RTWPB-X, MUST ink MOA to promote productivity values among students

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 4 (PIA) -- The Regional Tripartite Wages and Productivity Board, region 10 (RTWPB-X) and the Mindanao University of Science and Technology (MUST) partnership of promoting productivity to students and would-be-entrants to the labor force have been formalized.

This, after the Memorandum of Agreement (MOA) to instill basic productivity values among students making them aware of such, practice them and put them to use when they join the world-of-work was signed by the following:

The MOA signing took place during the recent visit, here, of DOLE Secretary Rosalinda Dimapilis-Baldoz.

Thus, the MOA paves the way to promote DOLE programs to in-school-youth (ISY) like: Youth Entrepreneurship Support (YES), Youth Entrepreneurship – Youth Employability (YE-YE), Summer Program for Employment of Students (SPES) and other livelihood programs encouraging entrepreneurship among the youth.

The MOA signing culminated with the exchange of signed MOA between DOLE Secretary Baldoz and Dr. dela Rama as a gesture of commitment and mutual support.

Meanwhile, the DOLE Secretary said the MOA can also be replicated by other stae universities and colleges (SUCs) through the Guidance Network-X. (RTWPB/PIA-10)


PhilHealth’s new case rate packages starts Sept. 1

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 5 (PIA) – The new case rate packages for selected medical conditions and surgical procedures is now available in institutional health care facilities accredited by the Philippine Health Insurance Corporation (PhilHealth), starting Sept. 1,. this year.

This was bared by Datu Masuding Alonto, Vice President for PhilHealth, Northern Mindanao, who said the shift from fee-for-service to case rates for these medical and surgical cases was prompted by developments taking place in the health care industry.

“Most notable of these developments is the need to provide optimal financial risk protection, especially, to the most vulnerable groups, including the poorest of the poor," he said.

Alonto also said that it is the opinion of the PhilHealth President and Chief Executive Officer, Dr. Rey B. Aquino, that better member appreciation and faster reimbursement of fees to health care providers were also among the major considerations for introducing this new type of provider payment scheme.

Meanwhile the PhilHealth CEO said the use of case rates is an internationally accepted payment mechanism that serves to package payment for health interventions.

Through this mechanism, members will be able to predict how much PhilHealth will be paying for each of the services provided and empowered with just the right amount of information he needs for a particular disease or illness.

Among the medical cases and the corresponding package rates are Dengue I Php8,000, Dengue II, Php16,000, Pneumonia I, Php15,000, Pneumonia II, Php32,000, and Essential Hypertension, Php9,000.

Cerebral Infarction (CVA I), Php28,000, Cerebro-vascular Accident with Hemorrhage (CVA II, Php38,000, Acute Gastroenteritis , Php6,000, Asthma, Php9,000, Typhoid Fever, Php14,000, and Newborn Care Package in Hospitals and Lying-in clinics, Php1,750.

Surgical procedures including Radiotherapy, Php3,000 per session, Hemodialysis , Php4,000 per session, Maternity Care Package (MCP), Php8,000, coupled with the Normal Spontaneous Delivery (NSD) Package in Level 1, Php8,000 and Levels 2-4 hospitals, Php6,500.

Caesarian Section, Php19,000, Appendectomy, Php24,000.00, Cholecystectomy, Php31,000, Dilatation and Curettage, Php11,000, Thyroidectomy, Php31,000, Herniorrhaphy, Php21,000, Mastectomy, Php22,000, Hysterectomy, Php30,000 and Cataract Surgery, Php16,000.

However, the "No Balance Billing" (NBB) policy, meaning no other fees nor expenses shall be charged to or paid for by the patient-member above and beyond the package rate, applies to the Sponsored Program members who are admitted in government hospitals.

The NBB policy shall also apply to any other member type, such as, the employed, individually paying and overseas workers, who will avail themselves of the MCP and NCP in all accredited MCP non-hospital providers, such as, maternity clinics, and birthing homes.

This policy was approved after a series of consultations with concerned medical societies and other institutional partners.

These conditions and procedures were also among the top 49 percent of total claims PhilHealth paid for over the previous years.

With all of these packages in place, the government agency needs about Php3 billion in the next six (6) to 12 months once members start availing themselves of the packages early this month. (PhilHealth/PIA-10)


7 more illegal-drugs trade suspects fall

MALAYBALAY CITY, Bukidnon, Sept. 4 (PIA) – At least seven (7) more suspects were arrested by the Philippine Drug Enforcement Agency (PDEA), region 10, in line with its relentless drive to fight the illegal-drug trades.

This was bared by Regional Director Roberto S. Opeña of PDEA-10, who said all the arrests resulted after successful buy-bust operations were conducted by his personnel, the instances and places of which are as follows:

Around 12:00 midnight, last Sept. 2, in Barangay Casisang, Malaybalay City, that led to the arrest of Felipe N. Butal, Jr., a resident of Sinabuagan, Valencia City.

Butal was arrested after selling one (1) piece, regular size transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA undercover agent.

Recovered from his possession and control were one (1) piece, each, of small, medium and large size heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu.

Also arrested during the operation were: Emilio M. Gempisao, who yielded one (1) piece, small size heat-sealed transparent plastic sachet suspected to be shabu found inside his wallet and three (3) others, namely, Nelson C. Ernabe, Jr. and Edwin N. Rebollido, both residing at Purok 5, Barangay Casisang, Malaybalay City,and Eugene S. Flores of Purok 1-B, Maramag, Bukidnon.

Further, that day, Sept. 2, another successful buy-bust operation was conducted by PDEA-10 in Laguindingan, Misamis Oriental around 2:00 p.m., which led to the arrest of Rogelio C. Serojales a.ka.a. Tatay, male, 65 years old, jobless.

Arrested with Tatay was Juanita G. Goyenoche, a.k.a. Nita, his live-in partner, female, 42 years old, married, jobless, both were residents of Purok 4, Saray, Iligan City.

They were arrested after conniving to sell one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu.

Recovered from Tatay was one (1) piece large size heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu.

Also recovered from Nita’s possession and control were: four (4) pieces small size and three (3) pieces medium size heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu.

The confiscated drug evidences of both operations were brought to the nearest PNP Crime Laboratory in their respective places for comprehensive examinations while arrested suspects were temporarily detained at PNP Detention Cell, Malaybalay City and PDEA-10 jail facility for proper disposition.

Opeña said cases of violation of RA 9165 are now being prepared for filing appropriate charges in court against the suspects. (PDEA/PIA-10)

NEDA-10 promotes HRD scholarship in Japan

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 3 (PIA) –The National Economic and Development Authority (NEDA), region 10, will be conducting a promotion seminar for the 10th batch of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) covering the academic year, 2012-2014.

The activity will be held in partnership with the Japan International Cooperation Center (JICE), this coming Sept. 7, at the NEDA-10 Main Conference Room, Capistano-Echem Sts., this city.

“The seminar intends to promote the JDS project and discuss the field of study, guidelines, and application procedures for the programs,” Engr. Leon M. Dacanay, Jr., Regional Director of the National Economic and Development Authority (NEDA-10), said.

It also aims to support human resources development in the country by targeting young government officials, who are expected to be the country’s leaders, and engage them in formulating and implementing social and economic development policies after they returned.

Participants of the JDS project, Dacanay he said, shall contribute to an expanded and enhanced foundation for bilateral relations with Japan as persons having well-rounded knowledge of Japan.

Dacanay said the JDS project framework consists of ‘sub-program’ and ‘component’ which correspond and deal with the selected target priority areas and development issues of the country.

The participants are selected from ‘target organizations’ whose mission is closely related to the ‘sub-program’ and ‘component,’ he added.

The degree to be obtained is a two-year master’s degree course in the following fields: Public Management, Public Administration, Political Sciences, International Studies, and International Cooperation Policy.

Crime volume in Northern Mindanao drops in 2011

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 3 (PIA) -- Crime volume in Northern Mindanao plunged 8.98 percent for the first six (6) months of the year compared to the same period in 2010.

This was reported by P/Supt. Robert Rodelas Baesa of the Regional Police Community Relations Division (RPCRD), region 10, during the opening of the 17th National Crime Prevention Week (NCPW) celebration, in the region, last Sept. 1.

Anchored on this year’s theme of “Pinoy Ako, Crime Prevention Misyon Ko,” complemented by the proactive slogan, “Knock Out Crime,” the week-long celebration primarily aims to promote community involvement and participation in crime prevention.

Baesa said a total of 8,574 crimes was recorded from January to July, this year, down by 846 cases compared to 9,420 crimes during the same period last year.

Of this figure, 6,420 cases or 74.88% were classified as index crimes while 2,154 cases or 25.12% were non-index.

Likewise, of the index crimes, 1,847 cases or 28.77% were crimes against persons while the othero 4,573 cases or 71.23% were crimes against property.

Compared to the 6,856 index crimes in the same period last year, a decrease of 436 cases or 6.36% was recorded.

Again, among the index crimes, theft had the highest frequency with 3,066 cases or 47.76% of the total index crimes, followed by physical injury with 1,358 cases or 21.15%.

The other index crimes posted the following frequencies: Robbery, 1,126 cases or 17.54%, murder, 299 cases or 4.66%, rape, 111 cases or 1.73% and homicide, the lowest frequency with 79 cases or 1.23%.

For non-index crimes, the 2,154 cases recorded for the period showed a decrease of 410 cases or 15.99% compared to 2,564, in the same period, last year.

Cagayan de Oro registered the highest non-index crime with 660 cases, followed by Misamis Oriental with 442 cases.

Next was Bukidnon with 367 cases, Misamis Occidental, 286 cases, Iligan City, 235 cases, Lanao del Norte ,109 cases and Camiguin, the lowest non-index crime with 55 cases. (PIA-10)


OWWA-10 conducts skills training for “Star of the Sea-Iligan” OFW’s

ILIGAN CITY, Lanao del Norte, Sept. 3, (PIA) – At least 28 members of the Star of the Sea, an organization of seafarers and their dependents in Iligan City, attended the Livelihood Skills Training Seminar (LSTS) on Fish Processing, recently.

Sponsored by the Overseas Workers Welfare Administration (OWWA), region 10, the training was held last August 25-26, at Raquel Bakeshop Function Hall, Barangay Camague, this city.

It was conducted with the assistance of the Bureau of Fisheries and Aquatic Resources (BFAR), region 10, through Leah Lastima Bucog, Post Harvest Technical Staff.

Topics of the training included Bottling of Sardines, “Rellenong Bangus” Preparation and “Bangus” Deboning.

The “Star of the Sea-Iligan,” is a church-based civic organization of seamen’s wives, mothers and legal dependents of Filipino Seafarers and Overseas Filipino Workers of Iligan City and Lanao del Norte.

Headed by Marisa Doromal, the organization’s President, it aims to build and maintain mutual cooperation and support among its members in building and sustaining a strong family.

Meanwhile, Regional Director Petrona M. Bergado of OWWA-10 said the LSTS is one of the reintegration programs of OWWA intended to bring about an improved economic well being of returning OFWs and their dependents.

One way of availing the LSTS is by forming an organization of OFW’s and their dependents, such as, the “Star of the Sea-Iligan,” she said.

During their graduation, the 28 participants received certificates of attendance which were personally handed to them by the OWWA Regional Director and Remegio Cabañog Provincial Head, Department of Labor and Employment (DOLE), Lanao del Norte. (OWW/PIA-10)


BJMP-10 institutes the DARE program in schools

EL SALVADOR CITY, Misamis Oriental, Sept. 3 (PIA) - The Bureau of Jail Management and Penology (BJMP), here, has instituted the Drug Abuse Resistance Education (DARE) in El Salvador Central School.

The move is in response to President Benigno S. Aquino III’s call for a “DRUG FREE PHILIPPINES 2015.”

“Originating from the United States, the DARE program is now being widely used in the Philippines in order to help students recognize and resist peer pressure which is seen to lead them to try alcohol and drugs,” said SJO3 Orson Garcia, City Jail Warden and organizer of DARE in the city.

Likewise, recognizing the need for parental involvement in the said program, a Responsible Parenthood Seminar was subsequently held wherein parents of Grade 5 and 6 students, together with the school principal and teachers, actively participated.

“It is very important for parents to realize that alcohol and drug abuse prevention is not just a concern of the government. Everyone must share his part in making Philippines drug free by the year 2015,” Garcia said.

Meanwhile, BJMP10 Regional Director Jail/Sr. Supt. Abraham Pil Lintao said “As of the moment, roughly 77% of inmates confined in BJMP facilities in region 10 have been in prison due to alleged involvement in drug cases,” said. (BJMP/PIA-10)


Timely info from community people led 4ID troops to capture high-powered firearms of NPA

CAMP EVANGELISTA, Cagayan de Oro City, Sept. 3 (PIA) – Maj. Gen. Victor A Felix, Commander of the 4th Infantry Division, Philippine Army, commended the troops from 402nd Infantry (Stingers) Brigade for demonstrating their expertise in combat.

This, after the troops encountered more or less 15 New People’s Army (NPA) under unknown leader of Guerilla Front 21 of the Northern Mindanao Regional Committee (NMRC), at Barangay Puting Bato, Cabadbaran City in Agusan del Norte, yesterday, Sept. 2, at around 3:00 p.m.

A running gun battle lasted for about an hour which resulted to the capture of four (4) high powered firearms including four (4) M16-Armalite rifles, an AK-47 (Kalashnikov) rifle, personal belongings, subversive documents and an enemy dead body, whose identity is not yet known.

Meanwhile, this is a big blow to the NPA in the 3rd quarter, this year, the 4ID Commander said.

“The success in the conduct of the said security operation may not be possible without the timely information provided by the people in the community, discipline and tactical skills demonstrated by our soldiers,” he added.

He also assured that the operation will go after the rebels and eventually find and fix them.
For his part, Maj. Eugenio Julio C Osias IV, 4ID Spokesperson and Commanding Officer of 4th Civil Military Operations Battalion said “the success of our operation lies with the information provided by the people who hated the series of atrocities committed by the NPA rebels in the provinces of Misamis Oriental and Agusan del Sur.” (4CMO/PIA-10)


MSU-IIT to host 9th Iligan City Computing Fair 2011

ILIGAN CITY, Lanao del Norte, Sept. 2 (PIA)--The School of Computer Studies (SCS) of the Mindanao State University-Iligan Institute of Technology (MSU-IIT) will be holding the Iligan City Computing Fair 2011 (ICCF), at the MSU-IIT Campus, here, this coming Sept. 21-23.

Anchored on the theme “Information Freedom: Ethical Computing Towards Responsible NETIZENSHIP,” the fair features technical forum, student projects presentation, quiz shows for high school and college students.

Also included open programming competition, digital arts open competition, flash animation competition, computer hardware servicing competition, and Information Communication Technology (ICT) exhibits.

Prof. Ernesto E. Empig, Dean, SCS, MSU-IIT, said the goal of the ICCF is not just to create another 2-day event, but also to encourage participants from the academe not only in the city but the whole of the Visayas and Mindanao regions, and from the industry and business sectors to participate in the events, enrich their experiences, gain knowledge, skills and views on ICT.

“This will be a good venue for students to gain friendship with other participants and meet their future employers through a job fair, a good opportunity to reach prospective clients and strengthens customer-supplier relationships in these islands.

“This year, we are expecting the usual support of the different institutions and ICT enthusiasts as they participate in this annual big event in the ICT field, with stress on information freedom and its implications on the roles and responsibilities of the users of the information highway,” Empig said.

1st eco-friendly condominium opens in Northern Mindanao

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 02 (PIA) – The first-ever eco-friendly condominium in Northern Mindanao, dubbed as Primavera Residences, was showcased yesterday during the unveiling of its office, showroom and model unit, here.

Primavera is an Italian-inspired condominium constructed along the principle of sustainable architecture such as generating its own energy, minimizing power usage and maximizing natural lighting and ventilation that can save up to 20 percent (20%) of the building’s energy consumption.
It is the first green building in the Mindanao with photovoltaic solar panels located on the rooftop of the building which help in the production of renewable energy.

Also, the presence of a green inner courtyard will help the building mitigate the high temperature during summer season as the shelter will produce shadow to protect from the sun’s direct radiation with a dramatic decrease in temperature.

It was designed by ITA Project, an award-winning Italian architectural firm recognized internationally for its expertise in green and sustainable architecture and design.

Located at Pueblo de Oro Township, here, the first-ever condominium was developed by the Pueblo de Oro Development Corporation, who actively promotes green initiatives in the city.

In Pueblo de Oro, we are taking huge steps to help encourage an eco-friendly lifestyle to keep this city green, said Rodolfo Menes, senior vice-president and general manager of Pueblo de Oro Development Corporation.

He said the eco-friendly condominium will also complement the other green efforts in the Pueblo Township including the 40-hectare Pueblo Urban Rainforest and the electronic shuttles that are serving the township residents making Pueblo the landmark of green development in the city.

Meanwhile, City Mayor Emano expressed gratitude to the Italian government for implementing the green project in Mindanao, particularly, here in the city.

Putting-up the Primavera here is helping the local government in the development of the city, as well as, in giving employments to local residents, he said.

OWWA joins the Civil Service Commission’s fitness walk and Hataw

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 2, (PIA) -- The officers and staff of the Overseas Workers Welfare Administration (OWWA), region 10, joined the Fitness Walk and Hataw activity organized by the Civil Service Commission (CSC) as it celebrated the 111th Year Anniversary of the Philippine Civil Service (PCS), yesterday, Sept. 2.

Anchored on w the theme: “Championing R.A.C.E.( Responsiveness, Accessible, Courteous and Effective Public Service): Public Service Excellence At Full Speed,” the activity started with a fitness walk early at 5:30 a.m., yesterday, at Vamenta Blvd., Carmen, Cagayan de Oro, just outside the gate of the CSC Office bound to the Parade Grounds of Camp Evangelista, Patag, this city.

Upon arrival, each participating government agency was recognized and then, a short program followed which was highlighted by the “Hataw”(aerobic dance) led by the Department of Health (DOH) Staff.

The Fitness Walk and Hataw are but part of the numerous activities prepared by the CSC for the PCS celebration.

Another activity is the upcoming “Talakayan” in which, OWWA 10, is one of the invited guests.
This will take place on Sept. 6, at the Philippine Information Agency (PIA) Office.

Issues to be discussed include the programs and innovations of the guest agencies that are aligned with the government’s top agenda for economic reforms, those under health and welfare, and those directed to improve the delivery of public services in the fight against corruption. (OWWA/PIA-10)

ILIGAN CITY, Lanao del Norte -- Personal nga gidawat ni Mayor Lawrence Lluch Cruz atol sa flag raising program sa city hall kagahapong adlawa ang tseke gikan sa Department of Social Welfare and Development nga nagbalor og 2,034,600 pesos.

Kung kahinumduman nga nadawat sa kagamhanan sa siyudad ang unang release niadtong miaging bulan sa Hulyo nga nagkantidad og 639 ka libo ka pesos (Php639,000).

Mitunol sa maong tseke ngadto sa pamuno-dakbayan mao ang focal person sa nutrition program sa DSWD 10 nga si Cheryl Nacario.
