SUGBONGCOGON, Misamis Oriental, Oct. 11 (PIA) – The Department of the Interior and Local Government (DILG), region 10, has given Php1.0 million to the local government unit of Sugbongcogon, this province, as awardee of the 2011 Performance Challenge Fund (PCF), last Oct. 3.
Sugbongcogon Mayor Jerome P. Lagbas, personally, received the cheque from Regional Director Loreto T. Bhagwani of DILG-10, witnessed by the Regional Office personnel during their Monday convocation.
Lagbas expressed his heartfelt thanks to the Department for this award which will prove to be helpful in the improvement of the LGU’s zoological project.
He also thanked his department heads who have always supported him in his endeavour.
The municipality of Sugbongcogon was accorded the Seal of Good Housekeeping (SGH), this year, along with 20 other municipalities, one (1) province and one (1) city, of the region as a precondition to access the PCF.
The PCF, on the other hand, is accorded to LGUs who have exhibited strong performance in the following areas of evaluation: Good Planning, Sound Fiscal Management, Transparency, Accountability, Valuing Performance Management using LGPMS results, and General Impressions on the LGU.
Other SGH qualifiers who have yet to submit the required documents before receiving the award are: Province of Camiguin and Mahinog, Camiguin.
Kauswagan, Kolambugan, Linamon, Magsaysay, Matungao, Munai and Salvador, all of Lanao del Norte, and Tangub City, Aloran, Bonifacio, Don Victoriano, Lopez Jaena and Tudela, all of Misamis Occidental.
Damulog and Sumilao, both of Bukidnon, and Alubijid, Gitagum, Laguindingan and Libertad, all of Misamis Oriental.
These LGUs have all the reason to celebrate considering that a window of opportunity has been opened for them to access the PCF, which is worth Php1.0M per SGH-qualified municipality, Php3.0M for the SGH-qualified city, and Php7.0M for the SGH-qualified province.
The PCF is a financial incentive awarded to qualified LGUs to jumpstart local development initiatives that are aligned with the national government’s programs for the attainment of the Millennium Development Goals (MDG), tourism and local economic development, disaster risk reduction and management, and solid waste management projects, among others.
Projects that may be financed by the PCF include school buildings, rural health units, water and sanitation systems, local roads and bridges, slaughterhouses, flood control, reforestation, postharvest facilities, cold storage facilities, among others.
Under the guidelines, each eligible LGU should provide a counterpart fund that is equal to or greater than the PCF granted by the national government to be sourced from their 20% development fund or from other sources. (DILG/PIA-10)
Bukidnon returning HSW’s attend livelihood skills training on haircutting

VALENCIA CITY, Bukidnon, Oct. 11, (PIA) – Some 24 displaced and returning Household Service Workers (HSW’s) in Bukidnon attended the Skills Training on Haircutting, held at the BHW-Multi Purpose Hall, here, last Sept. 26-27.
he 2-day training was done under the Balik Pinay, Balik Hanapbuhay (BPBH) Livelihood Program of the National Reintegration Center Office (NRCO), Regional Director Petrona M. Bergado of the Overseas Workers’ Welfare Administration (OWWA), region 10, said.
Bergado said the BPBH Program is one of the income augmentation strategies of the Department of Labor and Employment (DOLE) to returning Overseas Filipino Workers (OFW’s) by providing them livelihood opportunities through skills training and starter-kits.
The livelihood projects under the program are funded by NCRO through the its direct administration or through accredited OFW cooperatives, family circles and other associations.
The trainings were done under the supervision of OWWA Regional Offices in partnership with Technical Education and Skills Development Authority (TESDA) Regional Offices and other training institutions.
Meanwhile, the training was made successful in collaboration with the local government unit of Valencia City and TESDA-Malaybalay City, who provided the Expert Haircutting Trainor Bryan Y. de la Salde to handle the training.
The participants who came from the different barangays in the city and the neighboring areas and their former jobsites were as follows:

Leonila L. Dadagan and Rosalie B. Salmoy from Qatar, Rhea May D. Manigos, Gladdies G. Ongue, Alma T. Quintero from Jordan, Vangie R. Saren from Lebanon, Riyadh KSA and Sarah R.Simborio from Malaysia.
Bergado said each participant received a certificate for completing the 2-day skills training seminar and starters kits worth Php1,800, each.

Mayor Emano says more developments taking place in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 11 (PIA) – The operation of the Palm Oil Plantation project in Barangay Tignapoloan, this city, started recently, announced Mayor Vicente Emano as he expressed gladness over this development.
“Ang maong plantasyon mokabat sa dos mil ektarya nga gipanag-iyahan sa A. Brown ug mohatag og trabaho sa dili mominos dos sientos (200) ka mga igsoon natong mga kabus dinha sa kabukiran (The said plantation involves an area of about 2,000 hectares owned by A. Brown Co,. and can offer jobs to not less than 200 of our poor farmers),” he said.
It may be recalled that the Sangguniang Panglungsod (SP) headed by Vice Mayor Caesar Ian Acenas endorsed the issuance of a social acceptability clearance to the proponent for the plantation project.
Meanwhile, Mayor Emano said more investors are also getting into the hotel industry.
“Magsugod na usab sa pagmugna sa bag-ong Tune Hotel dinha tupad sa Coca-Cola. Ang maong hotel napulo ka andana, (Construction of a new 10-storey hotel, Tune Hotel, will also about to start near the Coca-Cola Plant).” he added.
It was learned that Asia Steel will also soon be opening its plant, here. The mayor said all these will boost the city’s economy and improve the lives of the city’s constituents.
“Ako nagapanghina-ut nga kining maong mga negosyo ug uban pang mo-abot makahatag sa mga trabaho sa mga kabus dinhi sa atong dakbayan (I hope these businesses can give jobs to the poor constituenst of the city),” he added. (CIO/PIA-10)
Cag. de Oro SP oks OVR law

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 11 (PIA) – Those who have the bad habit of littering, vandalizing and violating other city ordinances should start shaping up or they will be issued with Ordinance Violation Receipts (OVR), pay corresponding fines within 72 hours, or face legal action.
This, after the Sangguniang Panglungsod, during its recent regular session presided over by Kagawad Ramon Tabor, approved Ordinance No. 12139-2011, prescribing the issuance of OVR or Citation Ticket for violators or offenders of city laws.
The ordinance was authored by Kagawad Ian Mark Nacaya, Chairperson of the Committee on Police, Fire and Public Safety and Councilor Simeon Licayan, noting that many penal and regulatory ordinances of the city have not been effectively implemented for lack of appropriate and practical mechanisms especially in the apprehension of violators.
The authors said the issuance of the OVR will facilitate the apprehension of offenders and imposition of applicable penalties.
The ordinance authorizes all the enforcement personnel from the apprehending officers to the deputized personnel to issue the OVR as entrusted to them and prepared by the city mayor through the city treasurer.
Sanitation officers of the City Health Office, private individuals duly authorized by the Mayor to issue OVR, barangay health workers, members of the barangay police, tax inspectors and garbage inspectors will be deputized to issue citation tickets to violators caught in the act or in “flagrante delicto.”
The ordinance provides that persons violating any provision shall be issued a Citation Ticket.
Duplicate copies of Citation Ticket shall be turned over by the apprehending officer to the Office of the City Treasurer and the City Legal Officer within twenty four hours from the time it was confiscated or issued.
The apprehending officer shall demand presentation of any valid identification card, who shall then indicate in the citation ticket the name and address of the offender and shall stipulate therein the specific violation and furnish copy of the citation ticket to the person apprehended.
In case of business establishment found violating the ordinance, the apprehending officer shall demand the presentation of Mayor’s or Business Permit, and indicate the name and address of the owner and the corresponding Mayor’s Permit Number, the particular provision violated and furnish copy of the said citation ticket.
The OVR issued shall serve as evidence and reference in the prosecution of the violation cases when such are brought to court as well as basis in the report of fees collected by the City Treasurer.
If the violator refuses to accept the OVR, the same shall be issued by the apprehending officer with the notation that it was not accepted by the violator.
In case of a private individual, the apprehending officer shall turn over copies of the Citation Ticket to the City Legal Office and in case of an establishment, the apprehending officer shall leave a copy of the OVR in the place where the establishment is located with the same notation that such had been refused.
If the apprehended person decides to contest his/her violation or the apprehension, he/she may lodge a protest before the City Legal Officer through an Arbitration and Grievance Committee.
The ordinance, which was favorably endorsed by City Prosecutor Fidel Macauyag, takes effect 15 days after its publication. (CIO/PIA-10)
Cag. de Oro’s ‘Pista sa Kaumahan’ to kick off Coop Month Festivities

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 11 (PIA) -- The city government is launching the “Pista Sa Kaumahan,” this coming Oct. 19-20, to mark the month of October as Cooperative Month.
Anchored on the theme “Kalampusan Maangkon Kon Adunay Panaghiusa”, the 3-day event will be held at the City Hall Quadrangle from 7:00 am to 5:00 pm.,where contests and games with cash awards await participants.
These include the booth contest, Hawaiian Dance contest, dayang-dayang contest, ethnic dance contest, ‘shall we dance’ contest, sack race, wheel borrow game, trip to Jerusalem, longest line, egg relay, pinaka contest, poster making contest, mixed volleyball and tug of war, among others.
Free horseback riding is also offered for those who seek this thrill ride.
The ‘Pinaka Contest’ shall include the pinaka-taas nga Sitao, pinaka- taas nga bulig sa Saging (Kadisnon), pinaka-taas nga talong, pinaka-dako nga kalabasa, pinaka-dako nga Nangka, pinaka-dako nga bulig sa butong, pinaka-taas nga ampalaya, and pinaka-gwapa nga kanding.
The Pista sa Kaumahan will kick off on the 19th of October with a parade that will start at the Gaston Park.
As arranged by the different committees headed by Ms. Nena S. Salon, the parade shall comprise of the CDO Horsemen, ABC 4 Districts, City Officials, Department Heads, City Hall Working Committee, Farmers’ Sector, Coop Sector, RIC, Fishery Sector, Livestock, and the Youth Sector.
