RDC-10 eyes on putting up regional government center in Pueblo

CAGAYAN DE ORO CITY, April 19 (PIA) – The Regional Development Council 10 (RDC 10) is looking into the feasibility of establishing a government center in a 7,000 square meter lot donated by Pueblo de Oro Corporation. It is now identifying potential and interested agencies, as well as, markets for the office spaces that may be available for lease to the national government agencies in the region. They have started collecting and consolidating pertinent information from interested agencies and other market requirements. National Economic Development Authority (NEDA) 10 Director and Vice-Chairperson of the RDC 10,

Leon M. Dacanay Jr. said that the information, gathered through a survey, will serve as basis of the proposed size and configuration of the buildings that will be constructed. Details such as length of lease period and rental fee were gathered as a benchmark information in determining the appropriate lease pricing.

The area is within the Pueblo de Oro Subdivision in Upper Carmen and just about 500 meters away from SM City- Cagayan de Oro. (PIA 10) 


BFAR identifies areas positive of red tide By Mary Kimby Rigonan

CAGAYAN DE ORO CITY, April 18 (PIA) -- The Bureau of Fisheries and Aquatic Resources (BFAR) has released results of a laboratory study conducted by the National Red Tide Task Force on areas in the country found positive of red tide toxins.

BFAR Region 10 Director Visa Tan-Dimerin noted that Misamis Occidental still turned positive of the paralytic shellfish poison, while the Taguines Lagoon in Camiguin on the other hand remained free from toxic red tides. The latest BFAR shellfish bulletin no. 09, released last April 3, also declared Dumanquillas Bay in Zamboanga del Sur, Murcielagos Bay in Zamboanga del Norte, Masinloc Bay in Zambales, and Bataan coastal waters (Mariveles, Limay, Orion, Pilar, Balanga, Orani, Abucay, and Samal) in danger for paralytic shellfish poison.

Fishermen and consumers are strictly prohibited not to harvest, sell, buy, and eat all types of shellfish and Acetes sp. or "alamang" in areas showing high levels of toxins and going beyond the regulatory limit.

However, fish, squids, shrimps, and crabs are safe to eat, provided it is fresh and washed thoroughly, with gleaned off gills and intestines before cooking. (PIA 10)


Junior netters join in Cebuana Lhuillier – Tubod leg tennis tourney

TUBOD, Lanao del Norte, April 19 – More than 100 young players from northern Mindanao participated in the Tubod leg of the Cebuana Lhuillier Age Group Tennis Championships 2012 series. The tennis tournament which runs from April 17 to 19, 2012 is being held at the sprawling Mindanao Civic Center sports complex, in the capital town of Tubod.

This is the second time that Cebuana Lhuillier is holding an elimination round in this fast-rising province. In terms of number of participants, Tubod has one of the highest number of entries. This could probably be due to the solid support given by the provincial LGU to its tennis program which explains why we have a lot of tennis players here, Tournament Director Mario Crais noted.

The Visayas-Mindanao tournament is currently on its eight (8) year and boasts of top-seeded players who started excelling in this regional tilt and later on went on to become international star players like Niño Alcantara of Cagayan de Oro City and Jeson Patrombon from Iligan.

Patrombon is currently the highest ranked junior player in Asia. To encourage young netters to actively compete in the sport, the provincial government has allowed free registration for all players from Lanao del Norte.

The provincial LGU has also provided free meals and accommodation for tournament officials. Participants from out-of-town are also given free accommodation within the tournament venue.

I am encouraging everybody to keep on playing tennis. This is one of the best sports. I am also very thankful to the provincial government especially Governor Dimaporo for his continued support to the sport, expressed Crais.

A total of 78 netters came from the host province while 25 players came from the cities of Iligan, Cagayan de Oro, Ozamis, Gingoog, Malaybalay, Marawi, Tangub, Aurora and nearby provinces.

The junior netters came to compete in the 10 years and under, 12 years and under, 14 years and under, 16 years and under, and 18 years and under age brackets. The provincial government through its Sports Coordinator Nelson Lasola lauded Cebuana Lhuillier for taking an active role in promoting a healthy lifestyle through sports.

Other legs of the Cebuana Lhuillier Age Group Tennis Series include Kidapawan, Midsayap, Iligan, Marawi, Ozamis, Mambajao, Butuan, Surigao, Ubay, Ormoc, Bais, Cagayan de Oro, Gingoog, and Consolacion. (VNL/PIO-LDN) 


1st Mt. Inayawan Invitational Peace Climb in Lanao del Norte promotes eco-tourism

ILIGAN CITY, Lanao del Norte, April 18 (PIA)—More than 100 mountaineers from different provinces and cities in the country joined the 3-day Mt Inayawan Invitational Peace Climb at the Municipality of Nunungan, Lanao del Norte.

The peace climb aims to promote Lanao del Norte (LDN) especially Nunungan as a peaceful province and municipality, promote eco-tourism and show to the mountaineers the beauty and importance of the watershed area. Mt. Inayawan Natural Park known as the last frontier of the province is a declared protected area through a presidential decree issued by former President Arroyo.

“Mt Inayawan is the only largest remaining rainforest in the province with dipterocarp forest containing high diversity of flora and fauna”, said one official from the Department of Environment and Natural Resources (DENR), Lanao del Norte Provincial Office. The Kolambugan-Ozamiz Tribe (KOLAMBOZ) and the 35th Infantry (MAKAMANDAG) Battalion, Philippine Army, under Ltc Ferdinand S. Razalan, the commanding officer, spearheaded the activity from April 13-15, 2012.

This is in cooperation with the Provincial Government, Local Government of Nunungan, DENR, Philippine National Police, Alagad ng Kalikasan sa Hilagang Lanao (AKHL), Youth for Development LDN and other stakeholders.

While Mayor Abdulmalik Manamparan of Nunungan, said their town is a peaceful place. “I wanted to change the perception of some Lanaoeño’s thinking that Nunungan is a place of armed groups,” he stressed.

The constituents are peace loving people and we want to live harmoniously with the other tribes and ethnicity, expressed Manamparan.

I’m very thankful to KOLAMBOZ and 35IB for this initiative, he added. A briefing was conducted by the DENR to mountaineers regarding features of Mt. Inayawan.

Lecture regarding the basic of photography was also given to mountaineers for them to catch astonishing pictures of Mt Inayawan and Lake Nunungan.

Using dump trucks, locally known in area as kumong-kumong, and military vehicle the mountaineers were transported from the Mindanao Civic Center, Tubod, LDN, to Barangay Inayawan for two hours, where the climb started.

Bikers and motorcross enthusiasts too, also took the challenge in going to Nunungan using their bikes and motorcycles. From the foot of the mountain, the mountaineers took five hours to reach its peak traversing the very steep terrain “It’s very hard and challenging for us to climb Mt Inayawan, the soil is very loose due to rain which even makes it harder but it’s rewarding to explore the forest where you can see different species of trees with mosses around,” said one mountaineer from Las Pinas City. Further, the mountaineer said that it’s a very beautiful place, with the lake and that kind of forest, and we hope the protection and conservation will be sustained. 1,000 Students Begin Summer Job Program 

CAGAYAN DE ORO CITY, April 18 - The 1,000 students who qualified for this year's Special Program for the Employment of Students (SPES) have began reporting for their summer jobs, the program's aim being to enable financially-challenged students to earn some money for their education.

For the implementation of this program, the local government has set aside P2.5M as it's 60% counterpart to the national government's allocation.

Provincial Rescue Team trains for water rescue

Lanao del Norte, April 19 – Twenty Nine (29) members of the Provincial Emergency Response Team are now undergoing intensive Water Search and Rescue Training (WASAR) at the Mindanao Civic Center (MCC) Sports Complex, Tubod, this province.

The five-day training which started on April 16, 2012 will enable the Lanao del Norte Rescue Team to effectively respond to flashfloods and swift water rescue situations.

The provincial rescue group is made up of provincial government employees, local police officers, members of the 35th Infantry “Makamandag” Battalion, and Red Cross personnel. “This is the next step that our Emergency Response Team needs to take.

After graduating from this course, they will undergo another series of trainings for the Mountain Search and Rescue which will benefit our residents in the interior municipalities,” Provincial Disaster Risk Reduction and Management Officer Marlyn Trozo said.

Under the WASAR course, participants will learn about Disaster Management and Incident Command System, using highline systems, and rubber boat operation.

The Office of Civil Defense handled the Disaster Management and Incident Command System which was the topic on the first day of training.

This module was patterned after the U.S. Fire Bureau. Another group of facilitators are the local firefighters from the capital town of Tubod.

They will train the participants on how to use the tensioned highline systems for rope rescue operations. Highline systems are rope systems that allow movement of a rescuer along a horizontal or angled plane.

These systems are often used during swiftwater rescue operations. On the fourth day, Philippine Coast Guard personnel from Cagayan de Oro station will be teaching the rescuers on rubber boat operation.

In this module, participants will be taught on handling, assembling and disassembling of rubber boat, and recovery of capsized rubber boat. “We are impressed with the facilities here. It is well suited for these trainings.

The (rescue) group is fortunate to have a very supportive governor,” noted Head trainor Staff Sergeant Manual Doria Jr. Doria is part of the two teams sent by the Philippine Air Force to train the Lanao del Norte rescue group.

One group is from 505th 3rd Squadron Search and Rescue of Philippine Air Force based in Sasa, Davao City, and the other are members of the Tactical Operations Group (TOG) 10 from Lumbia airport in Cagayan de Oro City. “If they successfully pass WASAR, the Philippine Air Force will accredit our rescue team as auxiliary members.

We also hope to re-echo this training in the municipal and barangay levels so we will have competent rescue groups in every community,” Trozo added. On the last day of training, the participants will undergo a simulation exercise to test their skills in handling rescue operations.

Every participant is also expected to endure the Panguil bay crossing from Mukas in Lanao del Norte to Ozamiz City. (VNL/PIO-LDN) 


Agrarian Reform Secretary introduces new plan to secure CLOAs

 ILIGAN CITY, Lanao del Norte, April 19 - Speaking before Municipal Agrarian Reform Officers (MAROs) from Iligan City and Lanao del Norte during a consultation held at Celadon on April 12, Agrarian Reform Secretary Virgilio delos Reyes exhorted MAROs to implement a new way of doing things to convert claim folders into CLOAs and speed up the attainment of the CARP. “Our job is to finish a program that we started in 1986 which is to stabilize the land ownership of farmers over public land. Before, the MAROs used to do the land acquisition process by themselves.

Now they cannot work on their own in their respective municipalities but will have to look at all the claim folders in the province as a group,” he said.

The CARP program still needs to attain 70% of its target nationwide, and there are 20 provinces that account for seventy percent of this balance.

Iligan City and Lanao del Norte province are part of this group that needs to be monitored by the DAR main office. OIC Provincial Agrarian Reform Officer Ibrahim Marmay said the visit of Secretary de los Reyes is a welcome development since the implementation of new policies are our responsibility.

The newly-appointed DAR Secretary was a former Undersecretary for Policy, Planning and Legal Affairs of the DAR and had taught Business Law in the MBA program of Dela Salle College in Manila. Addressing the MAROs, he said times have changed and yet what we have been doing for the past 20 years is still the same.

We have spent so much money for surveys, but only an insignificant number of CLOAs came out. One strategy that we have adopted is that once the survey money comes out, the CLOA should also come out.

The new DAR administration has expressed concern over the problem that despite the surveys, the claim folders are not cleaned. There are titles that are lost, sometimes the land owner cannot be located, and in some cases, there is a title but the land is missing, while in other cases there is a record of cadastral survey on paper but did not actually happen, Secretary delos Reyes noted.

The old style was everything was done by the MARO office. We cannot do that now. The central office and the regional office will now come down to you and look at your problem,” Sec. de los Reyes stressed.

He was accompanied by DAR Region 10 Regional Director Felix Aguhob. For Lanao del Norte, there is still a balance of about 12,000 hectares containing 1,500 claim folders that need to be converted into CLOAs and there are 23 MAROs working in the province.

The same problem exists for the other provinces like Negros, Bukidnon, North Cotabato, Leyte and Isabela. The DAR expects a rise in CLOA accomplishments from 2012 to 2013 with the implementation of its transition plan in the twenty provinces. (DAR) 


DOST 10 to conduct orientation for the incoming DOST scholars 

CAGAYAN DE ORO CITY, April 19 -- The Department of Science and Technology 10 (DOST 10) will be conducting the 2012 Science and Technology (S&T) Scholarship Orientation on April 23, 2012 (Monday) at Philtown Hotel located at Makahambus-Velez St., this city with one of their parents or a legal guardian. Qualifiers are required to bring/present the following requirements: parent’s/legal guardian’s 2012 Community Tax Certificate or affidavit of guardianship, two (2) pieces 1x1 ID picture, documentary stamp and P100.00 notarial fee.

Scholars coming from provinces and cities outside of Misamis Oriental are to report at the morning session of the orientation which will start at 8:00 a.m. while those from Cagayan de Oro City/Misamis Oriental are required to attend the afternoon session which will start at 1:00 p.m. DOST scholarship orientation program is done every year so to equip the new batch of S&T scholars of the S&T Scholarship Program of DOST, its thrust, vision and mission.

The scholars will enjoy tuition and school fee grants, PE uniform, book and transportation allowances, monthly stipend, and group accident insurance.

The new scholars are expected to enroll in any of the identified priority science and technology courses at state colleges and universities and Commission on Higher Education (CHED) Centers of Excellence/Development.

There are 11 qualifiers under the Merit Category and 132 qualifiers for Republic Act (RA) 7687.

The scholars will enjoy tuition and school fee grants, PE uniform, book and transportation allowances, monthly stipend, and group accident insurance.

The new scholars are expected to enroll in an approved priority science and technology courses at state colleges and universities and Commission on Higher Education (CHED) Centers of Excellence/Development. Qualifiers are required to attend the scholarship orientation/contract signing on April 23, 2012, Monday, at Philtown Hotel, Cagayan de Oro City with one of their parents or a legal guardian.

Green Caravan sets off for Davao

CAGAYAN DE ORO CITY, April 19, 2012 (PIA) – Cagayan de Oro City delegates joined the “Green Caravan” from region 9, yesterday, heading towards Davao City for its culminating event, the Mindanaonon Environment Summit.

The twin event is initiated by EarthSoul Solutions, Inc., a non-government organization committed in advocating for the Reforestation of watersheds in Mindanao, particularly, Mt. Kitanglad. Ibno Turabin, EarthSoul Solutions Inc.

Chairman of the Board said the activity aims on raising awareness in critical environment situations, especially, here in Mindanao.

“This critical situation also takes human concern and action as a solution for the environmental problems,” he noted. Top of its advocacies are the reforestation of watershed areas, protection of water resources and promotion with active involvement of people. (PIA 10)

FOB value of region 10’s exports in 2011 post 14.85 percent growth

OZAMIZ CITY, Misamis Occidental, April 20 (PIA) – A total value of US$1.064 billion in freight-on-board (FOB) was noted for the total regional exports (TRE) of region 10, last year, higher by 14.85 percent compared to US$926.91 million in FOB in 2010. By “FOB” means the transport cost of the export commodities was paid by the country of destination, Director Linda O. Boniao of the Department of Trade and Industry (DTI), region 10, said.

Boniao said on a per province performance, Misamis Oriental had the biggest contribution of US$541.40 million or 50.86 percent of the TRE, followed by Lanao del Norte with US$303.25 million or 28.49 percent. Bukidnon came next with US$114.94 or 10.80 percent, Misamis Occidental with US$104.68 million or 9.83 percent and Camiguin with US$0.24 million or 0.02 percent.

In terms of growth of exports, however, only three (3) of region 10’s five (5) provinces posted positive growths: Misamis Oriental, 9.86 percent, Lanao del Norte, 23.93 percent and Bukidnon, 97.46 percent. But the exports of Misamis Occidental posted negative or declined by 20.07 percent, and Camiguin by 4.0 percent. Meanwhile, in terms of exports by sector, coconut-based products with a US$683.48 million in FOB value remained on top of the list of exports of the region, contributing a 64.21 percent share to the TRE, in 2011.

The rest of the exports by sector and their contributions to the TRE were as follows: Processed foods, US$110.91 million or 10.42 percent, and sugar and sugar-cane products, US$75.10 million or 1,077.12 percent.

Other resource-based, US$ 59.27 million or 5.57 percent, industrial manufacturing, US$44.82 million or 4.21 percent, wood-based products, US$30.29 million or 2.85 percent, and fresh fruits, US$22.9 million or 2.15 percent. Rubber products, US$16.33 million or 1.53 percent, iron and steel, US$13.87 million or 1.30 percent, special transactions, US$2.66 million or 0.25 percent, and aquamarine products, US$2.3 million or 0.22 percent. Mineral-based products, US$1.44 million or 0.14 percent, gifts, toys and house wares, US$0.95 million or 0.09 percent and consumer manufactures, US$0.19 million or 0.02 percent. In terms of growth, sugar and sugar-cane products posted the biggest increase from US$6.38 million to US$75.1 million or 1,077.12 percent, followed by special transactions, from US$1.42 million to US$2.66 million or 87 percent.

The rest of the export commodities posted the following growth: Other resource-based products, from US$31.94 million to US$59.27 million or 79.93 percent and wood-based products, from US$20.71 million to US$30.29 million or 46.26 percent. Processed products, from US$86.25 million to US$110.91 million or 28.59 percent, rubber products, from US$13.2 million to US$16.33 million or 23.71 percent, and coconut-based products, from US$630.26 million to US$683.48 million or 8.44 percent.

However, negative performances were noted on the following export commodities: Mineral-based products, from US$4.49 million to US$1.44 million or down by 67.93 percent, consumer manufactures, from US$0.5 million to US$0.19 million or down by 62 percent and iron and steel, from US$25.94 million to 13.87 million or down by 46.53 percent.

Aquamarine products, from US$4.11 million to US$2.3 million or down by 44.04 percent, fresh fruits, from US$36.63 million to US$22.9 million or down by 37.48 percent and industrial manufacturing, from US$62.49 million to US$44.82 million or down by 28.28 percent. (PIA-10 Mis. Occ.) 


Gov. Hataman extols 3 outstanding ARMM mayors for good governance, Challenges other local officials to emulate their performance

MARAWI CITY, Lanao del Sur, April 19 (PIA) --- Three (3) outstanding mayors in the Autonomous Region in Muslim Mindanao (ARMM) took the center stage on Monday as they were commended by ARMM OIC-Governor Mujiv Hataman during his first 100 days address at the ARMM Compound in Cotabato City.

The OIC-Governor hailed Mayors Ramon Piang of North Upi and Lester Sinsuat of Datu Odin Sinsuat, both of Maguindanao, and Roderick Furigay of Lamitan City for showing good governance, excellent leadership, and efficient management of their respective government units.

The three (3) mayors were recipients of the Seal of Excellence Award by the Civil Service Commission (CSC). In his “Ulat sa Bayan,” Hataman announced that the regional government will be giving Piang, Sinsuat, and Furigay P5 million-worth of projects each. Thus, he challenges other local chief executives in the region to emulate the dedication and outstanding performances of the said mayors.

He also urged them to report regularly in their respective offices noting that many local officials in the island provinces could be found enjoying in Zamboanga City while those in Maguindanao and Lanao del Sur could be found in the cities of Davao and Cagayan de Oro, respectively, instead of performing their functions at their respective provinces and towns. ARMM to put up satellite structure to oversee island provinces

MARAWI CITY, Lanao del Sur, April 19 (PIA) --- A plan to set up a satellite structure of the Autonomous Region in Muslim Mindanao (ARMM) in the province of Basilan to oversee the island-components of the region is now underway.

The announcement was made by Officer-in-charge (OIC) Governor Mujiv Hataman in his first “Ulat sa Bayan” on Monday, a report of the initial gains in the first 100 days of his administration’s ARMM reform agenda and the policies that have been put in place.

Hataman said the plan is meant to “bring ARMM governance closer to the people of the island provinces.” ARMM constituents in the provinces of Basilan, Sulu and Tawi-Tawi often feel alienated from the region’s seat in Cotabato City.

The satellite structure will be headed by former Sulu Governor Yusoph Jikiri, who is presently the chief-of-staff of the Moro National Liberation Front (MNLF), and will be installed in the island province of Basilan, according to Hataman.

The acting ARMM governor dismissed the notion that his administration does not confer with the MNLF in going about its reform agenda.

He said the would-be appointment of Jikiri proves that the MNLF are practically onboard his goal to change and straighten out the system in ARMM.

The satellite structure, he said, will allow the ARMM government to provide similar attention to security and development issues in all the five component provinces of the region.

Apart from bringing government closer to its people, Hataman also underscored today that the interim ARMM administration takes full commitment to open governance, welcoming citizens from anywhere in the country or the world by means of its newly-designed web portal to monitor the workings and transactions in the autonomous government for the first time.

ARMM launches its portals of Open Government

MARAWI CITY, Lanao del Sur, April 19 (PIA) --- The regional government of the Autonomous Region in Muslim Mindanao (ARMM) has opened its portals of Open Government to the public as an affirmation of its commitment to the Open Government Partnership (OGP).

The OGP is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance 

The launching was spearheaded by ARMM OIC-Governor Mujiv Hataman, after he delivered his “Ulat sa Bayan” for the first 100 days in office last Monday, April 16. Hataman was accompanied by Presidential Adviser for Political Affairs Ronald Llamas, Mindanao Development Authority (MinDA) Chairman Secretary Luwalhati Antonino, and Senator Teofisto Guingona II.

The Open Governance Portal contains the budgets, projects and expenditures of all government agencies that can be accessed by the public. Accordingly, the ARMM Kiosk is the first of its kind being used by any government entity in the country and blazes the trail for open governance and public accountability.

People can also access the latest reports on utilization of funds and status of implementation of on-going projects in the region through the new ARMM website, www.armm.gov.ph.

The ARMM is the first region in the country to have signified its commitment to the OGP that the country founded along with Brazil, Indonesia, Mexico, Norway, South Africa, United Kingdom, and United States on September 20, 2011

Meanwhile, Hataman disclosed that after the institution of the transparency and accountability portal, the regional government will now focus on the inter-connectivity of the all agencies in the region. He said negotiations with the Commission on Audit (COA) on the processing of disbursements, as well as, with some IT experts are on-going to ensure zero-corruption, if possible, in the region.
