GA-WINGS marks women’s month celebration

Cagayan de Oro City, Misamis Oriental – The Gender Advocates and Women in Government Service (GA-WINGS) in Northern Mindanao joins the nationwide celebration of the Women’s month this March, with the theme “Magna Carta of Women, Philippine CEDAW: In support of the Millennium Development Goals (MDGs).”

Presidential Proclamation Nos. 224 and 227, and Republic Act 6949 provide for the yearly observance of the month of March as National Women’s Month.

Director Alicia V. Euseña, Regional Director of the Department of Trade and Industry (DTI) and President of GA-WINGS, region 10, reiterated that this year’s celebration is anchored on the importance of Republic Act 9710 or the Magna Carta of Women, the national translation of the UN Convention on the Elimination of All Forms of Discrimination Against Women or the CEDAW, to the achievement of the Eight (8) Millennium Development Goals.

These goals are to: Eradicate extreme poverty and hunger; Achieve universal primary education; Promote gender equality and empower women; Reduce child mortality; Improve maternal health; Combat HIV and AIDS, malaria and other diseases; Ensure environmental sustainability; and Develop a global partnership for development.

She said that GA-WINGS is one with the government’s commitment to gear all efforts towards the achievement of the MDGs by 2015.

The objectives for this year’s women’s month are: To increase public awareness on the Millennium Development Goals and the Magna Carta of Women, the Philippine CEDAW; and To serve as venue for synergizing efforts to address gender issues in the MDGs and develop strategies and programs to address them, Euseña further said.

GA-WINGS 10 celebration is highlighted with a Holy Mass today, March 1, 7:00 a.m. at the Misamis Oriental Capitol grounds, followed with a short program and “Hataw” exercises.

Euseña is calling the members of GA-WINGs to work together in making this year’s Women’s Month a substantive beginning of highlighting the important role of women in achieving and engendering the MDG. (PIA10)


NorMin DRRMC warns public on strong to gale force winds associated with the surge of North-easterly winds

CAGAYAN DE ORO CITY, Misamis Oriental – Strong to gale force winds are expected to affect the Eastern seaboard of the country.

This Gale Warning No. 08 was issued by the National Disaster Risk Reduction Management Council (NDRRMC) at 5:00 a.m., today, March 01 to the Chairpersons of all the Regional and Provincial DRRMC’s of the concerned areas.

Fishing boats and other small sea crafts in Northern Mindanao are advised not to venture out into the sea, while larger sea vessels are alerted against big waves, said Regional Director Carmelito A. Lupo of Office of Civil Defense (OCD) and Chairperson of RDRRMC, region 10.

As indicated in the advisory, the Eastern Seaboards of Mindanao and the Visayas will have mostly cloudy skies with scattered rainshowers and thunderstorms while the Eastern seaboard of Luzon will have mostly cloudy skies with scattered rainshowers and isolated thunderstorms.

“These seaboards will have a wind force of 55-63 kph/30-34 knots while their sea conditions will be rough to very rough with waves from 3.7 to 4.5 meters high,” Lupo said.

Hence, RDRRMC-10 has reminded the public and the local DRRMC’s to take appropriate pro-active actions to reinforce the efforts of the NDRRMC.

The RDRRMC Chair underscored that these actions should untiringly aim for “zero” casualty and be focused on evacuation, rather than rescue. (PIA10)


PDEA NorMin uncovers another drug den

CAGAYAN DE ORO CITY, Misamis Oriental – Another “Drug Den” was busted by the operatives of the Philippine Drug Enforcement Agency, Regional Office 10, during a buy-bust operation in Cagayan de Oro City over the weekend.

Lt. Col. Edwin F. Layese (Ret), Regional Director of PDEA-10, said their surprise operation around 2:00 p.m., last February 26 at Sitio Carinugan, Barangay Balulang, this city, successfully led to the apprehension of the following suspects:

Spouses Enrico Glico and Gina Glico, 30 and 37 years old, respectively, the alleged owner of the drug den, both residents in the area and Khalid Abdul Dipatuan and Ralph Platero both 30 years old, male and single who were present at the said place during the raid.

Recovered from the four (4) suspects were six (6) pieces open and empty plastic sachets containing white crystalline substance believed to be shabu residue, seven (7) pieces used rolled aluminum foils, four (4) pieces lighters, six (6) improvised needles, seven (7) used rolled aluminum foils as improvised tooters and several pieces of used rolled tin foils, improvised tooters, empty transparent plastic sachets with residue placed inside a black colored plastic container.

Another suspect, however, Aul Amboang, eluded arrest upon seeing the operatives coming to his residence.

Bought from Amboang was one (1) piece heat-sealed plastic sachet containing white crystalline substance believed to be shabu and further recovered from his dwelling were two (2) packs medium size heat-sealed plastic sachets containing white crystalline substance, also, believed to be shabu plus one (1) small box containing 50 rim fire cartridges (Armscor) and one (1) piece lighter with improvised needlles.

Arrested suspects are now temporarily detained at PDEA 10 Office for booking and documentation while the confiscated drug and non-drug evidences were brought to the Philippine National Police (PNP) Crime Laboratory for quantitative and qualitative examination.

Filing of appropriate charges in court for violation of RA 9165 otherwise known as the Comprehensive Drugs Act of 2008 is being prepared against the4 suspects, Layese said. (PDEA-X/PIA)


ERDS prepares for the national greening program

CAGAYAN DE ORO CITY, Misamis Oriental – Some 20 million quality materials of forest and fruit trees have been targeted for planting in 40,000 hectares for calendar year 2011.

To be implemented under the National Greening Program (NGP), the trees will be planted under the community-based management areas (CBMA) and in protected areas, nationwide.

Tasked to supervise and manage the production of these planting materials is the Ecosystems Research and Development Service (ERDS) of the Dept. of Environment and Natural Resources (DENR).

As such, the ERDS in region 10 conducted a 2-day training on the Production of Quality Planting Materials and Leveling-off for its seedling production component at the at the ERDS Technical Room, Sumpong, Malaybalay City, recently.

The training was aimed at teaching and enhancing the knowledge and skills of participants in raising quality planting material, and to conduct project leveling off among NGP provincial coordinators.

Participants of the training included the focal persons on nursery/seedling production from the Community Environment and Natural Resources Office (CENRO) and the Protected Area Superintendents (PAS) all over the region, ERDS provincial coordinators, and other DENR personnel who are actively involved in the implementation of NGP.

During the opening program, Regional Technical Director for ERDS Danilo C. Cacanindin, reminded the focal persons that the seedlings they will be raising should be plantable by June, this year.

Meanwhile, the role and responsibilities of the CENROs and PASUs in the implementation of NGP specifically on seedling production and protocol for the establishment of clonal nurseries were emphasized during the training.

Also given emphasis were the importance of quality planting materials, tree improvement in tree growing activities including appropriate nursery practices, the need for germplasm and germplasm collection as an important strategy to address the high demand for quality seedlings of the NGP. Fire trucks sirens blaring signals start of Fire Prevention Month in Marawi

MARAWI CITY, Lanao del Sur - Fire trucks sirens were sounded early this morning here in the city to signal the start of the Fire Prevention Month celebration.

The Bureau of Fire Protection (BFP) here led the opening ceremony of the month-long celebration with the blowing of fire truck sirens and motorcade as early as 7 o’clock in the morning to urge residents to take part in the observance of fire prevention month.

Senior Fire Officer 1 Aminola Udasan, acting city fire marshal, said they have lined-up series of activities aimed at increasing the level of public awareness on fire safety and prevention.

He said they will be intensifying their information and education campaign to encourage the active support and participation of the community to keep the city safe from destructive fires to save lives and properties.

Part of the activities during the celebration are the holding of Ugnayan sa Barangay, conduct of fire prevention information campaign lectures and distribution of fire safety tips leaflets, as well as fire and rescue evacuation drills in selected schools and colleges.

Udasan further disclosed that they will also conduct inspection of public and private establishments including boarding houses and other high rise occupancies in the city to ensure compliance with the fire code standards.

The acting city fire marshal also reminded the public to be careful and keep watch against fire.

The month-long commemoration is a simultaneous activity observed by all fire personnel of the BFP nationwide every March of each year pursuant to Presidential Proclamation No. 115-A.

This year’s theme is “Kahandaan sa Sunog...Tungo sa Kaunlaran.” (PIA)

Camiguin to tighten standards on sewage disposal

CAMIGUIN – Working to preserve the beauty of its pristine spring waters and beaches, the island-province of Camiguin now sharpens its policy on sanitary facilities.

Governor Jurdin Jesus “JJ” Romualdo recently formed a technical working group to specially look into establishments selling food items or providing accommodations such as hotels, motels, lodging houses, resorts, restaurants, beach cottages, canteens, and kitchenettes.

The team, composed of the Provincial Health Officer, Provincial Sanitary Inspector, Provincial Planning and Development Coordinator, Provincial Engineer and the Provincial Tourism Officer was ordered by the Governor to inspect immediately all target establishments.

Initially, the group has covered almost all operators in Mambajao, where most number of the business establishments is also located.

Provincial Sanitary Inspector Vergelio W. Oyan said that the establishments they have inspected as of press time were all found to be sanitary although he noted that most of the septic tanks checked were old and needs to cleaned or better yet replaced with newer septic tanks, designed to retain and recycle waste water.

Aside from the sewage disposal system, the team also looks into the water supply level, manner of solid waste disposal, as well as on status of the cottages and buildings.

After series of inspection, the local government will formulate and adopt plan and programs that will help maintain safe sanitation in the province.

Being a tourist frequented island, the Governor felt the need to prioritize the protection of seawater from any source of contamination. (PIA 10)


New standard “pakyaw” rates set for NorMin sugar workers

CAGAYAN DE ORO CITY, Misamis Oriental – A new standard “pakyaw” rates for the workers in the sugar industry of Northern Mindanao have been set by the Regional Tripartite Wages and Productivity Board (RTWPB).

This, after a thorough review and consultation on the applicable “pakyaw” activities and rates in the production cycle of the sugar agricultural industry sector was done, Atty. Alan M. Macaraya, Regional Director of the Dept. of Labor and Employment (DOLE), said.

Macaraya, who is also the Chairperson of RTWPB, region 10, said Supplemental Wage Order No. R-X-15-A, hereby, sets the following new minimum wage rates for the following activities done by the workers in the sugar industry of region 10:

Roamplow, P379/ha., plowing with animal owned by the planter, P252/day, with animal owned by the worker excluding premium rate of animal on normal soil, P1,648/ha., on coarse and hilly soil, P2,965/ha.

Harrowing (Karas) labor component, P120/ha., planting basal including peeling, P740/lacsa, hauling cane points, loading only, P100/lacsa, both loading and unloading, P163/lacsa, cutting cane points, “sincillo”, P493/lacsa, “gupod,” P410/lacsa.

Peeling, P165/lacsa, cutting cane points with peeling, P825/lacsa, fertilizing, “tagad,” P70/bag, “bubod,” P53/bag, weeding, high density, P2,000/ha., medium density, P1,533/ha., low density, P1,100/ha.

Hilling-up, 1-meter distance between rows, P463/pass/ha., harvesting, cutting and loading zero trash, P163/ton, peeling and replanting, P825/lacsa and trash scattering, burning and cutting stump, P694/ha.

Macaraya said all workers in the sugar plantation within Region X shall receive the minimum wage rates set in this Supplemental Wage Order No. RX-15-A.

Nothing in this Order shall be construed to reduce any existing wage rates, allowances,
and benefits of any form under existing laws, decrees, issuances, executive orders and/or
under any contract or agreement between the workers and employers, he added. (PIA)
