CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 21 (PIA) -- The Department of Social Welfare and Development (DSWD) will continue advocating for the Pantawid Pamilyang Pilipino Program despite the many controversies and criticisms it had been receiving from the public.
This assurance came from Secretary Corazon Juliano-Soliman of DSWD who believes that children deserve to go to school and to have good health whatever their family’s economic conditions.
A Conditional Cash Transfer (CCT) scheme of the Philippine Government, Pantawid Pamilya provides opportunities to poor families in sending their children to school and improving their health, including the pregnant women.
Under such scheme, an augmenting subsidy of P300 per month, for every child in a household, can give the child a chance to own a pair of shoes, perhaps a bag or other school supplies that he/she will need in school.
Likewise, a subsidy of P500 per month is also provided to poor families with children aged 0-14 years old for their health needs.
Homemaker Alfonsa Salva of Sagay town, Camiguin, can testify that Pantawid Pamilya has evidently provided much to their family.
“Sa una, dili gyud ko makapalit ug uniform para pang-eskwela sa akong duha ka-anak. Pero tungod sa hinabang nga akong nadawat gikan sa Pantawid Pamilya, ga-uniform na sila kung mag-eskwela. Kabalo ko nga gamay ra kaayo na nga butang para sa uban. Apan alang kanako isip usa ka inahan, ug usa lamang ka-housewife, nahuwasan gyud ko ug dako niini.
(Before, I could not afford to buy school uniforms for my two children. But because of the subsidy I received from Pantawid Pamilya, my children are now attending school wearing their uniforms. It may not be much for other people, but as mother and as mere home-maker, this is such a great relief),” Salva said.
Meanwhile, 19-year old and the eldest of six (6) children, Jovanie Cabunag of Lopez Jaena, Misamis Occidental shares his own experience with Pantawid Pamilya:
“Gahulam lang ko ug bangka aron pagtabok sa pikas isla aron maguha ug mga kinhasonsh aron ibaligya. Mao ni ang akong panginabuhi aron makakaon ang akong unom ka-igsoon. Akong inahan tua sa Manila aron mangita pud ug panginabuhi, apan hangtod karon wala pa gihapon siyay napadala para sa amo. Mao nga napugos ko ug trabaho aron lamang makakaon akong mga igsoon.
(I borrow a boat to cross to another island and pick up shells to be sold. This is what I do to feed my six (6) siblings. My mother is in Manila looking for a job, but until now she hasn’t sent us anything, forcing me to work to provide food for my siblings),” said Jovanie.
“Dako ug natabang ang Pantawid Pamilya sa ako ug sa akong mga igsoon kay naa na mi’y gadawaton para makapalit mi ug pagkaon. Tinood nga dili siya dako nga kantidad, pero dako gihapon siya ug ikatabang sa amo-a.
(Pantawid Pamilya has helped me and my siblings a great deal since we can now receive cash for food. While it is true that the money we receive is not enough, but still it is a great help to us),” Jovanie tearfully expressed.
Alfonsa and Jovanie are just two (2) of the 200,569 beneficiaries of the Pantawid Pamilya in Northern Mindanao, as of July 31, 2011, who can testify that the program has truly helped them.
Sec. Soliman said the DSWD will defend Pantawid Pamilya because it provides a good future for children of poor families who could not send them to school and provide good health because of their economic instability.
“We are concerned with the child who should be in school but could not. It is for the child who should be enjoying a healthy life, but could not. That is why we advocate for Pantawid Pamilya,” Soliman added. (DSWD/PIA-10)
Army’s 51st Inf Battalion accepts 13 MILF surrenderees

MALABANG, Lanao del Sur, Aug. 21 (PIA) – Thirteen (13) more members of the Moro Islamic Liberation Front (MILF) have surrendered to the 51st Infantry “Fuerte Uno” Battalion, 1st Infantry Division, Philippine Army, in Barangay Matling, here, last Aug. 15.
“The fifth batch, they have brought to 62, the total number of MILF fighters who have voluntarily surrendered to the elements of 51IB, since April 26, July 23, July 25, and August 4, this year,” Lt. Col. Ceasar Marlon M. Yadao, Commander of 51IB, said.
These former MILF fighters, who were all members of the 304th Brigade, 116th Base Command, Central Mindanao Front Command (CMFC), BIAF, MILF under a certain Aleem Salic operating in Marogong, Kapatagan and Malabang towns, in the province are:
Saiden Dimao Madag, Nasser Abdulkadir Amerol, Alioden Amen Cosain, Saddam Amen Cosain, Junaid Morales Amerol, Daud Dimangadap Jamil, Asad Mandag Maliawan, Andy Lao Macasalung, Sali Gumacap Paulino, Jamaludin Amano Paulino, Juwair Ilmula Gaus, Macacna Ismael Amino and Azis Samanodin Amino,
The surrenderees brought along with them their high powered firearms which included: one (1) cal. 30 M1 Garrand rifle, four (4) M79 40MM Grenade Launchers with one (1) 40MM ammunition, four (4) cal. 9mm INGRAM and four (4) cal .45 pistols.
“They cited the same opinions with the previous surrenderees on why they returned to the folds of the law which is to have a normal life because they were able to see the benefits that their former comrades who are already in the government are benefiting,” Yadao said.
The MILF surrenderees also said they have nothing to gain from joining the MILF group because of the hardships that they experienced in the mountains and because they saw and experience that only their Commanders are gaining from their organization.
Besides they realized that taking arms against the government will only make their lives and those of their families miserable.
They also noticed that those who have surrendered ahead of them were given livelihood programs by the government that helped them to have better lives as normal citizens through the “Balik-Baril” Program.
This is already the output of the massive campaign of the Armed Forces of the Philippines (AFP) in winning the hearts and minds of the people to show the role of every member of the AFP in community building and attaining just and a lasting Peace through its new Campaign plan IPSP “BAYANIHAN” in the second district of province, Yadao added. Region 10 to grow 2.168 million new trees under Pres. Aquino’s NGP

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 21 (PIA) – A total of 4,336 hectares of land in Northern Mindanao have been targeted to be planted with various species of trees under the National Greening Program (NGP).
With NGP’s target of planting 500 seedlings per hectare, the region expects to grow 2,168,000 new trees in six (6) years.
This was explained by Mayor Leandro Jose H. Catarata of Valencia City, who is also the Chairperson of the Economic Development Committee, Regional Development Council, region 10 (EDC, RDC-X) during the last full council meeting in Ozamiz City.
Catarata said of the NGP area in the region, the province of Bukidnnon posted the biggest share of 2,002 has. or 46 percent, followed by Misamis Occidental with 999 has. or 23 percent, Misamis Oriental, 774 has. or 18 percent, Lanao del Norte, 424 has. or 10 percent, Camiguin , 85 has., or 0.02 percent and Lake Lanao, 52 has., or 0.01 percent.
Issued by the President Benigno S. Aquino III, last February 24, Executive Order No. 26 directed the implementation of NGP for the period 2011-2016.
The NGP complements the national government strategies on sustainable development, poverty reduction, food security, biodiversity conservation and climate change mitigation and adaptation.
In a letter addressed to the EDC, RDC-X, the Department of Environment and Natural Resources (DENR) sought the endorsement of NGP to the RDC-X Full Council which strongly recommended its implementation.
Targeting to plant 1.5 million has., nationwide, from 2011-2016, the NGP considers forestlands, mangrove and protected areas, ancestral domains, military reservations, urban areas under the local government unit’s greening plan, abandoned mine sites, and other suitable lands.
Meanwhile, RDC-X has integrated the NGP in the Regional Development Plan (RDP) and coordinated its implementation, monitoring and evaluation in the region after determining the priority lands for its development under the NGP, Catarata said.
In addition, RDC-X has been tasked to provide direction to the Regional Convergence Initiative-Technical Working Group chaired by DENR in operationalizing the NGP activities in the region.
The timetable of activities that clearly details the proposed functions of the RDC under the NGP has also been worked out by the DENR in collaboration with the RDC Technical Staff.
It is also the DENR that determines the reliability of support mechanisms and condition, such as, seedling materials availability, accessibility of target planting areas, and inter-agency collaboration on logistical support by firming up formal agreements with various government instrumentalities involved in the NGP, Catarata added. Iligan City provides sewing machine to Barangay Tipanoy

Costing some Php8,500, the sewing machine will be used in the livelihood project of the women’s group of Tipanoy.
It was turned-over and personally received by the officials of Tipanoy led by Barangay Captain Modesto “Joy” Labrador during a simple ceremony at a flag raising program in city hall.

Mis. Or. PPOC joins GPH Panel’s call for the NPA to respect human rights
CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 20 (PIA) – The Provincial Peace and Order Council (PPOC), here, has supported the Government of the Philippines (GPH) Panel in condemning the New People's Army (NPA)’s latest antics.
These antics include the granting of the supposed "prisoner of war (POW) " status to the four (4) abducted Bureau of Jail Management and Penology (BJMP) guards and having Mayor Dano of Lingig, Surigao del Sur face trial before a "people's court."
“The Communist Party of the Philippines-NPA-National Democratic Front (CPP-NPA-NDF) is not a state nor has any government recognized it as a belligerent force. It should not presume to act like one,” the GPH Panel said.
These acts committed by the NPA are nothing short of criminal. They are violative of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), which they have signed, as well, as every human rights protocol.
The BJMP guards should not have been abducted in the first place because the functions they perform are civilian in nature and they are far from being "combatants."
These guards should be released immediately without any preconditions. We are concerned that some of them are suffering from poor health and nutrition. We hold the NPA directly responsible for their safety, and for any adverse health conditions they may suffer.
We also condemn in the strongest terms the trial of Mayor Dano by a so-called "people's court". This is a denial of the Mayor's fundamental rights which they themselves always demand when their own people are caught and are brought before a court of justice.
The mayor's basic right to defend himself in the best possible way, his right to choose his own counsel, to enjoy the presumption of innocence, to be appraised of the complaints against him and to adequately prepare his appropriate defense, to call on witnesses and present documents, to be free from coercion, force or intimidation, are being violated with impunity.
Again the mayor is a non-combatant and should be released without preconditions, including both of his escorts who enjoy the same basic rights as any other.
It is unfortunate that while they are talking peace with government, the NPA has escalated its attacks and other acts of violence to unprecedented levels, committing the very acts they accuse government of doing.
Obviously, they are working on the assumption that human rights apply only to them and that they can easily deprive those they choose to.
Thus, Gov. Oscar S. Moreno, Chairperson of the PPOC, has joined the GPH Panel in reiterating the call to the CPP/NPA/NDF to seriously talk peace with government if they are serious in desiring to end the armed conflict.
“We ask that they stop these abductions, killings and other criminal acts which benefit no one, except those who actually profit from violence,” the Governor added. (PIO/PIA-10)
MUST/DTI opens IT training program for SME’s in region 10

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 20 (PIA) – Small and Medium Enterprises (SME) in Northern Mindanao will now have the chance to equip themselves with proper and adequate know-how on the use of Information Technology (IT) to advance their businesses.
This, after a training program have been developed by the Mindanao University of Science and Technology (MUST), here, Regional Director Linda O. Boniao of the Department of Trade and Industry (DTI), region 10, said.
A joint project of MUST and DTI-10, the program provides SME’s with equal opportunities to compete in the global economy.
She said the program is open to SME companies with a total asset size of not more than Php100million.
The training integrates IT with SME’s for effective management of records, product promotion and advertisement, real-time business communication and market research and analysis.
At the end of this training, participants are envisioned to have sufficient knowledge of Personal Computers (PC) and Computer System, she said.
They are also expected to acquire skills for basic PC operations and be able to use current technologies in managing business documents, effectively use the internet for marketing researches and use online tools in promoting and selling their products.
Contained in four (4) modules, the training has been designed to last for 80 hours with components consisting of the following contents:
Office Productivity Tools, 24 hours, Internet Basics and Applications, 16 hours, Online Business Tools, 32 hours and Market Research and Analysis, eight (8) hours or a total of 80 hours.
The schedule of the trainings have been set on Fridays and Saturdays, from Aug. 5 up to Sept. 3, this year, at Rooms 309 & 310, 3rd floor, ICT Bldg, MUST, with a minimal fee of Php300,00 per module. (DTI/PIA-10)
PPOC-CMS, Mis. Or. levels internal tribal conflict

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 20 (PIA) – Cementing its role as the local instrument for peace process and nation-building, the Provincial Peace and Order Council – Conflict Management Cluster (PPOC-CMC), here, leveled the conflict within the Plaridel and Hinaplanon Tribal Communities of Claveria town.
The leveling off was arranged by Vice Governor Norris Babiera assisted by Provincial Director Ponciano D. Caberte of the Department of Interior and Local Government (DILG) and Head of the PPOC Secretariat, through a dialogue to iron-out pressing issues besetting the communities, last August 9.
It was learned during the process that when the old chieftain, Florencio Dangwa, was killed, Roberto Lag-e a.k.a. Datu Maloloy-on assumed leadership of the community.
Datu Maloloy-on, at the time, signed a Memorandum of Agreement (MOA) with Minergy Hydro Power Plant (HPP) prepared by the National Commission of Indigenous People (NCIP) as stipulated in the IPRA Law.
As provided in the MOA, Minergy will allot Php500,000 for the use of natural resources in the area, particularly, for hydro power plant with Cabulig River as its source.
As part of the agreement, the money will be downloaded to NCIP and be used for the processing of their CADT claim.
However, during the leadership of Datu Maloloy-on several conflicts developed that affected their transactions with Minergy HPP and CADT claim processing.
Because of this, the community appointed Josefina Pimentel as representative of the tribal council, particularly on its CADT claim.
In 2009, Ladislaw Dangwa was appointed as the new chieftain. For some reasons, Datu Maloloy-on could not accept the change in leadership.
He openly signified his intent and desire to claim the money allotted by Minergy HPP due to the fact that he was the signatory of the MOA. He also expressed his belief that he is the rightful chieftain.
On the other hand, the tribal community conveyed their decision that the MOA with Minergy should be amended to clarify some issues.
Aggravating to this circumstance, some properties of Sta. Clara Corporation, the contractor of MINERGY HPP was burned by still unidentified perpetrators resulting in damages estimated at Php70 million.
So far the communities agreed to strengthen their traditional political structure and clarify the role of Datu Maloloy-on.
They also agreed to meet up for another dialogue in the last week of August to discuss amendments of the MOA and make a presentation of their final traditional political structure. (DILG-Mis. Or./PIA-10)

Senator Koko visits hometown/spells out priority plans

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 19 (PIA) – Newly seated Senator Aquilino Martin Pimentel III visited his hometown, here, yesterday, for the first time since assuming his post, for a day of thanksgiving.
He was accompanied by his mother, Ma. Lourdes Tuyor-Pimentel and wife, Jewel May Lobaton, a Binibining Pilipinas-Universe title-holder who represented the country in the Miss Universe Pageant in 1998, among his other relatives, in a mass at the St. Augustine Cathedral.
The 1990 Philippines Bar Topnotcher, Senator “KoKo” as he is fondly called, wowed the Cagayan de Oro media after he announced, in a press conference, that the remaining constituency development fund (CDF) of former Senator Juan Miguel Zubiri for the year, will all be poured into Mindanao, including this city.
Having gone through lot things in search of truth and justice, the Senator admitted that finances is one of the things that one should really prepare to hurdle when filing an election protest.
“It’s quite expensive to file a protest and this is one aspect of electoral reform that I’m interested to look into, how to turn it as an ‘effective remedy,’ by lessening the roll of money and time, that politicians who think of committing election frauds will think twice for call to shame,” he said.
Pimentel shared that he and his staff are in no pressure to out-rightly file some bills that are half-baked, as he needs more time to review some of the priority draft bills which includes justice on electoral reforms and the local government code.
The Senator also assured to support bills filed by the two (2) district representatives of the City, namely, Congressmen Rufus Rodriguez and Jose Benjamin Benaldo.
“I am free to be their counterpart at the Upper House Senate to ensure that their bills will be carried through at the shortest time possible,” he said.
When asked about his position on the ongoing peace negotiation with the MILF and the government, he answered that he supports all efforts to achieve peace and urged “that talk, talk and all talks about peace is far better that shooting wars.”
He also sounded a call on the part of the government negotiating panel not to commit something that is not feasible under the Constitution, so that no one is misleading anybody and the commitment of the executive to work on the amendment of the constitution is enough. (PIA 10)
Dengue cases in Bukidnon dips 80%

MALAYBALAY CITY, Bukidnon, Aug.19 (PIA) – A notable decrease of dengue cases here was recorded in the surveillance post of the Bukidnon Provincial Health Office (PHO).
This, after Governor Alex Calingasan has ordered precautionary measures to combat the disease through interpersonal and social communication that encourage community participation for positive behavioral changes into dengue prevention and control programs.
Dr. Teresita Damasco, provincial health officer, said last year’s surveillance posted 1,505 dengue cases.
“This year, however, we have recorded 275 dengue cases, from January up till now. It dramatically dropped by more than 80 percent compared to the same period last year,” she said.
Damasco attributed this to the intensive information, education and communication campaign through cleanliness and sanitation operation by the local government units and civil society groups in the entire province.
Records also reveal that dengue fever claimed nineteen (19) lives in 2010 and only one (1) in July this year—most of them children.
Dr. Sulpicio Henry Legaspi, Chief of the Bukidnon Provincial Medical Center, meanwhile, said late consultation and treatment caused the death of aforesaid children.
He said, in a radio interview, that the day-biting mosquitoes called aedes aegypti which commonly thrive on clean and stagnant waters, cause dengue hemorrhagic fever.
“These mosquitoes are most active two (2) hours after sunrise and two (2) hours before sunset or between 8 a.m. to 4 p.m. They are of the low-flying type, flying only about two (2) feet high, thus, most of those infected with dengue are children,” he said.
Dengue’s signs and symptoms include joint and muscle pain, abdominal pain, skin rashes, pain behind the eyes, high fever that may last to seven days, and nose-bleeding when fever starts to subside.
“Controlling dengue is a collective effort among homeowners. Our community must recognize that dengue will not go away on its own and fogging can never eliminate all the breeding sites for mosquitoes,” he explained.
“Thus, we urge the incorporation of social communication and community participation, hoping that the declining trend will continue,” he further said.
Legaspi said dengue is still a serious threat to health and must never be underestimated.
"Despite the low number of cases recorded, the next few weeks will also be critical because dengue peaks during August to September, the perfect time it spreads in other areas," he said. (PIA-1O)
DOE to grant loans to new oil industry players

Director Manuel M. Llaneza of the DOE-Mindanao Field Office (MF) said this new circular has amended some vital provisions of Section 14 of DC-98-03-004, entitled “ Rules and Regulations Implementing Republic Act 8479, Downstream Oil Industry Deregulation Act of 1998,” as amended by DC 2003-06-007.
He said per DC-2011-03-0005, the following loan purposes shall be eligible for funding under the LFAP:
Establishment/Construction of New Gasoline Station/Auto LPG Station to include purchase and installation of equipment to be used for the operation of a gasoline station / auto-LPG station.
Purchase of dispensing pumps, underground tanks, filters, compressors, and purchase and installation of basic tools and equipment related to health, safety and environmental protection, wheel aligner/balancer, engine analyzer, fire extinguishers, water tanks, oil and water separator.
Site development, civil/electro-mechanical/erection works including but not limited to construction and concreting of pump islands, perimeter wall, forecourt, driveway and other similar works and purchase of brand new LPG cylinders and purchase and installation of other similar equipment as may be approved by DOE.
Also eligible for loan funding is the improvement and maintenance of existing gasoline station to include purchase and installation of equipment as an addition to or the replacement of old equipment installed in the gasoline station.
Purchase of major equipment and auxiliaries, such as, auto-LPG /liquid petroleum products (LPP) and relocation of the tank from above ground to underground.
Excavation, purchase and installation cost of under ground tanks' and other similar costs, for gasoline stations with above-ground tanks still existing prior to the effectivity of this Circular.
Renovation and additional construction of facilities, building, canopy, service bay, forecourt, engine room, roll-on/twin post lifter, pump islands, and other similar facilities, as well as perimeter walls, forecourt, driveway and other similar works.
Purchase of additional fuel/non-fuel petroleum products from suppliers of good standing, purchase of brand new LPG cylinders and purchase and installation of other similar equipment, as may be approved by DOE-OIMB.
Llanesa said refinancing loan proceeds acquired from other banks that were utilized in the gasoline station/auto-LPG station business is also eligible for funding under the LFAP.
As to equity, a minimum of 20 percent of the total project cost, including existing land and improvements made by the borrower, shall serve as equity of said borrower.
He said all eligible projects can avail of the 100 percent loanable amount provided that such amount shall not exceed 80 percent of the total project cost or Php10 million, whichever is lower.
The maximum term of the loan shall be 10 years and payments of principal shall be made monthly, provided, that the first installment shall be due within six (6) months from the date of initial release of the loan proceeds.
For borrowers with existing gasoline/auto-LPG station, whose sole purpose of the loan is for the purchase of petroleum products, the loanable amount shall be based on the average monthly sales volume, not to exceed Php2.0 million, payable in two (2) years.
Meanwhile, in order to qualify for the loan, applicants must undergo and complete a DOE seminar/training program on how to run/manage and maintain a gasoline or Auto-LPG station/outlet. Seminar/Training fee is Php5,000, exclusive of accommodation.

Bangko Sentral to conduct Financial Education Expo in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, August 19 (PIA) --- In its bid to educate and protect financial consumers, the Financial Consumer Affairs Group (FCAG) of the Bangko Sentral ng Pilipinas (BSP) is set to conduct a Financial Education (Fin-ED) Expo on September 28-29, 2011, here.
In a letter to the Philippine Information Agency (PIA), Teresita P. Lisama, Acting Deputy Director and FCAG head, said the Fin-Ed Expo is a component program of the BSP Economic and Financial Learning Program which integrates all the outreach education activities of the BSP under one flagship program.
With a theme “Financial Education: Building Block for Stronger Economy,” the two-day expo will feature lectures and learning booths covering topics on the Philippine Financial System (PFS), FCAG/Consumer Protection, Currency Concerns, Personal Finance, Financial Products, and Financial Regulators.
A PFS booth will highlight the structure of the country’s financial system, the importance of the financial market and its players, and the financial regulators, as well as, the various financial institutions it regulates.
On the other hand, the functions of the FCAG and its consumer assistance mechanism and financial education programs showcasing the various primers and advisories that the group developed in line with its consumer protection and financial education advocacy will also be introduced in the FCAG/Consumer Protection booth.
The proper physical handling of money, the importance of coin circulation, and the BSP’s clean note policy will be highlighted in the Currency Concerns booth while the basic concepts of personal finance, the benefits of saving early, the steps in financial planning, and the risk-return trade-off will be introduced in the Personal Finance booth.
One booth will also feature the various savings and investment products available in the financial market and the mechanics in availing such products.
Another booth, the Financial Regulators’ Booth, will showcase the financial education and consumer protection initiatives and published advisories, as well as, the other materials and information provided by representatives of BSP partners in the Financial Sector Forum such as the Securities and Exchange Commission (SEC), Insurance Commission (IC), and the Philippine Deposit Insurance Corporation (PDIC).
Meanwhile, all the produced primers, advisories, and “Ingat Tips” on financial services will be displayed in the Primer Hub booth where each participant may obtain a copy of available information material displayed.
Several interactive activities related to the different modules presented in the lectures will also be featured in the Primer Hub.
With the expo, the BSP hopes to promote greater awareness and understanding of essential economic and financial issues to help the public acquire the necessary knowledge and skills towards making informed economic and financial choices and decisions. (PIA-10)
Iponan river bank is 3rd bamboo planting area of TF BAMBOO-3E

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 19 (PIA) – The Iponan River Bank in Iponan, this city, has become the third area for planting bamboo by Task Force Best Action for Mobilizing Barangay Organizations for Opportunities in Education, Environment and Entrepreneurship (BAMBO 3E).
A multi-sectoral approach to enhance environmental education and entrepreneurship formation among children, BAMBOO 3E is a year-long activity that commits and supports bamboo growing and caring project along riverbanks.
Regional Director Luz Almeda of the Dept. of Education (DepEd), region 10, said the task force, actually, advocates for bamboo to be planted along the riverbanks because of its potential for preventing soil erosion and entreprenueral value.
Aiming to address the concern on climate change by the elementary, secondary and tertiary schools of the region, the activity have been conducted in Mambuaya River Bank during the first quarter and at Gusa River Bank in the second quarter.
Almeda said TF BAMBOO-3E wants to teach the students how to take care of the environment by educating them how to plant trees, grow them and then develop their entrepreneural skills using the bamboo as a means to sustain their lives.
“In fact we have arranged the tree growing activities along river banks near a school to ensure that they are cared for by the students, their parents, their teachers, and the community,” among others.
For his part, Anthony Brilleta, Iponan Punong Barangay (Village Chief) welcomed the activity and committed to support the TF BAMBOO-3E by mobilizing, not only the Parent-Teachers Association (PTA), but also the whole community in the area to help in the project.
Meanwhile, TF BAMBOO-3E is a flagship project of DepEd-10, in partnership with other government agencies, local government units, the media and other stakeholders, who believe in the worthy cause of adapting to climate change.
As TF Chair, DepEd provides manpower for the planting and growing of the bamboo seedlings and making the tree guards to ensure their growth from destructive animals.
On the other hand, the Dept. of Science and Technology (DOST), as Vice-Chair, provides the technology for the processing of the bamboo trees into school furniture, such as, school desks, blackboards, book shelves, book stands, book ends, etc.
Dept. of Interior and Local Government (DILG), in coordination with the local government units (LGU), identifies the planting areas, coordinates with the land owners and the nearby riverbanks to secure protection and maintenance of the bamboo growing process.
Dept. of Environment and Natural Resources (DENR) and Dept. of Agriculture (DA) procvides technical assistance in procurement of seedlings and tree growing.
Also included in the TF are the Dept. of Tourism (DOT), Dept. of Trade and Industry (DTI), Commission on Higher Education (CHED) and the Philippine Information Agency (PIA) for the information, education and advocacy drive of the project. (PIA-10)
NBI-10 turns over 6 of Bigcas’ smuggled MV’s to BOC-X

CAGAYAN DE ORO CITY. Misamis Oriental, Aug. 19 (PIA) – At least six (6) motor vehicles (MV) belonging to Lynard Allan S. Bigcas have been turned over by the National Bureau of Investigation (NBI) to the Bureau of Customs (BOC), here, last Aug. 17.
Lawyer Jose Justo S. Yap, Regional Director of NBI, region 10, said these MV’s, which included cars and motorcycles were taken from the custody of Bigcas for verification purposes:
Martin Brother’s Chopper with chassis # 1M9HW28808D830003 and Chevrolet Tahoe with chassis # 1GNNEC13Z34R110174 and engine # 317018133648925.
Dodge |Charger with chassis # 2B3KA43G37H86607 and Ranger Utility Terrain Vehicle (UTV), color red, chassis # 4XAVH76A48D330033.

Yap said they have turned-over the actual physical possession of the subject MV’s for disposal and upon subsequent issuance of a Warrant of Seizure and Detention (WSD) on the same by Atty. Anju Nereo C. Castigador, District Collector of Customs, Collection District X, BOC.
In turn, Atty. Castigador has directed SP/Major Camilo P. Cascolan, Jr., District Commander, Customs Police Division, Enforcement and Security Service (CPD-ESS), Port of Cagayan de Oro (CDO) to take custody of the MV’s subject to WSD No. 01-2011 issued against Bigcas.
In his memorandum, the District Collector directed Cascolan to effect the transfer and to take physical custody of the MV’s and motorcycles that were seized pursuant to the said WSD issued against Bigcas which are now in the possession of the Philippine National Police (PNP) Provincial Office in Villaneva, Mis. Or. and the NBI, region 10.
Castigador also ordered the CPD to conduct an inventory of their actual conditions prior to the transfer of the afore-said MV’s and motorcycles to the Mindanao Container Terminal Sub-Port, in Tagoloan, this province.
It can be recalled that last May 3, on the strength of a Search Warrant issued by the Regional Trial Court of Talakag, Bukidnon, joint operatives of NBI, PNP and USA’s Federal Bureau of Investigation (FBI) raided the warehouse owned by a certain Robert Omullon in Talakag, Bukidnon wherein 19 MV’s and motorcycles were successfully recovered from the premises.
Another operation was simultaneously conducted on the rented house of Bigcas in Barangay Kauwsagan, this city, where ten (10) more MV’s and motorcycles were found.
Subsequently, last May 9, the BOC issued a WSD against the recovered MV’s and motorcycles, thereby, acquiring jurisdiction over them.
A congressional inquiry was, thereafter, conducted on the alleged smuggling activities of Bigcas chaired by Cong. Rodolfo Fariñas.
However, Bigcas testified that he brought all the imported motorcycles through “Balikbayan” boxes, thereby, evading the payment of taxes and duties.
He was also required to present proof of his ownership over the confiscated motorcycles. As to the MV’s, Bigcas alleged that he acquired all of them locally.
Last May 19, a case of smuggling was filed by the BOC against Bigcas before the City Prosecutors of CDO and the Province of Bukidnon.
The Bukidnon case was later withdrawn and filed at the Department of Justice (DOJ), Manila. However, the CDO case remains to be heard by the City Prosecutor’s Office here in the city.
In close coordination with BOC-X, NBI-10 is conducting an in-depth investigation on the alleged smuggling activities of Bigcas in CDO.
“A parallel investigation is being conducted by the Internal Inquiry and Prosecution Division (IIPD) to determine the possible complicity of BOC personnel on the smuggling activities of Bigcas,” Castigador added. (PIA-10)
