The Department Of Social Welfare and Development (DSWD) Field Office 10 will soon has its new precursors in the five provinces of Northern Mindanao for its Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) implementation—the parent-leaders of the program.

The leaders are Pantawid Pamilya beneficiaries who were chosen by their fellow beneficiaries to lead organized groups of 25 parent-members each.

The parent leaders will lead the group in all meetings, develop rapport with the members of the assemblies; communicate regularly with the members of the community assemblies; follow up and monitor the receipt and use of payment of cash grants; follow up and monitor the attendance of household grantees in the community assemblies and family development education sessions; follow up and conduct home visits to households grantees who have not been attending community assemblies and disseminate information to household beneficiaries via the barangay bulletin board; and schedule community and general assemblies.

With the crucial functions of the parent-leaders in the implementation of the program, a total of 288 leaders from the region are undergoing roll-out training on capability building in order for them to strengthen their roles and equip them to be more effective as partners in the implementation.

The training, simultaneously done in Pryce Plaza Hotel, Pearlmont Hotel, and Hotel Koresco; all of this city, will end on May 10, 2012.

Arnold Jarn Buhisan, Regional Training Specialist, said Pantawid Pamilya aims to empower the beneficiary by equipping them with the skills needed in facilitation during meetings, documentation, and conflict solution.

He disclosed that the training is one way of making the grantees ready to adopt a self-sufficiency mechanism after they will graduate from the program.

The training is conducted once a year to all parent leaders since every year, the cluster needs to change their parent leaders to pass on the leadership skills.

Social welfare and Development Secretary Corazon Juliano-Soliman had earlier said that Parent-leaders are not passive beneficiaries of the program, they are shepherds of change and development because they assist their fellow beneficiaries in complying with the co-responsibilities and they encourage unity and cooperation among the community by strengthening linkages for peer support.

DAR and SUCs sign MOA for agrarian reform project in Region 10

CAGAYAN DE ORO CITY, Misamis Oriental, May 10 (PIA) -- The Department of Agrarian Reform has signaled all systems go for the implementation of the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) project in Region 10, after the signing of the memorandum of agreement (MOA) with partner state universities and colleges in Northern Mindanao recently.

DAR-10 Regional Director Felix Aguhob and ABAMIN Party-list Rep. Maximo Rodriguez witnessed the MOA signing between the Misamis Oriental State College of Agriculture and Technology (MOSCAT) and the DAR Provincial Offices in the region.

The signing of the MOA by MOSCAT President Dr. Rosalito Quirino and his counterparts PAROs Julio Celestiano of North Bukidnon, Zoraida Macadindang of Misamis Oriental, Ibrahim Marmay of Lanao del Norte and Henry Taladua of Misamis Occidental was held at the MOSCAT campus in Claveria, Misamis Oriental last March 29.

DAR-10 also facilitated the MOA signing between the Central Mindanao University (CMU) President Dr. Maria Luisa Soliven and PAROs Julio Celestiano of North Bukidnon and Engr. Norberto Paquingan of South Bukidnon as well as the MOA signing between Camiguin Polytechnic State College (CPSC) President Dr. Venus Lammawin and PARO Rodulfo Gamo of Camiguin.

Initially designed to be implemented for a maximum period of three years, ARCCESS was conceptualized and designed by the DAR as a government-led initiative for an intersectoral partnership to help improve the organizational capacities of participating agrarian reform beneficiaries organizations (ARBOs) in agri-enterprise development.

However, prior to the implementation of an agri-enterprise project, it is important to assess the opportunities available in the agrarian reform area where the enterprise will be based, as well as the needs and readiness of the agrarian reform beneficiaries organizations (ARBOs) as program recipients. Thus, DAR tapped government agencies and academic institutions, civil society organizations and private corporations or partnerships which, after undergoing a process of eligibility and accreditation, would be charged with the duty to provide a range of services that will improve the performance of the ARBO’s agri-enterprise, its access to markets, and its ability to compete against other markets.

MOSCAT, CMU, and CPSC have qualified to handle the needs assessment and design assessment for the identified agri-enterprise projects in the provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental. (Editha R. Salvador/DAR/PIA 10)
