CAGAYAN DE ORO CITY, Misamis Oriental – The Bureau of Internal Revenue (BIR) will launch its year-round tax campaign for 2011 with the theme, “Buwis Mo Para sa Bagong Pilipinas.”
This is focused on BIR’s goal of ensuring extensive dissemination of information on the its various programs and projects, as well, as development in taxation, said Revenue District Officer Ester S. Palala of Revenue District No. 98, Cagayan de Oro City.
The campaign will kick-off with a motorcade/caravan on March 2, 8:00 a.m., from BIR building located at Westbound Terminal, Bulua, this city, to be followed with a roadshow at Limketkai Mall Rotunda.
Assistant Commissioner Lucita G. Rodriguez of the BIR’s Taxpayer Assistance Service and other top officials from the BIR National Office are expected to grace the activity and expound on the merits of the Tax Administration Reforms and flagship programs of the BIR under the leadership of Commissioner Kim S. Jacinto-Henares.
Some of the flagship programs of the BIR include the Run After Tax Evaders (RATE), Oplan Kandado (OK), Tax Compliance Verification Drive (TCVD) and Change Management Program. (PIA10)
Strong to gale force wind to affect Eastern seaboard of Mindanao--NorMin DRRMC

CAGAYAN DE ORO CITY, Misamis Oriental – Strong to gale force is expected to affect the Eastern seaboard of the country.
This Gale Warning No. 6 was issued by the National Disaster Risk Reduction Management Council (NDRRMC) at 5:00 a.m., today, Feb. 28 to the Chairpersons of all the Regional and Provincial DRRMC’s of the concerned areas.
Fishing boats and other small sea crafts in Northern Mindanao are advised not to venture out into the sea, while larger sea vessels are alerted against big waves, said Regional Director Carmelito A. Lupo of Office of Civil Defense (OCD) and Chairperson of RDRRMC, region 10.
As indicated in the advisory, THE Eastern Seaboards of Mindanao and the Visayas will have cloudy skies with scattered to widespread rain showers and thunderstorms while the Eastern seaboard of Southern Luzon and Southern Mindanao will have mostly cloudy skies with scattered rain showers and thunderstorms.
“These seaboards will have a wind force of 55-68 kph/30-36 knots while their sea conditions will be rough to very rough with waves from 3.7 to 6.0 meters high,” Lupo said.
Hence, RDRRMC-10 has reminded the public and the local DRRMC’s to take appropriate pro-active actions to reinforce the efforts of the NDRRMC.
The RDRRMC Chair underscored that these actions should untiringly aim for “zero” casualty and be focused on evacuation, rather than rescue. (PIA10)

DFA hotlines to cater to families of OFW’s in Libya

CAGAYAN DE ORO CITY, Misamis Oriental – The “Libreng Tawag" Project for the families and relatives of Overseas Filipino Workers (OFW) now in Libya is only available at the Dept. of Foreign Affairs (DFA) Main Office in Manila.
However, families/relatives within Misamis Oriental or at least within the Northern Mindanao area may contact the 24-hour hotline telephone nos. dedicated by DFA to coordinate inquiries regarding status of their families in Libya.
A joint service program of DFA and Smart Communications, Inc., the 24-hour Libreng Tawag for families of OFWs who may wish to talk directly to their relatives in Libya started last Feb. 26, Regional Director Raymund Ondiano of DFA-10 said.
He said a crisis management center has also been set-up with 24-hour hotline numbers (834-4580, 834-3245, 834-3240, and 834-4646) at the DFA for families of OFWs who may want to get information about the conditions of their relatives in Libya.
For families of OFWs near the Manila area, they can just go to the south wing lobby of the DFA Main Building in Pasay City to avail of the Libreng Tawag, Ondiano said.
Meanwhile, he said DFA is on a full relocation and repatriation mode in view of the escalating violence and widespread insecurity in Libya.
As such, it is fully committed to ensuring the safety and welfare of the Filipino nationals in Libya, Ondiano added. (DFA/PIA-10)

LGU Opol receives farm-to-market road project

CAGAYAN DE ORO CITY, Misamis Oriental - To ensure that farmers, businessmen and stakeholders have easy access to transport agricultural commodities and farm inputs, a 12.817 km. of farm-to-market road (FMR) have been upgraded in Opol, Misamis Oriental.
Done in two (2) segments, 10.317 km. and 2.5 km., the said FMR under the Infrastructure for Rural Productivity Enhancement Sector (InfRES) project of the Dept. of Agriculture (DA) links barangays Malanang, Bagocboc, Awang, Mansilop, Bayugbaygan, Migsalaon and Kolambog in Opol.
The project had a total cost of Php35.66M of which 50% or Php17.84M was funded by Asian Development Bank (ADB) while Php7.95 or 22.3% was funded by the National Government thru DA and Php9.88M or 27.70% was funded by the local government unit as their equity beneficiary counterpart or equity.
During the recent turn-over of the completed project, Regional Technical Director Constancio C. Maghanoy, Jr. of DA RFU- 10 encouraged the constituents to take good care of the project.
“I hope that you will take full responsibility of the project and help maintain it so that it can be used for a longer period of time,” Maghanoy said as he challenged the whole community especially the Barangay Captains to help in the maintenance of said project.
For his part, Mayor Dexter B. Yasay expressed his gratitude for the trust DA-InfRES has extended to them and appealed to all residents of the barangays to assume full responsibility to maintain it for this is a big opportunity for all the populace to increase their agricultural production.
He then requested the Punong Barangays and officials to help in the maintenance of the project “because the government can only do too much but we cannot do everything, so let’s all help one another“, he urged.
The Punong Barangays gratefully accepted the project with the promise that they will do their best to maintain it in order to realize its long-term benefits to ensure sustainability as it will be of great help to access markets in other areas and boost their productivity. (DA10/PIA10)
ICRC conducts media workshop on IHL, reporting conflict

MARAWI CITY, Lanao del Sur - The International Committee of the Red Cross (ICRC) conducted on Saturday, February 26, a workshop on International Humanitarian Law (IHL) and Reporting of Conflict for media practitioners in Northern Mindanao, Caraga region and the Lanao provinces.
The one-day workshop was aimed to equip media practitioners with some knowledge on the IHL, their role in reporting conflict and humanitarian issues, and to present to them the activities of ICRC in the country particularly in Mindanao.
The activity held in Cagayan de Oro City was the first media workshop conducted by ICRC this year.
Jean-Robert Jorda, head of ICRC Mindanao sub-delegation, underscored the vital function of media practitioners in reporting situations especially during conflicts.
He also explained to the media participants the need for them to be sensitive and careful in reporting conflict.
Jorda further cited the importance of IHL for media practitioners and the need for them to know how the IHL can protect them in armed-conflicts as well as to be advocate of the law of armed conflict.
ICRC Communications Officers Allison Lopez and Albert Madrazo discussed the ICRC’s work in the Philippines and Briefing on International Humanitarian Law respectively.
The IHL according to Madrazo is a set of rules which protects persons who are not or are no longer participating in hostilities. It aims to protect human dignity and prevent human suffering in times of armed conflict by placing restrictions on the use of weapons and means of warfare.
In addition, veteran journalist Red Batario of the International News Safety Institute tackled the challenges in reporting about the victims of armed conflict and other situations of violence and issues on humanitarian reporting.
He stressed that the key to conflict reporting includes a thorough understanding of the complexities of the situation.
He also gave useful tips on how to avoid danger when covering conflict situations.
The participants were also invited to join the Red Cross Award for Humanitarian Reporting 2011 which seeks to recognize stories on the humanitarian consequences of armed conflicts for populations and/or the importance of IHL.
Deadline for the submission of entries is on March 12, 2011 and winners will be announced during the regional media conference on conflict reporting to be held on the Red Cross Day in May 8, 2011.
The ICRC is an impartial and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence, and to provide them with assistance. It has actively pursued its humanitarian activities in the country for more than 25 years.
In accordance with its international mandate, it provides assistance to civilians affected by armed confrontations, conducts visits to persons detained in relation to the insurgency and carries out dissemination of the IHL as well as reminding all parties of their obligations under the IHL. Iligan appoints new city legal officer
Iligan City, Lanao del Norte – Mayor Lawrence Ll. Cruz formally introduced to employees of the city government Retired Judge Valerio Salazar as the new City Legal Officer.
In the flag raising program held at the Anahaw Amphitheater recently, Salazar was introduced to the public after his appointment was conformed by the Sangguniang Panlungsod on Feb. 7.
Mayor Cruz expressed his confidence on the credibility, experience and integrity of Judge Salazar who is tasked to attend to city legal matters.
For his part, Salazar assured Mayor Cruz and the people of Iligan that he will serve diligently in accordance with law. (CIO)
SP Iligan endorses a Human Rights Lawyer as COMELEC Commissioner
Iligan City, Lanao del Norte – The members of the Sangguniang Panlungsod of Iligan endorsed human rights advocate Atty. Ibarra Gutierez to the vacant position of Commissioner of the Commission of Elections.
The city council has crafted a resolution through a mass motion in their regular session last Monday.
The city council expressed their confidence to the qualifications of Gutierez who will be instrumental in instituting electoral reforms because of his long experience as law professor in Public Officers and Election Law at the University of the Philippines.
Gutierez was also a Director of the Institute of Human Rights at the UP Law Center who also serve as Legal Counsel of the Liberal Party Senatorial Slate and consultant to several government offices and others. (CIO)
SP endorses FDLO funding Request for Displaced Workers
Iligan City, Lanao del Norte - The Sangguniang Panlungsod referred to Mayor Lawrence Ll. Cruz the request of the Federation of Democratic Labor Organization (FDLO) for an allocation or a permanent funding from the city government as assistance to displaced workers.
The city council set aside its deliberation of the letter-request of FDLO until they get the opinion of Mayor Cruz on the matter.
City Councilor Providencio “Bong” Abragan, Jr. of the Committee on Labor and Employment planned to conduct a public hearing to get details from the FDLO on the request to determine the exact amount of funding that is needed.
Councilor Abragan said he is ready to sponsor an ordinance on the request of the labor group. (CIO)
Iligan holds public hearing on law punishing parents for the crime committed by Children
Iligan City, Lanao del Norte – City Councilor Moises Dalisay, Jr. led the conduct a public hearing on an ordinance he crafted that will hold parents liable for the crimes committed by minors.
The public hearing was conducted on Feb. 23 at 9:00 a.m. at the Sangguniang Panlungsod session hall.
Dalisay said he is pursuing at crafting an ordinance that is in consonance with Chapter 4 of Presidential Decree No. 603 or the Child and Youth Welfare Code that provides punishment to irresponsible parents.
He said he is dismayed over the effect of Juvenile Justice and Welfare Act that does not impose punishment for minors that commit crimes.
Dalisay said the law should be amended as this is being abused by minors who are 15 years old and below that continue to commit crime but are left unpunished. (CIO)
