperson of the Logistics Committee, said the activities of the day also include two sets of raffles for the teachers with cash prizes and a motorcycle at stake.
Racoma said ticket holders for minor prizes during the pre-raffle draw last October 3 must present the remaining part of their tickets in claiming their prizes until 3 p.m. of October 5, together with their DepEd identification documents.
Meanwhile, Dr. Gloria D. Benigno, regional director of DepEd 10 said, “We are gathering on this occasion the teachers, education and government officials to join us in commemorating this special day of teachers, whose immense contribution to our development we will celebrate.”
It will also be dedicated to unsung heroes, who beyond the call of duty have gone out of their way to help others rebuild their lives, after the destruction wrought by tropical storm Sendong.
On the other hand, all Supreme Student Governments and other school-based co-curricular clubs and organizations have been enjoined to also take part in the National Teachers’ Month (NTM) and WTD celebrations.
Signed by President Aquino, Presidential Proclamation No. 242 declares September 5 to October 5 of every year as the NTM.
This year’s NTM theme of “My Teacher, My Hero” aims to highlight the unique role, service and commitment teachers play in guiding families, strengthening communities, and building the nation.
The campaign also revitalizes the image of and respect for teaching as a vocation by increasing the public awareness on the value of teachers in Philippine society and national development.
The occasion calls on everyone to contribute in making the profession attractive and to give teachers the needed support and assistance.
The United Nation Education, Scientific and Cultural Organization has also designated October 5 of every year as World Teachers Day, which is a day to celebrate the central role teachers play in guiding the children, youth and adults through the life-long learning process. Automatic Weather Station built in Ozamiz City

OZAMIZ City, Misamis Occidental, Oct. 5
(PIA) -- An Automatic Weather Station (AWS) has been installed in Ozamiz City,
particularly, in Barangay Kinuman Norte, some 15 kilometers from the urban
center.
The Ozamiz City Disaster Risk Reduction and Management Council (OCDRRMC) has entered into a memorandum of agreement (MOA) with the Philippine Atmospheric, Geophysical and Astronomical Services Administration of the Department of Science and Technology (Pagasa-DOST) for its installation.
“The city needs a more accurate weather forecasting to help in the detection and prevention of would-be hazards like flooding and landslide, brought about by the current weather phenomenon,” Mayor Nova Princess E. Parojinog-Echavez, OCDRRMC Chairperson, said.
The AWS could help the city in aiding the agricultural sector and Pagasa-DOST in intensifying their forecasting network due to the strategic location of the city at the foot of the Mt. Malindang Ranges Natural Park, she said.
The Mayor said the AWS equipment can be used to provide reliable data and information on extreme weather and climate occurrences by measuring wind velocity, air temperature, air pressure, relative humidity and rainfall or precipitation.
Both the Pagasa-DOST and Ozamiz City Government have pledged to extend their full cooperation for the effective and efficient operation of the equipment.
Pursuant to the MOA, Pagasa-DOST shall identify the location/site where one AWS will be installed and provide technical orientation and facilitate the training of caretakers who will operate and maintain it to be assigned by the City of Ozamiz.
On the other hand, the City of Ozamiz shall also provide a space for the AWS for as long as it is needed in the operation and in the pursuance of public service, provided, that it shall retain the ownership of the land where the AWS will be constructed, regardless of the length of time it will operate.
Should DOST-Pagasa cease to operate it, the possession and administration of the said land shall automatically revert to the lot owner without any obligation to DOST-Pagasa.
The city government will also facilitate and coordinate the use of proposed site for the AWS, which needs to measure 12 m by 12 m and its fencing, as prescribed by Pagasa.
Moreover, the city government is tasked to promote the need for an environmental monitoring system in the community, especially for early warning system application; ensure that the equipment is protected and free from obstructions; and perform basic preventive maintenance of the AWS.
Ozamiz City should also report to Pagasa through the CDRRM Office, any damage(s) or losses that may arise to the equipment. (RCA/PIA10-Misamis Occidental)

PCGA takes lead in International Coastal Clean-up in Misamis

(PIA) -- The Philippine Coast Guard Auxiliary (PCGA) will take the lead in the
coastal clean-up in the province of Misamis Occidental on Saturday, October 6.
The International Coastal Clean-up (ICC)-Philippines will also conduct its 27th Annual Coastal Clean-up on the same day nationwide.
The PCGA will be coordinating all activities of the clean-up with its institutional partners, the Department of Education (DepEd), Department of Tourism (DOT) and the local government units (LGU’s), Chief Petty Officer Anecito W. Tero, Acting Station Commander, PCG Station, Ozamiz City said.
Meanwhile Tero said ICC is a volunteer-based initiative to reduce the impact of marine debris, which contributes to climate change and bio-diversity loss.
These volunteers have been mobilized as the “litter army” to clean the waterways and collect information on the source of debris for education and pollution prevention campaigns, each year.
To sustain this initiative, ICC-Philippines has invited volunteers to clean the waterways or esteros, shorelines, lakes, surface of adjacent seas and underwater areas.
Tero said some 600,000 people picked up more than nine (9) million pounds of trash (9,184, 427 lbs.), along more than 20,000 miles of coastline (20,775 miles), in last year’s Clean-Up.
On the other hand, the Ocean Conservancy’s ICC Data Card contains clean-up site data and information on the category of clean-up, to include coastal, inland waterway, rivers, streams, tributaries and lakes.
These include the beaches, shorelines, underwater and watercraft, such as power boats, sail boats, kayak or canoe.
Also included are the date and time of clean-up, distance cleaned, number of trash bags filled, estimated weight collected, length of time spent on the clean-up and the type of clean-up done in an area.
On the other hand, the data include information on the animals found entangled during the clean-up and the type of debris they were entangled with, such as, fishing line, fishing nets, balloons strings, ribbon, crab, lobster, fish traps, plastic bags, rope, six-pack rings, wires and other items. OWWA-10 joins National Maritime week celebration

The Overseas Workers Welfare Administration (OWWA) Regional Office 10
participated in this year's celebration of the National Maritime Week from
September 24 to 30 in support to the Filipino seafarers and the maritime
industry.
A motorcade followed by a floral offering and blowing of ships` horns, bloodletting, opening of ships and shipyard visitation were among the activities conducted here.
On September 28, OWWA-10 personnel joined officials of Barangay 13 for their clean -up activities in Isla de Oro, which is now uninhabited after it was flooded during Typhoon Sendong.
OWWA-10 also participated in the planting of lambago trees along the riverbanks in Isla Puntod in Barangay Balulang and in the symposium conducted by the College of Maritime Studies of the Capitol University.
With the theme, “IMO: One Hundred Years After Titanic”, this year’s celebration was spearheaded by the Philippine Coast Guard in cooperation with the PNP Maritime Group, Philippine Ports Authority (PPA), Maritime Industry Authority (MARINA), Philippine Overseas Employment Administration (POEA), Office of Civil Defense (OCD), Philippine National Red Cross (PNRC), Philippine Coast Guard Auxiliary (PCGA), and the Department of Environment and Natural Resources (DENR).
Several maritime schools, shipping companies, non-government organizations, harbor pilots and cargo handling firms also took part in the celebration.
Meanwhile, members of the Star of the Sea (SOS), an organization of seafarers and their dependents organized by the Apostleship of the Sea (AOS) held a separate celebration on the 17th National Seafarers` Day on September 30 in Iligan City.
A thanksgiving mass was led by Msgr, Leo Labiste after which a parade around the Port Area was held. A floral offering onboard a tugboat was also held in memory of those who perished or were lost at sea.
This was followed by a short program attended by the marine officers, vacationing seafarers, members and scholars of the SOS, maritime students, officials from the Philippine Ports Authority (PPA) and OWWA led by Iligan City Port Manager Noemi Calderon and Director Petrona M. Bergado, respectively.
The program was highlighted by the distribution of financial assistance to five scholars, all children of SOS officers. (OWWA-10/PIA-10)

Red Cross turns over 320 shelters for displaced families in Iligan

ILIGAN CITY, Lanao del Norte, Oct. 5 (PIA) –- Three
hundred twenty permanent houses were turned over to tropical storm Sendong
survivors at the Red Cross Village located at a four-hectare property owned by
the city government at sitio Mangga in Barangay Digkilaan, this city.
These houses worth P25.6 million were completed in three months through the funding support of the Qatar Red Crescent Society (QRCS) which provided 250 houses; 50 from the Australian Agency for International Development (AusAID); and 20 from the Philippine Institute of Civil Engineers (PICE).
The awarding of certificates of ownership of the shelters to the families was led by former Senator Richard Gordon, Philippine Red Cross (PRC) chairman and chief executive officer with Mayor Lawrence Cruz of Iligan City; Vice Mayor and PRC Governor Henry Dy; Secretary General Saleh Al Mohannadi (QRCS); Engr. Irvine Sumagang, president, PICE-Iligan; and District Engr. Marivel Frances Ong, Department of Public Works and Highways, District 2 Lanao del Norte Engineering Office.
Simultaneous with the occasion was the distribution of family starter kits which contains sleeping items and kitchen equipment to the beneficiaries. These kits were provided by QRS, AusAid, PICE, German Red Cross and Spanish Red Cross.
In his message, Mayor Cruz expressed his gratitude to the Philippine Red Cross and partner-donors for the assistance.
PRC Chairman Gordon thanked Mayor Cruz and members of the city council for the use of a city property for the project.
This project is a collective effort among PRC funding agencies, the local government and the beneficiaries. The houses were built through the Bayanihan efforts of the beneficiaries, said Gordon.
Gordon said, PRC has set up three water bladders, providing beneficiaries potable drinking water and constructed five shallow wells at the area. Through Red Cross' livelihood component, Gordon announced that each family will receive P5,000 as an investment capital.
“These houses would bring back the lost hope and dignity of the these families many of whom are still struggling to get back to normalcy,” expressed Chairman Gordon, adding, “We have to move on.” (lvg/PIA10 10-LDN)

DepEd-10 to conduct ALS A&E Test on Oct. 7

Qualified to take the ALS A&E Test are elementary drop-outs who are at least 11 years old and high school drop-outs who are at least 15 years old on or before the day of the test.
Also qualified are non-passers of previous ALS A&E tests, learners, completers of the ALS Program and youths and adults, who are in-school, but over-aged for elementary level or more than 11 yrs. old or for high-school level or more than 18 yrs. old.
The examination will be conducted by the Bureau of Alternative System (BALS) of DepEd and will also take place simultaneously, in Region 9, Region 11, Region 12, Region 13 and the Autonomous Region for Muslim Mindanao (ARMM).
The said test will be done in 205 schools divisions, nationwide, in 17 DepEd regional centers, Schools Division Superintendent (SDS) Jonathan Dela Peňa of the Misamis Occidental Schools Division, said.
Meanwhile, extension testing centers (ETC), such as, in prison camps, correctional, formation and rehabilitation centers but will be set up for the ALS A&E Test but will still be under the supervision of the Regional Testing Center (RTC) in the same schools division.
However, the test in the ETC will be conducted in the same manner as it is done in the RTC and shall be administered in the morning of the same testing day.
On the other hand, inmates who will take the ALS A&E Test shall not be brought to the RTC of the Division but take the test in the designated area inside the compound of the Bureau of Jail Management and Penology (BJMP).
Dela Peňa said the test registration, administration and certificate of ratings of the ALS A&E is free of charge and no payment shall be collected by anyone involved in the ALS A&E test. (RCA/PIA10-Misamis Occidental)
