CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 6 (PIA) – Some 13 “Galing Mason” regional qualifiers will compete for today’s skills demo competition at the Gawad Kalinga (GK) site in La Paz 1, Barangay Lapasan, here.
Each competitor carries out independently general masonry work like the interpretation of the working drawing, hollow block setting and laying, plastering, wall smooth finishes, and concrete slab construction.
Regional Director Irene M. Isaac of Technical Education and Skills Development Authority, region 10 (TESDA-10) said the event aims to showcase and give special recognition to dedicated and hardworking masons who have shown pride and great improvement in their work.
“This is not only a test of skills but also considers how responsible the nominees are to their family and community,” Isaac added.
The competition, which was officially declared open, yesterday, Sept. 5, will also help build additional houses for the GK village in Lapasan.
Meanwhile, Provincial Director Edgar A. Sales of TESDA-Misamis Oriental gave a briefing on the rules of the contest during the opening of the competition.
Among those who attended the briefing were Lapasan Punong Barangay (Village Chief) Omar D.C. Labuntog, and GK La Paz 1 President, Romy Rementizo, together with the regional qualifiers who, likewise, recited their oath to the competition.
Only the top two (2) winning nominees will represent Northern Mindanao to the National Galing Mason Awards Road Show for 2011, who will be judged based on productivity, technical competence and professionalism.
The Galing Mason award is initiated by TESDA and Holcim, a cement manufacturer, to honor Filipino masons who show great skill and pride in their work and are also model citizens in their community.
The Most Outstanding Mason will get Php150,000 cash, while the group who nominated him also receives Php50,000 which will be spent for social project of their choice, while regional winners likewise takes home Php25,000.
Last year, the Misamis Occidental nominees bagged the regional winner award. (PIA 10)
Kauswagan, Lanao Norte prepares to become the “upland rice” capital of NorMin
KAUSWAGAN, Lanao del Norte, Sept. 6 (PIA) – At least 29 upland rice farmers, from this town, completed the 130 days intensive hands-on farmers field school training conducted by the Agricultural Training Institute (ATI) of Region 10.
Mayor Rommel C. Arnado said the training was done in preparation of the town’s plan to become the upland rice capital of the region.
This, after the Sanguniang Bayan approved SB Resolution No. 226 dated August 24, this year, declaring Kauswagan as “The Organic Town” of the province.
The training was held with the support of the Municipal Agriculture's Office (MAO) and the Assisi Development Foundation, Inc., a partner for the town’s new development framework of “Sustainable Integrated Kauswagan Area Development and Peace Agenda (SIKAD PA).”
Arnado said, the town has an estimated 1,000 has. of land available for agriculture production, of which 600 has. will be allocated for upland rice full blown production with the support from the Department of Agriculture (DA).
Meanwhile, three (3) has. of demonstration farm were planted with upland rice with proper technology in organic farming application.
Adelino F. Rico, Municipal Agriculture Officer, said the upland rice varieties planted include “Denorado,” “Dumudao” and RC -9 whose harvest activities are on-going and are expected to harvest about 40 bags.
The product output will be utilized as seedlings for the next cropping season, Rico said. (MIO/PIA-10)
Presentation of candidates for search of ARMM OIC and other officials starts Sept. 12 - DILG

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 6 (PIA) – The presentation of candidates for the search of persons to be appointed as Officers-in-Charge (OIC) in the Autonomous Region for Muslim Mindanao (ARMM) will start on Monday, Sept. 12.
Secretary Jessie M. Robredo of the Department of Interior and Local Government (DILG) these appointments include those of the Offices of the Regional Governor, Regional Vice Governor and members of the Regional Legislative Assembly.
Robredo said the screening committee to do the search has been created by virtue of Presidential Executive Order No. 51, series of 2011, which aims to screen and recommend to the President, persons who will be appointed to such positions.
The DILG Secretary also said the committee has already embarked on its search for the persons most appropriate to head the ARMM offices.
“To ensure the smooth, orderly and equitable implementation of its mandate to recommend the most suitable persons for the above-mentioned positions, the Committee has already formulated the guidelines for the search,” he said.
Meanwhile, DILG has scheduled a series of public fora to strengthen information dissemination on the matter.
These events would require nominees to enunciate their respective plans, programs and positions on various issues affecting the ARMM.
It would also allow the people in the region to have a glimpse of the character, perspective, as well, as the priorities of the candidates.
Thus, the presentation of these candidates have been scheduled by DILG in the following areas:
Sept. 12 – for the 1st and 2nd Districts of Lanao del Sur to be held in Marawi State University (MSU), Marawi City.
For the 1st and 2nd Districts of Maguindanao to be held at Shariff Kabunsuan Complex, Cotabato City and the 1st and 2nd Districts of Sulu to be held in Patikul, Sulu.
For Tawi-tawi Province at the Jaafar Convention Hall, MSU Campus in Bongao, Tawi-tawi and Basilan Province at the Basilan State College, Isabela City.
Sept. 13 – for the Cotabato Media at the Office of the Regional Governor (ORG) Complex, Cotabato City.
Sept. 15, for the Zamboanga Media at the Ateneo de Zamboanga University, Zamboanga City. (PIA-10)
COWD reminds senior citizens to renew discount privileges

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 6 (PIA) --- The Cagayan de Oro Water District (COWD) is reminding its senior citizen-beneficiaries to visit their office and renew their discount privileges upon the expiration of their annual coverage.
The reminder was sounded by Ladele Sagrado, COWD’s Public Relations/Information Division Manager, citing that the application for the availment of the five percent (5%) discount on monthly water consumption is subject to renewal, every year.
This is embodied in the implementing rules and regulations of Republic Act 9994, otherwise known as the Expanded Senior Citizens Act of 2010, which grants additional benefits and privileges to the elderly sector of the society, she said.
Senior citizens can apply for renewal starting this month since we begun implementing the discount, September of 2010, Sagrado said.
She disclosed that some 810 senior citizens in the city have benefited from the monthly discount during its first year of implementation.
Sagrado also advised other registered senior citizens who want to avail of the monthly water discount to apply personally at the COWD office.
If a senior citizen is incapacitated, he/she may apply through a duly-authorized representative, she added.
To qualify for the discount, the monthly water consumption of the senior citizen should not exceed 30 cu.m. and the meter registration of the utility should be in his/her name for a period of one (1) year.
If the senior citizen has many residential properties, the privilege can be availed of only through the water connection of his actual residence, Sagrado explained.
She further explained that the privilege will be granted per household regardless of the number of senior citizens residing therein. (PIA10)
DA to train young farmers on modern Japanese farming techniques

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 6 (PIA) --- The Department of Agriculture (DA), regional field unit 10 (DA, RFU-10), will be recruiting at least three (3) young farmers in the region to participate in the 2012 Young Filipino Farmers Training Program in Japan (YFFTPJ).
The program will provide modern Japanese farming techniques to the deserving young Filipino farmers and afford them the chance to exchange agricultural information and farm techniques with their Japanese hosts.
It will also give them the chance to acquire various technical knowledge and skills in agricultural and cooperative management, said Nilda Salas, Regional Agricultural and Fishery Council (RAFC) Coordinator.
Implemented by the National Agricultural and Fishery Council (NAFC), in collaboration with the Japan Agricultural Exchange Council (JAEC) and the Japan Ministry of Agriculture, Forestry and Fisheries (JMAFF), the training program consists of four (4) phases, namely, the home stay module, pre-departure orientation course, training proper in Japan, and the post training and evaluation.
The home stay module is a 60-day training module under the guidance of the YFFTPJ graduates focusing on farm activities, visits to other farms and agricultural institutions, conversational Nihongo and physical fitness.
The pre-departure orientation, on the other hand, is a 75-day training course which includes basic courses on rice, vegetable, swine and cattle production, farm business planning, farm mechanization, computer literacy, formal Nihongo language course, basic Japanese culture and tradition, values formation and leadership training, among others.
The training proper in Japan involves an 11-month intensive on-farm training under Japanese host farmers of JAEC, while the post training and evaluation requires a 5-day training on volunteerism, people-centered development, orientation on Agricultural and Fishery Councils, project proposal preparation, and entrepreneurship.
It will also include sharing of experiences and evaluation of the training program by the participants.
Salas said the program is geared at ensuring the sustainability of the country’s agricultural industry through the continued infusion and training of young farmers and farm leaders to carry on the tasks of making agricultural lands productive, thereby, ensuring food security for the country.
She said the YFFTPJ is open to all out-of-school youth-farmers preferably 20-26 year-old male, single, either college level or high school graduate, not presently employed in any job except farming and have a minimum two (2) years continuous farming experience and available farm and/or existing agri-based project/s.
Aspirants must also undergo the screening process and pass the provincial and regional qualifying examinations.
Interested applicants can get application forms at the Office of the Provincial Agriculturist in their respective provinces, Salas added. (PIA10)
Tornado kills 1, injures 4 in Valencia City

MALAYBALAY CITY, Bukidnon, Sept. 6 (PIA) – A tornado ripped through three (3) villages in Valencia City, killing a one-year-old boy and injuring four (4) people at 4:30 p.m., Saturday, September 3.
Reports reaching Gov. Alex Calingasan said the Provincial Disaster Risk Reduction and Management Council (PDRRMC), immediately, responded through the emergency rescue teams of the Army Reserve Command, 1003rd CDC, City DRRMC emergency rescue units, ABC Eagles and Kabalikat Civicom Volunteers, among others.
The medical examiner’s report said ‘drowning' ruled the cause of 1-year-old James Alumin’s death, Arsenio Alagenio, Executive Officer of the PDRRMC, said.
James’ mother, Mary Grace Alumin, 22, said she saw her one-year old boy swept away by hard-blowing wind waves and slammed the boy upside-down to a nearby National Irrigation Admnistration (NIA) main canal, separating him from her hug, as the strong winds tore off their roofs pulling up their frail house.
Those injured were Rogelyn Versaga, 15, Elton Galsin, 23, and James’ grandmother Sinisa Versaga, 48, all in the same roof.
Medical reports from Abella Midway Hospital said seriously injured was Sinisa, who needs an urgent surgery for a right clavicular fracture, while Rogelyn, Mary Grace’s sister, also suffered from faint avulsion fracture.
The victims, meanwhile, welcomed offers to help them in medical and surgical costs.
“Hopefully, the assistance from the government will include surgical expenses,” said Barangay Kagawad Era Salces who also attends to the victims needs in the hospital.
The tornado affected 40 families or 151 persons in the villages of Batangan, Kahaponan, and Tongantongan, all in Valencia City.
The PDRRMC, local government units, private and multilateral donors, who quickly went to the ruined site, joined hands for relief efforts. (PIA-10)
Cong. Ocampos supports DSWD’s request for higher budget

OROQUIETA CITY, Misamis Occidental, Sept. 6 (PIA) -- Congressman Loreto Leo S. Ocampos of the 2nd District, this province, has sided with the Department of Social Welfare and Development (DSWD) in its proposal for a Php39 billion budget for the Pantawid Pamilyang Pilipino Program in 2012.
The Congressman said that he supports Secretary Corazon Juliano-Soliman and sees the need to cover more households for the Program.
“I go for the approval of the higher budget of Pantawid Pamilya for 2012, since many poor families can actually benefit from it,” he said.
The Pantawid Pamilya is the conditional cash transfer (CCT) scheme of the National Government which provides a maximum of Php1,400 to poor households for their children’s educational and health needs.
In exchange for the subsidy, each household shall comply with their co-responsibilities, such as, ensuring that their children are sent to school and have regular checkups and that household heads and their spouses shall also attend to Family Development Sessions of the Program.
Cong. Ocampos saw that the DSWD’ Program has improved the quality of life of many families, thus, his support for Pantawid Pamilya.
He emphasized however that the implementation of the Program needs fine-tuning in terms of its list of recipients, the speedy delivery of the cash assistance, and to strengthen the monitoring of the beneficiaries’ compliance of their co-responsibilities in the Program.
He also mentioned that the DSWD should also strengthen its coordination with the congressional offices believing that the latter can share their part in reinforcing Pantawid Pamilya’s objectives in helping the poor.
Meanwhile, beneficiaries of the Program are also voicing out their support to Secretary Soliman for an increase in budget to P39 Billion for 2012.
The Department of Social Welfare and Development is currently providing cash subsidy to 200,569 households in Region 10 alone.
Solon wants probe on traffic accident in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 6 (PIA) -- The Committee on Public Utilities (CPU) of the Sangguniang Panglungsod (SP), here, has tasked the Roads and Traffic Administration (RTA) to investigate the traffic incident involving a truck carrying molasses and some other vehicles along Kauswagan highway some weeks ago.
Kagawad Alden Bacal, Chairperson of the CPU said based on the reports conducted by the Cagayan de Oro City Police Traffic Unit, an RTA Radio operator received a call that a vehicular accident took place at the Kauswagan junction.
The report indicated that the truck, which was heading towards the west, was loaded with waste molasses which spilled along Marcos Bridge, as a result of which, motorcyclists passing the slippery portion of the road lost control.
However, a representative of Land Transportation Office (LTO), said no such incident was reported to their office, but the police assigned to the case can file a complaint in their office so that proper action can be taken.
Bacal stressed that the main obligation of the city is to file a case against the truck owner and driver.
Meanwhile, he has tasked the RTA to look into safety standard operations in the streets.
In a related development, the committee adopted a resolution endorsing to the Integrated Traffic Management Board (TMB) the request of the Cagayan de Oro Chamber of Commerce and Industries, Foundation (OroChamber) to be part of the board.
The business group said this will enable them to contribute to solving the city’s traffic problem, Bacal said. (CIO/PIA-10)

Kini tungod kay ang Department of Social Welfare and Development (DSWD) ug ang Department of Public Works and Highways (DPWH) molunsad ug usa ka programa nga makahatag kanila ug panginabuhi-an.
Si Presidential Deputy Spokesperson Abigail Valte miingon nga ang paglunsad sa programa nga gitawag ug “Trabahong Lansangan ng Programang Pantawid Pamilyang Pilipino,”didto ipahigayon saBaranagy 649, District 5 sa Baseco Compound Covered Court sa Tondo, Manila.
Pinaagi niini nga proyekto sa DSWD ug DPWH, ang mga benepisyaryo sa Pantawid Pamilya, nga giila karon isip Conditional Cash Transfer (CCT) nga programa, mahatagan ug garantiya sa panarbaho.
“Programa kini sulod sa lima(5) ka tu-ig diin nag-tumong nga mahatagan ug panarbaho ang mga benepisyaryo sa CCT,” matud ni Valte atol sa usa ka interview sa radyo.
“Busa kadtong atong mga benepisyaryo, gawas sa binulan nga kantidad nga ilang ginadawat, mahatagan usab sila ug panginabuhi-an. Sa ingon matabangan usab sila sa kagamhanan nga mo-uswag ang ilang kahimtang,” dugang ni Valte.
