MinDA launches Mindanao 2020 document

CAGAYAN DE ORO CITY, May 15 (PIA) -- The Mindanao Development Authority (MinDA) formally launched today the Mindanao Peace and Development Framework Plan for 2011-2030, also known as the Mindanao 2020.
The unveiling of the Mindanao 2020 Document was spearheaded by MinDA Chairperson Luwalhati R. Antonino and Australian Agency for International Aid (AusAID) Philippines Governance Adviser Sam Chittick during the opening preliminaries of the Mindanao Economic Policy Forum held at N Hotel, this city.
Secretary Antonino said the Mindanao 2020 is a holistic, integrative, and multi-dimensional plan that hopes to transform Mindanao into a peaceful, integrated, cohesive, and dynamic island-economy that will be at the forefront of the country’s sustainable development within the next 20 years.
She said the 20-year peace and development roadmap for Mindanao addresses various challenges and opportunities in the island-region not only within the context of securing peace amid a history of conflict but also in terms of harnessing its inherently rich economic potentials for the benefit primarily of Mindanawons.
MinDA created Mindanao 2020 through a process that took two years in the making. It has engaged the participation government, private sector, non-government organizations, civil society, academe, interfaith groups, women, and youth in the formulation of the plan. (APB-PIA 10)

CSC-10 intensifies anti-smoking campaign
CAGAYAN DE ORO CITY, May 12 (PIA) --- To promote health and wellness in the bureaucracy, the Civil Service Commission Regional Office 10 (CSC-10) will be conducting an anti-smoking symposium on May 18 at the Grand Caprice Restaurant, this city.
Dubbed “Race Towards A Smoke-Free Civil Service,” the symposium will be held in partnership with the Department of Health (DOH).
CSC-10 Regional Director Lourdes Clavite-Vidal said the activity aims to raise awareness on CSC Memorandum Circular (MC) No. 17, series of 2009, which adopts a 100% smoke-free environment policy and prohibits smoking in government premises, buildings, and grounds except for open spaces designated as smoking areas.
It also seeks to encourage dissemination of information to all sectors in the public service on CSC MC 17, s2009; CSC-DOH Joint MC No. 2010-01; and other laws and issuances protecting people from the harmful effects of smoking.

National greening project to headline DepEd activities
OZAMIZ CITY, Misamis Occidental, May 13 (PIA) -- The PNOY One Billion (1B) Trees Project will headline the activities of the Department of Education (DepEd), during School Year (SY) 2012-2013.
In a department order, Education Secretary, Br. Armin A. Luistro, FSC, said that tree planting activities will be held on Saturdays, beginning June 2012 until March 2013.
The SY 2012-2013 starts on June 4, 2012, the beginning of classes and ends on March 22, 2013, the last day of classes.
The PNOY 1B Trees Project” is DepEd’s commitment to support the National Greening Program (NGP) the Aquino Administration to protect the environment, said Rebonfamil Baguio, Asst. Superintendent of the Ozamiz City Schools Division.

NEDA-10 sees NorMin economy to grow 7-7.5% in 2012
CAGAYAN DE ORO CITY, May 12 (PIA) -- The economic growth of Northern Mindanao is expected to gather steam in 2012 and shall be within the range of 7-7.5 percent.
This, as more development projects and private investments are implemented in the region, National Economic Development Authority (NEDA) - Region 10 Chief Economic Development Specialist Engr. Cecilio Clarete said during the Macro and Development Administration Committee Meeting of the Regional Development Council (RDC), last week.
Clarete, who presented the macroeconomic sector of the 2011 regional development report, also reported that although the regional economy is believed to have slowed down in 2011, its economic growth last year is expected to have fared slightly better than the country average.
On the demand side, most of the growth come from private consumption which comprises three-fifths of the economy. The region also recorded a strong showing of agri-based exports in 2011, specifically the coconut-based products and processed food, he said.
He added that the region’s economic structure remained fairly balanced on the supply side with the services sector providing 38 percent share of the regional economy, and industry and services contributing a little more than 30 percent each.
Clarete also reported that the impact of Tropical Storm Sendong on inflation in December of 2011 and the first two months of 2012 was rather moderate as government pursued price controls on basic items. However, inflation is expected to increase in the second quarter of 2012 as price controls are lifted and rebuilding activities go full blast, he added.
Meanwhile, fiscal policy which started to be more expansionary towards the last quarter of 2011, has moved sideways as lower government spending was coupled with modest improvements on the revenue side.
According to Clarete, tax collections of the Bureau of Internal Revenue (BIR) in the region was higher by 14 percent compared to the P5.11 billion in the previous year, while customs collections registered a hefty 29 percent increase year-on-year to P5.1 billion, which is also higher than its annual quota of P4.9 billion.
He said the improvements in collections is reportedly due to the intensive implementation of Oplan Kandado, Run After Tax Evaders (RATE), and Run After Smugglers (RATS) programs.
On the other hand, most of the cities and provinces in the region has also achieved their annual targets for revenue collection from own sources with Gingoog City leading collection rate achieving 215 percent of target.
Cagayan de Oro, Iligan, Malaybalay, and Valencia among the cities, and Misamis Occidental among the provinces recorded over 90 percent collection rate. The rest of the cities and provinces achieved over 100 percent of target collection from own sources. (APB/PIA-10)

Production of crops, fruits and vegies in NorMin, up 44.70% in 2011
OZAMIZ CITY,Misamis Occidental, May 11 (PIA) -- A combined production of 8,774,530 metric tons (MT) of industrial, non-food root crops, fruits and vegetables was recorded in Northern Mindanao, last year, higher by 44.70 percent compared to 6,063,790MT in 2010.
As reported by the Bureau of Agricultural Statistics (BAS), region 10, the industrial and non-food crops posted the biggest increase from 2,602,899MT to 5,127,972MT or 97.01 percent.
In turn, among the industrial crops, sugarcane posted the biggest increase, from 2,549,197MT to 5,068,828MT or 98.84 percent, followed by the palm fruit, 18.74 percent, rubber, 5.09 percent, “tuba,” or coconut wine, 4.11 percent and abaca, 3.22 percent.
However, production of cashew, cacao and coffee declined by 35.80 percent, 28.49 percent and 1.65 percent, respectively, Engr. Carlito Baclayon, Regional Statistics Officer of BAS-10, said.
Likewise, production of root crops also increased from 509,348MT or 590,935MT or 16.02 percent, with cassava posting the biggest increase of 16.68 percent, followed by ginger, 6.74 percent and camote, 6.07 percent, except for peanuts which declined by 5.45 percent.
Baclayon said the production of fruit crops also went up, from 2,846,915MT to 2,948,037MT or 3.55 percent, with pineapple and bananas posting increases of 8.63 percent and 1.37 percent, respectively.
The rest of the fruit crops, however, posted negative production: lanzones, down by 77.57 percent, mangosteen, down by 62.66 percent, papaya, down by 27.53 percent, and rambutan, down by 27.21 percent.
Also with negative production were: mandarin, down by 24.34 percent, watermelon, down by 9.0 percent, durian, down by 7.90 percent, mango, down by 5.52 percent, and calamansi, down by 0.67 percent.
Meanwhile, production of vegetables increased from 104,629MT to 107,585MT or 2.83 percent, with broccoli posting the biggest increase of 15.54 percent, followed by ampalaya, 8.23 percent, eggplant, 8.12 percent, cauliflower, 8.09 percent and pechay, 7.48 percent.
The following vegetables also posted increases in production: okra, 6.59 percent, squash, 6.46 percent, gabi, 6.21 percent, stringbeans, 5.39 percent, pepper, 5.37 percent, lettuce, 3.36 percent, habichuelas, 2.92 percent, tomato, 1.23 percent, gourd, 0.42 percent, and cabbage, 0.28 percent.

Erring employers charged for violation of Pag-IBIG Fund law
CAGAYAN DE ORO CITY, May 11 (PIA) -- The Office of the City Prosecutor of Cagayan de Oro and Malaybalay recently executed two separate resolutions in favor of Pag-IBIG Fund in the criminal charges filed against PT Agricultural Resources, Inc. and United Valiant Group Services, Inc. for their failure to collect and remit the mandatory contributions due to their employees as well as the required employer counterpart.
After a thorough corroboration of evidences during the preliminary investigation, it was established that the aforementioned companies deliberately violated Republic Act 9679 which is also known as the Home Development Mutual Fund Law of 2009, according to a release from the Pag-Ibig.
As a result, the City Prosecutors Office of Cagayan de Oro and Malaybalay further recommended the filing of criminal charges before the Municipal Trial Court in Cities against the governing board of directors of these employers for non-compliance with RA 9679.
“The progress in these cases will absolutely give the Pag-IBIG members a moral boost and an assurance that the Fund will do everything to uphold their rights thereby giving them access to the benefits due to them.”, said Juliano S. Banghal, Pag-IBIG Fund Cagayan de Oro Branch’s Department Manager.
RA 9679 mandates the membership of all private and government employers and their respective employee’s in Pag-IBIG Fund, regardless of employment status or nature of employment, effective January 1, 2010. OFW entrepreneurs continue to benefit from assistance of OWWA, partners

CAGAYAN DE ORO CITY, May 11 (PIA) -- Overseas Filipino workers (OFWs) in Northern Mindanao continue to benefit from the entrepreneurial assistance extended by the Overseas Workers Welfare Administration (OWWA) and its Accredited Co-Partners (ACP).
Among the beneficiaries of this assistance is Gemma Lumantas, a former OFW who worked as a nurse in Riyadh, Kingdom of Saudi Arabia for nine years.
When Lumantas returned to the country, she decided to go into business and opened a cake business in Oroquieta City.
“I first applied for a P100,000.00 loan at the Peoples Eco-Tourism and Livelihood (PETAL) Foundation, Inc. to start my business. I used the loan to purchase tools and equipment. After paying it in full, I renewed my loan and PETAL Foundation increased my loanable amount to P200,000.00. I was then able to buy a multi-cab for my deliveries,” Lumantas said.
“I have already renewed my loan several times and the Foundation became my constant partner in my business,” she added.
The success of her cake business motivated Lumantas to expand her operations by accepting kiddie party packages. From an ordinary salary earner, she is now an entrepreneur and an employer, having provided fulltime jobs to five people in her locality.
PETAL Foundation, Inc. has been extending financial assistance for livelihood development to OFWs and their dependents in the province of Misamis Occidental for the past six years. CAGAYAN DE ORO CITY, May 11 (PIA) -- Overseas Filipino workers (OFWs) in Northern Mindanao continue to benefit from the entrepreneurial assistance extended by the Overseas Workers Welfare Administration (OWWA) and its Accredited Co-Partners (ACP).
Among the beneficiaries of this assistance is Gemma Lumantas, a former OFW who worked as a nurse in Riyadh, Kingdom of Saudi Arabia for nine years.
When Lumantas returned to the country, she decided to go into business and opened a cake business in Oroquieta City.
“I first applied for a P100,000.00 loan at the Peoples Eco-Tourism and Livelihood (PETAL) Foundation, Inc. to start my business. I used the loan to purchase tools and equipment. After paying it in full, I renewed my loan and PETAL Foundation increased my loanable amount to P200,000.00. I was then able to buy a multi-cab for my deliveries,” Lumantas said.
“I have already renewed my loan several times and the Foundation became my constant partner in my business,” she added.
The success of her cake business motivated Lumantas to expand her operations by accepting kiddie party packages. From an ordinary salary earner, she is now an entrepreneur and an employer, having provided fulltime jobs to five people in her locality.

CAGAYAN DE ORO CITY, May 10 -- Two Xavier University alumni and a current Computer Studies student have been chosen to participate in two prestigious national writers’ workshops this month.
Al Gerard de la Cruz, BS Development Communication major in Development Journalism class of 2009, and Eric John Villena, AB Sociology-Anthropology class of 2011, have been selected for the 11th Ateneo National Writers Workshop on May 21-25 at the Ateneo de Manila University sponsored by the Ateneo Institute of Literary Arts and Practices. De la Cruz and Villena will be participating in the English short story category.
Meanwhile, second year BS Information Systems student, Kristen Anne Senajon, will be joining the National Commission for Culture and the Arts 19th Iligan National Writers Workshop on May 14-18 at the Mindanao State University – Iligan Institute of Technology and Elena Tower Inn in Iligan City. Red Cross Village building starts
ILIGAN CITY, Lanao del Norte, May 11 (PIA) -- The construction of 385 houses for Typhoon Sendong survivors at the site called “Digkilaan Red Cross Village” has started after the groundbreaking ceremony last May 8, in Barangay Digkilaan, Iligan City.
The occasion was led by Iligan Mayor Lawrence Ll. Cruz and City Vice Mayor and Philippine Red Cross Governor Henry Dy and authorities from the Red Cross and Red Cross Movement from other countries.
The relocation site is a three-hectare lot situated at Purok Narra of the said barangay and is owned by the city government.
The Sangguniang Panlungsod of Iligan had earlier given Mayor Cruz the authority to sign a memorandum of agreement (MOA) on usufruct so that the property can be used to build the houses donated by the Red Cross from different parts of the country.

DTI to roll out Fiesta Diskwento Caravan
MALAYBALAY CITY, Bukidnon, May 11 (PIA) -- A Department of Trade and Industry (DTI) official said the agency would hold a “Fiesta Diskwento Caravan” (carnival discount caravan) this May 14 and 15 at the Freedom Park, as Malaybalay City celebrates the feast of San Isidro Labrador, the patron saint of good harvest.
Provincial Director Ermedio Abang said the DTI would be staging this event to help consumers avail of goods at discounted prices—especially as school year opens next month.
“The discount caravan will be of great help because it offers different basic products and services marked down by as much as 10% to 50%,” he said.
These products include rice, sugar, cooking oil, fresh vegetables, dairy products, canned goods, hotdog, fruit preserves, chips and pastries.
Other products include school supplies, bags, home decors, laundry soap, bath items, and medicines.
Famelah Villanueva, DTI public information officer, likewise, said that aside from selling goods at discounted prices, the Fiesta Diskwento Caravan could also serve as a venue for other service-oriented activities conducted by other government agencies.
“The Technical Education and Skills Development Authority’s (TESDA) certified masseurs, for example, would also offer services such as massage and reflexology to the public at only P50,” she said.
Currently, DTI records show that at least eight food manufacturers, local government units and concerned government agencies namely Cagayan de Oro Oil Company, Virginia Foods Inc., Highland Fresh, Bukidnon Sugar Milling Company, National Food Authority, MCFRICI Foods, Glorious Catering, and Botika ng Barangay, enlisted their participation.

Philippine women’s football team train Lanao Norte kids
TUBOD, Lanao del Norte, May 14 -- To inspire Lanao del Norte kids to learn and love the world’s most popular sport, football, the Philippine women’s football team better known as the "Malditas" are now in Mindanao Civic Center (MCC) Sports Center, Tubod for a six-day football clinic.
Around 500 elementary kids with ages ranging from 5- to 11-year-olds are expected to participate in the first-ever football camp here in the province.
The training is divided into different batch of trainees from various elementary schools of Kolambugan, Kauswagan, Baroy, Lala, Kapatagan, Linamon, Bacolod, Maigo, and Tubod totaling to 493 students and 53 local coaches.
This summer project was conceptualized and initiated by Sittie Aminah Dimaporo under the Kabataan Sigurado program of the provincial government. Dimaporo, who is a well-known sports enthusiast, was also a former point guard and power forward of the De La Salle University Lady Archers.
“Football is such a great sport especially for us Filipinos. With the right talent and passion for the sport, we could definitely compete against the best in the world,” Aminah noted.
Lending also their assistance to the clinic are the congressional representatives of the first and second districts, Imelda Quibranza-Dimaporo and Fatima Aliah Dimaporo.
The football clinic is scheduled to run from May 10 to 15 at the MCC football field, facilitated by Malditas’ coaches.
“I am so thankful to the provincial government for having us here. Lanao del Norte is really a beautiful place,” expressed Coach Red Avelino.
Also helping in the sports training program are the coordinators of the Provincial Community Affairs Office and the staff from the Provincial Information Office.

The program is also intended to provide relief to delinquent borrowers through condonation of accumulated penalties

Education Secretary Armin A. Luistro, FSC, issued the School Calendar for SY 2012-2013 to synchronize all core events and teaching-learning activities in order to maximize the use of the required 200 school days, Rebonfamil Baguio, Asst. Superintendent, Ozamiz City Schools Division, said.
This will then include the 180 days to be used for non-negotiable teacher-pupils/students contact time and the five days In-Service Training (INSET) break and parent-teacher conference, he said.
Private schools, however, may deviate from the School Calendar, as long as they will not start their classes earlier than June 4, 2012 and not later than the last day of August, this year, as provided in Republic Act (RA) No. 7797 entitled “An Act to Lengthen the School Calendar from 200 Days to Not More Than Two Hundred Twenty-Two (220) Class Days.”
Schools may also observe national and local celebrations/activities and holidays, provided that the total number of school days is maintained and make-up classes shall be conducted to compensate for the school days spent for such activities.
Meanwhile, Secretary Luistro, per DepEd Order No. 26, series of 2012, has issued the following guidelines for the schools to conduct in preparation for the opening of classes for SY 2012-2013: early registration of pupils/students in the schools where they wish to study held last Jan. 29; and National Schools Maintenance Week (Brigada Eskwela) on May 21-26, to enable the community and the school to prepared their facilities and In-Service Training (INSET) activities to be held a week before the opening of classes.
Likewise, as part of the opening rites, all schools are expected to conduct a general assembly for the purpose of orienting stakeholders on the curriculum and co-curricular programs and ancillary services lined-up for the year in support of learner development and continuous improvement of school outcomes.
For the secondary level, the general orientation shall include a career exposure program for the first- to third-year students to acquaint them with the various career pathways, which they wish to pursue.
For the fourth-year students, schools are encouraged to conduct Career Guidance Program in preparation for the careers or courses they prefer to pursue after high school.
On the other hand, the school year will be divided into four quarters: 52 days each for the 1st and 2nd quarters and 50 days and 46 days, for the 3rd and 4th quarters, respectively.
A mid-term break will be observed at the end of the 2nd quarter to appraise individual-teachers and their collective performance, and on this basis, conduct INSET activities, in support of continuing professional development.
Christmas break, as indicated in the school calendar, will begin on December 22, Saturday, and classes will resume on January 3, 2013, Monday.
Summer classes will begin on April 15, 2013, and ends on May 27, 2013, which is the last day for the final examination.

OWWA-10 opens Arabic language and culture familiarization course
CAGAYAN DE ORO CITY, May 14 (PIA) -- Arabic Language and Culture Familiarization is now one of the courses that overseas Filipino workers (OFWs) can avail of under the Comprehensive Pre-Departure Education Program (CPDEP) of the Overseas Workers Welfare Administration (OWWA).
The Program is OWWA’s response to address the needs of the vulnerable groups, especially the household service workers (HSWs).
"It aims to educate OFWs and prepare them for their working environment abroad where the culture and language are entirely different from that in their own country," said OWWA-10 Regional Director Petrona Bergado.
The OWWA also announced that it has fully decentralized its Pre-Departure Orientation Seminar (PDOS) in the region. The PDOS covers general orientation about the country of destination, migration realities, work contract, health and safety, and managing finances. It is held on a weekly basis at the OWWA-10 Regional Office.
Early this month, the first batch of 25 trainees finished the one-day PDOS and the three-day intensive training under the CPDEP. These trainees were hired by three different local recruitment agencies. Three of them are leaving for Dubai, United Arab Emirates while the other 22 workers are bound for Kuwait.
Meanwhile, ready-to-leave HSWs who hold regular Philippine passports, have already signed employment contracts, and have been issued working visas by their countries of destination, are qualified to attend, provided that they are properly endorsed by their local agencies to OWWA-10. XU grad gets byline in The New York Times

CAGAYAN DE ORO CITY, May 14 -- Having written for Business World, the Doha Centre for Media Freedom, and various websites and blogs, Al Gerard de la Cruz can now add The New York Times to his impressive resume of published works.
Gerard, a graduate of Xavier University where he majored in development journalism in 2009, recently had his article about the blossoming of upscale subdivisions in Bukidnon published in the Great Homes and Destinations section of the award-winning American daily newspaper.
This good news came on the heels of Gerard being chosen as a writing fellow for the 11th Ateneo National Writers Workshop this May at the Ateneo de Manila University. He will participate in the English short story category together with another XU alumnus, Eric John Villena.
As a student, Gerard was an associate features editor of The Crusader Publication, XU’s official student paper. He was also shortlisted in the Philippine Speculative Fiction 5 anthology of short stories.

PNOY 1B Trees Project to headline DepEd’s core of events for SY 2012-2013

OZAMIZ CITY, Misamis Occidental, May 12 (PIA) – The PNOY One Billion (1B) Trees Project will headline the activities of the Department of Education (DepEd), during School Year (SY) 2012-2013.
Education Secretary, Br. Armin A. Luistro, FSC, specified per DepEd Order No. 26, s. 2012, in the School Calendar for the incoming SY, the implementation of the project by all the schools in the country on Saturdays, beginning June 2012 until March 2013.
The SY 2012-2013 starts on June 4, 2012, the beginning of classes and ends on March 22, 2013, the last day of classes.
“The PNOY 1B Trees Project” is DepEd’s commitment to support the National Greening Program (NGP) of President Benigno S. Aquino III, to protect the environment, Rebonfamil Baguio, Asst. Superintendent of the Ozamiz City Schools Division, said.
It will be about tree planting, tree rearing and tree growing activities and will involve not only the pupils and students, but also the teachers, parents, and other stakeholders in the community. Baguio added.
Meanwhile, Secretary Luistro’s order outlines the following school activities and core of events/celebrations mandated by law for SY 2012-2013:
For Year 2012:
May – “Brigada Eskwela” or National Schools Maintenance Week (May 21-26) and the In-Service Training (INSET) Planning Week.

BALIANGAO, Misamis Occidental, May 13 (PIA) – Some Php7.06 million has been scheduled for the implementation of 20 projects under the 2012 Annual Investment Plan (AIP) of the local government unit (LGU), here.
Of this amount, Php6.85 million or 97.03 percent has been programmed for maintenance operations and other expenses (MOOE) while Php210,000 or 3.07 percent has been programmed for capital outlay.
Particularly, about Php3.95 million or 55.98 percent has been programmed for projects on social development, Php2.86 million or 40.48 percent on economic development and Php250,000 or 3.54 percent for environment management.
Funds for the project will be sourced from the LGU’s 20% Development Fund, Mayor Svetlana Jalosjos-De Leon of Baliangao said.
Meanwhile, Mayor De Leon said the construction and improvement of potable water supply systems and implementation of water sanitation (WATSAN) in keeping with the Medium Term Development Goals with a total amount of Php1.0 million topped the list of the projects under the social development sector.
The other projects under the sector are as follows: Assistance/improvements of multi-purpose barangay hall, health centers, day care centers and schools.
Establishment of manpower development centers for sports and youth development, sanitation and proper hygiene, garbage collection and disposal, assistance to indigent families, and maintenance of peace and order.
Rehabilitation of cultural sites and promotion of eco-tourism, maintenance of public plaza and payment of bills on public plaza, public market, street lights and multi-purpose hall, information access thru internet, and computer skills enhancement.
Mayor De Leon said the Livelihood, Eco-tourism, Agriculture and Fisheries (LEAF) Development Projects will be implemented under the economic sector that also include the
rehabilitation of local roads, public market, fish landing wharf and amortization of loan used to finance the development projects.
Likewise, falling under the environment management sector is the implementation of the Communiy-Based Coastal Resources Management (CBCRM) that includes the conduct of an information, education and communication system (IEC) on CRM, climate change and establishing and strengthening the municipal protected area and fish sanctuary. Bukidnon villages and HEDCOR sign MOA for hydropower project
KITAOTAO, Bukidnon, May 14 – The Hydro Electric Development Corporation (Hedcor) and barangay councils of Barangay Kipilas and Barangay Sinuda, in Kitaotao town this province, has recently signed the Memorandum of Agreement (MOA) for the proposed run-of-river Sita-Simod Hydroelectric Power Project.
Engr. Gregorio Jabonillo, Hedcor Vice President for Business Development, said the agreement cited Hedcor’s operations expansion, harnessing the water running from the Sita and Simod Rivers in Kitaotao town with a total capacity of 28.2 megawatts, which would somehow help to address power shortage in Mindanao.
“As stipulated in the agreement, qualified residents in the community will be given priority
for employment and training opportunities during the stages of construction and operations. Consequently, the workforce will be sourced out from the members of the host community to participate in the operation and maintenance of the proposed plants,” Jabonillo said.

In his message, Datu Roelito Gawilan of Barangay Sinuda said that the project is not only for Hedcror, but for everybody.
“The Manobo-Matigsalug tribes are in need of development, that’s why we welcome Hedcor. The signing of this agreement is a sign of strengthened relationship with one goal to pursue this project,” Gawilan added.
“At last, we have signed the MOA and we look forward to the completion of the project. I am hopeful that this project can help in the development and progress of the village,” Merlinda Gador, a well-respected leader of Barangay Kipilas, likewise, said.
With the leadership of Datu Roelito Gawilan of Barangay Sinuda and Merlinda Gador of Kipilas, the clearance to proceed to the next phase is ideally given to Hedcor after the signing.

OWWA celebrates 30th anniversary in NorMin

A thanksgiving mass celebrated by Archbishop Antonio J. Ledesma, S.J. at the San Agustin Metropolitan Cathedral ushered in the day-long activities followed by the unveiling of a photo exhibit at the OWWA-10 Regional Office.
Aside from the reading of the messages of Department of Labor and Employment (DOLE) Secretary Rosalinda Dimapilis-Baldoz and OWWA Administrator Carmelita Dimzon, the recognition program also included the release of livelihood loans and financial assistance to several overseas Filipino worker (OFW)-beneficiaries and dependents.
A total of P2.3 million in livelihood loans was released to three OFW-entrepreneurs under the 2B OFW Reintegration Program. Similarly, surviving heirs of five deceased OFWs received a total of P68,000 financial assistance under OWWA’s Education and Livelihood Assistance Program, while another one received a check for P100,000.00 representing benefits arising from the death of her husband.
A much applauded intermission number was also rendered by an OFW returnee with her teenage daughter, added meaning to the commemoration as it also coincided with the Mother’s Day celebration.

no less than DAR Undersecretary for Support Services Jerry E. Pacturan, Mayor Dexter B. Yasay, Provincial Agrarian Reform Officer (PARO) Zoraida Omar Macadindang, Al Hadja, LGU dignitaries and other DAR officials from the central, regional, provincial and municipal offices.
DAR, in partnership with the Philippine Center for Water and Sanitation (PCWS), trained 21 members of farmers’ organizations and residents of agrarian reform communities (ARCs) on how to construct, operate, manage and maintain low-cost potable water and sanitation system.
Out of the 21 CPWASH para-engineer graduates conferred with certificates of course completion, five (5) hails from Barangay Malanang, another 5 from Barangay Awang, two (2) from Barangay Tingalan and nine (9) from Barangay Nangcaon, all in the municipality of Opol, province of Misamis Oriental.
The CPWASH project consists of rain water harvester, biogas digester, iron removal filter, bio-sand filter and ram pump. These are low-cost, indigenous based materials and pro-poor technology aimed at improving access to water supply and proper sanitation services.
“Water is basic to life and providing low-cost water supply and technology is the main rationale of the project. The DAR lauds the LGU of Opol for its support by providing ample counterpart equity and thanks the community-based organizations that are very much willing to replicate the technology and capable of sustaining the operations and maintenance of the project,” PARO Zoraida O. Macadindang said.
Studies made by DAR showed that installing these indigenous water supplies will eliminate too much iron and bacteria present in most water wells in the rural areas. The device can also help reduce greenhouse emissions in the environment.
According to DAR Officials, the CPWASH project is being showcased in one barangay in a particular municipality per province nationwide. In the case of Misamis Oriental, one project was already launched in Villanueva, but through the request, united efforts, and perseverance of local DAR as well as the municipal and barangay officials in Opol, four (4) barangays of the municipality became recipients of components of the CPWASH project.

Participants came from the 22 municipalities of this fast-rising province known nationwide as the ‘Motocross Capital of the Philippines.’
In his message, Governor Khalid Dimaporo challenged the young residents of the province to take a more active role in the development and preservation of peace in Lanao del Norte. Dimaporo cited that the “strong participation of SK leaders in the congress is clear proof of the organization’s desire to be a catalyst for positive change and development in Lanao del Norte.”
This year’s theme, “The role of the Sangguniang Kabataan of the province of Lanao del Norte in promoting peace and development” was also amplified in the speeches of 2nd district Representative Fatima Aliah Dimaporo, Vice-Governor Irma Ali and Sittie Amina Dimaporo who spoke in-behalf of 1st district Representative Imelda Dimaporo.
The Sangguniang Kabataan is the youth legislature in every local village or community. They are in the age bracket of 15 to 18 years old during the time of election. They initiate policies, programs and projects for the development of youth in their respective political territories. The Chairman of the Sangguniang Kabataan acts as the Chief Executive of the Sanggunian (Council) while the Kagawad (Councilor) as the legislative council. The Kagawads approve resolutions of the Sanggunian and appropriates the money allotted to the council, a share in the revenue of the Barangay.
Adding color to the event were the SK leaders from Tubod, Salvador and Sultan Naga Dimaporo (SND) who showcased their dance skills and singing talents.
Mobiles phones and Samsung Netbooks were also given away to lucky winners in the raffle draw sponsored by some Sangguniang Panlalawigan members and the local DILG.
Another anticipated highlight of the province-wide congress is the concert by one of the country’s premier rock band “Imago” which was held on May 11, 2012 in the MCC gymnasium. (VNL & SMB/PIO-LDN)
Army marks hospital day

CAMP EVANGELISTA, Cagayan de Oro City, May 15 –- Camp Evangelista Station Hospital (CESH) is celebrating its hospital day today where the following services are being rendered: Circumcision; Immunization for infants; Feeding program for children with 3rd degree malnutrition; Digital Rectal Examination (DRI) for males aged 40 yrs old and above; Laboratory Examination (Fasting blood sugar screening and blood typing); Anti-Rabies vaccination for dogs; Body Mass Index determination; Minor Surgery and Tooth Extraction.
Col. Catherine N. Gosingan, Commanding Officer of the CESH, said this is a yearly activity of the army’s 4thInfantry Division conducted every May where beneficiaries are the soldiers, their dependents and those within the vicinity of barangay Patag, this city.
Emphasizing ‘Health is Wealth,’ this activity was supported in by the whole staff and employees of CESH, Rural Health Unit of Patag and the City Veterinarian Office.
Meanwhile, an awarding ceremony is being held for Private First Class Jose Pepe Saclapos, who was wounded in action during an encounter on May 13, at Salay, Misamis Oriental. His award will be given by MGen. Victor A. Felix at the Station Hospital for his gallantry in action during the said encounter.
MGen. Felix said this hospital day is for our soldiers, their families and most especially to their children.
In as much as we can, the government is taking care of our families just like the way we take care of our country. Do not get tired of serving the nation because we certainly will not get tired of serving your loved ones. LGU Ozamiz’ statement of receipts for 2012 amounts to Php442.81M

OZAMIZ CITY, Misamis Occidental, May 10 (PIA) –A total of Php442.81 million is expected to be collected from local and external sources by the local government unit (LGU) of Ozamiz for the year 2012.
Per Statement of Receipts (SOR) published in the Community Bulletin Board of the City Hall, the LGU’s local Tax Revenue will amount to Php77.88 million, while its Non-Tax Revenue will amount to Php65.73 million and External Sources to Php299.20 million by the end of the year.
The Tax Revenue, however, is expected to increase once the figures for the Special Education Fund (SEF), which is derived from one (1) percent of the Real Property Tax (RPT), will come in.
Meanwhile, the SOR data also show that the collection of the RPT will amount to Php18 million, and other local taxes to Php59.88 million.
On the other hand, collections of the Non-Tax Revenue, particularly, the License/Permit Fees will amount to Php10.567 million, other fees to Php3.7 million and Receipts from Economic Enterprises (REE), Php51.46 million.
Share from the National Tax Collection in the form of the Internal Revenue Allotment (IRA) also amounts to Php298.85 million.
Accordingly, share from the government-owned and controlled corporations (GOCC’s), specifically, the Philippines Amusement and Games Corp. (PAGCOR) and the Philippine Charity Services Office (PCSO) will amount to Php350,000.
In a related development, Mayor Nova E. Parojinog-Echavez said a total of Php429.81 million have been appropriated for the operations of the LGU) for this year.
Of this amount, Php272.51 million or 63.38% is for the current operating expenditures, Php58 million or 13.50% for special accounts and Php99.41 million or 23.12% for the non-office, statutory, contractual and long-term indebtedness.
Mayor Echavez said the appropriations is based on an estimated income of Php442.81 million leaving out an un-appropriated balance of Php12.89 million compared to the year’s appropriations of Php429.92M). (PIA-Mis. Occ.)
