Malacanang says government hopes to achieve rice self sufficiency by 2014

The Aquino government expressed optimism that it would be able to achieve its goal of not importing rice by 2014, a Palace official said on Tuesday.

Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang that the Department of Agriculture, under the helm of Agriculture Secretary Proceso Alcala, has remained firm on its efforts to attain 100% rice self sufficiency by next year.

Lacierda said Alcala reported that the Philippines attained an increase in the productivity of rice since President Benigno S. Aquino III assumed his post in 2010.

According to Lacierda, Alcala cited the rice self-sufficiency program and overall growth in the crops subsector as the main growth drivers in attaining the agriculture growth.

"In 2010, we imported 2.4 million metric tons; in 2011, it was reduced to 860,000 metric tons; in 2012, it was further reduced to 500,000 metric tons; and in 2013, we are only importing 187,000 metric tons. By 2014, we will not be importing any metric tons," Lacierda said.

Lacierda noted that the Philippines is more focused on improving productivity in its rice sector to meet its rice self-sufficiency targets.

"Now, we’re just importing 8 percent of the 2.4 million metric tons in 2010, so you’ve seen the considerable increase in our own production, and the gradual lesser importation and by 2014, we will not be importing. This is according to Secretary Proceso Alcala," Lacierda said.


Aquino government vows to continue providing more scholarship programs for the poor

The Aquino government vowed to continue providing more scholarship programs for the poor but deserving students, saying that education remains one of the priorities of the government to help support the country’s economic growth.

Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang on Tuesday that the Commission on Higher Education (CHED) offers various scholarship programs aimed at providing better opportunities for the Filipinos, especially the youths.

"For instance, we’ve got scholarships for bright Filipino students whose general weighted average is 90 percent and above. The financial benefit is P30,000 per annum. We grants-in-aid for bright Filipino students whose general average is 85 to 89 percent and the grant is P15,000 per annum," Lacierda said.


"Then, we also have national integration study grant program for members of the cultural minority groups; selected ethnic group education assistance program for the members of the hill tribes," he said.

"Meron po tayong OPAPP (Office of the Presidential Adviser on the Peace Process)-CHED study grant program intended for former rebels and the legitimate and legitimized dependents which expands access to college education opportunities," Lacierda stressed.

The CHED offers Grand-In-Aid or “Tulong-Dunong”, under the DND-CHED-PASUC (Department of National Defense-Commission on Higher Education- Philippine Association of State Universities and Colleges) Study Grant Program, which is intended for dependents of killed-in-action (KIA), battle-related Complete Disability Discharged (CDD), and Combat and Active Military Personnel of the Armed Forces of the Philippines.

The commission gives education benefit to children of KIA-CDD-Combat in order to contribute to the well-being of the country's soldiers by ensuring their children’s education.

The CHED also provides the Student Loan Program with the component of Study-Now-Pay-Later Plan (SNPLP), according to Lacierda.

The program is designed to promote democratization of access to educational opportunities in the tertiary level to poor but deserving students through financial assistance in the form of an educational loan.

"Then, we have study grants for poverty alleviation. We have the Bangsamoro special grant-in-aid program and other CHED programs," he said.

The CHED is mandated to provide these scholarship programs pursuant to RA 7722, otherwise known as the “Higher Education Act of 1994.”

Lacierda said the government vows to implement more reforms in education by increasing the budget.

Bayani Challenge to take place in 3 sites of region 10

OZAMIZ CITY, Misamis Occidental, Mar. 20 (PIA) -- At least three of the 37 sites in the country that have been identified for the conduct of the 8th Bayanihan Challenge, from March 23-27, this year, are located in region 10.

These sites are Barangay Canitoan, Cagayan de Oro City, where most of the victims of 2011 Typhoon Sendong are relocated, as well as Barangay Kisolon in Sumilao, Bukidnon, and Purok V, Barangay Poblacion in Sapad, Lanao del Norte.

Thus, the organizers are inviting volunteers to join the activity to compose the “Army of Hope Builders who will work together to rebuild schools and homes,” in the aforementioned areas, on the said dates.

Described as a new version of the EDSA People Power, “the event is a challenge to every Filipino to put a halt to bickering and complaining and grab the opportunity to be part of the solution and become a modern day hero.”

Focused on this year’s theme of “Isang Bayan, Isang Bayanihan!” (One Community, One Team),”the volunteers will be grouped by 15 for a 5-day test of courage, endurance and love for country, who will engage in varied nation-building activities that include the construction and refurbishment of homes and schools, education sessions for children, tree-planting, clean-up drives, and health missions.”

It also include marathons, a Master Kusinero cooking competition, sports competitions and Laro ng Lahi games aimed to foster nurturing relationships between volunteers and the members of the empowered communities.

A multi-sectoral partnership spearheaded by Pilipinas Natin, the flagship volunteer program of the Presidential Communications Operations Office (PCOO), Bayani Challenge is participated in by a vast network that includes the following government agencies and non-government agencies, among many others:

PAAC kicks off 3-day surgical mission

CAGAYAN DE ORO CITY, Mar. 20 (PIA) -- The Philippine-American Association of Connecticut (PAAC) in partnership with Operation Blessing Foundation Philippines, Inc. (OB Philippines) and Capitol University Medical City started their three-day Tulong sa Kapwa 2013 Surgical Mission for Filipinos with serious health problems during a recent press conference.

Dr. Gino Ang, M.D., PAAC president; Dr. Kim April Pascual, chief operating officer OB Philippines; Dr. Rosalinda R. Deleste, CUMC president; and Dr. Jesus Jardin, CUMC mentor served as the key speakers of the said conference.

Dr. Ang, an anesthesiology specialist from New Haven, Connecticut, said that Tulong sa Kapwa came from the passion of various medical professionals from the US to help underprivileged Filipinos in fostering good health. “The objective of this mission this year is to do something that’s really more gratifying. I’ve never done a mission such as this where we actually do major surgical procedures,” Dr. Ang shared.

After a video presentation shown during the conference, Ang expressed his gratitude to their partner organizations who are helping those in need and he also added, “The challenge is to motivate others who have never seen the Operation Blessing video and for them to see, to get them to act, to get them to do something.”

Kim April Pascual, OB Philippines chief operating officer, also mentioned that their “Partnership with PAAC and Capitol University Medical City will surely give hope to our kababayans who have life-threatening medical conditions. They are desperate for surgeries that can help them live better lives.”

Dr. Deleste, on the other hand, mentioned that although CUMC is a private entity, they grabbed the chance to be of help to PAAC and OB Philippines.

OB Philippines is a non-profit organization and the humanitarian arm of CBN Asia Inc., producer of the 700 Club Asia. PAAC started its partnership with OB Philippines through a shared mission of facilitating and coordinating humanitarian efforts to and in the country.

DOLE-10 to conduct hands-on training on Child Labor Knowledge Sharing System

CAGAYAN DE ORO CITY, March 20 (PIA) -- The Department of Labor and Employment (DOLE) Regional Office 10 will conduct an orientation seminar and hands-on training on Child Labor Knowledge Sharing System (CLKKS) on March 26 at Dynasty Hotel, here.

Lawyer Johnson G. Cañete, DOLE-10 Regional Director, said the one-day activity aims to improve collaboration and data sharing among partners and advocates of child labor programs.

The CLKKS is an information technology tool for sharing relevant real-time data, foster communication, improve program monitoring and automate child labor case referrals.

It could be used in monitoring the programs of the partner agencies with an inventory of services being implemented by various service providers, he said.

The DOLE-10 hopes that this web-based system will provide some of the basic steps that will enable them and partner agencies realize the vision of a “Child Labor Free Philippines” as embodied under the new Philippine Program Against Child Labor. (APB/PIA10)

 

 

Billionaire coop in region 10 posts 12.34% hike in assets

OZAMIZ CITY, Misamis Occidental, Mar. 20 (PIA) -- A total of P6,327,687,301 in assets have been posted by the First Community Cooperative (FICCO), whose main office is located in Cagayan de Oro City, as of December, last year.

This amount is actually P694,861,017 or 12.34 percent higher compared to P5,632,826,284, its total assets at the end of 2011.

The assets already took in all of its 66 branches, including the newly opened branches of Makati City in Luzon, Mandaue City in Cebu and Tagbilaran City in Bohol.

Also included are the assets of the FICCO Bank of Misamis Occidental, Coop Bank of Davao del Sur and Coop Bank of Surigao del Sur, which were consolidated and approved by the Monetary Board of the Bangko Sentral ng Pilipinas (BSP), last September, into the Consolidated Coop Bank (CCB).

Meanwhile, the data presented during a recent general assembly of the members of FICCO Main Branch show that the coop’s investments grew from P196.4 million in 2011 to P614.27 million in 2012 or 212.8 percent.

Its real and other properties, also grew from P25.2 million to P54.89 million or 117 percent and its prepayments, receivables and other assets, from P195.6 million to P266.75 million or 36.24 percent.

Likewise, its loan receivables grew from P4.05 billion to P4.8 billion or 18.4 percent, inventories, from P29.5 million to P31.18 million or 5.8 percent and property and equipment, from P180.6 million to P186.18 million or 3.1 percent.

However, its cash and cash equivalents dropped from P944 million to P366.64 million or negative 61.2 percent and its intangible assets, from P2.6 million to P1.96 million or negative 24.2 percent. (RCAguhob/PIA10-Misamis Occidental)


BIR Region 16 to roll-out mobile collection system

CAGAYAN DE ORO CITY, March 20 (PIA) -- The Bureau of Internal Revenue (BIR), Revenue Region (RR) 16 will soon implement the Mobile Revenue Collection Officers System (MRCOS), a system that immediately captures tax payments made by taxpayers.

Blandina L. Florante, BIR-RR16 Collection Division Chief, said the MRCOS is an automated and integrated system that provides for mobile receipting of tax payments, immediate issuance of official receipt for the captured tax payment data, and automatic generation of collection reports.

It comprises of a handy printer and a wireless device with internet connection and GPRS access.

According to her, the system is capable of providing real time collection information from RCOs and facilitates the efficient and faster reconciliation of the tax payment of taxpayers with the remittances of the RCOs.

While it will afford immediate service to the taxpayers, the MRCOs will also enable RCOs to focus on their primary responsibility of accepting tax payments.

It will unburden the RCOs of the manual process of preparing collection reports and accountability reporting of receipt booklets, she said. (APB/PIA10)


CdeO, Bukidnon ink MOA for protection of river basin

 

CAGAYAN DE ORO CITY, March 20 -- The city government of Cagayan de Oro and the province of Bukidnon are set to sign a Memorandum of Agreement (MOA) to undertake harmonized measures on Disaster Risk Reduction and Management/Climate Change Act on March 21.

Spearheaded by the Department of the Interior and Local Government (DILG) in region 10, the parties to the MOA shall agree to undertake climate change adaptation measures and disaster preparedness activities; pursue advocacy, monitoring and data banking using up-to-date technology and community-based approaches; create legislative action and policy support; and provide budgetary support as to allow local governments the flexibility to operationalize the programs/projects/activities towards disaster risk reduction, preparedness, mitigation and rehabilitation, among others.

Further, Baungon, Talakag and Libona towns in Bukidnon will also participate in the MOA signing.

Meanwhile, the aftermath of the devastation brought about by Typhoon Sendong in December 2011 necessitates that the city, municipalities and barangays traversed by the Cagayan de Oro river shall enhance their collaborative capacity to be more proactively involved and fully engaged in addressing the threats of disaster and climate change adaptation.

Bukidnon Governor Alex P. Calingasan and Cagayan de Oro City Mayor Vicente Y. Emano are among the signatories in the MOA.

Committee meets to map blueprint for inter-agency environmental campaign

CAGAYAN DE ORO CITY, March 20 (PIA) -- The Regional Interagency Steering Committee on Environmental Education (RIASCEE) here has started threshing out sectoral action plans to boosts environmental awareness campaign.

Aside from the member agencies individual action plan, the committee has agreed to visit and showcase processing plants adopting the zero waste management program, as well as, pilot one community in the conduct of a special environmental event.

The team is now currently matching up the integration of the environmental education activities to its individual programs and projects, ensuring widest audience reach as possible.

Engr. Dovee Cherry Geollegue, regional Solid Waste Management (SWM) Section Chief of the Department of Environment and Natural Resources-Environment Management Bureau (DENR-EMB), meanwhile, explained that RIASCEE is created with the passage of RA 9512 otherwise known as the “National Environmental Awareness and Education Act of 2008”. Bamboo Industry in Lanao Norte avail financing programs

CAGAYAN DE ORO CITY, March 20 (PIA) -- The Bamboo Industry in Lanao del Norte through the initiative of the Department of Trade and Industry (DTI) can now avail of various financing programs such as loans and grants from the different key stakeholders in the government and private institutions.

The Department of Science and Technology (DOST), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), Iligan City Agriculture, Landbank of the Philippines (LBP), Central Mindanao University (CMU), and Axent Resources Corporation presented financing programs (loan and grants) which the Bamboo industry players of Lanao del Norte could avail.

Irwin Jayson Jamaca of DTI in Lanao del Norte said that Axent Resources Corporation, an exporter and a large-scale buyer of engineered bamboo have partnered with LBP and presented said programs for the bamboo cluster.

Further, Axent also prompted the Industry players that the factory needs more than 400,000 bamboo slats.

According to Irwin, DTI-Lanao del Norte aims to conduct 30 more Business Opportunity Seminar on Bamboo for the entire year of 2013 to further promote the industry.

New PIA chief is a volunteerism champion

OZAMIZ CITY, Misamis Occidental, Mar. 20 (PIA) -- Jose Mari M. Oquiňena, the new Director General (DG) of the Philippine Information Agency (PIA), is a volunteerism champion.

Currently holding the post of Undersecretary for Special Concerns at the Presidential Communications Operations Office (PCOO), DG Oquiňena founded Pilipinas Natin, a nationwide volunteer program, which brings the message across to all Filipinos that “the Aquino government is committed to its promise to engage the citizenry in nation building through volunteerism.”

Pilipinas Natin has now become a convergence for local government units, non-government organizations, the academe, business and other sectors to mobilize volunteers into doing community development programs .

During a recent meeting with the information center managers (ICM) of the PIA, Oquinena said, “Community development should not be held hostage due to the problem of lack of funds.”

His wealth of experience as operations head of Gawad Kalinga, that provide not only houses to the needy, but a community, as well, has convinced the PIA director general that advancement of the Filipino race can be achieved through collective action.

As such, “Oquiňena envisions the spirit of Bayanihan becoming the pervading culture, not only in PIA but in the whole country, particularly, in embracing the task of communicating the central message that every Filipino is born a hero and a nation-builder too.”

Married to Mary Jade Perez of Cagayan de Oro City, with whom he has two daughters, Pia, 6, and Micah, 3, Oquiňena was born on September 26, 1969 in Cebu and grew up in Bacolod City.

He holds a Bachelor’s Degree in Industrial Management from the University of Negros Occidental and completed his Masters in Management from the Asian Institute of Management (AIM) under the Bridging Leadership Fellowship Program in 2009.

DOT 10 pushes for MICE in CdeO

CAGAYAN DE ORO CITY, March 20 (PIA) -- The Department of Tourism (DOT) region 10 will push for MICE or Meetings, Incentives, Conference and Exhibitions to gain tourists in the city and entire Northern Mindanao in the coming years.

DOT region 10 director Catalino E. Chan III said the Philippines increased in international tourist arrivals by 9.12% with over five million coming in compared to over four million of foreign arrivals in 2010.

Additionally, more than half or 61.5% of these come from the Asia Pacific region as documented in the 2010 profile of international tourists. Top in the list is Korea by 21%, United States of America (USA) by 17% and Japan by 10%.

The main purpose of these visits is usually to meet friends, relatives and conduct business. About $83.93 or P3, 608.99 is the average expenditure per day for these tourists with top destinations in the country including Camiguin and Cagayan de Oro in region 10 specifically.

Indeed, tourism means business, he said.

The branding “It’s more fun in the Philippines” is not only to inform tourists of beautiful destinations in the country but also have them experience the great amenities and services these destinations have to offer," said director Chan.

For region 10 and Cagayan de Oro, he wishes to push for MICE.

Director Chan foresees that in 15 years, Cagayan de Oro and the entire region 10 will be flocked by various groups national and international and become venues for huge conventions and getaways of corporate and non-corporate meetings.

So far, DOT-10 is continuously accrediting hotels in the region and their next step is to accredit taxi drivers as they are the main transportation for tourists here. (JMOR/PIA10)

 

 

F.A.N. Day nationwide roadshow for PWDs goes to Iligan

ILIGAN CITY, Lanao del Norte, March 19 (PIA)-- The campaign to get more Persons With Disabilities (PWDs) to participate in the coming May elections had their last stop in Iligan City on March 14 and 15, 2013.

Dubbed Fully Abled Nation (F.A.N.) Day, the nationwide roadshow aims to make the elections easier and more convenient for the PWDs.

The roadshow forum also aims to strengthen the engagement with the identified audience of the campaign -- the PWDs through the Disabled peoples organizations (DPOs) as well as agencies and groups that may facilitate their participation in the 2013 Midterm Elections.

Aside from creating awareness and building constituency for PWD concerns, the roadshow provides opportunity for local issues to be discussed and addressed.

On the first day, March 14, the F.A.N. Advocacy Campaign was presented by Emil Tapnio, assistant program officer of The Asia Foundation (TAF) to participants from various national government agencies, civil society, local government unit, and other groups in attendance. It tackled the conduct of a Disability-Sensitivity Workshop for government personnel, media and other stakeholders. This was to gain support from other stakeholders for PWD registration and participation in the May 2013 polls.

While Atty Joseph Hamilton Cuevas, provincial election supervisor for Lanao del Norte discussed the Commission on Elections’ (COMELEC) own Disability-Inclusive Program, conducted on March 15, followed in by updates from the National Council on Disability Affairs (NCDA) by its Executive Director Carmen Zubiaga.

An actual demonstration on the Precinct Count Optical Scan (PCOS) machine was shown by Zainab Arumpac of Comelec Lanao del Norte. PWDs were made to do hands-on execution of the machine.

Among other issues raised during the open forum were requests for special polling booths for PWDs, that would minimize the hassles and difficulties of exercising their right to vote, and their transportation in going to precinct center, especially at the far-flung areas where clustering is implemented.

Capping the day’s activity was the Citizen Journalism Workshop conducted by Inday Varona of ABS-CBN Bayan Mo, Ipatrol Mo. This would encourage citizens to report on air the issues/problems which the community is at stake and that leaders in the community to take immediate action, and also reports showing the goods deeds done by a ‘Pinoy’ in their community.

Nationwide, the project areas identified with high number of DPOs based on the NCDA’s database are the following: Manila, Cities of Legazpi (Albay), Cotabato and ARMM, Davao, La Union, Iloilo, Dumaguete, Zamboanga, and Iligan.

Among the F.A.N. roadshow components include: voter’s education for PWDs; facilitation of dialogue between DPOs, LGUs and other concerned government agencies; presentation and distribution of F.A.N. campaign materials including instructional audio-visual presentations and radio infomercials; Disability-Sensitivity Workshop for government personnel, media and other stakeholders; press conference with DPOs, school officials and leaders; and publicity and media coverage.

F.A.N. is spearheaded by TAF, with support from the Australian Agency for International Development (AusAID), and conducted in partnership with the COMELEC and the DPOs.

Fully Abled Nation is a part of a three-year program that seeks to heighten voter awareness among PWDs. The F.A.N. national roadshow is in collaboration with the Foundation for Communication Initiatives, Inc. (FOCI).
