CAGAYAN DE ORO CITY, February 12 (PIA) – In pursuit of attaining the Philippine government’s goal of inclusive growth and poverty reduction, the Department of Agriculture – Regional Field Office 10 (DA-10) recently held a series of consultation on the Grassroots Participatory Budgeting Process (GPBP) Implementing Guidelines for FY 2014 for the provinces in Northern Mindanao.
Attended by representatives from the provincial agriculture (PAO) and veterinary (PVO) offices, city/municipal local government operations officers of the Department of Interior and Local Government (C/MLGOOs-DILG), municipal planning development coordinators (MPDCs) and municipal engineers, DA-10 Regional Executive Director Lealyn A. Ramos said that the government is making efforts in holding consultations so as to avoid imposing programs to its clienteles.
She added that the projects under GPBP formerly known as the Bottom-Up Budgeting (BUB) primarily empower the grassroots organizations and the local government units (LGUs) in identifying priority poverty reduction projects that will be funded by national agencies.

She added that the projects under GPBP formerly known as the Bottom-Up Budgeting (BUB) primarily empower the grassroots organizations and the local government units (LGUs) in identifying priority poverty reduction projects that will be funded by national agencies.
For the year, GPBP-driven initiatives is earmarked
at more than P 600 million, which includes agri-livelihood projects, Farm-to-Market
Road (FMR) projects, post-harvest facilities, other agri-infra facilities, irrigation,
among others.
Meanwhile, GPBP Focal Person Carlota S. Madriaga explained, that LGUs must provide the following cash counterpart for each project: highly urbanized cities – 30% of project cost, all other cities – 20%, 1st to 3rd class municipalities – 15% and 4th to 6th class municipalities – 5% of the project cost.

There are six identified hinterland barangays included in the reforestation project in Cagayan de Oro City: Taglimao, Tagpangi, Tuburan, Pigsag-an, Tumpagon and Dansolihon.
After its formal launching late last year graced by the key authors of the act, 2nd District of
Cagayan de Oro City Representative Rufus Rodriguez and Congressman Maximo

positive up to press time.
Dr. David Mendoza, RESDRU coordinator bared to the media, in press conference held
February 11, that there is a significant rise of 1.589% in the number of suspected cases when compared to the same period last year.
He, however, clarified that this is very distant from reaching the epidemic threshold because
the actual cases confirmed through laboratory tests is only seven.
Although the numbers of confirmed cases are low, Regional Expanded Program on Immunization Coordinator, Asuncion Ilogon said that the health department together with its counterpart at the local government units did not relent on their efforts to
cover all communities in the massive immunization campaign.
DOH likewise strengthened its monitoring in the immunization status especially in areas
with high suspected measles cases.
In Northern Mindanao, Misamis Oriental posted the highest number with 86 suspected cases, while Camiguin province has no reported cases for the same period. Majority
of these cases are affecting mostly males aging four years old and below.

Provincial Red Orchid Awards (PROA), for providing a smoke-free environment to
the people in their areas, last year.
The Red Orchid Award is given to institutions for achieving more than 95 percent rating in the monitoring of activities relative to anti-smoking and increasing public awareness on the dangers of smoking, per standards set by the World Health Organization (WHO), Dr. Rachel T. Micarandayo, Provincial Health Officer, said.
These institutions are as follows: The local government units (LGU’s) of
Tangub City and the towns of Don Victoriano, Jimenez, Lopez-Jaena, Panaon, Plaridel
and Tudela, Calamba District Hospital (CDH), Doňa Maria D. Tan Memorial Hospital (DMDTMH), Tudela Municipal Hospital (TMH), the Department of Education, Division of Oroquieta City (DepEd-Oroquieta) and the Misamis Occidental Provincial Police Office (Mis. Occ. PPO).

TANGUB CITY, Misamis Occidental, Feb 13 (PIA) – The
Department of Education, Division of Tangub City (DepEd-Tangub) has announced
the ranking of qualified applicants to occupy possible vacant positions/items
in the Division, this month.
Particularly, these positions items are of
Elementary Master Teachers and Secondary School Principals (SSP), which may
occur due to the retirement of existing personnel, Dr. Victoria A. Gazo,
Schools Division Superintendent, said.
Among the necessary requirements submitted by the
interested qualified applicants are certified photo copy of appointment
and approved performance rating for the last three years, updated service
record, certified true copy of Transcript of Records, trainings/ seminars attended

Coop announces 13-hour rotating power interruption on Feb. 10-17

OZAMIZ CITY, Misamis Occidental, Feb. 13 (PIA) –
The Misamis Occidental Electric Cooperative, Inc. (MOELCI) 2, has given its
consumers notice of the tentative 13-hour rotating power interruption schedule
for the period Feb. 10-17, 2014.
Likewise, the STEAG Power Plant Unit 2 is on
preventive maintenance shutdown and the Agus 6 HEPP Unit 2, with an installed
capacity of 25MW tripped since Jan. 29, due to high thrust bearing temperature.
Pelimer said the load curtailment of MOELCI 2,
during the eight-day period reaches 276.62MW or a daily average of 34.57MW,
affecting the Cities of Tangub and Ozamiz, and the towns of Bonifacio, Clarin,
Tudela, Sincaban, Jimenez and Panaon, all in the 2nd District of Misamis
Occidental.
Last Feb. 5-7, the rotating power interruption of
13 hours, per day, was caused by load curtailment resulting from the preventive
maintenance of STEAG Power Plant, the reduced capability of Pulangi 4 HEPP, and
that all the Interim Mindanao Electricity Market (IMEM) resources have already
been dispatched, he said.
Meanwhile, the power interruption in MOELCI 2
franchise coverage areas is rotated in six areas, daily, starting at 9:00 a.m.
to 12:00 noon or duration of three hrs.
In the next 10 hrs., power interruption takes turn
in five areas for a period of two hrs., each, from 12:00 noon to 2:00
p.m., from 2:00 p.m. to 4:00 p.m., from 4:00 p.m. to 6:00 p.m., from 6:00 p.m.

University holds 1st Mindanao Young Communicators

CAGAYAN DE ORO CITY, Feb. 13 (PIA) - In celebration
of DEVCOM WEEK 2014, the Development Communication Department and
the Development Communication Society of Xavier University will
hold ECHO: 1st Mindanao Young Communicators Congress (MYCC) on February 15
at SM Cinema 3, Cagayan de Oro.
This year’s theme is “Strategic Communication for
Peace and Development in Mindanao.”
The congress aims to gather undergraduate communication students in
Mindanao to take part in discussions led by reliable speakers and equip them as
future communication practitioners. This year’s forum will deepen the
understanding of young people about the Framework Agreement on the Bangsamoro
(FAB) and how communication plays a significant role in the discussion on
peace.
The topic is very timely as the signing of the last annex on
normalization was done on January 26 between the Philippine government and the
Moro Islamic Liberation Front at Kuala Lumpur, Malaysia.
To discuss this, the organizers have invited Fr. Albert E. Alejo
SJ, to deliver the Keynote Address. Fr. Alejo is the Assistant to the President
for Social Development, Ateneo de Zamboanga University (ADZU). The other
speaker is Ms. Samira A. Gutoc-Tomawis, LLB, former legislator, peace advocate,
and former columnist, Mindanao Cross and Inquirer.
Aside from the forum, the congress also aims to organize an association
for all undergraduate communication students in Mindanao to be formally
called, Mindanao Young Communicators Association (MYCA).

Coal power plant in Lanao
Norte soon to rise
TUBOD,
Lanao del Norte , February 13 (PIA)– The GNpower plant project received a
highest acceptability score from different stakeholders in the community during
its conduct of public consultations on the anticipated coal power plant in the
province.
“We are
very pleased with the outcome we got so far from a host community,” expressed
GNPower’s Project Engineer Neil Carlo Francisco.
The
coal-power plant of GNPower will soon start to rise in the coastal town of
Kauswagan, Lanao del Norte, sometime in the third quarter of this year,
revealed Engr. Francisco to the media men when asked during the Protected Areas
Management Board (PAMB) meeting on February 6, 2014 at the Macapagal Training
Center, Tubod, this province.
Upon its
full operation, the plant will help solve the power crisis in Mindanao and
allow for expansion of local industries with the stable supply of power now
readily available, said Francisco.
We have a signed contract with AMRECO (Association of Mindanao Rural Electric Cooperatives) composed of about 20 electric cooperatives from all over Mindanao for a total of 300 megawatts, Francisco added.
GNPower already operates two coal-power plants in Luzon, the Mauban Plant in Quezon province and Mariveles plant in Bataan.
“What’s good about GNPower is that they meet the international standards in environmental and work safety. DENR is also on board to ensure that there is minimal impact to the environment”, Governor Khalid Dimaporo said.
We have a signed contract with AMRECO (Association of Mindanao Rural Electric Cooperatives) composed of about 20 electric cooperatives from all over Mindanao for a total of 300 megawatts, Francisco added.
GNPower already operates two coal-power plants in Luzon, the Mauban Plant in Quezon province and Mariveles plant in Bataan.
“What’s good about GNPower is that they meet the international standards in environmental and work safety. DENR is also on board to ensure that there is minimal impact to the environment”, Governor Khalid Dimaporo said.
GNPower’s
investment here in Lanao del Norte not only addresses the Mindanao power crisis
but it also shows that it’s easy to invest here in the province.

Lanao Norte emergency
response units trained on WASAR
TUBOD, Lanao
del Norte, February 13 (PIA) - More than 40 rescuers from different emergency
response units in Lanao del Norte participated in the Water Search and Rescue
(WASAR) simulation exercise.
The
monthly drill deals on lifesaving techniques, swimming skills, water survival
and rubber boat outboard motor (OBM) operation, conducted last January 24, as
kick-off for 2014, at Kolambugan wharf, this province.
This
activity is part of Governor Khalid Dimaporo’s advocacy on disaster awareness
and preparedness program, the governor being the chairman of the Provincial
Disaster Risk Reduction and Management Council (PDRRMC).
Among
those who attended include members of Kapatagan Emergency Response Team,
Provincial Disaster Risk Reduction and Management Council, Kolambugan Emergency
Response Unit, and the 35th IB Disaster Response and Relief Operation (DRRO)
Team.
The
simulation exercise is spearheaded by PDRRMC, in collaboration with the
Municipal Disaster Risk Reduction and Management Council of Kolambugan-the host

investor in mariculture
TUBOD,
Lanao del Norte, February 13 (PIA) – The Provincial Government of Lanao del
Norte (PGLDN) invites businessmen and fishermen to invest in its mariculture
park in the town of Sultan Naga Dimaporo in the culture of silver gray
pomfret or commonly known as pompano.
This fish
variety is a favorite among local and international chefs because of its juicy,
white meat which proves very delectable whatever the cuisine. Grilled or
steamed, the meat of this fish is succulent and delivers an explosion of mouth-watering
goodness to any discriminating palate.
Cultured
in the fish cages of PGLDN’s Mariculture Park, pompano is the choice because of
its marketability and high return on investment potential, according to
Provincial Agriculturist Letecia Ditucalan.
The tasty
pompano is cultured and fattened using readily available commercial feeds.
Production
records reveal that in a six-month culture period, and using a 5-by-5-by-4
meter square cage with a stocking density of 2,500 fingerlings, it can produce
more than 900 kilos of fully-grown pompano with an average body weight of 430
grams.
The
pompano fingerlings is sourced from Alson’s Hatchery of Malapatan, Sarangani
Province.
Prevailing
prices of pompano in the local market range from P200 to P220 per kilo.
This fish
culture project is an initiative of Governor Khalid Dimaporo. Lanao del Norte
has the biggest mariculture park in Northern Mindanao with 1,372 hectares.
The
mariculture zone is a joint collaboration between the government and the
private sector, Dimaporo explained.
This
lucrative business venture is initiated by the government through the provision
of basic infrastructure and policies while the business sector will pump in the
needed capitalization to operate this new fish-culture technology.
‘Eventually
the impact of this mariculture park will be the generation of job opportunities
for the people of Sultan Naga Dimaporo and a new means of livelihood for the

MCC sports complex host to
national football try-out
TUBOD,
Lanao del Norte, February 13 (PIA) –The Mindanao Civic Center (MCC) sports
complex, in Sagadan, Tubod town, Lanao del Norte, was the venue for the conduct
of a football try-out to qualify to the Philippine National Team.
Held last
February 7, 204, more than 40 football players from different towns of
Lanao del Norte, and cities of Iligan and Oroquieta, underwent a screening for
this golden opportunity to be part of the national team, revealed Sports
Coordinator Nelson Lasola.
Representative
from the Philippine Football Federation (PFF) along with two German
nationals conducted the try-out for the Philippine National Team, classified
into two categories - under 12 and under 14.
Only
seven players successfully passed the initial screening, with Art Veil Rey
Batuto of Lanao del Norte, a grade 7 student from Kapatagan National School who
passed the national try-out, while the other six players are scheduled to
undergo a final screening in Bukidnon before they will officially be part of
the Philippine team for the game in Japan this year.
The two
German players and PFF consultant also gave some recommendations for local
footballers to improve their sports skills during the try-out.
The
holding of the national try-out in the province is in coordination with the

to hold invitational peace jamboree in MisOr

ORIENTAL, Feb. 14 (PIA) – The Boy Scouts of the Philippines (BSP) Misamis
Oriental Council will hold on April 1-5 ‘A Happy MisOr Invitational Peace
Jamboree” in Sta. Ana, Tagoloan town here with the theme “Exploring Peace in
Diversity.”
This
is pursuant to Department of Education (DepEd) Order No. 76, s. 2012 on
Revitalizing Boy Scouting in Schools nationwide, said Misamis Oriental
Vice-Governor Joey G. Pelaez, National Executive Board and Council Chairman,
BSP Misamis Oriental.
He
said, apart from the participants from the province of Misamis Oriental, we
wish to invite participants from other BSP Councils with Northern Mindanao.
We
hope to generate 3,000 to 5,000 participating scouts and scouters from all over
the country especially from Mindanao, the vice-governor further said.
Pelaez
also said this event will certainly be able to revitalize the scouting movement
in the province, promote the culture of lasting peace in Mindanao and advance
the tourism program of Misamis Oriental.
Hence,
he urged those interested to participate in this event. Each participant will
be charged P600.00 to defray operation’s cost, jamboree materials,
certificates, I.D., neckerchief and jamboree t-shirt.

DOLE
10 launches Project Ray
CAGAYAN
DE ORO CITY, Feb. 13 (PIA) – The Department of Labor and Employment (DOLE)
launched yesterday, Feb. 12, its convergence with the Department of Science and
Technology (DOST), dubbed DOLE-DOST Convergence or the Project Ray.
Project
Ray, which will be implemented from 2014 to 2016, is a technology driven,
resource-based and sustainable livelihood undertaking between DOLE, DOST and
with the support of the Department of Agriculture (DA) and the Department of
Trade and Industry (DTI).
During
the launching, Labor Undersecretary Ciriaco A. Lagunsad III said this
convergence program shall benefit the poor, vulnerable and marginalized
workers, workers displaced by natural and man-made calamities, and
returning/displaced overseas foreign workers (OFWs) and their families.
"This
is the DOLE's and the DOST's contribution to the Reconstruction Assistance
on Yolanda (RAY) Project, the government's strategic plan for the
rehabilitation of typhoon Yolanda-affected areas," added Usec. Lagunsad.
Further,
it envisions creating resilient and sustainable communities, with decent
employment/livelihood, under a livable and happy environment, through
technology and innovation.
Under
the convergence program, the DOLE as the national government
agency mandated to promote gainful employment opportunities and develop
the country’s human resource, shall identify target beneficiaries of
the program; identify in-demand skills vis-à-vis available
skilled individuals in the communities; enroll projects to the
program; and provide funds. It shall also coordinate with the DA and DTI
to be able to provide information on raw materials and current market
demand.
The DOST, on the other hand, as the premiere science and technology body in the country, will provide scientific and technological skills, strategies, and assistance that beneficiaries can use; tap the Technology Resource Center (TRC), DOST’s corporate arm, to work on the business and livelihood programs interventions. For other technical requirements of the convergent program, the DOST shall tap its regional offices, councils, research and development institutes (RDIs).
More importantly, the DOST shall provide the necessary technologies for people or group of people for potential technology transfer or adoption for business, as well as counterpart funding, in the form of technologies and innovations, technical assistance, experts’ man-hours, and the like.
