PNoy allots 500k standby fund to all DWSD field office

CAGAYAN DE ORO CITY, April 27, 2012 – All Department of Social Welfare and Development (DSWD) field office will receive Php500, 000 worth of standby fund for disaster response.
The president announced this during his visit in the city today, April 27, at the Calanaan Relocation Site in Barangay Canito-an this city, to turn-over some 700 newly completed shelter units to families left homeless by tropical storm Sendong.
“This will facilitate faster disaster response and action from the government,” the President explained.
The President calls on the public to cooperate, especially those people still living in danger areas.
“Our country is a typhoon frequented spot, let us not wait for the disaster to strike before we act,” he said.
“We have been pushing reforms to strengthen our readiness to calamity and minimize its effects,” he added.
The Department of Science and Technology (DOST) is now embarking on a Nationwide Operational Assessment Hazards dubbed as Project Noah, a flood warning system that will install some 600 automated rain gauges and 400 water river census in all major rivers systems in the country.
Aquino further appealed to the public to help in guarding this equipment. (PIA 10)
PNoy to turn-over 700 permanent shelters in CdO
CAGAYAN DE ORO CITY, Misamis Oriental, April 26 (PIA) -- President Benigno S. Aguino will lead tomorrow the ceremonial distribution of the permanent shelters to 700 family-beneficiaries in Cagayan de Oro City displaced by tropical storm Sendong.
The first batch of relocatees of about 500 families will be transferred to the Calaanan Resettlement, Phase 3 of Canitioan Village and another 200 will also occupy the permanent shelter site in Indahag Phase I.
Department of Social Welfare and Development Office 10 (DSWD 10) Regional Director Atty. Araceli F. Solamillo said the transfer of bona fide beneficiaries from Tent City 1 to their assigned permanent houses in the Calaanan Relocation site has already started yesterday, April 25.
The core shelters are in quadruplex design (four units per quadruplex). Each unit measures 40 square meters and costs to about P70,000, with an additional funding of P40,000 from the National Housing Authority.

Lanao Norte barangays train for disaster preparedness
TUBOD, Lanao del Norte, April 26 -- The 78 participants from 20 barangays of the coastal town of Lala consisted the first batch to successfully complete the two-day disaster preparedness training at the Mindanao Civic Center complex.
Ten coastal towns have been identified to undergo the training starting April 24 until May 30.
The training is jointly spearheaded by the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and the Provincial Community Affairs Office.
"This is the fulfillment of Governor Khalid Dimaporo’s instruction to re-echo what we have learned at the provincial-level on disaster preparedness to the various communities in the province particularly those near the coastline,” according to PDRRMO Head Marlyn Trozo.
Among the identified municipalities are Linamon, Kauswagan, Bacolod, Maigo, Kolambugan, Tubod, Baroy, Lala, Kapatagan, and Matungao.
Each barangay will endorse five participants for the training which will discuss disaster prevention, emergency response planning, first aid, and basic life support.

Infantry division to enhance soldiers’ competence
CAMP EVANGELISTA, Cagayan de Oro City, April 26 -- Army’s 4th Infantry “Diamond” Division opened the Restructured Reenlistment Training (RRT) Class 03 at the Division’s Grandstand last April 24 here.
This training is undertaken by each soldier before they can be reenlisted again to the regular force, which they have to do every three years.
A total of 195 enlisted personnel composed the RRT CL-03. This is the third RRT conducted for this year and at present, 535 soldiers of this Division have already undergone this training.
This training is also known as Back-to-Basic Training which means that a soldier is again taught the basics of soldiery vital in the performance of their role as a combatant in the battlefield.
In the training, soldiers are taught Air-to-Ground Operations, Combat Life Saver, Immediate Action Drill, Communication Security, Mechanized Infantry Drill, Forward Observer, and Marksmanship. Likewise, they are reminded of upholding the individual rights of the people whom they swear to serve and protect.
The soldiers have to learn all of these in two weeks time before they go back to their respective units.

BFAR-Ozamiz conducts investment forum on bangus production

OZAMIZ CITY, Misamis Occidental, April 26 (PIA) -- An investment forum is being conducted by the Bureau of Fisheries and Aquatic Resources (BFAR) Region 10 for new players in aquaculture production in Misamis Occidental today, April 26 in Oroquieta City.
The forum is in line with the government’s goal of developing new areas for aquaculture of rearing fish in an enclosure of a water environment to increase fish productivity.
Regional Director Visa Tan-Dimerin of BFAR-10 said the activity is envisioned to consequently generate job for coastal communities and in support of the existing Lopez Jaena, Misamis Occidental Mariculture Park.
She said the forum is an offshoot to the successfully established 1st Northern Mindanao Mariculture Park in Balingasag, Misamis Oriental, which was launched in March 2007.
Another mariculture park in Lopez Jaena that sprawls a stretch of 313.26 hectares and presently has two existing model high-density polyethylene cages for production was launched in February last year.
Meanwhile, Gilda N. Abao, Provincial Fishery Officer of the BFAR-Ozamiz City, said testimonies and success stories in marine cage operations, and best practices at the Balingasag Mariculture Park, as well as the economics of the bangus fish cage technology, will be among the presentations during the forum.

MOELCI 1 to purchase energy from other sources
to solve generation deficiency in franchise area

CALAMBA, Misamis Occidental, April 26 (PIA) -– Negotiations are underway for the Misamis Occidental Electric Cooperative (MOELCI) 1 based in Barangay Magcamiguing, this town, to purchase energy load from another source, aside from the National Power Corporation.
This, to lessen the 17-hour electric power interruption, from 7:00a.m. to 12:00 midnight, that MOELCI 1 has imposed, on a rotating basis, in their franchise coverage which include the towns of Aloran, Lopez Jaena, Plaridel, Calamba, Baliangao, Sapang Dalaga, Concepcion and Oroquieta City in Misamis Occidental and Damasing, Rizal in Zamboanga del Norte.
This assurance came from Engr. Alquer Gooc, Technology Services Operations Manager of MOELCI 1, who said one has to understand our electric power system to be able to know what is causing the load curtailment that results to these rotating brown-outs.
He said there are three (3) components in the electric power system: the generation component where the hydro-electric power plants (HEP), the coal-fired plant and the solar plants belong and handled by the National Power Corporation.
The transmission component, where the National Grid Corporation of the Philippines (NGCP) acts as the system operator.
The distribution component where the electric cooperatives and the big factories who have power customer contracts with the NGCP act as distributors.
He said the total power plant capacity must be equal to or greater than the power customer contract to avoid load curtailments.
However, the present situation indicate that there is generation deficiency because of the recent shutdown of the Pulangi HEP for maintenance.
In this case, the daily load forecast of the distributors could not be followed, as they are advised by NGCP of the load to maintain for the day.
To illustrate, Gooc said if MOELCI 1 will have a load forecast of 8.5 megawatts for the day but their load to maintain per NGCP advise is only 3.5 MW, then it is for MOELCI 1 to schedule the load curtailment of the 5.0 MW deficiency within the period from 7:00 a.m. to 12:00 m.n.
"Thus, we have to rotate the brown-out among clustered areas in their franchise coverage to comply with the voluntary load curtailment (VLC), otherwise, they will be subjected to the manual load dropping (MLD) by NGCP," Gooc said.
He said MLD means that NGCP can shut down the power of a distributor for a certain period of time for not observing the VLC policy, which would be more of a loss to the power distributors.
“Once, NGCP has imposed the MLD on MOELCI 1 & MOELCI 2, which lasted for some 40 minutes and we do not want it to happen again, so we just have to comply with the VLC, and implement the load curtailment in certain areas for periods lasting from 2-3.5 hours,” Gooc added.

Ozamiz has highest participation rate in formal education system of region 10

OZAMIZ CITY, Misamis Occidental, April 27 (PIA) -- Ozamiz City posted the highest participation rate (PR) of 97.54 percent in the elementary and 75.07 percent in the secondary level of the formal education system of region 10, during the school year (SY) 2010-2011.
This was revealed by Regional Director Luz Almeda of the Department of Education (DepEd), region 10, who said PR is one of the basis and key indicators that reflects the children’s interest in going to school.
Almeda said an average PR of 90.04 percent in the elementary and 52.21 percent in the secondary level were noted in the formal education system of the region, which is composed of 13 schools division, during the previous school year.
The DepEd data on the Performance Indicators By Division For Both Elementary and Secondary, SY 2010-2011, also show the PR’s in the elementary level of the following:
Cagayan de Oro City, 97.42 percent, Tangub City, 96.72 percent, Misamis Oriental, 96.19 percent, Iligan City, 95.66 percent, Valencia City, 95.61 percent, Malaybalay City, 92.26 percent, Gingoog City, 91.27 percent, Oroquieta City, 90.08 percent, Bukidnon, 87.67 percent, Misamis Occidental, 85.28 percent, Camiguin, 82.91 percent, and lowest in Lanao del Norte with 77.49 percent.

CAGAYAN DE ORO CITY, April 27 (PIA) --The Department of Social Welfare and Development (DSWD) underscored the importance of strengthening ties with partners and stakeholders in the implementation of the Pantawid Pamilya program.
DSWD Assistant Secretary Camilo Gudmalin said the partnership of local and national government agencies, as well as, civil society organizations (CSOs) and non-government organizations (NGOs) is necessary to ensure the successful implementation and sustainability of the program.
Gudmalin cited this during the recent signing of memorandum of agreement (MoA) between the DSWD and 11 local chief executives of the new areas under the Set 5 implementation of the program in Northern Mindanao.
Under the partnership, local chief executives will ensure that education and health services required by the program are available and adequate for beneficiaries within the duration of the program. The will also designate permanent counterpart-Links to assist the DSWD hired Municipal Links and establish an efficient recording system in all health facilities that will allow faster retrieval of compliance data and the timely submission of compliance reports, among others.
The Pantawid Pamilya is a poverty alleviation program of the DSWD that provides conditional cash grants to poor households to improve the health condition of their children and also assist in meeting the educational needs of these children.
According to Gudmalin, the program aims to provide cash assistance to the poor to alleviate their needs and breaks the intergenerational cycle of poverty through investment in human capital. (Noralee Denise M. Lluch/PIA-10)

700 Sendong-displaced families moves to permanent houses

CAGAYAN DE ORO CITY, April 27 (PIA) --- Some 700 families who were displaced by the recent Tropical Storm Sendong will now move-in to their new houses.
This, after President Benigno S. Aquino III led the ceremonial turn-over ceremony of the newly constructed permanent shelters in Calaanan Resettlement Site Phase III, this city, today.
The shelters are in quadruplex design with four units per quadruplex, each unit measuring 40 square meters and costs around P70,000.
According to the Department of Social Welfare and Development (DSWD), some 500 beneficiaries were prioritized for the transfer in the Phase III of the Calaanan site, including the 200 families from Barangay Macasandig who were the first occupants in Indahag Phase I.
DSWD Secretary Corazon Soliman said the beneficiaries were identified through the Beneficiary Selection, Award and Arbitration Committee composed of the DSWD, the City Social Welfare and Development, the National Housing Authority, and representatives from non-government organizations, and internally displaced families.
She said survivors in no-build zones, with totally damaged houses, with small children, those whose head of households died or were incapacitated as a result of the disaster, among others were given priority in the selection process.
Meanwhile, 34-year old Anthony Cabanigan, one of the beneficiaries of the shelter units expressed gratitude to the President for not leaving them behind.
“Dako ang akong pasalamat sa atong Presidente tungod wala kami niya pasagdahi atol ug human sa dakong katalagman sa niaging tuig,” he expressed.
Cabanigan was formerly residing in Isla de Oro, one of the areas declared as no-build zones by the government. His family is currently staying at the Calaanan Tent City.
He also thanked the city government, all national line agencies and other organizations that extended assistance to them and helped in the construction of the permanent shelter units. (APB/PIA-10)

OZAMIZ CITY, Misamis Occidental, April 27 (PIA) – A total of Php5.15 billion was collected by the Bureau of Customs (BOC), region 10, last year, higher by 28.70 percent, over the customs collection of Php4.003 billion in the previous year.
The increase in collection could be due to BOC-10’s drive on anti-smuggling through the Run After Smugglers (RATS) program, as the agency was recently cited one of the seven ports nationwide that attained their collection target, Atty. Anjunereo C. Castigador, District Collector, BOC-10, said.
He said the highest collection of Php3.87 billion or 75.14 percent was posted by the Mindanao Container Port Terminal (MCPT) based in Tagoloan town, Misamis Oriental.
Next was the Port of Cagayan de Oro City (CDOC) with Php969.13 million or 18.81 percent, Port of Iligan City with Php314.27 million or 6.09 percent and Port of Ozamiz City with Php3.14 million or 0.06 percent.
In terms of growth of collections, however, the highest increase of 51.30 percent was posted by the Port of CDOC which had a collection of Php640.63 million in the previous year.
Again, this was followed by MCPT whose collections increased by 25.30 percent compared to its previous collection of Php3.08 billion and the Port of Iligan City, which also grew by 18.70 percent compared to its previous collection of Php264.69 million.
But collections for the year in the Port of Ozamiz City dropped from Php13.51 million to Php3.14 million or down by 76.70 percent.
Particularly, the 4th quarter collection grew by 25.10 percent, from Php1.15 billion to Php1.45 billion with the Port of Ozamiz City posting the highest increase, from Php209.97 million to Php753.93 million or 267.80 percent.
This was again followed by the Port of CDOC, from Php135.80 million to Php292.05 million or 115.10 percent and MCTP, from Php923.05 million to Php1.07 billion or 15.80 percent.
Likewise, collections in the Port of Iligan City during the period dropped from Php98.07 million to Php85.98 million or down by 12.30 percent.
This slow-down in customs collection in the Port of Iligan City, however, could be due to the pull-out of the vessels of Holcim Cement, Granex and San Miguel Corp., from their temporary use of the Philippine Ports Authority (PPA).
Vessels of these companies have gone back to their own private ports after repairs and renovation of the same have been completed, Castigador added. (PIA-10 Mis. Occ.)

Skills demonstrations and counseling by the Technical Education Skills and Development Authority (TESDA).
Entrepreneural coaching by the DTI and livelihood counseling and career and employment coaching by DOLE.
Meanwhile, Jose G. Robles, Provincial Head of DOLE-Mis. Occ. said the one-stop-shop will be preceded by a mass at the Holy Rosary Catholic Church, Oroquieta City at 6:00 a.m., followed by a motorcade around the main thoroughfares of the city at 7:30 a.m.
Expected to give their labor day messages are Mayor Jason P. Almonte of Oroquieta City and Governor Herminia M. Ramiro of Misamis Occidental, he said.
Robles also said the whole day activity will be held in coordination with the Mis. Occ Tripartite Industrial Peace Council (TIPC), the city government of Oroquieta, the Provincial Government of Mis. Occ. and the Mis. Occ. PESO Managers’ Association (MOPEMA). (PIA-10 Mis. Occ.)
PESO Iligan deploys 150 summer job students

ILIGAN CITY, Lanao del Norte, April 26 (PIA) — The Public Employment Service Office (PESO) here in Iligan is fielding poor but deserving students under the government’s Special Program for Employment of Student (SPES) this summer.
In tandem with the Department of Labor and Employment (DOLE), Iligan City District Office, PESO has started the summer job program on April 23, 2012.
Students would avail the 20-day period summer job until May 25, 2012, doing a man powering, resourcing, and profiling of skilled workers in their respective barangays, said PESO Manager Celso Fernando of Iligan.
Under Republic Act No. 7323, or the SPES Law, the local government unit-the participating partners in the program pay 60 percent of the salaries or wages of the beneficiaries, while the DOLE pays the balance of 40 percent through education vouchers. The City Government will be paying P200.00 per day rate.
The SPES program, administered by the DOLE's Bureau of Local Employment, serves as a 'bridging employment' program towards formal employment.
Through SPES, it is a work appreciation program that teaches students the value of work, giving them opportunity to earn through a short-term but gainful employment, Fernando said. (jm/lvgabule/PIA 10-LDN)
