TUBOD, Lanao del Norte, April 23 -– Thirty Two members of the Lanao del Norte Emergency Response Team successfully passed the grueling five-day Water Search and Rescue (WASAR) training organized by the Provincial Disaster Risk Reduction and Management Office (PDRRMO) on April 16 to 20, 2012.

“When tropical storm Sendong hit Iligan City, it really opened our eyes and made us realized that we need the WASAR training, that we need to have our own emergency response team, and that we need to purchase rescue equipment,” Governor Khalid Dimaporo explained.

Last 2011, the provincial government started implementing its disaster preparedness program in a bid to win the regional Gawad Kalasag award.

“Last year, our main objective was to win an award, but today it is to be better prepared for any calamities that may hit Lanao del Norte. Winning an award now becomes only secondary,” Dimaporo added.

The Provincial Emergency Response Team (PERT) is composed of provincial government employees, local police officers, members of the 35th Infantry “Makamandag” Battalion, and Red Cross personnel.

Under the WASAR course, participants learned of Disaster Management and Incident Command System, water rescue, and rubber boat operation.

The facilitators for the training include personnel from the Office of Civil Defense, Bureau of Fire Protection, Philippine Coast Guard, and Philippine Air Force Search and Rescue Squadron.

As their final test, the rescuers were required to perform a one-mile swim without any life vest. Participants had to swim from the middle of Panguil bay with its dangerous under currents toward the safety of Tubod harbor to compete their task.

GK, Xavier Ecoville yield 1st batch of formation grads


CAGAYAN DE ORO CITY, April 23 -- Two Hundred Twenty Six (226) residents in Xavier Ecoville composed the first batch of graduates who completed the seven-Sunday formation program organized by Gawad Kalinga.

Xavier Ecoville is the relocation and resettlement project in Lumbia of Xavier University for Tropical storm Sendong survivors in the city.

The graduation rites took place after the Sunday mass at Xavier Ecoville and the beneficiaries gathered in the multipurpose center and cheered, “Walang Iwanan!” vocalizing their spirit of oneness during the graduation ceremony.

Attendance to the formation program, facilitated by volunteers of Gawad Kalinga, is a requisite for all relocatees to Xavier Ecoville. It aims to strengthen the relationships of the residents and to introduce them to a set of shared values to be upheld in their new community, said Ma. Theresa Rivera, Xavier Ecoville community development committee head.

At the graduation, the graduates took an oath to take responsibility for one another as brothers and sisters in one community. Present in the event were the GK formation team, the camp management team under the direction of Estrella Borja and the Xavier Ecoville community development committee. The graduation lasted until evening as there were presentations and a shared dinner, again marking the values of being each other’s keeper.

Forum underlines role of media in attaining peace

MARAWI CITY, Lanao del Sur, April 23 (PIA) -- A peace communication forum held last week in Cotabato City has emphasized the big role of media in attaining peace.

“A minor skirmish can escalate into a major war because of irresponsible reportage,” said Carol Arguillas of MindaNews during the first Autonomous Region in Muslim Mindanao (ARMM) Peace Communication Summit held last week in Cotabato City where she discussed the role of media in promoting peace in the coverage of armed conflict.

She noted that many journalists who are covering armed conflict in Mindanao do not care about the impact of their stories.

Thus, she reiterated the need to focus on reporting not only the characters and context but most importantly on the repercussion of conflict.

Other speakers during the summit were Assistant Secretary Rosalie Romero of the Office of the Presidential Adviser on the Peace Process (OPAPP) who presented the updates on the peace process and the Payapa at Masaganang Pamayanan (PAMANA) program of the government, Consortium of Bangsamoro Civil Society (CBCS) Chairman Guiamel Alim who discussed the role of civil society organizations in peace communication and Prof. Arnold Molina Azurin of the University of the Philippines (UP) College of Anthropology who talked about changing the mindset to create culture of peace.

After the presentations, the participants broke into groups to discuss ways to improve news gathering and reporting on peace and conflict; the elements of peace communication that are acceptable to media, civil society organizations (CSOs), private companies and the government; building partnerships among media, news sources, and other stakeholders; and exploring alternative media to foster peace communication at the grassroots level.

The participants, mostly media practitioners and representatives from the academe and civil society, also expressed their support to the Open Government Partnership (OGP) in the ARMM by signing the multi-sectoral declaration of commitment pledging to promote transparency, help empower citizens, and harness the power of new technologies to make government more effective and accountable.

With the theme “Beyond Conflict, Political Coverage: Is There a Room for Peace Communication in Muslim Mindanao Reportage?,” the peace summit was aimed at finding ways to help reduce conflict in Muslim Mindanao through more responsible communication from all sides.

It was a collaborative undertaking of the Bureau of Public Information in the region (BPI-ARMM), the Communications Unit of the OPAPP, the Asia Foundation, the Australian Agency for International Development Program (AusAID) and the CBCS. (APB/PIA-10)


DoLE-10 is all set for 110th Labor Day celebration


CAGAYAN DE ORO CITY, April 23 (PIA) --- With the theme “Pagtutulungan, Pagbabago. Disenteng Trabaho,” the Department of Labor and Employment (DoLE) Regional Office 10 in coordination with the Tripartite Industrial Peace Council of Western Misamis Oriental-Cagayan de Oro (TIPC-WMOCDO) is all set to celebrate Labor Day on May 1.

Highlighting the celebration are three major activities that include a parade at 6:30 a.m. which will be participated by different labor groups, management sector, non-government offices and other government agencies; a Labor Day Program which will be done at the Capitol University Gymnatorium with Congressman Rufus B. Rodriguez, 2nd District Representative of Cagayan de Oro City as the keynote speaker; and Jobs Fair in SM Cagayan de Oro from 8:00 a.m.-5:00 p.m.

A ceremonial signing of the Voluntary Code of Good Practices for the Construction Industry and memorandum of agreement (MoA) signing for the out-of-school-youth technical vocational training in coordination with TESDA Regional Office 10 will be held during the program.

Livelihood Starter Kits for 25 displaced OFW’s in Western Misamis Oriental and Cagayan de Oro City amounting to Php380,800.00 will also be distributed.

Moreover, a launching of the Search for the 2011 Most Outstanding Employee (Supervisory and Non-supervisory categories) will likewise be held.

A total of 132 local and international agencies will be participating in the Jobs Fair where an estimated 1,500 local and 3,000 overseas vacancies are available.

Recognizing the participation of different stakeholders in the region and maintaining industrial peace with zero strike in years, the DoLE-10 will also give special awards to deserving participating companies during the parade such as The Biggest Delegation, Best in Uniform, Jolliest Group, Most Disciplined and the Most Number of Women Participants.

Earlier, Atty. Johnson G. Cañete, Regional Director, DoLE-10, has called on the participation of the various sectoral partners and people’s organizations to join the activity in order to attain the real essence of the celebration.

DoLE-10, NYC joins Earth Day celebration


CAGAYAN DE ORO CITY, April 23 (PIA) -– The Department of Labor and Employment (DoLE) Regional Office 10, led by Atty. Johnson G. Cañete in partnership with the National Youth Commission (NYC) Northeastern Mindanao Cluster joined the observance of the Earth Day through a tree-planting event held on April 22, in Sitio Cabula, Barangay Lumbia, this city.

Barangay Lumbia is DOLE’s adopt-a-barangay recipient under its Green Our DOLE Program (GODP).

During the ceremony, Eddie C. Cuaresma, NYC Northeastern Mindanao Cluster Head recalled how Tropical Storm Sendong has left a deep scar in the city particularly in sitio Cabula where the tree-growing site was located.

“It was the worst tropical storm that hit Cagayan de Oro City which claimed many lives and some hundreds missing. We hope that by planting these 1,000 Narra and Mahogany seedlings, flooding will stop in the future,” he said.

The NYC led the more than 150 participants from the other national government agencies, namely, the Department of Foreign Affairs (DFA), Armed Forces of the Philippines (AFP), Department of Environment and Natural Resources (DENR), Regional Tripartite Wages and Productivity Board (RTWPB), Local Government Unit of Cagayan de Oro City represented by Vice Mayor Ceasar Ian E. Acenas, Sangguniang Kabataan, City Environment and Natural Resources Office, Liceo de Cagayan University, non-government organizations and social partners in the tree-planting as commitment to environmental sustainability. Marawi health office enhances healthcare delivery

MARAWI CITY, Lanao del Sur, April 24 (PIA) -- The city government, through the City Health Office (CHO), is further enhancing its healthcare delivery system in order to improve the health status of its residents.

Dr. Faisal Idris, officer-in-charge of the CHO, said several health facility projects are on-going to ensure the availability and accessibility of health services.

“These include the construction of P13-million Marawi City Hospital in Barangay Bito Buadi Itowa and the creation of CHO-satellite offices in four distant barangays of the city,” he said.

According to him, the satellite offices are to be constructed in Barangays Timbangalan, Kapantaran, Amito, and Cabingan with an estimated budget of P3 million each.

Idris further said that the CHO has also implemented various initiatives responsive to the health needs of its people.

He said the initiatives involve the mobilization of the community, the academe, and religious leaders as partners in healthcare delivery.

“We have also successfully build alliance with multi-sector partners for TB control, as well as, strengthened ties with the private sector in order for us to reach more constituents,” he added. (APB/PIA-10)

Camiguin’s piece of paradise, once a fishing village, now offers a fantastic island experience.

The Mantigue Island Nature Park, gleaming with white beaches filled of powdery coral and surrounded by crystal clear water, is more of an adventure than a sight-seeing experience - one of the best when in Camiguin.

It lies only three kilometers off from barangay San Roque shore in the town of Mahinog.

The 15-minute motor boat ride gives an added thrill to the visitors and allows a great view of the water corals and surrounding seaweeds.

Aside from enjoying a great swim, guests may opt to take a walk in its dense tropical coast forest at the center of the nature park, which is filled with wild grass, wide variety of trees and plants often used as shelter by migratory birds and turtles seeking refuge in the island.

A part of its coast offers a pristine beach with soft white sand and shallow waters while on the opposite side is a deep drop-off suitable for diving and snorkeling. Along its underwater cracks, diving enthusiasts will be entertained by a wonderful view of sea anemones, stingrays, and variety of tropical fishes.

If one gets lucky, you might come across sea turtles, especially when these head back to the island’s coast to nest and lay their eggs.

The emergence of the island as an eco-tourism destination is seen to bring beneficial effects on its environment. Having been long declared as forest land, the government carried out an aggressive action and policy direction to protect Mantigue. (PIA 10)


30 beneficiaries receive starter kits from DOLE

CAGAYAN DE ORO CITY, April 24 (PIA) -- The Department of Labor and Employment (DOLE) Regional Office 10, through its Western Misamis Oriental - Cagayan de Oro City Provincial Field Office, released a total of P101,110 Kabuhayan starter kits to 30 beneficiaries from the municipality of Lugait, Misamis Oriental province.

DOLE-10 Regional Director Atty. Johnson G. Cañete handed the amount in check to Mayor Wellie G. Lim in a simple ceremony held at the Sangguniang Bayan Session Hall last April 19.

The Kabuhayan starter kits will consist of pedicure, manicure, and other beauty sets for the constituents as assistance necessary to promote and improve management of their livelihood.

“The municipality of Lugait has been successful in informal sector livelihood augmentation and employment. Lugait is the pilot municipality in various programs that DOLE grants and I am thankful that 70 percent of our success comes from your help,” said Mayor Lim.

IC, DoF hold three-day training on insurance advocacy

CAGAYAN DE ORO CITY, April 24 (PIA) -- As part of the nationwide micro-insurance literacy campaign to strongly push for the wider acceptance of micro-insurance among the informal and low-income sectors, the Insurance Commission (IC), along with the Department of Finance (DoF), is currently holding a three-day training on micro-insurance advocacy at the Mallberry Hotel Suites, here.

The training, which starts today and will culminate on April 26, aims to develop advocate-partners in promoting micro-insurance among key stakeholders.

Aside from the training, the Commission and DoF will also conduct the, “Magpaseguro Para Protektado: Advocacy Seminar on Microinsurance,” in the same venue on Friday, April 27.

The seminar is intended to provide basic information on the current initiatives on micro-insurance and the roles of government, the private sector, and development partners in promoting micro-insurance.

Specifically, the seminar will focus on the establishment of appropriate policy and regulatory environment that will encourage and facilitate the safe and sound provision of micro-insurance products and services.

It will also look at the salient features of the National Strategy Regulatory Framework for Micro-insurance and the various initiatives of the IC in providing an enabling policy and regulatory environment for micro-insurance.

The IC and the DoF are implementing various initiatives on micro-insurance, which are supported by projects under the Asian Development Bank-Japan Fund for Poverty Reduction and the German International Cooperation. (APB-PIA 10, Cagayan de Oro City)


Shellfish from Murcielagos Bay, Mis. Occ. is still unsafe to eat - BFAR

OZAMIZ CITY, Misamis Occidental, April 24 (PIA) – The Bureau of Fisheries and Aquatic Resources (BFAR) has warned that all types of shellfish from Murcielagos Bay, continues to be unsafe for human consumption.
The BFAR warning includes “alamang”” or minute shrimps, commonly called “uyap” or “uyabang,” in the local dialect. 
Hence, the public is again advised “not to harvest,” “not to eat,” “not to sell” and “not to buy” them, Atty. Benjamin F.S. Tabios, Jr., Officer-in-Charge of BFAR, said.
Published in BFAR’s Shellfish Bulletin No. 09, series of 2012, the warning was issued by after the latest laboratory results showed that the shellfish collected in the area have been found positive for paralytic shellfish poison that is beyond the regulatory limit.
However, said fish, squids, shrimps and crabs gathered from the area are safe for human consumption, provided they are fresh and washed thoroughly and their internal organs, such as, gills and intestines, are removed before cooking.
Also unsafe  to eat, the BFAR said, are the shellfish collected in the following areas: Dumanquillas Bay in Zamboanga del Sur, Matarinao Bay in Eastern Samar and Masinloc Bay in Zambales. 
Meanwhile, Gilda N. Abao, Provincial Fishery Officer of the BFAR-Ozamiz City, said  the following coastal waters have been found to be free from toxic red tides, therefore, the shellfish gathered from these areas are safe to eat:
Taguines Lagoon in Benoni, Mahinog, Camiguin Island, and Hinatuan, Bislig and Lianga Bays in Surigao del Sur. (PIA-Mis.Occ.)

OROQUIETA CITY, Misamis Occidental, April 24 (PIA) – A total enrolment of 1,056,201 in formal education from the pre-school to the secondary level in Northern Mindanao, has been noted last school year (SY).
This figure actually represent an increase of 5.16 percent compared to the total regional enrolment (TRE) of 1,004,367, from the pre-school to the secondary level in the region, in SY 2009-2010, Director Luz Almeda of the Department of Education (DepEd), Region 10, said.
She said enrolment in the public schools registered a total of 929,138 or 87.97 percent, and the private schools with 127,063 or 12.03 percent of the TRE.
In turn, enrolment in the public schools increased by 43,561 or 4.91 percent from the previous SY’s 885,577 while enrolment in the private schools increased by  8,273 or 6.96 percent from the previous SY’s 118,790.
Almeda said the increase in the public schools’ enrolment was attributed to the massive campaign of the school and barangay officials thru the “Balik Aral” and “Brigada Eskwela” programs conducted by DepEd before the opening of classes.
Particularly, enrolment in public schools registered the following increases: pre-schools by 25,015, from 32,087 to 57,102 or 77.96 percent, elementary by 13,693, from 628,842 to 642,535 or 2.18 percent and secondary by 4,853, from 224,648 to 229,501 or 2.16 percent.
The DepEd data also show that there were was a total of 3,186 schools in the region during SY 2010-2011, of which 2,381 or 74.73 percent were public schools and 805 or 25.27 percent were private schools
Likewise, there was a total of 28,395 teachers in the region during the SY, of which 24,128 or 83.39 percent were in the public schools and 4,807 or 16.61 percent were in the private schools. (PIA-Mis. Occ.)

Feature: Maramag--New tourism highway of Northern Mindanao

MALAYBALAY CITY, Bukidnon, April 24 (PIA) – Famous for its cool crystal-blue spring waters abundantly flowing, Maramag town in the province of Bukidnon is the new tourism highway in Northern Mindanao, where the legendary Musuan Peak straddles in the famed state-owned Central Mindanao University.

Police plants 1,500 mangrove trees in Misamis Oriental

CAGAYAN DE ORO, April 24 – One Hundred Forty Six (146) police officers of the Police Regional Office (PRO) in Northern Mindanao voluntarily participated in the planting of 1,500 mangrove trees along the shoreline of Libertad town in Misamis Oriental, on April 21.

In cooperation with the Command Group of Libertad Police Station, the initiative is in support to the goal of PRO-10 in completing the planting of one million trees in the region by February 2013, said Police Chief Superintendent Catalino B. Rodriguez, Deputy Regional Director for Administration (DRDA), PRO-10.

PCSupt. Rodriguez said the Philippine National Police (PNP), in general, aims to plant 10 Million trees nationwide as its commitment to the National Greening Program (NGP) of President Benigno S. Aquino III.

Town Mayor Joecel Tiu and Department of Environment and Natural Resources (DENR) representatives were among those who witnessed the event.

Ozamiz City cops lauded for reducing the incidence of drop-out students

CAGAYAN DE ORO, April 24 – The commitment of the Ozamiz City Police Station to help reduce the rate of drop-out students of Gala National High School enhanced the good image of the police station and contributed, in part, to the overall effectiveness and efficiency of Police Regional Office (PRO) in Northern Mindanao.

Thus, Police Chief Superintendent Jufel C. Adriatico, PRO-10 Regional Director, approved the granting of Philippine National Police (PNP) Commendation Medal to Police Supt. Jonas Amparo, Chief of Police, for demonstrating his exemplary efficiency, loyalty and devotion to duty.

PSupt. Amparo initiated the collection of P12,700.00 from the police officers of his station to support the needs of 64 high school students whose parents are unable to continue their educational needs.
