MisOcc red tide alert not lifted in latest BFAR advisory

CAGAYAN DE ORO CITY, Misamis Oriental, June 18, 2012 (PIA) – Latest Shellfish Bulletin released by the Bureau of Fisheries and Aquatic Resources (BFAR) still posted Misamis Oriental among areas tested positive of the paralytic shellfish poison.

Shellfish Bulletin No. 14 released last June 4, 2012 also raised red tide alerts for shellfishes collected in Dumanguillas Bay Zamboanga del Sur; Marcielagos Bay in Zamboanga del Norte; Bataan coastal waters (Mariveles, Limay, Orion, PIlar, Balanga, Orani, Abucay and Samal); and Matarinao Bay in Eastern Samar.

Meanwhile, Balite Bay in Mati Davao Oriental now turned in positive results of the red toxin for the period.

BFAR 10 Director Visa Tan-Dimerin warned the public not to eat shellfish or alamang on these areas.

He said it not safe to be eaten, except for fish, squids, shrimps, and crabs provided it is fresh, clean and cleared of internal organs. (PIA 10)

Voluntary blood donation now in basic education curriculum

OROQUIETA CITY, Misamis Occidental, June 18 (PIA) -- The voluntary blood donation program has been added to the basic education curriculum of the Department of Education (DepEd), with Secretary Armin Luistro issuing DepEd Memorandum Order No. 96 to this effect. 

The Education Secretary, issuing this order last May 28, said topics in the learning materials of the subject will be integrated in the curriculum of the elementary, secondary, and alternative learning system (ALS) and soon in the K to 12 curriculum. 

He said the Philippines is a grant recipient of the Global Fund for AIDS, Tuberculosis, and Malaria and the Department of Health Central Office was chosen as the principal recipient for the Global Fund Round-6 human immunodeficiency virus (HIV) project. 

The project aims to maintain less than one-percent HIV prevalence in the country through scaling up HIV prevention treatment, care, and support through enhanced voluntary counseling and testing and improved blood safety strategies. 

In support of the National Voluntary Blood Services Program (NVBSP), the DOH-Global Fund Round 6-HIV Project also funded the development of learning materials on voluntary blood donation. 

These learning materials were developed in 2009-2010 with the help of experts in the areas of Science, Edukasyong Pagpakatao (EP) Sibika and Music, Art, Physical Education, and Health (MAPEH). 

Secretary Luistro said teachers will play an important role in the implementation and the utilization of the learning materials. 

A team from DepEd and the DOH will be visiting the divisions and school, nationwide, to distribute and orient the end-users on the learning materials for free. 

Hence, information dissemination on NVBSP through advocacy activities is encouraged at the division and school levels, Secretary Luistro added. (RCA-PIA 10, Mis. Occ.)

Ganassi town hosts 1st Sarimanok Boat Racing in ARMM

MARAWI CITY, Lanao del Sur, June 18 (PIA) -- Hundreds of spectators gathered at Lake Lanao in Ganassi town to witness the first-ever Sarimanok Boat Racing in the Autonomous Region in Muslim Mindanao (ARMM), hosted by the municipality of Ganassi last weekend. 

The event, anchored on the theme “One Paddle for Peace, One Race for Ranao” and started June 16, featured a clinic on dragon boat racing, followed by an exhibition from the members of Philippine Dragon Boat Federation (PDBF), who got seven world records and three world champions. 

The audience were also thrilled to see some race action from the 12 participating teams as they competed for the title of being the first Sarimanok boat racing champion. 

According to Ganassi Mayor Al-Rashid Macapodi, the Sarimanok boat race is an historic event not just for the municipality but also for the province, signifying the birth of the sport in the ARMM. 

"We conceptualized the Sarimanok boat race to encourage the sport among the Maranaos, advocate for cultural tourism, and develop Lake Lanao as one of the sports destination in Muslim Mindanao," he said. 

Instead of the dragon head and scales, the boats used in the race have the “Sarimanok” head, a legendary bird that has become a symbol of Maranao art. They were also decorated with an ornamental artwork of Maranaos called “Okir.” This design is usually found in woven or printed textiles, carved into wooden boxes, etched into knife or sword blades and handles, or into various brasswares. 

Macapodi further said the event was also aimed at providing alternative livelihood opportunities to the people of the lake by promoting Ganassi to be the center of Sarimanok boat-making in the region, hence, the municipal government launched its boat-making livelihood program during the event. 

For their part, members of the PDBF expressed appreciation to the Ganassi municipal government for inviting them to be a partner in the holding of the Sarimanok boat racing. 

“Rest assured the world champ paddlers will always be here to support your advocacy in promoting the sport in Mindanao, as well as, in redefining the image of province through sports and tourism,” expressed PDBF President Marcia Cristobal. 

Meanwhile, the team from the 51st Infantry Battalion was awarded as the first Sarimanok Boat Race champion finishing the race at the time of one minute and 22 seconds. Aside from receiving medals for being the best time holder, the team was also rewarded with a trophy and P20,000 cash prize. 

On the other hand, the 64th Infantry Battalion team won 1st place and received a trophy and P10,000 while the 2nd place went to the Black Renegade team who won a trophy and P5,000. The other nine teams were given P2,000 each as consolation prizes. (APB/PIA-10)

Diwat Nat’l Highschoo, Mis. Occ. relocates to safer ground

OROQUIETA CITY, Misamis Occidental, June 18 (PIA) -- Diwat National High School in Barangay Buenavista has transferred to its new location in Barangay Tusik, this town. 

School officials of said school thanked the provincial and local governments for their efforts in relocating them into safer grounds. 

The said transfer has been recommended by the Geohazards Mapping and Assessment Team of the Mines and Geosciences Bureau, Department of Environment and Natural Resources to the officials of the Department of Education in the province. 

This was because its former location in Barangay Buenavista was found to be very vulnerable to natural disasters, such as earthquakes, and strong rains and winds. 

Past occurrences show that even with the slightest earth movements, landslides easily occur in the area, sending big stones, rolling down to the classrooms putting the lives of the teachers and students in great danger. 

Having learned of the situation, Governor Herminia Ramiro has released the amount of P200,000, as initial assistance, in time for the school to relocate to its new school site during the opening of school year 2012-2013. 

Thus, the opening, cutting of ribbon, and blessing of the new schoolbuilding and school site took place on June 4, the first day of classes of SY 2012-20123. 

Parents of the students expressed their appreciation of the move to transfer the school to its new site, as they found it more safe for their children even when and earthquake occur while they are in school. 

“At least, the school administrators/teachers can now heave a sigh of relief,” Ralph Castillo, Diwat NHS principal said. 

Just recently, Education Secretary Armin Luistro has issued a directive to all school heads of DepEd to ensure that all the schools in their area of responsibility can withstand strong rains and strong winds.

NorMin shows positive revenue performance in 1Q -- NEDA

CAGAYAN DE ORO CITY, June 18 (PIA) -- Northern Mindanao showed a positive revenue performance for the first quarter of 2012 according to the National Economic and Development Authority (NEDA), Regional Office 10 when it presented to the members of the media the economic performance of the region last week. 

According to the NEDA-10, the region showed such performance during the first quarter as it posted P1.43 billion tax collections and P1.36 billion customs collections, which are higher by 26 and 18 percent, respectively, compared with the same period last year. 

Investments monitored by the Department of Trade and Industry (DTI) also amounted to P1.06 billion during the period, up by 41 percent compared to the same period last year. 

Coconut-based products consisting of coconut oil, oleochemicals, and desiccated coconut remained the region’s top export commodity comprising 58 percent of the regional total exports valued at $180.80 million. 

Unlike palay and corn production, which posted downward trends, matured coconut production in the region grew by eight percent reaching 421 million nuts during the quarter. Copra and green nut productions also went-up by nine percent and 20 percent, respectively. 

Average inflation rate, on the other hand, was at 4.5 percent, the peak being in January at 5.5 percent, and steadily going down through March to 3.7 percent. It was largely driven by the food and non-alcoholic beverages commodity group, which carries the biggest weight among the 11 commodity groups. 

Engr. Alan L. Olavides, chief of the Project Development Investment Programming and Budgeting Division of the NEDA-10, said the media forum is being conducted by NEDA once every quarter in recognition of the role and power of the tri-media in disseminating relevant information to target audiences. 

We are sharing information on regional development particularly the region’s economic performance and other current issues and events requiring widespread community support to promote social and economic change, he said. 

The resolutions passed by the Regional Development Council during its 93rd full council meeting and the priority programs of the Technical Education and Skills Development Authority for the year 2012 were also presented during the forum. (APB/PIA-10)

OWWA-10 leads celebration of Migrant Workers Day

CAGAYAN DE ORO CITY --- The Overseas Workers Welfare Administration (OWWA) in partnership with the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA) spearheaded the commemoration of the annual Migrant Workers Day Celebration last June 7, 2012 at SM Car Park Building, this city, with this year’s theme “OFW, sa Sipag at Galing, Bilib Kami Sa’yo.” 

The celebration started with a program which was highlighted by the reading of the messages of OWWA Administrator Carmelita Dimson by OWWA-10 Director Petrona Bergado and of DOLE Secretary Rosalinda Baldoz by DOLE-10 Regional Director Johnson Cañete. 

A total of P100,000 from the National Reintegration Center for OFWs (NRCO) was released for livelihood projects to ten displaced Overseas Filipino Workers (OFWs) who each received P10,000. 

Another P19,482.75 from various sponsors in Greece were given to five Tuloy-Aral beneficiaries who each received P3,896.55. The beneficiaries were dependents of OFWs who were survivors of Tropical Storm Sendong. 

Meanwhile, 365 OFWs and dependents availed themselves of services offered in a Medical Mission held with the help of medical personnel from the Misamis Oriental Provincial Health Office, Philhealth and St. Jude Optical. Of this number, 200 were victims of Typhoon Sendong. 

Aside from the medical mission, an information caravan was also conducted by the Social Security System, Pag-Ibig Fund, Land Bank of the Philippines, Philhealth, Department of Trade and Industry, Department of Foreign Affairs, Department of Agriculture, Technical Education and Skills Development Authority and Maritime Industry Authority, while lawyers from the DOLE Regional Coordinating Council offered free legal counseling services. 

Similarly, 15 graduates of the various training courses of the Balik-Pinay! Balik Hanapbuhay Program of the NRCO offered free services on haircutting, manicure, pedicure, massage therapy and skills demonstration on cross-stitching and fashion accessories making. 

Adding fun to the activity was a Videoke Singing Contest participated in by 16 OFWs and dependents. Cash prizes and scholarships from Informatics were given to the first, second and third prize winners while the non-winners received consolation prizes. 

Institutional partners such as Globe, SM City Cagayan de Oro, Informatics, Global Pinoy and BDO Unibank Inc. were in full support to the day-long celebration by giving away special prizes and freebies to lucky participants. (OWWA-10/APB/PIA-10) 

DILG to spearhead disaster preparedness confab

CAGAYAN DE ORO CITY --The Department of Interior and Local Government (DILG) in Northern Mindanao is set to undertake a disaster management and climate change adaptation conference dubbed Tapatan on Disaster Preparedness on June 21, this city. 

Anchored on the theme, “Katalagman: Atong Pangandaman,” this activity aims to increase awareness on the nature and management of disasters in order to develop a culture of preparedness among government officials and the public, said Atty. Rene K. Burdeos, Regional Director, DILG-10. 

Among the topics to be discussed are the impacts of climate change, the hydrometeorological and geohazards affecting Region 10, and the vital role of the local government units (LGUs) and other stakeholders in disaster preparedness. 

Interior and Local Government Secretary Jesse M. Robredo will be the event's guest of honor. 

The one-day affair is expected to bring together national and local government representatives, industry actors and other stakeholders, Burdeos said. (PIA10) 

Winning life’s battles is real freedom

CALAMBA, Misamis Occidental -- “Gaining independence is not only winning the battle from foreign rule but also gaining experience to stand and strive hard to win the real battle of life.” 

This was the message of Kristin Co Lim, President for Administration, College of Communication, Information and Technology (CCIT) of Calamba, who was the guest of honor, during the town’s 114th Independence Day celebration, last June 12. 

A teacher by profession, Lim also highlighted the important role that teachers play in molding the minds of the youths for good education and freedom from ignorance. 

Focused on the theme: “Kalayaan: Pananagutan ng Bayan Para sa Tuwid na Daan,” the celebration started with a foot parade around the Rizal Rotunda, followed by the raising the Philippine flag, wreath-laying at the Rizal Monument and singing of the Calamba March at the Municipal Quadrangle. 

Meanwhile, Dr. Luisito B. Villanueva, Jr., MNSA, Municipal Mayor, in his welcome address, highlighted the importance of independence for the Filipinos as well as for the “Calambahanons.” 

He said the date June 12 is one of the most significant dates in the Philippine History and also for the Filipinos all over the world, as it marked the release of our country from the Spanish rule. 

“Our celebration today is a way of expressing our gratitude for the heroes who sacrificed their lives for the love and freedom of the country, that led us to be independent,” the Mayor said. 

Although the Calambahanons in Misamis Occidental never experienced fighting for our independence, we have showed the world that we have understood how our forefathers fought for our country, he said. 

One of these heroes was Dr. Jose Protacio Rizal, who was born in Calamba, Laguna on June 19, 1898 and from whose birthplace, the town was named as a way to honor him for his contribution that led to the proclamation of Philippine independence from the Spain. 

The celebration was joined in by the municipal officials led by Vice Mayor Jesus C. Enerio and members of the Sangguniang Bayan (SB), Philippine National Police (PNP), 5th Infantry Battalion, Philippine Army (PA) and the Knights of Columbus (KC). 

Also present were the elementary and secondary teachers, faculty and staff from the public and private schools, such as, the CCIT, Misamis Computer College (MCC), Sacred Heart College (SHC) and employees of the Misamis Occidental Electric Cooperative Inc. Check schoolbuildings to withstand heavy rains – DepEd Sec.

OROQUIETA CITY -- All school heads of the Department of Education (DepEd) have been directed to ensure that the school buildings in their area of responsibility (AOR) can withstand heavy rains and strong winds. 

This directive of Education Secretary Armin A. Luistro had been relayed to the heads of the 16 districts under the Misamis Occidental Schools Division (MOSD), in the wake of threats brought about by tropical storm Butchoy, SD Superintendent Jonathan Dela Peňa said. 

Dela Peňa said the DepEd personnel of MOSD have been directed to implement a disaster preparedness plan to prevent the loss of lives and properties during the occurrence of natural disasters, such as typhoons, flooding, landslides, and tornadoes, among others. 

To ensure the safety of schools before, during, and after emergency, and to enable the learners' continued education, school personnel should be able to anticipate risks of natural and man-made hazards, he said. 

The plan must be aimed at addressing underlying drivers of disasters, such as, the poorly built school structures and little knowledge of teachers about risks and skills in risk reduction. 

The plan must also aim to address the low capacity of teachers and administrators in disaster preparedness and responses and the lack of warning mechanisms and absence of risk assessments. 

Likewise, actions had to be taken to mitigate the effects of disasters, specifically in areas where damages of disasters are mostly evident and where effects to children are strongly felt, Dela Peňa said. 

Meanwhile, he said, single level schools built at ground level may be anchored by guy wires to strengthen the stability of the structure as a mitigating measure from rains. 

Textbooks, teaching manuals, school records, and school equipment, such as fax machines, laptop computers, television (TV) sets, video compact recorders (VCR), as well as, science equipment, etc. should also be stored at a safe place, preferably, on an elevated room to ensure protection from rain or flood. 

Teachers must also learn about typhoons and other weather disturbances, their signs, and warnings, effects and dangers; and how to protect the school children, records, and school properties. 

In relation to this, teachers must educate the school children on preparedness for tropical cyclones and regularly conduct school disaster response drills or simulations. 

He also said schools must observe strictly the DepEd policies on the suspension of classes or invoke school-based decisions in coordination with the local government units (LGU’s). 

Moreover, schools are encouraged to involve the students, their, families and their communities in preparing for disasters, for this is an effective method of raising their awareness about risk reduction, Dela Peňa added. (PIA 10, Mis. Occ.) 

NorMin PARCCOMs hold 25th Regional Convention

CAGAYAN DE ORO CITY -- The Provincial Agrarian Reform Coordinating Committees from the provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental held their 25th Inter-PARCCOM Convention in this city last May 30-31. 

Gracing the event, with the theme “Empowering the PARCCOM to sustain the gains of the CARPER beyond 2014,” was Misamis Oriental Governor Oscar Moreno, who took the occasion to thank the Department of Agrarian Reform (DAR) and lauded its efforts in the transformation of Sitio Lantad, a New People's Army (NPA)-enclave in the late 1980’s into, a successful community that earned for the provincial government a Galing Pook Award for 2011. 

Moreno, a former legislator, said that when he was still in Congress, his colleagues always allocated a small budget for the DAR, rendering the agency helpless and ineffective in implementing the Comprehensive Agrarian Reform Program (CARP). Nonetheless, he expressed his appreciation to the DAR for being at the forefront in countryside development and able to deliver the mandate amidst the constraints. 

DAR-10 Regional Director Felix Aguhob, in return, handed a plaque of appreciation to Moreno for his continuing support to the program. 

RD Aguhob then presented the status of the CARP implementation in Northern Mindanao for the information and guidance of the PARCCOM members. 

Section 44 of Republic Act 6657, otherwise known as the Comprehensive Agrarian Reform Law, created the PARCCOM to coordinate and monitor the implementation of the Comprehensive Agrarian Reform Program (CARP) in the provincial level. It further mandates the PARCCOM to provide information about Presidential Agrarian Reform Council (PARC) guidelines on CARP and the progress of its implementation. 

Provincial Agrarian Reform Officer Zoraida Macadindang of Misamis Oriental thanked all the guests, which included representatives from the Department of Agriculture, Department of Environment and Natural Resources, PARC, Land Registration Authority, Land Bank of the Philippines, and Armed Forces of the Philippines for their active participation especially during the open forum. 200 GSIS scholarships open to members

CAGAYAN DE ORO CITY (PIA) -- The Government Service Insurance System (GSIS) is reminding members that the deadline for the filing of application for the enhanced GSIS Scholarship Program (GSP) is on June 30. 

Ma. Luz Ilano-Briones, GSIS Cagayan de Oro branch manager, said the GSIS has 200 college scholarship grants for the school year 2012-2013 to help the dependents of its less privileged members earn a college degree from schools that provide quality education. 

She said all regular GSIS members with premium payments for the last six months and are currently employed in government with a salary grade of 24 or below are eligible to nominate a scholar for the program. 

Briones said the nominee must be a child of the member and an incoming college freshman accepted in any of the schools identified by the GSIS. 

The scholar will be entitled to the actual cost of tuition and miscellaneous fees not exceeding P20,000 and a monthly stipend of P2,000. He/she may also opt to take a four- or five-year course but must meet the scholastic requirements set by the school for student retention under the program.

‘Straight path is key to real independence’

ALORAN, Misamis Occidental (PIA) -- Schools Division Superintendent (SDS) Jonathan De Leon of the Misamis Occidental has underscored the need to follow the straight path in order to achieve true independence. 

He, however, said this is not an easy thing to do and entail lots of sacrifices when he spoke about "Kalayaan: Pananagutan ng Bayan Para sa Tuwid na Daan,” theme of this year’s 114th Independence Day Celebration, during a flag-raising ceremony in Aloran town, last June 12. 
The activity was attended by national and local government employees, community leaders, barangays officials, Department of Education (DepEd) personnel and students, among others. 

“For President Benigno S. Aquino, III, the straight path is the right direction. It is where decisions are made to protect the welfare of the people, look after the interest of the majority, put up a firm grip on principles and be faithful to the public servants’ sworn oath to serve the country honestly,” De Leon said. 

He also said “to achieve true independence, we should have a national and local government that prioritizes jobs that empower the people and provide them with opportunities to rise above poverty.”

"We should have an education system that answers the needs of the learners and the demands of the community making every learner a productive citizen in this country and an education that is the central strategy for investing in our people, reducing poverty and building national competitiveness," he added.
