Shellfish from Murcielagos Bay in Mis. Occ. & Zambo Norte is unsafe to eat – BFAR


Cagayan de Oro City – Shellfish collected from Murcielagos Bay at the boundary of Misamis Occidental, Northern Mindanao and Zamboanga del Norte, in Region 9, continues to be positive for paralytic shellfish poison that is beyond the regulatory limit.

Hence, the public is advised not to harvest, not to eat, not to sell and not to buy them, Assuncion J. Maputol, Officer-in-Charge of the Bureau of Fisheries and Aquatic Resources (BFAR), region 10, said.

She said this advisory is based on the latest laboratory results of BFAR and the local government units concerned, as published in Shellfish Bulletin No. 30 issued by the Inter-Agency Committee on Environmental Health of the National Red Tide Task Force, recently.

Also prohibited to eat are the shellfish collected in four (4) other areas, namely: Dumanquillas Bay in Zamboanga del Sur, Bislig Bay in Bislig City, Surigao del Sur, Matarinao Bay in Eastern Samar and Sorsogon Bay in Sorsogon.

All types of shellfish and Acetes specie or “alamang” gathered from these areas are NOT SAFE for human consumption. However, fish, squids, shrimps and crabs, are safe to eat, provided they are fresh and washed thoroughly and their internal organs, such as gills and intestines are removed before cooking.

Meanwhile, the following coastal waters have continued to be free from toxic red tides: Kabasalan in Sibuguey Bay, Zambaonga Sibugay, Balite Bay in Mati, Davao Oriental and Hinatuan Bay in Surigao del Sur.

Irong-irong, Maqueda and Villareal Bays in Samar and Ormoc, San Pedro, Cancabato and Carigara Bays in Leyte, Biliran Waters in Biliran Province and Juag Lagoon in Matnog, Sorsogon.

Pilar, President Roxas, Pontevedra, Panay, Roxas City, Ivisan and Sapian in Capiz and E.B. Magalona, Pontevedra, Pulupandan, Villadolid, Talisay City, Bacolod City, Hinigaran, Cadiz City, Victoria City, Bago City and San Enrique in Negros Occidental.

Cavite, Las Pinas, Paranaque, Navotas, Bulacan and Bataan in Manila Bay and Alaminos, Anda, Bolinao and Wawa, Bani in Pangasinan and Masinloc Bay in Zambales.

Ozamiz City DRRMC on high alert

Cagayan de Oro City – The Ozamiz City Disaster Risk Reduction Management Council (DRRMC) in Misamis Occidental has placed on high alert three (3) of its barangays in the wake of the floodings that affected 856 families involving 4,787 persons.

Reports reaching the Regional DRRMC in Cagayan de Oro show that Barangays Baybay Triunfo, Catadman and Carmen, all of Ozamiz, were also flooded aside from the 14 barangays in the towns of Baroy, Lala and Tubod in Lanao del Norte due to the storm surge that left one girl dead, on the 2nd day of the year.

Thirty-four (34) of these families are now seeking shelter at the Misamis Annex Elementary School complex in Ozamiz City, during night time, while the others have lived with their friends and relatives.

With the data from the Ozamiz DRRDMC, the total number of families affected by the floods in the region has gone up to 2,954, as of Jan. 6, Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD), region 10, said.

He also said the estimated damage caused by the floods has now reached Php3.72M broken down as follows: Crops worth Php2.31M, livestock, Php338,220, Infrastructure, Php155,000, Fisheries, Php828,700, houses, Php97,600 and privately-owned copra dryer, poultry cage and sari-sari store worth Php11,300.

Meanwhile, the Lanao del Norte Provincial DRRMC had already distributed 265 family packs consisting of 5 kg. of rice, 5 pcs. of noodles, 5 tin cans of sardines, one (1) mat and one (1) cooking pot, each, to the affected families in Tubod.

Likewise, the Municipal DRRMC of Lala had provided 424 family packs to those affected families in their town consisting of 4.5 kgs. of rice, 3 pcs. of noodles and 3 tin cans of sardines.

An augmentation for medicines worth Php50,528.40 and some 20 pieces of Jerry cans were provided by the Dept. of Health, Center for Health Development, Northern Mindanao (DOH-|CHD-NM) earlier, Lupo added. (Rutchie Cabahug-Aguhob / PIA 10)

Hinoon, gitin-aw sa usa sa nangamahan sa CCTV ordinance sa dakbayan nga sakop lamang sa maong balaod ang mga establisamento nga adunay kapital nga 100 mil pesos pataas.

Midugang pagpasabot si Konsehal Zalsos nga base sa ordinansa, hataga’g kinse ka adlaw nga lugway ang mga tag-iya sa mga establisamento aron pagtuman sa maong rekisito. Ang ihap sa adlaw sa maong lugway magsugod sa panahon nga mahatagan kini og temporaryong business permit.

Mipasidaan ang magbabalaod sa mga magpapatigayon nga kabahin sa ordinansa ang pagbakwi sa business permit kung mapakyas sila nga maka-instalar og CCTV camera diha sa ilang balay-patigayon sulod sa gitakda panahon.

Tumong sa CCTV ordinance ang pagbaton og video recording sa tanan nga mga kalihukan sulod sa mga balay-patigayon aron maggamit sa imbestigasyon kalabot sa usa ka insidente ug pagsanta sa tawong buot mohimo og krimen. Tumong sa lakang ang pagpahunong sa paggamit sa mga plastic bags, styrofoam ug styropor food containers nga nakita karong matang sa materyal nga lisod dumalahon kung mamahimo nang basura.

Gipatawag sa natigayong pagdungog ang mga tag-iya ug tagdumala sa nagkalain-laing shopping malls, shopping centers, retail stores ug grocery stores.

Gisugyot nila ni Konsehal Young ug Zalsos nga sugdan lamang una pag-implementar sa maong lakang sa mga adlaw’ng Sabado ug Dominggo sa higayon nga ma-aprobahan kini nga ordinansa. Kini aron dili usab makalitan ang mga establisamento.

Elections lead to the increase in crime volume in Lanao del Sur - PNP

City of Marawi – The Philippine National Police (PNP) stressed that the conduct of the Barangay and Sangguniang Kabataan polls in October and the special elections in November contributed to the increase in the number of crime incidents in Lanao de Sur.

The PNP has noted that there has been a rise in the crime volume in the province for the last six months of last year compared to the same period in 2009.

Police records showed that the total crime volume from July to December last year climbed by 78 percent from the 72 cases posted in the last semester of 2009 to the 127 cases recorded in the same period in 2010.

Of the total 127 cases, 97 were considered as index crimes while 30 cases were non-index crimes.

August posted the lowest crime incidents with a total of 16 cases while December posted the highest with a total of 29 cases. Of that figure, 23 were classified as index crimes while 6 were non-index crimes.

The month of July registered the lowest average monthly crime rate (AMCR) of 0.18 and the highest crime solution efficiency (CSE) of 86%.

December meanwhile registered the highest in terms of the AMCR with 2.55 and the lowest in terms of CSE with 59%.

The statistics also showed that crimes against persons are prevalent in the province during December of last year with 17 murder cases and 4 abduction cases.

Police Senior Superintendent Pedrito delos Reyes, newly designated officer-in-charge of Lanao del Sur Police Office, explained the December figures reflected the aftermath of the October and November polls.

He said most of the index crimes cases were connected to the recently concluded polls.

The abduction cases were due to non-payment of debts by the victims or their families, he added.

The provincial police chief, however, vowed to further intensify police visibility in crime zones to tone down criminalities in the province. (Apipa P. Bagumbaran/PIA Marawi)


NEDA consults region 10, ARMM on the Philippine Development Plan, 2011-2016

To synchronize national and regional thrusts and priorities and to ensure wide participation and ownership of the Medium-Term Philippine Development Plan (MTPDP), the draft MTPDP for the years 2011-2016 was presented by the National Economic and Development Authority (NEDA) to Region X and ARMM stakeholders including the RDC officials and representatives of the regional government agencies, local government units, academe, non-government/people’s organizations, labor groups, and the private/business sector on January 6, 2010 in Cagayan de Oro City.

RDC-X Chair, Mayor Lawrence Ll. Cruz of Iligan City, welcomed the 135 participants saying that “together, we shall craft good, sensible plans and take it upon ourselves the operational responsibility as major stakeholders.”

Socio-Economic Planning Secretary Cayetano W. Paderanga III himself attended the consultation, together with NEDA Deputy Director General Rolando G. Tungpalan, NEDA Development Information Staff Director Victoria V. Quimbo and the representatives of the MTPDP, 2011-2016 Planning Committees, namely: Assistant Secretary Jehanne Mutin of the Office of the Presidential Adviser on the Peace Process (OPAPP), Executive Director Tomas Osias of the Commission on Population, and Dr. Ruperto P. Majuca of the Philippine Institute of Development Studies.

The plan consists of nine chapters, namely: 1) Macroeconomic Policy; 2) Competitive Industry and Services Sectors; 3) Competitive and Sustainable Agriculture and Fisheries; 4) Accelerating Infrastructure Development; 5) Financial Sector; 6) Good Governance and The Rule of Law; 7) Social Development; 8) Peace and Security; and 9) Conservation, Protection and Rehabilitation of Environment and Natural Resources Towards Sustainable Development.

To facilitate the discussion, the participants were divided into four sector groups - macro, social, economic, and infrastructure. Comments and clarifications on the draft presented, additional issues/concerns, and policy recommendations were presented in a plenary.

In his short message, Secretary Paderanga stressed that “the MTPDP translates the President’s social contract with the Filipino people and is the strategic framework for the country’s development.”

The Social Contract envisions “a country with an organized and widely shared rapid expansion of our economy through a government dedicated to honing and mobilizing our people's skills and energies, as well as the responsible harnessing of our natural resources.” (NEDA/RDC-X CAP-TF)
