CAGAYAN DE ORO CITY - To cap the month-long celebration of the National Health Insurance Program Month and the 17th anniversary of the Philippine Health Insurance Corporation (PhilHealth), the SM Retail, Inc. is granting discounts to all PhilHealth members in SM Department Stores nationwide on Wednesday, February 29.
A five (5) percent discount will be granted to PhilHealth members upon presentation of any PhilHealth card while a ten (10) percent discount will be granted to members who can present their PhilHealth card and their SM Advantage Card (SMAC), SM Prestige Card, or BDO Rewards card. PhilHealth card holders must also present any valid identification card with photo for validation purposes before the discounts can be granted.
The one-day exclusive discount may be availed of nationwide, for a minimum, single receipt purchase of P500.00. Deadline of application for GSIS loan moratorium on Feb. 29

CAGAYAN DE ORO CITY - The Government Service Insurance System (GSIS) is reminding those who wish to avail of moratorium on loan repayments for its members affected by Tropical Storm Sendong to sumbit their application on or before Feb. 29.
Ma. Luz Ilano-Briones, GSIS Cagayan de Oro Field Manager, said the moratorium program which defers payment of loan amortization, without interest and penalties, is undertaken by the GSIS to directly and immediately help members-borrowers affected by Sendong, said Briones.
She said the program which will be implemented in two phases will cover the following areas in Northern Mindanao: Cagayan de Oro City, Iligan City, Matungao and Tubod towns in Lanao del Norte, Clarin and Ozamiz in Misamis Occidental province, as well as, the entire provinces of Misamis Oriental and Bukidnon.
The first phase, she said, automatically suspends the loan repayments for the months of January to March 2012 for all active members who were granted emergency loans due to Sendong.
This implies that qualified members in the specified affected areas need not file an application for the three-month moratorium, she emphasized.
The second phase, on the other hand, grants an additional nine months moratorium on the payment of loan amortization, from April to December 2012, for members residing and/or working in the cities of Cagayan de Oro and Iligan, and pensioners residing in both cities.
Unlike the first phase, qualified members who are interested to avail of the benefits of the second phase are required to file an application for moratorium not later than tomorrow, Feb. 29, Briones said.
She further said application for moratorium should be filed at the Cagayan de Oro and Iligan Field Offices, adding that any application filed through the GSIS website, email or regular mail shall not be honored.
Loan covered under the moratorium program includes all active housing loans without record of unpaid amortization for more than six (6) months as of December 31, 2011 and all emergency loans granted as a result of Sendong.
Also included are active service loans such as consolidated loans, eCash advance, policy loans, and pension loans, provided, that the loan was granted on or prior to December 31, 2011 and the account has no record of unpaid amortization for more than six (6) months as of December 31, 2011.
Briones, however, stressed that due and demandable accounts as of December 31, 2011 are not qualified for the program.
Meanwhile, monthly amortization on qualified loan accounts that are due and paid within the moratorium period shall be directly applied as payments to the outstanding balance of the loans in the following order: penalties/surcharges, loan redemption insurance, interest, and principal.
Requests for refund of payments already received and receipted by the GSIS shall not be allowed, said Briones.
Furthermore, fire insurance and service/housing loan redemption insurance will continue to be enforced during the moratorium period, she added. (PIA 10)
2012 Tax Campaign to kick-off in Northern Mindanao

CAGAYAN DE ORO CITY – The Bureau of Internal Revenue (BIR) Revenue Region (RR) 16 is set to kick-off its 2012 Tax Campaign in Northern Mindanao on March 8.
This year’s Tax Campaign theme, ‘I love Philippines, I pay Taxes,’ is in consonance with the advocacy of BIR Commissioner Kim S. Jacinto-Henares that payment of taxes is for the love of country and that taxes are essential building blocks to uplift the life of every Filipino, cited Director Alberto S. Olasiman of BIR RR16.
The campaign to aptly commence with a motorcade which will start at 9:00 a.m. from BIR Building, Westbound Terminal, Bulua, this city to be followed with a program at 10:00 a.m. to be held at Limketkai Mall Rotunda. Assembly time is at 8:00 a.m. in the BIR Building premises.
Meanwhile, taxpayers are encouraged to file and pay their income tax returns for 2011 by April 15.
Director Olasiman reiterated BIR is an institution of service excellence manned by people with integrity and professionalism.

Differently-abled persons in Lanao Norte receive wheelchairs, crutches

TUBOD, Lanao del Norte – A total of 25 differently-abled persons received restorative devices from the provincial local government unit (LGU) last February 23, 2012 during the distribution ceremony held at the Macapagal Training Center, Pigcarangan, Tubod, this province.
Distributed by the Provincial Social Welfare and Development Office (PSWDO) were seven (7) crutches, thirteen (13) modified wheelchairs and five (5) customized wheelchairs.
“This is the initiative of Governor Khalid Dimaporo to help our differently-abled persons live a more comfortable and healthier life by empowering them to become more active and enabling them to move from point A to point B using their own power,” PSWDO Head Annabelle Mendez explained.
Recipients of the restorative devices aged 4 to 54 came from the towns of Sultan Naga Dimaporo, Kapatagan, Tubod, Sapad, Bacolod and Magsaysay.
“Words are not enough to express how thankful we are for this precious gift from our Governor. Now I no longer need to carry my grandson the whole day because he has his own customized wheelchair,” expressed Perpetua Perez of Limoncret, Magsaysay.
Governor Dimaporo has instructed PSWDO to provide all persons with disabilities who are residents of Lanao del Norte with restorative devices by end of 2013.
Present to witness the distribution are the municipal welfare officers, provincial employees, barangay health workers and families of recipients.
The wheelchairs were built by Freedom Tech in partnership with the Philippine Service of Mercy Foundation, Inc. (PSMF), a disability and development non-government organization situated in Tagoloan, Misamis Oriental.
PSMF is engaged in the production and distribution of Prosthetic/Orthotic devices and customized wheelchairs. They also offer rehabilitation services for children with special needs like functional physical and occupational rehabilitation, special education and speech training.

Questionable beneficiaries in Tent Cities due for investigation

CAGAYAN DE ORO CITY - The Estate Management Division (EMD) has declared that it cannot yet put on 'hold' status some beneficiaries whose occupancy at the Tent City is being questioned.
This is what EMD Chief Virginia Diguinion revealed when reports about temporary shelters being occupied by people other than the registered occupants reached her office.
"We cannot just put them on hold because they are after all entitled to the relocation. What we can do, however, is to conduct a thorough investigation so that we can have legal basis should we need to put them on hold," Diguinion said.
According to the daily monitoring records of the Calaanan Tent Cities made by the EMD representatives, Rubina Castro and Maryjane Alipoyo, there are tents wherein the current occupants are no longer the original legitimate beneficaries.
Due to these findings, Castro and Alipoyo wished to recommend to put on hold the aforementioned beneficiaries from joining the raffling for the permanent housing units until their questionable tent ownership are resolved.
The beneficiaries in Tent City 1 are identified as Miguelito Moring of Tent No. 143; Leoncio Zapanta of Tent No. 107; and Elizabeth Bonghanoy of Tent No. 176, all residents of Isla de Oro.
Per EMD's 2003 survey records, Moring, Zapanta, and Bonghanoy were all house owners in Isla de Oro.
"But sometime before the typhoon Sendong, they have already sold their houses in Isla de Oro, and yet they, instead of the new owners, claimed the rights to the temporary shelters in Calaanan," Castro reported.
A certain Josefina Candelosa was the buyer of Moring's house; Nelson Enerio was the buyer of Zapanta's house; while Bonghanoy herself admitted that she had long sold her house to someone who is now temporarily billeted at the City Central School.
The EMD also discovered other odd circumstances like the situation in the tent of Joel Ayop, previously from USA, Tibasak, Macasandig, where it was disclosed that the woman living with him in the tent is not his wife, Arlene. Similarly, Fidel Sebastian, a resident of Isla de Oro, was also found to be sharing his tent with some other woman instead of his wife, Wilma.
By virtue of these findings, Diguinion ordered a thorough investigation in order to acquire facts and legal documents upon which the EMD can base their next course of action.
She called on and encouraged the beneficiary wives who were not allowed to live in their tents (by their husbands) to write to the office of the EMD so a proper investigation can commence. (CIO)
NIA-Mis. Occ. needs additional funds for construction of 1 km. protection dike in Paca River

TUDELA, Misamis Occidental – The National Irrigation Administration (NIA) has allocated P28 million of its construction budget, this year, for the rehabilitation of its infrastructure projects in Misamis Occidental.
The amount will be used, particularly, for the rehabilitation of a one-kilometer protection dike in Paca River which was damaged by the successive flashfloods in the municipalities of Tudela and Clarin, during the first few days of the month.
However, this is not enough since the rehabilitation of the dike needs a budget of P80 million, Engr. Esterlita Sumile, Head of NIA Lanao del Norte, Lanao del Sur, Misamis Occidental, Misamis Oriental and Camiguin (LAMISCA), said.
Thus, NIA has called on the concerned officials, such as, the Congressmen and Governor, as well, as the chief local executives of Misamis Occidental to help them look for additional funds.
This is to facilitate the rehabilitation of the dike for the immediate protection, not only of the lives of the people who are affected by the flashfloods, but also of their property and agriculture, Sumile said.
She said with the needed additional funds, construction of the dike can be completed in six (6)-months time, which may also depend on the weather situation in the area.
In line with this, the office of Governor Herminia Ramiro immediately responded by sending the heavy equipment of the province, along with those of a private construction company, for the needed help in the rehabilitation of the protection dike. (PIO/PIA-10 Mis. Occ.)
DepEd, first among the beneficiaries of the lumber in DENR checkpoints

OZAMIZ CITY, Misamis Occidental – The Department of Education (DepEd) will be among the first beneficiaries of the lumber confiscated by the Department of Environment and Natural Resources (DENR).
This assurance was given by Forester Clark Carbonilla, Chief of Forest Management Service sa Community Environment and Natural Resources Office (CENRO) Ozamiz City, regarding the logs/lumber which have been confiscated by the Philippine National Police (PNP) in the province and in the city, as well.
He said the confiscated items will never go to waste, especially, those classified as the good lumber because it will be turned-over to DepEd to be made into armed-chairs, desks and many more.
Carbonilla clarified that transporting logs without the proper documents would mean that the cutting of logs have been illegal and would require the logs to remain in their custody
He said CENRO’s are given the task to dispose of the confiscated logs/lumber per administrative order signed by the regional office of the DENR. (PIO/PIA-10 Mis. Occ.)

TESDA-X reveals 2012 Regional Skills Competition champs

CAGAYAN DE ORO CITY – The Technical Education and Skills Development Authority (TESDA-X) conducted its three-day 2012 Regional Skills Competition last February 15-17, 2012 in three different locations in the region: Mindanao State University-Iligan Institute of Technology (MSU-IIT), Iligan City; Regional Training Center-Tagoloan; and Cagayan de Oro (Bugo) School of Arts and Trades (COBSAT), Bugo, this city.
The competition covered five (5) of the in-demand trade areas in the region namely: Mechatronics, Industrial Automation, Welding, Electrical Installation Technology and Cooking.
Competition in Mechatronics and Industrial Automation were held in MSU-IIT, Iligan City on February 15-16, whose champions were all students from the Industrial Automation and Control Engineering Technology Department of MSU-IIT: Jason Chris J. Andoy and Wilfred Ralph G. Gomez (Mechatronics); and Dennis P. Calo and Francisco D, Cudal III (Industrial Automation).
MSU-IIT, Iligan City has been a consistent national winner to the Philippine Skills Competition (PNSC) in 2007 and 2009. It has been the Philippines’ representative in Mechatronics to the ASEAN Skills Competition held in Bangkok, Thailand last 2010.
In the early hours of February 17, a simultaneous event kicked-off in TESDA Regional Training Center-Tagoloan for the Welding and Electrical Installation Technology and Cooking (Commercial Cooking) took place in Cagayan de Oro (Bugo) School of Arts and Trades (COBSAT).
Winners were: (Welding) Alexander L. Alonto of RTC-Tagoloan (1st Runner up), Marvin A. Montrias of RTC-Iligan (2nd Runner Up), Aldrich Jay M. Barsarsa of PTC-Misamis Occidental (3rd Runner Up); (Electrical Installation Technology) Frans Kristian T. Delante of RTC-Tagoloan (1st Runner Up), John Vincent B. Ancing of RTC-Iligan (2nd Runner Up) and Michael John B. Herbito of Oroquieta Agro-Industrial School (3rd Runner Up).
In addition, Althea June Cole of the Philippine Computer College, Bukidnon ranked 1st along with Cristina C. Castino of Camiguin School of Arts and Trades (2nd Runner Up) and Doreen D. Tabania of OAIS (3rd Runner Up) were winners of the Commercial Cooking qualification.
Winners received cash gifts and plaques of recognition. Institutions of these winners were also awarded trophies, respectively.
Our “Champs” are now ready to compete in the national level in the qualifications that will be identified by the Philippine National Skills Competition (PNSC) Committee.
PNSC 2012 will take place in the different regions nationwide this year. The 2012 ASEAN Skills Competition to be held in Jakarta, Indonesia is also awaited come this November. (TESDA-X/PIA-10)
‘Dependable’ troopers bag best battalion anew

CAMP EVANGELISTA, Cagayan de Oro City – Army’s 4th Infantry (Diamond) Division once again named the 8th Infantry Battalion (8IB) as the Best Battalion for calendar year 2011.
Known for being the ‘DEPENDABLEs,” 8IB has again proven to be called for its name. Under the highly-spirited and dynamic leadership, the Battalion has exceedingly reached the high standards being adjudged as the Best Battalion of 4ID.
The fitting awarding ceremony held during 42nd Founding Anniversary of the 4ID, led by MGen. Victor A. Felix, Division’s Commanding General, Feb. 24.
Once again, ‘The DEPENDABLEs’ has shown excellence in the performance of its assigned tasks, 8IB remains humbled with the recent accolade, said Lt. Col. Jose Maria R. Cuerpo II, the Commanding Officer of 8IB, during the Flag Raising and Pinning of Ranks ceremony to five (5) deserving Enlisted men held last February 27, at its main Headquarters in Maramag, Bukidnon.
The battalion also came out as Champion at the recently concluded 4th ID’s Squad Challenge held Jan. 27, at 4ID Headquarters, Patag, this city.
This contest is conducted to determine the best squad to perform military techniques, tactics and Standard Operating Procedures (SOP’s) in combat and non-combat operations.
The squad who represented the contest came from the Bravo “BULLS” Company, under 1Lt. Jonald N. Fallar, Commanding Officer, based at San Fernando Bukidnon.
With these accomplishments, the 8IB has truly contributed to the Philippine Army’s vision, “A world-class Army that is a Source of National Pride,” and dealing with its Core Purpose of “Serving the People, Securing the Land.” (8IB/PIA-10)
SPES application to start Feb. 29

ILIGAN CITY, Lanao del Norte – Acceptance of application on Special Program for the Employment of Students (SPES) to start February 29.
Thus revealed Celso Fernando of the Public Employment Services Office (PESO) in Iligan City.
Fernando urged interested applicants of the program to submit their application to PESO office located at the Integrated Bus and Jeepney Terminal-North Bound Complex in Tambo, Hinaplanon, this city.
The applicants need to submit the following: birth certificate; proof the applicant has passing grades; latest income tax return or certification from the barangay captain that the annual net income of parents do not exceed P36,000; and 2 pieces 1x1 ID picture with name tag. All requirements must be enclosed in a long brown envelope.
Under Republic Act 9547, SPES aims to develop the intellectual capacities of children of poor families and harness their potentials for the country’s well being, cited Fernando. (CIO/PIA-10)
