PNP imposes stricter helmet laws

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 12 (PIA) -- To lessen incidents of motorcycle-related accidents, the Philippine National Police (PNP) in Northern Mindanao will strictly implement the Motorcycle Helmet Act of 2009, which penalizes motorcycle riders that fail to wear standard protective motorcycle helmet.

The PNP, in close coordination with the Land Transportation Office (LTO) will strictly implement it starting November 1.

The Helmet Act of 2009 is a pro-life law. It is designed to protect the life of the motorcycle drivers as well as back riders.

Statistics have shown that that most fatalities from motorcycle accidents were attributed to nonuse of the headgear.

As stipulated, any person caught not wearing the standard protective motorcycle helmet while driving or riding a motorcycle whether short or long distance shall be punished with a fine of P1,500 for the first offense, P3,000 for the second offense, P5,000 for the third offense and P10,000 and confiscation of the driver’s license for the fourth and succeeding offenses.

PCSupt. Jufel C. Adriatico, the newly installed Regional Director of PNP, region 10, has ordered the dishing out of a directive emphasizing that PNP personnel should serve as the model in abiding traffic rules and regulations.

This is in response to an article written by certain Mr. Contreras that some PNP personnel are not wearing helmet and are also violating the “No plate, No travel Policy” as well as beating the red light.
PNP personnel who will be caught violating the “No helmet, No Travel Policy” and the “No Plate, No Travel Policy” and other traffic rules and regulations will not just be penalized through fine but will also face administrative charges for their failure to follow a lawful order which, if found guilty, is tantamount to suspension, Adriatico said.

“Beating the red light” can only be justified if the PNP personnel is conducting a “hot pursuit operation”, Adriatico added. (PNP/PIA-10)


Lanao Norte PhilHealth members receive MDR

TUBOD, Lanao del Norte, Oct. 12 -- To enable residents enrolled in the Provincial Health Indigency Program (PHIP) faster processing of their hospitalization claims, employees of the Project Management Office (PMO) is starting to distribute copies of PhilHealth’s Member Data Record (MDR) in this province.

More than 94,000 indigent PhilHealth members of this fast-rising province are set to receive their MDR before the end of November, 2011.

“This is an initiative of Governor Khalid Dimaporo to make it easier for our indigent residents to gain access to quality healthcare services,” PMO Head Lyndon Calica said.
Lanao del Norte is the first LGU to implement MDR distribution for its sponsored residents.

Among the first towns to receive the MDRs are Linamon, Bacolod, Matungao, Kauswagan and Maigo. The remaining 17 municipalities are scheduled to be visited by the PMO team in October and November.

The MDR initiative is in support of PhilHealth President Lorna Fajardo’s appeal to help strengthen data verification at the hospital level by ascertaining the identity and eligibility of legal dependents availing the healthcare benefits of members.

PhilHealth Circular 07, series of 2007 (as amended), applies to claims with admission dates starting September 1 this year.

The MDR is a document that lists the primary information on a PhilHealth member. It also contains the names of the member’s qualified legal dependents and is used for reference purposes.

If a member is not able to present an updated MDR, secondary supporting documents such as birth certificate, marriage contract and other documents may be accepted.

To claim the MDR, each PHIP member should present his PhilHealth card and undergo a brief orientation by the PMO team. Also accompanying the PMO team are staff from the Provincial Community Affairs Office (PCAO) and the local Provincial Volunteer Health Workers (PVHW).

“The MDRs are valid until December 2011. A member should renew his MDR every year to continue enjoying the benefits of the Provincial Health Indigency Program,” said PHIP Coordinator Felson Gazelle Francisco. (VNL & LAR/PIO-LDN/PIA-10)


Agriculture Office leads celebration of Consumer Welfare Month

ILIGAN CITY, Lanao del Norte, Oct. 12 -- City Agriculture Office of Iligan City will lead the Consumer Welfare Month celebration.

In a flag raising program at city hall, City Agriculturist Octavius Molo said the entire month of October will be focused on programs like adequate food supply and provide consumers with safe, healthy and food at minimal cost.

The Consumer Month is celebrated in October every year in consonance with Presidential Proclamation 1098 issued in 1997.

Aside from the Agriculturist Office, also involved in the celebration are the Local Price Coordinating Council like the office of Mayor Lawrence Ll. Cruz, City Information Office, Permits and License Division, City Administrator’s Office, Economic Enterprise Development and Management Office, City Health Office, Bureau of Fire Protection, DENR, DILG, PIA and PNP.

The celebration aims to urge consumers to be aware of the quality of food and to stand for their rights as consumer.

This is also an occasion to present to the government programs that are in favor of consumers, create awareness of the advocacy of Consumer and Price Act and other consumer issues.

To achieve the objective, Local Prince Control Council (LPCC) will sponsor activities like seminar on food safety, organic farming, advocacy fora on the rights and responsibility of consumers, and consumer tips over the radio, quiz bee and others. (CIO)


Offices, establishment urged to observe Juan Time

ILIGAN CITY, Lanao del Norte, Oct. 12 (PIA) -- Members of the Sangguniang Panlungsod of Iligan supported the resolution endorsed by City Councilor Michelle Sweet urging all local and national offices to base their watches on Philippine Standard Time (PST).

This is in consonance with the campaign of the Department of Science and Technology (DOST) called Juan Time with the objective that the entire nation will have a synchronized time and to erase the negative comment that Filipinos do not come on time in appointments/events also known as Filipino Time.

Sweet also observed that radio stations have different time and even in the different departments at city hall and other establishments.

PST is the official time from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) since 1978 in accordance with a law. (CIO)


Cooperative Month launched through distribution of livelihood assistance

Iligan City, Lanao del Norte, Oct. 12 (PIA) -- The city government and the Iligan City Cooperative Development Council have formally launched the celebration of the Cooperative Month in October.

The opening salvo of the occasion was the distribution of livelihood assistance to different groups through Mayor Lawrence Ll. Cruz, Vice Mayor Henry Dy, City Councilor Roy Openiano, Chairman of the Committee on Livelihood and Cooperative of the city council and other city officials.

The assistance consists of 14 cubic meter freezer for the Iligan Food Terminal, sewing machine for the Acmac Rural Improvement Club, sewing machine for fisherman’s housewives of Acmac, sewing machine for Suarez Women’s Association, 10 sacks of rice for the Hand in Hand Women’s Association of Fortaleza Street, 6 sacks of rice for the Maria Cristina Small Vendors Association and gas range for the Alternative Learning System or ALS.

Also launched recently during a flag raising program at city hall was the Iligan Business Month and National Statistics Month. (CIO)

DILG-10 awards P1M to LGU Sugbongcogon, Mis. Or.

SUGBONGCOGON, Misamis Oriental, Oct. 11 (PIA) – The Department of the Interior and Local Government (DILG), region 10, has given Php1.0 million to the local government unit of Sugbongcogon, this province, as awardee of the 2011 Performance Challenge Fund (PCF), last Oct. 3.

Sugbongcogon Mayor Jerome P. Lagbas, personally, received the cheque from Regional Director Loreto T. Bhagwani of DILG-10, witnessed by the Regional Office personnel during their Monday convocation.

Lagbas expressed his heartfelt thanks to the Department for this award which will prove to be helpful in the improvement of the LGU’s zoological project.

He also thanked his department heads who have always supported him in his endeavour.
The municipality of Sugbongcogon was accorded the Seal of Good Housekeeping (SGH), this year, along with 20 other municipalities, one (1) province and one (1) city, of the region as a precondition to access the PCF.

The PCF, on the other hand, is accorded to LGUs who have exhibited strong performance in the following areas of evaluation: Good Planning, Sound Fiscal Management, Transparency, Accountability, Valuing Performance Management using LGPMS results, and General Impressions on the LGU.

Other SGH qualifiers who have yet to submit the required documents before receiving the award are: Province of Camiguin and Mahinog, Camiguin.

Kauswagan, Kolambugan, Linamon, Magsaysay, Matungao, Munai and Salvador, all of Lanao del Norte, and Tangub City, Aloran, Bonifacio, Don Victoriano, Lopez Jaena and Tudela, all of Misamis Occidental.

Damulog and Sumilao, both of Bukidnon, and Alubijid, Gitagum, Laguindingan and Libertad, all of Misamis Oriental.

These LGUs have all the reason to celebrate considering that a window of opportunity has been opened for them to access the PCF, which is worth Php1.0M per SGH-qualified municipality, Php3.0M for the SGH-qualified city, and Php7.0M for the SGH-qualified province.

The PCF is a financial incentive awarded to qualified LGUs to jumpstart local development initiatives that are aligned with the national government’s programs for the attainment of the Millennium Development Goals (MDG), tourism and local economic development, disaster risk reduction and management, and solid waste management projects, among others.

Projects that may be financed by the PCF include school buildings, rural health units, water and sanitation systems, local roads and bridges, slaughterhouses, flood control, reforestation, postharvest facilities, cold storage facilities, among others.

Under the guidelines, each eligible LGU should provide a counterpart fund that is equal to or greater than the PCF granted by the national government to be sourced from their 20% development fund or from other sources. (DILG/PIA-10)


Bukidnon returning HSW’s attend livelihood skills training on haircutting

VALENCIA CITY, Bukidnon, Oct. 11, (PIA) – Some 24 displaced and returning Household Service Workers (HSW’s) in Bukidnon attended the Skills Training on Haircutting, held at the BHW-Multi Purpose Hall, here, last Sept. 26-27.

he 2-day training was done under the Balik Pinay, Balik Hanapbuhay (BPBH) Livelihood Program of the National Reintegration Center Office (NRCO), Regional Director Petrona M. Bergado of the Overseas Workers’ Welfare Administration (OWWA), region 10, said.

Bergado said the BPBH Program is one of the income augmentation strategies of the Department of Labor and Employment (DOLE) to returning Overseas Filipino Workers (OFW’s) by providing them livelihood opportunities through skills training and starter-kits.

The livelihood projects under the program are funded by NCRO through the its direct administration or through accredited OFW cooperatives, family circles and other associations.

The trainings were done under the supervision of OWWA Regional Offices in partnership with Technical Education and Skills Development Authority (TESDA) Regional Offices and other training institutions.

Meanwhile, the training was made successful in collaboration with the local government unit of Valencia City and TESDA-Malaybalay City, who provided the Expert Haircutting Trainor Bryan Y. de la Salde to handle the training.

The participants who came from the different barangays in the city and the neighboring areas and their former jobsites were as follows:

Bergado said each participant received a certificate for completing the 2-day skills training seminar and starters kits worth Php1,800, each.

Mayor Emano says more developments taking place in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 11 (PIA) – The operation of the Palm Oil Plantation project in Barangay Tignapoloan, this city, started recently, announced Mayor Vicente Emano as he expressed gladness over this development.

“Ang maong plantasyon mokabat sa dos mil ektarya nga gipanag-iyahan sa A. Brown ug mohatag og trabaho sa dili mominos dos sientos (200) ka mga igsoon natong mga kabus dinha sa kabukiran (The said plantation involves an area of about 2,000 hectares owned by A. Brown Co,. and can offer jobs to not less than 200 of our poor farmers),” he said.

It may be recalled that the Sangguniang Panglungsod (SP) headed by Vice Mayor Caesar Ian Acenas endorsed the issuance of a social acceptability clearance to the proponent for the plantation project.

Meanwhile, Mayor Emano said more investors are also getting into the hotel industry.
“Magsugod na usab sa pagmugna sa bag-ong Tune Hotel dinha tupad sa Coca-Cola. Ang maong hotel napulo ka andana, (Construction of a new 10-storey hotel, Tune Hotel, will also about to start near the Coca-Cola Plant).” he added.

It was learned that Asia Steel will also soon be opening its plant, here. The mayor said all these will boost the city’s economy and improve the lives of the city’s constituents.

Cag. de Oro SP oks OVR law

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 11 (PIA) – Those who have the bad habit of littering, vandalizing and violating other city ordinances should start shaping up or they will be issued with Ordinance Violation Receipts (OVR), pay corresponding fines within 72 hours, or face legal action.

This, after the Sangguniang Panglungsod, during its recent regular session presided over by Kagawad Ramon Tabor, approved Ordinance No. 12139-2011, prescribing the issuance of OVR or Citation Ticket for violators or offenders of city laws.

The ordinance was authored by Kagawad Ian Mark Nacaya, Chairperson of the Committee on Police, Fire and Public Safety and Councilor Simeon Licayan, noting that many penal and regulatory ordinances of the city have not been effectively implemented for lack of appropriate and practical mechanisms especially in the apprehension of violators.

The authors said the issuance of the OVR will facilitate the apprehension of offenders and imposition of applicable penalties.

The ordinance authorizes all the enforcement personnel from the apprehending officers to the deputized personnel to issue the OVR as entrusted to them and prepared by the city mayor through the city treasurer.

Sanitation officers of the City Health Office, private individuals duly authorized by the Mayor to issue OVR, barangay health workers, members of the barangay police, tax inspectors and garbage inspectors will be deputized to issue citation tickets to violators caught in the act or in “flagrante delicto.”

The ordinance provides that persons violating any provision shall be issued a Citation Ticket.
Duplicate copies of Citation Ticket shall be turned over by the apprehending officer to the Office of the City Treasurer and the City Legal Officer within twenty four hours from the time it was confiscated or issued.

The apprehending officer shall demand presentation of any valid identification card, who shall then indicate in the citation ticket the name and address of the offender and shall stipulate therein the specific violation and furnish copy of the citation ticket to the person apprehended.

In case of business establishment found violating the ordinance, the apprehending officer shall demand the presentation of Mayor’s or Business Permit, and indicate the name and address of the owner and the corresponding Mayor’s Permit Number, the particular provision violated and furnish copy of the said citation ticket.

The OVR issued shall serve as evidence and reference in the prosecution of the violation cases when such are brought to court as well as basis in the report of fees collected by the City Treasurer.

If the violator refuses to accept the OVR, the same shall be issued by the apprehending officer with the notation that it was not accepted by the violator.

In case of a private individual, the apprehending officer shall turn over copies of the Citation Ticket to the City Legal Office and in case of an establishment, the apprehending officer shall leave a copy of the OVR in the place where the establishment is located with the same notation that such had been refused.

If the apprehended person decides to contest his/her violation or the apprehension, he/she may lodge a protest before the City Legal Officer through an Arbitration and Grievance Committee.

The ordinance, which was favorably endorsed by City Prosecutor Fidel Macauyag, takes effect 15 days after its publication. (CIO/PIA-10)


Cag. de Oro’s ‘Pista sa Kaumahan’ to kick off Coop Month Festivities

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 11 (PIA) -- The city government is launching the “Pista Sa Kaumahan,” this coming Oct. 19-20, to mark the month of October as Cooperative Month.

Anchored on the theme “Kalampusan Maangkon Kon Adunay Panaghiusa”, the 3-day event will be held at the City Hall Quadrangle from 7:00 am to 5:00 pm.,where contests and games with cash awards await participants.

These include the booth contest, Hawaiian Dance contest, dayang-dayang contest, ethnic dance contest, ‘shall we dance’ contest, sack race, wheel borrow game, trip to Jerusalem, longest line, egg relay, pinaka contest, poster making contest, mixed volleyball and tug of war, among others.
Free horseback riding is also offered for those who seek this thrill ride.

The ‘Pinaka Contest’ shall include the pinaka-taas nga Sitao, pinaka- taas nga bulig sa Saging (Kadisnon), pinaka-taas nga talong, pinaka-dako nga kalabasa, pinaka-dako nga Nangka, pinaka-dako nga bulig sa butong, pinaka-taas nga ampalaya, and pinaka-gwapa nga kanding.

The Pista sa Kaumahan will kick off on the 19th of October with a parade that will start at the Gaston Park.

As arranged by the different committees headed by Ms. Nena S. Salon, the parade shall comprise of the CDO Horsemen, ABC 4 Districts, City Officials, Department Heads, City Hall Working Committee, Farmers’ Sector, Coop Sector, RIC, Fishery Sector, Livestock, and the Youth Sector.
