NorMin to further strengthen anti-child labor program

CAGAYAN DE ORO CITY, March 11 (PIA) -- Child labor
focal persons in Northern Mindanao will converge here to further improve and
strengthen the region’s anti-child labor program.
Lawyer Johnson G. Cañete, regional director of the Department of Labor and Employment (DOLE), said member-agencies and program partners of the Regional Child Labor Committee (RCLC) will meet on March 13 to tackle child labor concerns in the region.
Cañete, who also chair the RCLC, said the meeting will serve as a venue to discuss updates of the services, programs, and projects implemented by service providers in line with the Philippine Program Against Child Labor (PPACL).
The PPACL works to transform the lives of child laborers, their families, and communities, towards their sense of self-worth, empowerment and development. It envisions a child labor-free Philippines.
The RCLC, on the other hand, is an institutional mechanism at the regional level which seeks to efficiently and effectively address child labor concerns in the region through intensified and collaborative effort of all program partners and stakeholders. (APB/PIA10)

Assemblywoman Samira Gutoc-Tomawis said women not only play the role of mothers but also of teachers, providers and professionals reminding the society of the need to balance modernity and tradition.
She said women are innate teachers because they are the first to teach their child while some leave their families behind to work as overseas workers in order to feed their families.
Tomawis further said the role of women in the workforce and economic development must also be accounted for.
“They have overcome major hurdles and even worse stereotypes, cement-thick beliefs against their capacity to make decisions, and even with their multiple burdens in their vast communities, they hide their pains because they are expected to be strong for their families,” she added.
Thus, she enjoined ARMM constituents to “cite stories of women and make them part of a tapestry being woven in an evolving cultural and democratic society that is preparing for a Bangsamoro government.” (APB/PIA10)

DepEd-ARMM to hold Teacher Induction Program

The TIP is designed to orient new teachers about the relevant education policies, rules and regulations pertaining to the general scope of their work, as well as their rights and responsibilities as public school teachers.

The 4th Infantry “Diamond” Division is accepting and processing applicants for
Candidate Soldier Course (CSC) for the first Quarter Calendar of Year 2013 on
March 15.
The Philippine Army has a quota of 100 candidate soldiers for this Division.
Applicants must have at least 72 units in college (if High School Graduate only, he or she must possess a special skill needed in the military service and certified by the Technical Education and Skills Development Authority or TESDA).
Interested applicants must be at least five feet in height for both male and female with ages from 18 to 26 years old on the start of the training. They must also be physically and mentally fit and has no pending case in any court.

DBM continues to implement budget reforms

CAGAYAN DE ORO CITY, March 9 (PIA) -- The
Department of Budget and Management (DBM) will continue to implement more
reforms in the budget process.
DBM-10 Regional Director Annabelle M. Atillo said it would roll out the “General Appropriations Act (GAA)-as-Release-Document” by 2014.
She said the budget process for fiscal year (FY) 2014 as contained under the National Budget Memorandum 115 issued last year will be undertaken within the context of the GAA as the budgetary release document.
It means that the GAA will be considered as a release document starting 2014 expediting the release of appropriations to department and agencies and making it more transparent, she further said.
There will also be no more continuing appropriations for the FY 2014.
Atillo emphasized that the validity of appropriations whether personal services, maintenance and other operating expenses, and capital outlays will be one year.
The other budget reforms include the observance of the Unified Account Code Structure (UACS) which harmonizes government account codes, and the Government Financial Management Information System (GIFMIS) which will generate real-time, reliable and accurate financial reports.
Also to be rolled-out is the Medium-term Information and Communications Technology Harmonization Initiative (MITHI), a system designed to integrate ICT operations of all government agencies and departments to ensure that the ICT programs and projects of the government is consistent with the five key result areas (KRAs) laid down in the Philippine Development Plan (PDP) 2011-2016. DENR 10 promotes Baliangao Protected Landscape & Seascape as an eco-tourism site

of Environment and Natural Resources (DENR), Region 10 is supporting the local
government of Baliangao, Misamis Occidental in promoting Baliangao Protected
Landscape and Seascape (BPLS) as an eco-tourism site.
Located in barangays Tugas, Misom, Sinian and Landing, the 299.9 hectare protected area thrives with 21 species of mangroves with Bakauan dominant in the said area. It has a 75 hectare marine sanctuary which is home to 39 colorful fish species.
Eco-tourism activities include boating, snorkeling, scuba diving and islet hopping. Nature walk can be done in the boardwalk of the Baliangao Protected Landscape and Seascape. The boardwalk which was constructed beneath the mangrove forests connects the islets from the mainland. It also serves as a research laboratory that offers educational and scientific values for marine researchers or related studies.
Proclamation No. 418 dated November 22, 2000 declared the wetland areas of Baliangao as a protected area under the category of Protected Landscape and Seascape. It is under the management jurisdiction of the DENR and administered in accordance with the provisions of the National Integrated Protected Areas System (NIPAS) Act of 1992, and its implementing rules and regulations. A Protected Area Management Board (PAMB) was established to strengthen the conservation and protection efforts of the area.
Last year a 3 hectare mangrove rehabilitation project was undertaken within the area under the National Greening Program (NGP). Other activities conducted in BPLS include managing the protected area, implementing the Biodiversity Monitoring System (BMS) and the Nature Conservation, Education and Extension in schools or communities visited.
Prior to its proclamation as a protected area it was known as the Misom Sea Sanctuary established by the local government of Baliangao, Misamis Occidental pursuant to Resolution No. 01, Series of 1991. The 74-hectare marine reserve at barangay Misom was established by the PIPULI Foundation, Inc., an environmental non-government organization.

observance of International Women’s Day (IWD) through giving gifts to 77
families and conducting medical and dental mission at Berjaya-Gawad Kalinga
(GK) resettlement area in Camaman-an, here.
Around 29 government agencies participated in the said event bringing along their presents to the typhoon Sendong survivors who were relocated in the area.
Clarissa C. Rosales, GA-WINGS 10 president, shared that such activity is conducted to simply share little blessings and to showcase the capabilities of women to extend help to those who are in need as a manifestation of the celebration’s theme, “Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan.”
Representatives from the Department of Health (DOH) and medical practitioners from the Northern Mindanao Medical Center (NMMC) also attended in the celebration and led the conduct of the medical mission.

Rafflesia - the flower that conquered the world, a
flies’ delight, lauded and maligned, the paradoxical and amazing flower which
can be seen in the Kalanganan sub-village in Barangay San Vicente, Baungon,
Bukidnon.
The Higaonon tribe living near the rainforests at the foot of Mt. Kitanglad were among first to see the unimposing plant which the natives call “Kolon Busaw.”
Governor P. Alex Calingasan said the plant should be nurtured and protected to help it grow and flourish.
“We are lucky that this rare plant sprouted in our woodland because as environmentalists say, it serves as an indicator of an extreme healthy and balanced nature,” Calingasan said.
The Provincial Tourism Office, Department of Environment and Natural Resources and Department of Tourism in Region 10 have coordinated with the local government of Baungon on safeguarding Rafflesia.
Pursuant to Republic Act 9147 or the Wildlife Resources and Protection Act, the local government of Baungon has ratified an ordinance prohibiting ripping up, uprooting and relocating the flower.
The ordinance also prohibits pulling woody vines.
Those found guilty of violating the law will be imprisoned from six to 12 years and will pay P100,000 to P1 million as penalty.
Rafflesia is recognized as the largest flower in the world. It lives on the stems and roots of woody vines. Its large, pink, five-lobed flowers are pollinated by carrion flies (meat flies).
It grows up to 91 cm (36 in) in width, with petals of 3 cm (1 inch) thick and 46 cm (18 in) long. It weighs as much as 7 to 11 kg (15-24 lbs).
Rafflesia, dubbed the “corpse flower” because of its putrid, carrion odor, is a genus of various parasitic, rootless, stem less, and leafless plants.
When this huge flower blooms, it emits the smell of rotting meat to attract insects - the Rafflesia's only hope for reproduction.
Although challenging, viewing a Rafflesia flower in bloom here will be a great memory of your trip to Bukidnon. (RLRB-PIA10, Bukidnon)

Liquor
ban takes effect on May 12 and 13

CITY, Misamis Occidental, Mar. 8 (PIA) -- The liquor ban shall be in force and
effect on the day before the election, on May 12, 2013 and on election day, May
13, 2013, the Commission on Elections (Comelec) said.
During
the period, it shall be unlawful for any person, including owners and managers
of hotels and establishments to sell, furnish, offer, buy, serve or take
intoxicating liquor anywhere in the Philippines.
However,
hotels and other establishments duly certified by the Department of Tourism
(DOT) as tourist-oriented and habitually in the business of catering to foreign
tourists may be exempted from the liquor ban.
On
the other hand, Comelec Resolution No. 9582, clarifies that only foreign
tourists taking intoxicating liquor in said authorized hotels or establishment
are exempted from the prohibition, Atty. Stalin A. Baguio, Provincial Elections
Supervisor (PES), said.
Meanwhile,
applications for exemption may be filed with and acted upon by the Regional
Elections Director (RED) of the National Capital Region (NCR), in cases of
hotels and other establishments located in the NCR, the PES with those in the
municipalities within their respective provinces and City Election Officers
(EO), for those located within their respective cities/districts.
Exemption
may be granted only upon compliance and submission of the
request/petition/application for exemption made under oath and must contain a
statement that the hotel/establishment operators/owners have not been convicted
for an election offense.
Also
required is a certification of the DOT that the requesting hotel is
tourist-oriented and habitually in the business of catering to foreign
tourists, currently licensed to do business and has paid the required taxes
and/or fees imposed by the government or any of its agencies or instruments.
Tasked
to implement Resolution 9582 are the Philippine National Police (PNP), National
Bureau of Investigation (NBI), RED, PES, EO, and the Comelec Election Laws
Enforcement Team, if any, which will be fielded by the Comelec in specific
areas, shall implement this resolution.
Violation
of said prohibited acts shall be punishable with imprisonment of not less than
one (1) year but not more than six (6) years and shall not be subject to
probation, and in addition, the guilty party shall suffer disqualification to

No campaigning on Holy Thursday and Good Friday - Comelec

OROQUIETA CITY, Misamis Occidental, Mar. 9
(PIA) – Campaigning is not allowed on Holy Thursday, March 28, and on Good
Friday, March 29, 2013, the Commission on Elections (Comelec) said.
This is in reverence to the Holy Week and
in order to give the people the full opportunity to ponder on its significance
and to properly observe the traditions with religious fervor without prejudice
of interest.
This is also stipulated in Comelec
Resolution No. 9385 entitled “Calendar of Activities and Prohibited Acts in
Connection with the May 13, 2013 National and Local Elections,” Atty. Stalin A.
Baguio, Provincial Elections Supervisor of Misamis Occidental, said.
Also prohibited during these two (2) days
are the following acts: Selling, furnishing, offering, buying, serving or
taking intoxicating liquor, as well as giving, accepting free transportation,
food, drinks, and things of value.
Baguio also said campaigning is prohibited
on the eve of the May 13 elections and all the same, furnishing, offering,
buying, serving or taking intoxicating liquor are prohibited.
On the other hand, prohibited on May 13, Election
Day, is voting more than once, or in substitution of another, as well as
soliciting votes or undertaking any propaganda for or against any candidate or
any political party within the polling place or within 30 meters from it.
Other prohibited acts on Election Day are
the opening of booths or stalls for the sale of merchandise or refreshments
within 30 meters from the polling place and holding of fairs, cockfights,
boxing, horse races, or any other similar sports, Comelec Resolution No. 9385

DSWD joins celebration for Women's Month

CAGAYAN DE ORO CITY, March
11 (PIA) -- The Department of Social Welfare and Development (DSWD) 10 field
office has joined other government offices and the private sector in
celebrating Women’s Month.
DSWD 10, with the Gender Advocates and Women in Government Service Region 10, participated in the celebration themed: "Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan," held at Camp Alagar, Lapasan, Cagayan de Oro City.
The celebration included a mass followed by a program where Regional Director Lynn S.F. Sicangco of the Commission on Audit 10 delivered the keynote message.
It aims to enable women to appreciate themselves as contributory to the success of the country and for them to be able to see how they can possibly change the society for the better. (Minda Magabilen/DSWD/RTP/EOR/PIA10)
Women organizations in Lanao Norte plant 1,000 mangrove seedlings
TUBOD, Lanao del Norte,
March 11 -- Women organizations from all over the province planted 1,000
mangrove seedlings at the town of Bacolod last March 8 in celebration of
International Women’s Day.
Among those who participated in the activity were policewomen from the provincial headquarters, members of the provincial gender and development committee, women’s groups from Magsaysay and Bacolod, members of the Armed Forces of the Philippines (AFP), provincial employees, provincial board members, Bacolod municipal officials and Liangan East elementary pupils.
“Mangrove planting is critical in protecting our coastal communities, especially during storm surges. We also let the students participate so they will appreciate nature and help in its preservation,” Provincial Disaster and Risk Reduction Management Office (PDRRMO) Head Marlyn Trozo said.
The event was organized by the Provincial Population Office (PPO), Provincial Social Welfare and Development Office (PSWDO) and PDRRMO.
The celebration which lasted a whole day started with a program followed with “larong Pinoy” (Pinoy games) in the afternoon. Winners received packs of noodles, household plastic wares and canned goods.
The tree planting activity is an annual program of PGAD, PSWDO, PDRRMO and PPO usually held during women’s month. (Lovely A. Rosario/PIO-LDN/PIA10)
