suspends validation of biometrics data effective July 12
OROQUIETA CITY, Misamis Occidental, July 17 (PIA) – The Commission
on Elections (Comelec) has suspended, starting on July 12, the conduct of
validation of registered voters who have no or incomplete biometrics data.
The suspension was promulgated by the Comelec through Resolution No. 9741 in order to maximize the workforce of the Offices of the Election Officers (OEO), nationwide, in the conduct of the registration of voters and listing of the Katipunan ng Kabataan (KnK), as well as, for other preparatory activities relative to the Oct. 28 Sychronized Barangay and Sangguniang Kabataan Elections.
Lawyer Cirilo E. Nala, Jr. Provincial Election Supervisor of Misamis Occidental said the Comelec has started the validation of registration of voters with no or incomplete biometrics data, last July 1, at the OEO of the city/municipality where the voter is registered.
However, it has suspended the conduct of the validation of registration records effective July 12, 2013, until further ordered to resume by the Commission En Banc because of the reasons stated above, he said.
Per Republic Act No. 10367, otherwise known as “An Act Providing Mandatory Biometrics Voters Registration,” the validation of voters registration with biometrics data is needed to complete the list of voters with complete biometrics data for the May 2016 National and Local Elections.
Data at the Comelec show that a total of 9,018,256 registered voters for the May 13, 2013 elections were without biometrics data as of Oct. 31, 2012, the last day of registration and validation for the said national and local exercise. (RCAguhob/PIA10-Misamis Occidental)

CAGAYAN DE ORO CITY, July 17 (PIA) -- The National Economic and
Development Authority of Region X (NEDA-X) has convened non-government and
private sector organizations on Monday, July 15, to elect representatives to
the Regional Development Council (RDC) for the term 2013-2016.
Led by NEDA-X Assistant Regional Director and RDC-X Secretary Fe D. Domingo with the assistance of outgoing RDC-X Co-Chair Arsenio L. Sebastian III, the private sector representatives (PSRs) selected their representatives to the RDC and firmed up the PSR membership in the RDC sectoral committees.
The PSRs elected Rodolfo L. Meñes of the Cagayan de Oro Chamber of Commerce and Industry Foundation (Oro Chamber), Inc. and Jaime Rafael U. Paguio of Promote CDO Foundation, Inc. as the private sector nominees for RDC Chair or Co-Chair.
Meñes and Paguio, together with the other nominees from the local chief executives that will be selected later during the RDC organizational meeting, will be submitted to the President for appointment.
To sit as Co-Chair and Vice-Chair of the RDC-X sectoral committees are the following: Macro and Development Administration Committee (MacroCom)–Dixon Q. Yasay (Xavier University-Governance and Leadership Institute) and Imelda G. Manginsay (Muslim-Christian Agency for Advocacy, Relief and Development (MuCAARD), Inc.; Economic Development Committee–Emma A. Nieva (Mindanao Alliance of Self-Help Societies-Southern Philippines Educational Cooperative Center) and Roel R. Ravanera (Xavier Science Foundation, Inc.); Social Development Committee– Jordan Ian G. Apat (Philippine Service of Mercy Foundation, Inc.) and Melagros M. Maquiling (Differently-Abled Women Network); and Infrastructure/Utilities Development Committee (InfraCom)-Modesto C. Babaylan (Philippine Institute of Civil Engineers, Inc.) and Arsenio L. Sebastian III (Philippine Institute of Certified Public Accountants (PICPA), Cagayan de Oro-Misamis Oriental Chapter).
These officers will sit in the RDC together with the Labor Sector representative, Milbert M. Macarambon of the All Workers Alliance Trade Unions-Trade Union Congress of the Philippine (AWATU-TUCP). They will be joined in by the geographical PSRs who will be endorsed by the five provinces in the region.
Elected to the RDC’s Regional Project Monitoring Committee (RPMC-X) are Modesto C. Babaylan; Michael D. Cagulada of the Foundation for Growth, Organizational Upliftment of People (GROUP), Inc. and Grace B. Monsanto of the Philippine Mental Health Association (PMHA).
As embodied in Executive Order 325 and in the RDC Manual of Operations, PSRs shall comprise one-fourth of the members of the fully constituted council one of whom shall be a representative of the Labor Sector. RDC-PSRs shall serve a period of three (3) years without prejudice to reappointment.

Water Park seen to boost eco-dev approach

MAMBAJAO, CAMIGUIN, July 15 (PIA) -- The establishment of the
P1.4-million Taguines Lagoon Aqua-Sports and Recreational Facility here is seen
as an alternative approach in the protection and preservation of coastal
resources in the province.
The local government unit (LGU) through its Mahinog Business Development Office (MBDO) targets to lessen local folks reliance on fishing by providing tourism livelihood services to partner fisher folks association.
Apart from the existing three-lane zip line crossing the lagoon, operating separately in area, this new facility likewise offers low-impact water-based recreational activities like kayaking, guided pedal and paddle boating activities, as well as, refreshment services.
It likewise banned the usage of motorboats in order not to disturb the aquatic life and biological diversity in the area.

CCRMP is funded by the New Zealand Agency for International Developmen (NZAID) to institutionalize an integrated coastal resource management program.
It is now on its second phase of implementation in the province and aims to further strengthen local governance and capability in coastal resource management, and the promotion of conservation-based economic development that is compatible with coastal resource management efforts.
CCRMP funded eighty three percent (83%) of the lagoon eco-tourism enterprise, while the remaining balance was also shouldered by the Mahinog LGU and DENR.
To date, the MBDO is continuously assessing the enterprise operational system and procedures through documentation of feedback from tourist and implementers, tests run, and simulation of packaged water activities for improvement.
It likewise place careful consideration on possible environmental risks and mitigation strategies to include waste generation, activity area carrying capacity, emergency response, and influx of tourist activities that may affect the life cycle of existing organisms by conducting vulnerability assessment.

Tax collections in Normin up 26
percent in Q1, says NEDA

CAGAYAN DE ORO CITY, July 16 (PIA) -- Tax collections in Northern Mindanao during the first quarter this year rose
to P1.80 billion, up by 26 percent from the P1.43 billion collections in the
same quarter last year, the National Economic and Development Authority (NEDA)
in the region announced last week.
The NEDA-10 said the double-digit growth was attributed to the stricter implementation of Oplan Kandado and Run After Tax Evaders (RATE) by the Bureau of Internal Revenue (BIR).
Collections mostly came from income taxes and value-added taxes (VAT) which cornered 86 percent of the total receipts.
Receipts from income taxes which accounted for the largest share with 60 percent was posted at P1.07 billion during the quarter while VAT collections was at P482.3 million.
All tax types also recorded improvement except for Other Taxes which decreased by eight percent from P159.1 million to P145.8 million.
By revenue district, all recorded increases in tax collections with Gingoog City Revenue District posting the most notable growth at 45 percent, from P62 million to P90 million.
Cagayan de Oro City revenue District remained the top collector accounting for 52 percent or P939.3 million of the total collections. The revenue districts of Iligan City and Bukidnon held on to their runner-up ranks with 18 and 16 percentage shares or P329 million and P247.8 million, respectively.
Meanwhile, customs collections in the region for the first quarter increased to P1.624 billion, up by 20 percent from the P1.358 billion recorded in the same period last year.

Meanwhile, a fireworks display is set to enlighten the skies of the city tonight, at 7 p.m., as culmination of a 16-day celebration for its 65th Charter Day Anniversary.
To take place at the historical Plaza de los Recoletos, “Cotta” (Fort) Square, the event is expected to draw, not only the residents of the city’s 51 barangays, but also revelers from Misamis Occidental and the neighboring provinces of Zamboanga, as well as, Lanao del Norte across
This, as the celebration coincides with the Feast of “Nuestra Seňora dela Concepcion y del Triunfo,” commonly known as “Birhen sa Kota,” which is believed to be miraculous and a place of pilgrimage for Christians who venerate the Blessed Virgin of the Immaculate Conception, whose image is sculpted on the walls of the Fort.
Legend has it that the image of the Birhen sa Kota cast an extra shinning light that blinded the eyes of the pirates riding in their motor vintas from across the bay, and stopped them from entering the city, everytime they tried to do so.
Catholic believers took their sick with them to the Fort and lighted candles at the foot of the image and their sick miraculously healed upon returning home, thus the pilgrimage at this time of the year, which also attracts not only domestic but also foreign tourists.
On the other hand, the fireworks also serve as thanksgiving to the people of Ozamiz by the father-daughter tandem of Mayor Reynaldo Ozamiz Parojinog, Jr. and Vice Mayor Nova Princess Parojinog-Echavez, who both assumed office last July 1, after receiving big mandates in the recent 2013 mid-term elections.

Sawlog production in NorMin
increases by 29 percent in 1Q

CAGAYAN DE ORO CITY, July 16 (PIA) --- Total sawlog production in
Northern Mindanao for the first quarter of 2013 increased by 29 percent, or
1,259.00 cubic meters (m3) over the 4,245.90 m3 level posted in the same
quarter of 2012.
Data from the Department of Environment and Natural Resources (DENR) showed that among the provinces, Lanao del Norte and Misamis Occidental were the top sawlog producers during the period each sharing 43 percent of the total production at 4,212.90 m3 and 4,203.65 m3, respectively.
Lanao del Norte was the biggest producer of falcata while Misamis
Occidental was the biggest producer of mahogany.
The increase in production was primarily due to the upsurge in mahogany and falcata production as demand of these products increased in both local and export markets, said Engr. Cecilio Clarete of the National Economic and Development Authority (NEDA) in the region in a media forum last week.
On the other hand, the combined production of veneer, plywood and blockboard commodities in the first quarter dipped by 29 percent from its 39,945.89 m3 level in the same quarter last year due to cheaper imported items that are proliferating in the domestic market.
Exports of wood products meanwhile recorded a 46 percent increase in volume and 34 percent increase in value reaching 128,200.05 m3 valued at US$8.824 million. (APB/PIA-10)

World-class fireworks caps Lanao Norte

TUBOD, Lanao del Norte, July 16 (PIA) -- The annual fireworks
display popularly known as ‘Ilaw ng Lanao del Norte’ again shone as the
province celebrated its 54th Founding Anniversary.
Residents of Lanao del Norte were again treated to another world-class pyro-musical which falls every 3rd of July, after a jam-packed concert by Pinoy rock icon Ely Buendia.
Among the songs played were Original Pilipino Music (OPM): ‘Estudyante Blues,’ ‘Pusong Bato,’ ‘Pinoy Ako,’ ‘Kahit Kailan,’ ‘Tayo’y Magsayawan,’ and ‘Bongga ka Day.’
“The fireworks display symbolizes the promising future of Lanao del Norte and the celebration of the people for the many gains and blessings received throughout the year,” explained Governor Khalid Dimaporo.
The musical fireworks display lasted for about 10 minutes, much to the delight and cheers of the mammoth crowd at the Mindanao Civic Center (MCC) stadium.

SME Roving Academy (SMERA) will teach entrepreneurs the essentials of start-up and capability building, market awareness, market readiness, export readiness, export market entry, export sustainability, and export expansion, said Ermedio J. Abang, provincial director of the Department of Trade and Industry (DTI) here.
“It also involves several learning stages to bring to the micro, small and medium enterprises (MSMEs) the learning modules designed to promote entrepreneurship, develop key competencies in searching opportunities, product development, marketing, finance, and ways to increase productivity and efficiency,” he said.
Through the SMERA program, in partnership with the SME Development Council (SMEDC) and Bukidnon Kaamulan Chamber of Commerce and Industry (BKCCI), DTI aims to address issues on inefficient production and low productivity of priority industries in the province specifically on bamboo, rubber, poultry, abaca, pangasius (catfish), water hyacinth, banana, pineapple, mango, coffee, processed foods, and tourism.
Abang said SMERA is a project run by DTI with partners from other government and non-government organizations (GOs/NGOs) who worked together to share resources in order to address MSME’s needed support and interventions in running their business.
Among these GOs are the Technical Education and Skills Development Authority, Department of Labor and Employment, Department of Science and Technology, Department of Agrarian Reform, Philippine Coconut Authority, Department of Education, Department of Environment and Natural Resources, Department of Agriculture, and Bureau of Fisheries and Aquatic Resources (BFAR).
Present during the launching were members of trade and industry associations, local chambers of commerce, representatives of various cooperatives in the province, members of the Provincial SMED Council and the Bukidnon Kaamulan Chamber of Commerce, among others. Application for transfer of
voters’ registration records set July 22-31

Resolution No. 9716 of the Commission on Elections (Comelec) provides that any registered voter who has transferred residence to another city/municipality, at least six months before the said elections, may apply for transfer of his registration record, personally, before the election officer (EO) of his new residence.
For this purpose, the offices of the EOs in Misamis Occidental will be opened during the period daily, inclusive of Saturday and Sunday, from 8 a.m. to 5 p.m., Atty. Cirilo E. Nala, Jr., provincial election officer, said.
Also accepted are applications for changes/corrections of entries in the registration records, reactivation and inclusion of registration records/reinstatement of name in the list of voters, and the registration of new voters.
Nala said the application forms will be available at the OEO, free of charge, or may be downloaded from the Comelec Website: www.comelec.gov.ph, using long bond paper, preferably substance 20/70 gsm.
These application forms include the following: CEF-1A for registration, CEF-1B, for transfer/transfer with reactivation, CEF-1C, for reactivation, and CEF-1D for change/correction of entries and inclusion/reinstatement of record in the list of voters.
Meanwhile, Nala said the same resolution provides that any person with disability (PWD) must be assisted by the EO in the preparation of his application form or by any member of an accredited citizen’s arm, or a relative within the fourth civil degree of consanguinity or affinity.
If there is none, the PWD can be assisted by any person of his confidence who belongs in the same household.
Moreover, Nala said the EO will provide, during the registration period, an express lane to give priority/preferential treatment to PWDs, the elderly, and the heavily pregnant applicants. (RCA/PIA10, Misamis Occidental)

for Essential Benefits Inc.(Ecoweb) will lead the public unveiling of the
three-dimensional map of the 31,000 hectare ancestral domain of the Higaonon
indigenous people of Iligan City on July 17, at the Iligan City public plaza.

The area is host to the remaining forest of Iligan City, so the tribal leaders will share to the public what they are currently doing to protect and conserve the estimated 10,000 hectares of fragile forested lands which have an important role in reducing disaster risks for the people of Iligan and surrounding areas.
Regina Salvador-Antequisa, executive director of Ecoweb, said the 3D-map aims to provide a bird’s eye view of the overall state of the Mandulog watershed largely within this ancestral domain and to help better plan ways of reducing the disaster risks.
Part of the program will be the welcome address by Dr. Luz C. Sevidal Castro, representative, Ecoweb Board of Trustees followed by the Historical Overview and Legal Basis of Ancestral Domain and Indigenous Peoples (IP) Rights by Carino V. Antequisa, country accompanier, Catholic Agency for Overseas Development (CAFOD).
The History of the Bayug Ancestral Domain (AD) will be discussed by Dimaron Comonog, Datu Pinto sa Bayug.
It will be followed in by the unveiling of the 3D-map with the Tribal leaders of Bayug AD, representing Limunsudan, Magayad, Binasan, Rogongon, Panoroganan, Kalilangan, Mainit and part of Digkilaan, all of this city.
Datu ‘Diamla’ Rolando Soong, head claimant of Bayug AD, will present the Land Use Plan of the Bayug AD.

Antiquesa recalled that the tropical storm Sendong experience of Iligan revealed how important it is to protect the forest, that forests reduce disaster risks. The uprooted trees that claimed so many of our fellow citizens and damaged a tremendous amount of property during the disaster showed the fragility of the Mandulog watershed.
The tribal leaders will be sharing their Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) which includes their forest protection plan dubbed as Indigenous Community Conserved Areas (ICCA).
Members of the tribe will also be performing traditional music and dance.
Ecoweb is a non-government development organization registered with the Securities and Exchange Commission, with four major programs being implemented in an integrated manner at the community level. One of which is Human Rights Action & Good Governance which upholds the rights to Development and Security of Indigenous People and Internally Displaced People (IDP) and promotes participatory governance.
The program supports the claim of IPs of their ancestral domain and its sustainable development and works for mitigating the impact of conflict and disasters in affected communities.
This also works for the representation of IPs, IDPs and basic sectors to and the mainstreaming of major advocacy such as Peace, DRR and Gender in local government planning and development processes.
The other three programs include Sustainable Livelihoods Program, Disaster Risk Reduction and Climate Action (DRR-CA), and Peace Action for Community Empowerment.
