MALAYBALAY CITY, Bukidnon – Anxious over nagging problems on global warming and climate change resulting to disasters, Bukidnon Governor Alex Calingasan seeks community support to plant and grow more trees.
He said the province, through the Bukidnon Environment and Natural Resources Office (BENRO), is intensifying its information campaign on tree growing amid reports on high mortality rate of LGU-sown seedlings during tree planting activities.
“Understandably, tree planting is not enough. There should be monitoring and revisiting of the tree planting sites to check and ensure that it sprouted and that undergrowth should be visible,” Governor Calingasan explained.
He, however, considered the wilting and mortality factors of newly planted trees like poor seed quality and soil suitability.
“But problems like these can be addressed with the province’s partnership with the private sector--the Bukidnon Forests Incorporated (BFI)--which has the much needed technical expertise in growing trees,” he said.
The province has been supportive to President Benigno Aquino’s thrust to mobilize the citizenry in protecting, conserving and managing the environment. (Ruby Leonora R. Balistoy, PIA10 Bukidnon)

Women searching for relationships over the internet, also targets as drug mules
by Rutchie Cabahug-Aguhob
CAGAYAN DE ORO City, Misamis Oriental (PIA) – Even Filipina women who are searching for friendly relationships with foreigners via the internet are considered easy target of drug syndicates to serve as drug mules.
This warning came from Atty. Jose A. Fabia, Director General of the Philippine Information Agency, to answer the query of Myrna Eblacas, a broadcast reporter from the Cagayan de Oro Press Club, who asked about the modus operandi of these syndicates that victimizes Filipina women in their illegal drugs trade.
Fabia was in Cagayan de Oro City for the launching of the Anti-Drug Courier Program (ADCP) to deter, prevent and protect Filipinos from being exploited or victimized as drug mules held at Pearlmont Inn, recently.
Part of the intensified Information, Education and Communication (IEC) campaign on the drug courier program, the activity was initiated by the Task Force on Drug Couriers (TFDC) and was attended by all Information Center Managers (ICM) and regional heads of PIA in Mindanao.
Creation of the TFDC was based on Administrative Order No. 279, issued on February 08, 2010, and is composed of the Philippine Drug Enforcement Agency (PDEA) and the Dept. of Foreign Affairs (DFA) as co-chairs, supported by these government agencies:
Dept. of Labor and Employment (DOLE), National Bureau of Investigation (NBI), Manila International Airport Authority (MIAA), Philippine Tourism Authority (PTA), Dept. of Justice (DOJ), Commission on Higher Education (CHED), Office of the President-Executive Secretary (OP-ES), Aviation Security Group, Philippine National Police (ASG-PNP) and PIA.
Fabia said the term “drug mules” or drug couriers refer to individuals who transport dangerous drugs in exchange for a huge amount of money from the dangerous drugs syndicates.
Among the modus operandi of the syndicates is to befriend women who reveal the status of their relationship, over the internet, as separated or wanting to find employment abroad due to poverty and the need to earn more for the sake of their families.
As the friendship develops, these syndicates would start sending money or even plane tickets for the women to go on vacation abroad to pick up the drugs, either to be brought back home to the Philippines or be delivered to some other persons, not known to the courier.
Quoting the Drug Courier Incidence (DCI) report, Fabia said the data on the drug couriers worldwide, increased remarkably from only two (2) in 1993 to almost 700, as of Dec., last year, and that most of those arrested drug mules were females. (PIA10)

by: Rutchie Cabahug-Aguhob
CAGAYAN DE ORO CITY, Misamis Oriental (PIA) – The shallow low pressure area (SLPA) southwest of Gen. Santos City has dissipated due to the intrusion of the Northeast wind flow.
However, another SLPA has developed East of Northern Mindanao and was estimated at 9.5 degrees North, 127 degrees East, 160 km. of Surigao City, at 9:00am., today.
As such, the National Disaster Risk Reduction and Management Council (NDRRMC) has issued Weather Advisory No. 3, final for the said disturbance and No. 1 for the newly developed SLPA, Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD), region 10, said.
Lupo, who is also the Chairperson of RDRRMC-10 said this weather system is expected to bring scattered to wide spread rains over the Easter section of Mindanao and the Visayas which may trigger flashfloods.
The forecast is light rains in the next 24 hrs., thus, people living near the mountain slopes and in low-lying areas of the river systems of the region have been alerted for possible flashfloods and landslides.
The observed rainfall in the past 24 hours ending at 8:00a.m. today, Feb. 19 was 0.4 mm in Barangay Lumbia, Cagayan de Oro City in Misamis Oriental and 0.4 mm. in Malaybalay City, Bukidnon.
Waterways likely to be affected by this weather condition are the following: Odiongan, Balatocan, Tagoloan, Cagayan de Oro, Iponan, Manduloy, Cabulig and the other nearby rivers in the province of Misamis Oriental.
Oroquieta River and tributaries in Misamis Occidental and the Agus, Liangan, Maranding Mandulog, Dapao and Mataling Rivers in Lanao del Norte.
Lupo said fishing boats and other small sea crafts in the region are advised not to venture out into the sea, while larger sea vessels were alerted against big waves.
Thus, the public and the local DRRMC’s are reminded to take appropriate pro-active actions like evacuation, rather than rescue, to aim for “zero” casualty, the RDRRMC-10 Chairperson added. (PIA-10)
Awareness campaign on drug courier targets would-be OFW and families -- PDEA
by Rutchie Cabahug-Aguhob
CAGAYAN DE ORO CITY, Misamis Oriental (PIA) – An intensified information and education campaign on the drug courier program is being waged by the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao.
Lt. Col. Edwin F. Layese (Ret.), Regional Director of PDEA, region 10, said targets of the campaign are the would be Overseas Filipino Workers (OFW) and the families of those who are already out of the country.
The term drug couriers or “drug mules” refer to individuals who transport dangerous drugs in exchange for a huge amount of money from the dangerous drugs syndicates
The modus operandi of the syndicates include the recruitment of would-be victims through job offers abroad and then luring them to accept other offers that will earn up to US$2,000 per transaction.
Potential recruits are usually approached and befriended, either here in the country or in foreign cities, and that most of the arrested drug mules were females.
“We have particularly listed the graduating college students who have plans to work abroad as targets of our campaign because we find them very vulnerable to the offers of easy money by the drug syndicates,” Layese said.
For those who are already out of the country, we have specially included their families who are left behind to help warn them of the modus operandi of the drug syndicates, he said.
In fact, he said the issue on drug couriers has been on top of the list of the topics that PDEA discusses during the preventive drug education seminars and workshops, with the various government and non-government agencies (GO/NGO).
Among these GO/NGO’s that have signed a memorandum of agreement (MOA) with PDEA to
intensify the drug education, prevention and control in the region are the Commission on Higher Education (CHED), Dept. of Education (DepEd) and the Dept. of Justice (DOJ.)
Meanwhile data on the Drug Courier Incidence (DCI), worldwide, from 1993 to Sept. 2010, show that the number of drug mules increased from two (2) to 630 or 996.83%.
Of this figure, 303 or 48.09% were from the Asia and the Pacific, 84 or 13.33% were from the Middle East and Africa, 122 or 19.36% came from the Americas and 121 or 19.21% came from Europe. (PIA)
