DOH, Bukidnon PHO join battle vs. dengue

MALAYBALAY CITY, Bukidnon, August 22 (PIA) – Admitting there is an uncertain research result on the vaccine against dengue, the Department of Health (DOH) and the Provincial Health Office (PHO) here, has called for continuous active participation of the residents on anti-dengue drive largely based on prevention over treatment.

Dr. Teresita Damasco, Provincial Health Officer, said dengue is everyone's concern and should do their share in cleanliness, since this is still the best weapon to fight the dreadful disease.

In the latest report to Governor Alex Calingasan, PHO surveillance data shows there were only 275 cases from January until now, compared to 1,505 cases in the same months of 2010, hence a drop rate of more than 80 percent.

Despite this, Damasco urged the people of Bukidnon to be more alert as dengue peaks during August to September, the perfect time it hits vulnerable areas.

“Dengue is a man-made problem because mosquitoes that carry dengue need our containers, refrigerators, old tires, empty bottles and cans, drains, and solid wastes as ideal breeding sites,” she said in a simultaneous radio broadcast aired over ten (10) AM and FM radio stations here.

Dr. Josephine Ibalio, dengue control service coordinator of the DOH, likewise, has detailed again the 4S campaign, which are: Search and destroy mosquito breeding places; Self-protection through use of mosquito nets and wearing of long sleeve shirts and pants; Seek early consultation and treatment if symptoms persist; and Say no to indiscriminate fogging.

Since mosquitoes breed near houses, says Dr. Ibalio, any intervention must begin at the household level, to eliminate larvae and eggs so they won't produce adults that can transmit the disease.

With these preventive activities, the DOH and PHO join forces to create as much awareness as possible among the children, their families and the community.

“But shifting ‘ownership’ of dengue control from government to the people pose a serious challenge because people still think it’s the government's business," Dr. Ibalio said.

“The message is that it's not the government’s or local agencies' sole responsibility; we all have to pitch in because, in the long run, it's our own health we're promoting," she explained.

Meanwhile, Damasco applauds the DOH for laying-out so clearly what the local government’s Rural Health Units (RHUs) must do:

Promote coordination, stimulate environmental actions, provide quality care for dengue patients, standardized reporting, and prepare for outbreaks. (PIA 10)


2011 crime prevention confab focuses on youth

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 22 (PIA) – This year’s celebration of the 17th National Crime Prevention Week (NCPW), from Sept. 1-7, will focus on youth participation and youth development.

Thus, avers Atty. Marte S. Palomar, Regional Director of the National Police Commission (NAPOLCOM) in Northern Mindanao during a meeting in preparation for the celebration.

Declaring Sept. 1-7, every year as NCPW is pursuant to Presidential Proclamation No. 461, dated August 31, 1994.

Anchored on this year’s theme of “Pinoy Ako, Crime Prevention Misyon Ko,” complemented by the proactive slogan, “Knock Out Crime,” the week-long celebration primarily aims to promote community involvement and participation in crime prevention.

It also aims to build public commitment and participation in activities that effectively deter commission of crimes.

Palomar said the celebration will kick-off with a “Walk for a Cause” on Sept, 1,
Which is aimed at helping the school children of Tagpangi Elementary School, this city, by providing them with school supplies and other basic necessities.

A minimum amount of P20.00 per participant will be collected as registration fee.

New XU Prexy vows to push for K+12

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 22 (PIA) – Fr. Robert C. Yap, SJ, the new President of Xavier University (XU)-Ateneo de Cagayan, here, has vowed to push for the implementation of K+12 in its basic education.

“Although the legislation has not yet been passed and the implementing rules and regulations are still in the drawing board, the signs are that K+12 will happen and that it will be another project for the goal of Stronger Formation of XU,” Fr. Yap said during his investiture, last Aug. 15, at the Immaculate Conception Chapel of XU.

The 10th President of XU, he succeeds Fr. Jose Ramon T. Villarin, SJ, who assumed post as President of Ateneo de Manila University (ADMU), recently.

He said “XU needs to start to prepare for what will, most likely, be a major overhaul not only of Philippine basic education but tertiary education, as well.”

He said the plan, so far, is to have two (2) additional years of what will be considered Senior High School that will be composed of two tracks:

A career-bound track at the end of which the graduate joins the work force and a college-bound track whose graduate moves on to tertiary studies.

“As an economist, I am in favor of a basic principle guiding the design of these tracks. The supply of competencies must match the demand,” said Fr. Yap, who has a PhD in Economics from the University College London, in 2002.

He also has a Masters in Economics from the New School for Social Research, New York, USA in 1988 and an AB in Economics, from the Honors Program, graduating Cum Laude, from ADMU in 1980.

His other degrees include a Master in Public Policy from Harvard University, Cambridge, Massachusetts, USA, in 1995 and an MA in Theology, Bachelor in Sacred Theology, graduating Summa Cum Laude from the Loyola School of Theology, ADMU, in 1992.

Meanwhile, Fr. Yap said the competencies that XU supplies must match the demand of the private sector, civil society, government and civil service in Northern Mindanao, the Philippines and the ASEAN region.

These extra two (2) years will not only mean that our XU High School will have to offer two more years of pre-university college-bound training. It will, likewise, imply that XU will have to offer programs for the career-bound track.

“We will strengthen and align the technical and vocational courses offered by our Center for Integrated Technologies (CIT). All our colleges, i.e., engineering, agriculture, nursing, computer studies, education, arts and sciences, business and management, may have to offer 2-year ladderized programs on the career-bound track for their respective fields,” he said.

Further, he said, K+12 will also mean revisions of the tertiary General Education Curriculum that will be offered after Senior High School. And the courses that will be offered at the junior and senior years of the tertiary level will also have to be upgraded so these become more research-oriented.

When the laws are enacted and the rules and regulations are promulgated, XU will rise to the challenge of K+12 and will avail creatively of the opportunities it offers for making education better.

He also said XU needs to develop a more professional organization saying “Our student population has grown from 14,000 in 2002 to 16,000, today. Our undergraduate tertiary level population is the biggest among the Ateneos with the most number of schools and colleges.”
“And no matter at what level, whether career- or college- bound or ladderized or upgraded university programs, Ateneo de Cagayan will make sure that all are marked by the characteristics of Jesuit education, ‘en todo amar y servir,’ in all things to love and serve the Lord,” Fr. 2nd Minda-wide Vermi Organic Forum opens on Wednesday

CAGAYAN DE ORO CITY, Misamis Oriental, August 22 (PIA) –Expecting around 400 participants, the Regional Agricultural and Fishery Council (RAFC), in Northern Mindanao, have their hands full for the 3-day vermi organic stakeholders meet, set to open on Wednesday, Aug. 24, here in the city.

“The forum aims to institutionalize the organic sector industry and expect to come up with a vermi organic organization, by province and by municipality,” Professor Edgardo D. Layug, Chairperson of RAFC, said.

It will also serve as a platform in discussing the implementing rules and regulation of Republic Act 10068, as well, as provide updates on the salient provision of the law, focusing, primarily, on accreditation, registration of organic food and input products, establishment of demo farms and the organic agricultural roadmap for year 2011-2016.

Layug said all efforts during the 2-day activity are geared towards the efficient implementation of RA 10068 and on the formulation of a regional organic roadmap, as it further intends to come up with a Mindanao vermi baseline information.

Meanwhile, the forum will run from August 25-26 at the Grand Caprice Restaurant, this city, matched side by side with a whole day training/practicum on the basic principles and techniques in vermiculture on August 24.

This will take place at the Manresa Farm in Upper Carmen where a step by step demonstration from identification and collection of materials, pre-composting, feeding, maintenance, harvesting and quality analysis will be done.

Layug explained that vermiculture is simply a way of composting, using earthworms to speed up the process and thereby utilizing the worm droppings or worm manure called vermicastings as its end-product that could be used or sold as organic fertilizers for plants or crops.

Vermi is a first class compost product and preferred by most farmers as they can manufacture their own compost fertilizers right on their own backyard through the aid of vermi or earthworms, Layug said. (PIA 10)


NBI-10 goes for inkless fingerprinting, collects Php7.08M in clearance fees for the first 7 mos.

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 22 (PIA) – The National Bureau of Investigation (NBI), region 10, has implemented a new system in the finger printing of applicants who want to get NBI clearances.

Starting Aug. 15, this year, NBI-10 had began to use the “Biometrics” system where applicants will just have to show their finger tips on screen of the computers to get their finger prints.

“This process no longer require applicants to put liquid ink on their fingers to capture their prints,” Atty. Jose Justo C. Yap, Regional Director of NBI-10, said.

This new process saves time and effort on the part of the applicants in getting rid of the ink after they file their application for NBI clearances, which was the practice of the past, Yap said.

Meanwhile, Yap said some Php7.08 million has been collected by NBI-10, for processing a total of 61,442 clearances from January to July, this year.

Of this amount, Php4.61 million or 65 percent was generated from processing 40,094 local clearances, while Php2.43 million or 34 percent was generated from processing 21,146 clearances for travels abroad.

Processing of 98 clearances for business transactions also posted a collection of Php16,170, while processing of 56 clearances for change of names posted a collection of Php9,240.

Likewise, processing of 38 clearances as requirement to possess a firearm posted a collection of Php6,270 while only one (1) clearance for naturalization was filed during the period that generated Php415.

Yap said the highest number of clearances was issued during the month of May with 9,578, followed by January with 9,257.

The other months posted the following number of clearance issued by NBI-10: June, 9,102, March, 9,033, July, 8,353, February, 8,219 and lowest during the month of April with 7,900. (PIA-10)


5 Mindanaoans make it to the RAFI Triennial Awards finals

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 22 (PIA) – At least five (5) Mindanaoans, have made it to the top five (5) finalists in the Ramon Aboitiz Foundation, Inc. Triennial Awards (RAFI-TA), this year.

Three (3) of the finalists were cited for the Ramon Aboitiz Award for Exemplary, Individual Category, while two (2) others were cited for the Eduardo Aboitiz Award for Outstanding Institution, Haydee Emie K. Paler, Communications Officer of RAFI-TA, said.

Initiated in 1996 and conferred every three (3) years, the RAFI-TA was established to give recognition and encourage individuals and institutions in the Visayas and Mindanao for their efforts in bringing about hope and change to better the lives of the less-privileged.

“Their deeds, however, should reflect the philanthropic, humanitarian, and holistic ideals of Don Ramon Aboitiz and Don Eduardo Aboitiz,” Paler also said.

In existence for 44 years of development work in the Visayas and Mindanao, RAFI has consistently been “Touching People, Shaping the Future” and worked towards “elevating lives through a comprehensive approach that champions best practices in community development.”

It also focuses on five (5) areas—Integrated Development, Micro-finance & Entrepreneurship, Culture & Heritage, Leadership & Citizenship, and Education—by drawing on a range of capabilities—Grants & Awards, Institutional Development & Planning, Knowledge Sharing & Advocacy, and Services & Facilities—to come up with solutions for communities.

Currently on its 5th run, the RAFI TA has recently presented the top five (5) finalists:
Individual category - Fr. Angelo Buenavides of General Santos City, Fr. Dennis Tamayo of Basilan Province and Prof. Estrella Cantallopez of Zamboanga del Sur.

Institution category - Agri-Aqua Development Coalition-Mindanao in Davao City, SOS Children’s Villages Philippines in the Visayas and Mindanao.

The other finalists in the Individual Category are Apolinario Leyson Sr. of Cebu, and Rene Vendiola of Negros Oriental.
