Monday 16th of April 2012 TweetFacebookYahooEmailShareThis OZAMIZ CITY, Misamis Occidental, April 16 (PIA) -- The electric power plants of Northern Mindanao have an installed capacity of 1.063.70 megawatts (MW) with a dependable capacity of 791.87 MW last year.
This actually represent 57.95 percent of the Mindanao Power Grid’s installed capacity of 1,835.48 MW and 63.90 percent of its dependable capacity of 1,239.25MW, Engr. Leon Dacanay, Jr., Regional Director of the National Economic and Development Authority (NEDA), region 10, said.
Dacanay said the installed capacity means the number of MW that a power plant can produce while dependable capacity is the number of MW produced during peak hours.
Data gathered by NEDA from the National Power Corporation (NPC) show that Region 10’s dependable capacity in 2010 was 799.20MW but was reduced by 7.33MW or 0.92%, in 2011, due to El Niňo that caused the decrease of the water levels in Lake Lanao and Pulangi River affecting the water supply that ran the turbines of the hydro-electric plants (HEP).
Meanwhile, Dacanay said the total dependable power source of the region in 2011 had a power generation mix of HEP, coal-fire, and solar plant, as no diesel power plant was operational in the entire year.
These sources posted the corresponding shares in the dependable capacity of the region: 580.87 MW or 73.35 percent from the HEPs, 210 MW or 26.52 percent from the coal-fired plant, and 1.0 MW or 0.13 percent from the solar plant.
The location of these power plants, their installed and dependable capacity were as follows: Agus 4 HEP in Nangka, Balo-I town, Lanao del Norte, with installed capacity of 158.10 MW and dependable capacity of 152MW; Agus 5 HEP in Ditucalan, Iligan City with installed capacity of 55 MW and dependable capacity of 53.543MW and Agus 6 HEP in Maria Cristina, Iligan City with installed capacity of 200MW and dependable capacity of 136 MW; Agus 7 HEP in Fuentes, Iligan City with installed capacity of 54 MW and dependable capacity of 26 MW and Pulangi 4 HEP in Kiuntod, Camp 1, Maramag town, Bukidnon with installed capacity of 255 MW and dependable capacity of 213.33 MW; Mindanao Coal in Barangay Balacanas, Villanueva, Misamis Oriental, with installed capacity of 232MW and dependable capacity of 210 MW and the photo-voltaic solar plant in Indahag, Cagayan de Oro owned by the Cagayan de Oro Power and Light Co., (CEPALCO) with an installed capacity of 1.0 MW and the corresponding dependable capacity of also 1.0 MW. DOST introduces ceramics water filter at resettlement sites

A demonstration/field testing was recently conducted at Calaanan Tent City and Lumbia Resettlement Area, Cagayan de Oro City. The demonstration was headed by DOST-10 assistant director Jacinto Taran, Sr. and facilitated by Industrial Technology Development Institute (ITDI) Representatives Josefina Celorico and Edmar Casa.
The technology applies a water purification system (WPS) by using ceramic filters developed by the ITDI, an agency of the DOST. The system was first tested in Muntinlupa City last year in collaboration with the National Housing Authority and was found to be effective in preventing water-borne diseases brought by the micro-organism E.coli bacteria that causes diarrhea.
The ceramic water filter is primarily developed for the people in remote areas that have problems with safe drinking water. One unit of the ceramic water filter costs P400 and lasts for about three years, which is therefore affordable for the target consumers.
"It is also an easy-to-use water filter shaped like a pot and placed at the top of a water container. It is made of red clay which is covered with nano-colloidal silver which acts as the anti-microbial agent that helps prevent water-borne diseases," said DOST-10 regional director Alfonso Alamban.
Several clay samples from the region were tested and one in Bulua, Cagayan de Oro city has been found to be appropriate for the production of the clay water filters. Interested individuals and entrepreneurs are being encouraged to adopt the technology and to mass-produce the clay water filters, Alamban stressed.
"The purpose of this demonstration is to provide a safe source of drinking water to the victims of Sendong. Since there are problems in water sources, and some have high contamination, providing this type of cheap filtration system, therefore, is a big help to them,” said ARD Taran. The conference theme this year is, “Building on the Past, Reflecting on the Present, and Charting Future Directions in Studies on Political Science.”
University President Fr. Roberto C. Yap, SJ welcomed the delegates composed mainly of professors of Political Science from universities across the country and from foreign universities such as Sun Yat Sen University and City University of Hong Kong in China, Mahasarakham University in Thailand, University of Guam in the US, University of Tsukuba and Ibaraki University in Japan, Konkuk University in Korea, and the Australian National University in Canberra, Australia.
Distinguished Political Science professor and author David Wurfel keynoted the conference. He talked of the history of political science in the Philippines and the challenges that Filipino political scientists face today.
“It’s very important for Filipinos to have a critical eye on what foreign policies can do,” he said in response to an audience comment on the Philippine-US relations in the light of the perceived decline of the US economy given the financial crisis and the increasing aggressiveness of China. He also emphasized the importance of merging values with goals to maintain the real essence of political science, which now has become not about politics but more about strategies and statistics.
More on political development and decay were discussed in the plenary and concurrent sessions throughout the three days with topics on Bangsamoro politics, foreign policy and relations, education and governance, political development and disasters, and political views and attitudes of the youth, among many others including lessons learned in the aftermath of tropical storm Sendong. DoLE, OSHC cite importance of safety, health in construction

This was emphasized by the Department of Labor and Employment (DoLE) and the Occupational Safety and Health Center (OSHC) during the Basic Orientation on Occupational Safety and Health (OSH) for Media Practitioners,” held on April 13 at the De Luxe Hotel, this city.
Engr. Rynie T. Zamuco, unit head of the OSHC-Cagayan de Oro Extension Office, said construction continues to be a major cause of work-related death and disabilities.
He said a report from the International Labour Organization (ILO) shows that every year at least 60,000 fatalities around the world occur at construction sites, and 17 percent of all fatalities at work are construction fatalities.
With this, Zamuco underscored the need to comply with the OSH standards and guidelines for the construction industry in order prevent the occurrence of accidents.
He said prevention of accidents is not only humane but also avoids medical, insurance and litigation costs.
On the other hand, occurrence of accidents will lead to lesser productivity for the injured workers due to interruption on the day of injury, and loss of efficiency for other employees out of sympathy to the injured worker.
It could also result to loss productivity due to work stoppage, investigation and inspection, as well as, additional costs for hiring and training of replacement workers, among others. (APB/PIA-10)
DoLE-10 orients media on construction safety, health
Sunday 15th of April 2012 TweetFacebookYahooEmailShareThis CAGAYAN DE ORO CITY, April 15 (PIA) --- As part of their intensified advocacy to ensure the safety and health of workers in the region, particularly those in the construction industry, the Department of Labor and Employment (DoLE) Regional Office 10 conducted a basic orientation on occupational safety and health (OSH) for media practitioners here.
The orientation was carried-out in partnership with the Occupational Safety and Health Center (OSHC)-Cagayan de Oro Extension Office on April 13, 2012.
DoLE-10 Assistant Regional Director Crispin Dannug Jr. said the basic orientation was conceptualized to provide members of the media better understanding of the OSH standards so that they can help in dissemination of such standards.
The salient features of Department Order No. 13 of the DoLE which provides for the OSH guidelines in the construction industry was one of the discussions that highlighted the orientation.
Other topics included the present global OSH situations, the factors that contribute to the occurrence of accidents in the construction industry, and the importance of safety and health in the said industry. (APB/PIA-10)
Paid-up capital of cooperatives in region 10, up 0.79%

This amount is actually 0.79 percent higher compared to the accumulated paid-up capital of only P1.208 billion during the previous year, Director Orlando Ravanera of the Cooperative Development Authority (CDA), region 10, said.
Ravanera said the number of cooperatives also increased, from 1,354 to 1,436 or 6.06 percent, and the number of members, from 264,226 to 267,569 or 1.27 percent.
In terms of the accumulated paid-up capital by province, Misamis Oriental had biggest amount of P817.28 million, higher by 0.93 percent compared to P808.765 million in 2010.
He also said the number of coops in the province increased, from 581 to 636 or 9.47 percent and the members, from 135,824 to 138,064 or 1.65 percent.
Meanwhile, the following increases in the accumulated paid-up capital of the coops in the other provinces of the region were noted:
Bukidnon, from P216.685 million to P217.166 million or 0.22 percent, Lanao del Norte, from P76.84 million to P78.199 million or 1.78 percent and Misamis Occidental, from P92.55 million to P92.73 million or 0.19 percent.
Likewise, the increase in the number of members were noted: Bukidnon, from 66,971 to 67,515 or 0.81 percent, Lanao del Norte, from 21,239 to 21,525 or 1.35 percent and Misamis Occidental, from 32,049 to 32,322 or 0.85 percent.
As to the number of coops, the following increases were also noted: Bukidnon, from 298 to 310 or 4.03 percent, Lanao del Norte, from 262 to 272 or 3.82 percent and Misamis Occidental, from 160 to 165 or 3.13 percent.
However, the accumulated paid-up capital, the membership and the number of coops in Camiguin, remained the same at P12.515 million, 53 coops and 8,143 members, Ravanera added. (EOR/RCA-PIA10 Mis. Occ.)
First domestic wastewater treatment facility in CDO installed at Xavier Ecoville

Saturday 14th of April 2012 TweetFacebookYahooEmailShareThis CAGAYAN DE ORO CITY, April 14 -- Since their transfer to Xavier Ecoville, relocatees of tropical storm Sendong have been getting their hands dirty – literally – in vegetable gardening activities for home consumption and for sale to support their livelihood. However, limited water supply can be a problem.
In response, the Water, Hygiene and Sanitation (WaSH) cluster of Xavier Ecoville led by experts from Xavier University (XU) tapped the Ateneo Innovation Center (AIC) in installing a wastewater treatment facility that would make wastewater generated in the site re-usable for irrigation and other purposes.
The wastewater management system is called Localized Constructed Wetland Greywater Treatment facility. This technology, which uses umbrella plants like papyrus as disinfectant, has already been adapted at the Ateneo de Manila University campus in their Marian Garden and Matteo Ricci Study Hall. But it’s the first of its kind to be introduced in Cagayan de Oro.
Engr. Jun Granada of the AIC conducted a workshop to the residents of Xavier Ecoville on the use of the technology. Granada, together with XU engineers and WaSH focal person and XU Sustainable Sanitation director Analiza Miso, spent an entire day teaching residents about the system and applying it to the site. The result was a small scale wastewater management facility installed by the partner beneficiaries themselves in an area in the temporary shelter.
The two-stage wastewater treatment facility involves the use of layers of bed liner, sand, gravel and pebbles to filter the solid particles from the greywater (1st stage). The water then flows through a pipe where sand, gravel, coconut husks, charcoal and pebbles are used to minimize any foul odor in the water (2nd stage). Both treatment stages have umbrella plants which help in disinfecting the greywater. A wastewater team composed of chemical engineers from XU headed by Engr Maria Isabel Dumalao-Tan will certify the usability of the water.
The expansion of the wastewater management system for the bathrooms and all wash areas of the temporary shelter at Xavier Ecoville is already underway. Testing of various plants to see which one has more filtering power is also being planned. The set-up yielding the best and most cost-effective results will be remodeled in the Xavier Ecoville permanent relocation site.
This sustainable and eco-friendly innovation is just one of several facilities that can be found at Xavier Ecoville, the relocation and resettlement project of XU with the city government. The community stays true to its name and commitment to green technologies. (Vanessa M. Gorra/XU/PIA-10)

CAGAYAN DE ORO, April 14 (PIA) -- The Department of Agrarian Reform (DAR) and the National Irrigation Administration (NIA) signed a memorandum of agreement (MOA) for the institutional development component of the Agrarian Reform Infrastructure Support Project (ARISP) Phase III recently in Cagayan de Oro.
The two agencies were represented by DAR Regional Director Engr. Felix B. Aguhob and National Irrigation Administration (NIA) and Regional Manager Engr. Felix M. Razo.
Financed by the Government of Japan through the Japan International Cooperation Agency (JICA), the ARISP III is a project which implements irrigation and drainage facilities, post-harvest facilities, farm-to-market roads, potable water supply and institutional development.
The MOA aims to equip the field implementers and selected subject organizations with appropriate operational and managerial skills to undertake the institutional development activities from organization to operation and maintenance of the irrigation sub-projects constructed/rehabilitated under ARISP III.
NIA-10 will serve as the technical assistance partner institution (TAPI) of the DAR in the implementation of the institutional development component of the irrigation sub-project in the region. In coordination with the department’s Human Resource Development Service, the Lay Formation Center, the formation arm of the Archdiocese of Manila, facilitated the two-day - Levels 1 and 2 towards the journey in re-discovering one’s value as a person, renew commitment to the dignity of work, which in turn would result to patriotic contribution, and re-assess life’s meaning which would achieve inner peace in dealing with others.

ARMM Peace Communication Summit slated on April 17

The said summit was organized by an ad hoc group called “armmpeace.com,” a collaboration among the Bureau of Public Information (BPI) in the ARMM, the Communications Units of the Office of the Presidential Assistant on the Peace Process (OPAPP), The Asia Foundation, and the Consortium of Bangsamoro Civil Society, Inc., as an effort to pursue peace initiatives in Mindanao.
Anchored on the theme “Beyond Conflict and Political Coverage, Is There a Room for Peace Communication in the Reportage of Muslim Mindanao,” the summit will highlight a discussion on peace initiatives and how communication can either hinder or help in attaining peace objectives.
According to Nash B. Maulana, BPI-ARMM Director, the summit was conceived to bring together different groups and individuals to discuss ways to help reduce conflict in Muslim Mindanao through more responsible communication from all sides.
Participants from the civil society, government and corporate communicators, and the media will be sharing their views, experiences and insights on how to communicate for peace, he added. (APB/PIA-10)
4ID Youth Leadership Seminar first in Balingoan town

Saturday 14th of April 2012 TweetFacebookYahooEmailShareThis CAMP EVANGELISTA, Cagayan de Oro City, April 14 –- The 4th Civil-Military Operations “Kasaligan” Battalion, 4th Infantry “Diamond” Division in partnership with the Sangguniang Kabataan of Balingoan opened the three-day live-in Youth Leadership Seminar (YLS) at Balingoan Central School, Misamis Oriental at 8:00 a.m. today.
The purpose of this activity is to provide an avenue for our youth to enhance their leadership, technical and interpersonal skills through a series of lectures, group dynamics, group sharing, team building activities and presentations designed to make them more responsible, productive members and well-informed members of our society.
Guest lecturers and subject-matter-experts coming from the local government units and line government agencies, academe and NGOs shall be invited to speak before the participants to inform the youth about the different programs of the government, challenges and expectations that the society poses to their generation and the perils that they can be exposed to if not properly advised or guided accordingly.
In this seminar the programs of the government and opportunities for the youth will be presented to the participants in order to encourage them to become more productive and proactive members of the society. Bringing YLS to the municipal level is like bringing the government closer to the people especially to the youth. This will also give our youth the chance to reflect on their vital role in our society as future leaders of our country.
This Municipal Youth Leadership Seminar is participated in by 60 youth coming from the different barangays of Balingoan, Misamis Oriental.
Balingoan is the first municipality to replicate this YLS in the whole area of the Division.
This youth organization will be the bridge of the members towards employment opportunities for out-of-school youth and educational scholarship for in-school youth. It will be done through the partnership that will be entered with different companies and organizations whose purpose of existence and corporate social responsibility is to provide employment and scholarship.
Once this YLS is realized as planned it will be a big help for our youth since it will not only give them chance to practice their leadership skill but it is also another good diversion of their energy which has always been the target of recruitment by insurgents.
