Marawi City Revenue Officer is Presidential Lingkod Bayan awardee

MARAWI CITY, Lanao del Sur, Oct. 10 (PIA) -- Marawi City's chief revenue officer is a recipient of this year's Presidential Lingkod Bayan award. 

Chief Revenue Officer Aminoding B. Macarampat of Revenue District Office (RDO) 102 was named as one of the awardees in a ceremony held at the Rizal Hall in Malacañang Palace with President Benigno S. Aquino III conferring the award last September 19. 

Macarampat received the award for his perseverance and exemplary leadership in steering RDO 102 to consistently achieve its collection targets since his assumption to office in 2009. 

RDO 102 was able to exceed its collection goal by 8.37 percent or P24 million in 2011 under his watch, according to the Bureau of Internal Revenue (BIR) Revenue Region 16 (RR16). 

He personally led the conduct of extensive tax information and education campaign in the province and convinced taxpayers to pay their tax obligations to the government emphasizing that tax is the lifeblood of the government and will be returned to the taxpayers in the form of government projects and programs. 

Macarampat also undertook tax mapping operations to educate the business community of their registration and bookeeping requirements. 

He even had door-to-door campaigns, conducted dialogues, and strengthened the relationship between the BIR and the local government units (LGUs) in the area which resulted to the collection of withholding taxes from LGUs, the BIR-RR16 said. 

The Presidential Lingkod Bayan Award is one the three award categories administered by the Civil Service Commission annually under its Honor Awards Program to recognize the outstanding performance and contributions of officials and employees in the bureaucracy. 

The awarding was one of the highlights of the 112th Philippine Civil Service Anniversary celebration. (APB/PIA-10)


500 campus journalists attend 2012 MOSD Press Conference

OROQUIETA CITY, Misamis Occidental, Oct. 10 (PIA) -- Some 500 campus journalists from the elementary and high schools of the Misamis Occidental Schools Division (MOSD) participated in the recent three-day Press Conference held in Jimenez Elementary School. 

A yearly activity of all the schools division of the Department of Education (DepEd), the press conference aims to develop and improve the writing and broadcasting skills of the students who are eyeing to become professional news writers and radio and television reporters, Schools Division Superintendent (SDS) Jonathan S. Dela Peňa said. 

These campus journalists were taught the elements of writing, broadcasting and tips in getting photos for purposes of dissemination and underwent competitions in the field right in the schools where they came from. 

Winners in the said competitions in the school level attended the division and provincial competitions. In turn, winners in these levels attended the regional and national levels, SDS Dela Peňa also said. 

Meanwhile, in his message during the opening of the Press Conference, Dr. Edwin Maribojoc, Assistant SDS, encouraged the participants to enrich their knowledge and skills in journalism because it can help so much in the development of a community. 

Through this profession, people will be enlightened and will be able to understand about the programs of the government in their areas, so that in return, they will support these programs, Maribojoc said. 

He also encouraged them to remain steadfast in their reports for the truth and those which could make the people improve their lives and refrain from those which could bring more chaos than peace. 

Education Supervisor Joanette Clarpondel Caparas of MOSD believes that disseminating information, either through print or broadcast, can help in community development.

PCG-Mis. Occ. plant 1,000 mangrove trees, gathers 150 bags of marine debris

OZAMIZ CITY, Misamis Occidental, Oct. 10 (PIA) -- At least 1,000 mangrove seedlings were planted by personnel of the Philippine Coast Guards (PCG) in Misamis Occidental during the recent 2012 National Maritime Week (NMW) celebration. 

These mangrove seedlings were planted in the coastal areas of Punta Blanca, Barangay Mobod, Oroquieta City, said Chief Petty Officer (CPO) Anecito W. Tero, Commander of PCG- Station in Ozamiz. 

During the week, Tero said personnel of PCG-Ozamiz, together with those from the PCG Detachment in Oroquieta City, also conducted the ”Scubasurero,” a coastal clean-up project in four (4) different locations of the province, namely: Port Area, Cotta Beach and Barangay Villa Consuelo, in Ozamiz City and at the Fish Port, Oroquieta City. 

The activity was participated in by the 1002nd PCG Auxiliary Squadron, Philippine National Police (PNP)-Maritime Group, Philippine Ports Authority (PPA) and students from the Misamis Institute Technology (MIT), among others. 

Focused on the theme: “International Monitoring Organization (IMO)- One Hundred Years After Titanic,” the NMW celebration, last Sept. 24-29, was an example for all concerned citizens to know the value of marine environment. 

“With this simple act of preservation of our marine environment, we have not only accomplished our mandated task, but also as residents of this city and ambassador of ‘Safer Ships and Cleaner Seas,’” Tero said. 

Meanwhile, a total of 150 pieces of garbage bags were used in the Scubasurero/ clean-up project that covered an area of about 500 square meters. 

The collected marine debris included an assortment of the following: bleach/cleaner bottles, used clothing, worn-out shoes, cigarette filters, building materials, baby and adult diapers, beverage wrappers/bottles, ropes and leaves of trees, Tero added. (RCA/PIA10-Misamis Occidental) 


4000 cooperators join 11th National Cooperative Summit in CDO

CAGAYAN DE ORO CITY, Oct. 10 -- After a decade, the Cagayan de Oro, the City of Golden Freindship, will again host the 11th National Cooperative Summit from October 10 to 12. This is in time with the celebration of the International Year of Cooperatives as United Nations Declared. 

Four thousand cooperative officers, delegates and advocates all over the country are attending the Summit. 

The National Cooperative Summit is held biennially with the Philippine Cooperative Center (PCC) as the Lead Convenor and Cooperative Development Authority (CDA) as the Co-convenor. The summit began in 1996. 

The first Summit was held in Malolos, Bulacan in 1995. The 6th Summit was held here in Cagayan de Oro while the 10th Summit was held in Araneta Coliseum. 

The Summit is the biggest gathering of cooperative leaders and advocates nationwide to come up with a common development agenda and address urgent or critical strategic concerns of the cooperative movement. 

The theme for this year’s 11th National Cooperative Summit: “Cooperative Enterprises Build a Better Philippines” is culled from the theme of the International Year of Cooperatives: “Cooperative Enterprises Build a Better World” in recognition of the role of cooperatives in the socioeconomic development of Nations. 

This year Summit is focusing on cooperatives as a strategy in building integrated community enterprises that support members’ livelihood and promotes members’ productivity and entrepreneurship. Good governance, development of the agricultural sector and climate change are also high on the agenda of this Summit. 

Among the agenda of the Summit are cooperative business integration, agribusiness, climate change, risk mitigation and cooperative good governance standards. 

Among the local host of the 11th Summit are CLIMBS, FICCO, MASS SPECC, NATCCO, PFCCO Mindanao League and CDA Region 10.

4ID troopers uphold peace

CAMP EVANGELISTA, Cagayan de Oro City, Oct. 10 -- The 4th Infantry “Diamond” Division through its infantry battalions encountered New Peoples Army (NPAs) of Guerilla Front 34 and Guerilla Front 3 of Southern Mindanao Regional Committee, Guerilla Front 4A of North Central Mindanao Regional Committee and Guerilla Front 16 of North Eastern Mindanao Regional Committee on four separate incidents last October 5, 7 and 8, 2012. 

The four encounters resulted in the death of two government troops (one PNP personnel and one soldier) and three members of the New People’s Army. 

The first encounter was on October 5, 2012 at 5:30 a.m., between the elements of Charlie Company, 26IB and NPAs believed to be members of Guerilla Front 34, SMRC at barangay Kauswagan, Loreto, Agusan del Sur where the troops recovered one civilian back pack, one poncho, one jungle hammock and assorted canned goods. 

The second encounter was on October 7, 2012 at 11:30 before noon, between the elements of Alpha Company, 8IB and NPAs believed to be members of Guerilla Front 4A, NCMRC at barangay Dumalaguing, Impasug-ong, Bukidnon wherein one soldier (name still withheld) and one still unidentified NPA member died. The troops recovered an AK-47 rifle during the incident. 

The third encounter was on October 8, 2012 at 8:56 a.m., between the elements of Alpha Company, 30IB and NPAs believed to be members of Guerilla Front 16, NEMRC at sitio Boy Banwa, Camam-onan, Gigaquit, Surigao del Norter wherein one Philippine National Police (PNP) personnel and one NPA member died. The troops recovered one bandoleer with four magazines and 160 rounds of ammunition of an AK-47 rifle. 

A separate encounter on the same day happened at 9:00 a.m. between the joint elements of 26IB, 23IB CAA, Agusan del Sur Provincial Public Safety Company (PPSC) and 133rd Regional Public Safety Company (RPSC) against the NPAs under aka Rigor believed to be members of Guerilla Front 3, SMRC at Sitio Kilangcog, Brgy Caigangan, Veruela, Agusan del Sur wherein one PNP personnel (name still withheld) and one still unidentified NPA member died. The troops recovered the abducted CAA Jessie Agravante of La Fortuna Patrol Base and other war materiel, such as, one grenade, bandoleers, linked ammunition of Caliber 30 machine gun, landmines, and empty shells of assorted firearms. 

Brigadier General Romeo L. Gapuz, Acting Commander, 4ID said, “These are proofs of our serious efforts to bring peace in 4ID area even if it means risking our own life. The NPAs also loss some of their comrades which should have been prevented only if they responded to the government’s call for them to abandon the armed struggle and embrace the democracy and join the mainstream of the society.” 

“To our soldiers and PNP personnel who died, I salute you for fighting for peace until your last breath, you will forever be remembered, we will not fail you, we will continue to fight to bring peace to the Filipino people,” Gapuz added. (4CMO/4ID/PIA10)


City council endorses 2012 October Rush Open Downriver Challenge

CAGAYAN DE ORO CITY, Oct. 10 --The City Council has endorsed the October Rush Downriver Challenge slated on October 26 to 28. 

At the regular session Tuesday morning presided over by Councilor Ramon G. Tabor, the 16th City Council headed by Vice Mayor Caesar Ian Acenas adopted a resolution endorsing and supporting the activity, which will take place at the lower and middle section of the Cagayan de Oro River. 

The river rafting challenge is being spearheaded by the Whitewater Junkies, an organization of riverguides who want to keep the legacy of the river of Cagayan de Oro alive. 

The organizers said the activity aims to bring back the essence of paddling as an official sport of Cagayan de Oro, to unify outdoor and paddling enthusiasts in one event and to promote the city by making it an annual event. 

Local and international tourists who are outdoor paddling sports enthusiasts and residents, 15 to 40 years old can select among the three disciplines: the Sprint, Head-to-Head (H2H) and Downriver challenge. 

The sprint and Head-to-Head challenges will be held at the put-in of the lower section of the Cagayan de Oro River passing through two major rapids of class II and III, while the Downriver Challenge will be held at the put-in of the middle section down to the put-in of the lower section passing through nine major rapids of class II and III. 

The organizers informed the city government that a percentage of the proceeds will be used to fund the medical missions of the Hinikawan project, a group of health practitioners, outdoor groups, environment organizations, artists, musicians and individuals who organized themselves to pool their resources and manpower to provide relief and medical attention to the distressed and underserved areas of Northern Mindanao.

Comelec comes up with rulings on multi-type applications for registration

OROQUIETA CITY, Misamis Occidental, Oct 10 (PIA) -- The Commission on Elections (Comelec) has resolved to adopt a number of guidelines to accommodate multi-type of applications relative to the resumption of the continuing registration. 

The continuing registration was suspended during the October 1 to 5 filing of the certificates of candidacies, Lawyer Renato A. Magbutay, regional elections director of Comelec-10, said. 

Magbutay said it was observed in the previous registration period that applicants filed more than one or multi-type of application with the Office of the Election Officers (OEO), such as transfer with reactivation and correction of entries, reactivation with correction of entries, and transfer with correction of entries. 

However, the said nature of applications is not covered in the existing rules and regulations and current voter registration system installed in the voter registration machines. 

In view of the absence of the rules and regulations and the applicable system to serve the multi-type of applications, the applicants are required to return back to the OEO on the next quarter of registration period to complete the other transaction, thereby causing inconvenience to the voters. 

Thus, to avoid inconvenience to the applicant-voters with multi-type of applications, the Comelec has ordered the election officers/acting officers/election assistant to accept and process application for transfer with reactivation and correction of entries, reactivation with correction of entries, and transfer with correction of entries. 

It also ordered them to strictly observe the procedure embodied in Resolution No. 9149, as to the manner of the reception, verification of the application filed and the taking of demographics and biometrics data, if necessary. 

The voter-applicants are then asked to fill-up and accomplish the prescribed forms corresponding to the types of transaction applied for and the total number of multi-type of applications filed in the OEO to be reflected in the quarterly progress report. (RCA-PIA10, Misamis Occidental)


3,823 indigent residents of Ozamiz receive PhilHealth cards

OZAMIZ CITY, Misamis Occidental, Oct 10 (PIA) -- A total of 3,823 indigent residents from the 18 barangays of the city had received their Philhealth Cards. 

These Philhealth Cards were distributed during the conduct of Barangay Nova, a medical-dental outreach program, along with the services of the different government agencies sponsored by the city government. 

The Barangay Nova project is aimed at giving the residents access to government services, thereby bringing the government closer to the people, Mayor Nova Princess E. Parojinog-Echavez said. 

Also distributed together with the Philhealth Card is the Member Data Record, a primary document in claims availment. As observed, the availability of the MDR, which the residents have to secure first whenever one their family members is hospitalized, usually gives them the ease from lining-up for the said health benefits, the mayor said.

DA chief visits model agri research center, promotes AgriPinoy

MALAYBALAY CITY, Bukidnon, Oct. 9 --Department of Agriculture (DA) Secretary Proceso Alcala recently visited the Northern Mindanao Integrated Agricultural Research Center (NOMIARC) in Bukidnon to advance farmers’ knowledge on latest innovations and techniques in dynamic farming as demonstrated in AgriPinoy program. 

NOMIARC, one of the country’s models in the field of agricultural trainings and studies, has featured more than 70 products, technologies and services for this year. 

Demonstrations are showcased on rice, corn, adlai (an alternative staple food), vegetables, legumes, rootcrops, sweet sorghum, coffee, white potato, integrated farming systems, livestock, value-adding technologies, among others. 

Aside from exhibiting potential crop varieties and livestock breeds, nutrient and fertilizer management and integrated farming systems, the Center also featured the development of climate change adaptation farming systems, organic crop production technologies and NOMIARC-produced value-added products/food innovations in the form of chips, polvoron, juice and wine. 

In his keynote speech, Alcala said the government, through the AgriPinoy Program, has allocated funds to support agricultural expositions and events that promote farm products, technologies, and major farm projects geared towards uplifting farmers’ lives. 

“A total of P23 million farm implements and inputs will be given to the farmers, here, to boost rural development and agricultural innovations,” the Secretary said. 

He added that the DA-granted farm facilities could also reduce post harvest losses of rice, corn and other grains and staples. 

Farm implements and planting materials turned over during the agri expo and farmers’ day were two units hermetic storage worth P65,000 each; four units collapsible dryer at P27,000 each; 10 units knapsack sprayer, P2,500 each; 30 units drum seeder, P9,250 each; 30 units sickle, P165 each; 30 units rotary weeder, P3,900 each; 50 bags Open Pollinated Variety (OPV) white corn seeds,P460.00/bag; vegetable seeds, coffee seedlings, handbags with information materials, among others.

PhilHealth-10 launches Primary Care Benefit Package in MisOr

CAGAYAN DE ORO CITY, Oct. 9 (PIA) --The Northern Mindanao Office of Philippine Health Insurance Corporation launched yesterday its Primary Care Benefit 1 (PCB 1) Package in Misamis Oriental province. 

The PCB 1 launching, held at the Tagoloan Covered Court, was carried-out together with the conduct of the mobile orientation, validation, and enrolment scheme dubbed PhilHealth MOVES. 

PhilHealth-10 PCB Coordinator Gerion P. Cabang said the PCB 1 is an enhanced and improved version of the Outpatient Benefit Package. 

He said it aims to expand the number of services for PhilHealth members, increase the utilization rate for services included in the Primary Health Care benefits, and ensure complete and timely reporting of health data. 

PCB 1 also intends to enhance incentives for PCB providers to promote healthy behavior, and prevent diseases and its associated complications, he added. 

The enhanced benefit package covers PhilHealth members under the Sponsored Program, Organized Groups, and Overseas Workers Programs, including their qualified dependents. 

Included in the PCB 1 package are primary benefits such as consultations, visual inspection with acetic acid, regular blood pressure measurements, periodic clinical breast examinations, body measurements, digital rectal examination, and health promotion like breastfeeding program education, counseling for lifestyle modification and smoking cessation. 

Also provided under the new package are diagnostic examinations such as complete blood count, urinalysis, fecalysis, sputum microscopy, fasting blood sugar, lipid profile and chest x-ray. 

Members can likewise avail of free medicines for acute gastroenteritis with no or mild dehydration, urinary tract infection, upper respiratory tract infection/pneumonia, and asthma, including nebulization services. (APB/PIA-10)


AFP Vice Chief of Staff visits 4ID

CAMPEVANGELISTA, Cagayan de Oro City, Oct 9 -- The Vice Chief of Staff of the Armed Forces of the Philippines visited the army’s 4th Infantry “Diamond” Division at 8 a.m. here today. 

Lieutenant General Reynaldo B. Mapagu AFP was received by Brigadier General Romeo L. Gapuz, 4ID Acting Division Commander. 

Synchronized with the awarding of residential lots to the beneficiaries of soldiers who were Killed-In-Action (KIA) during combat encounters against insurgents, his visit is also considered as his farewell visit since he will be retiring on October 22, 2012 after serving in the armed forces for 38 dedicated years. 

He will retire in his current position as the Vice Chief of Staff and at the same time the Chairman of the Armed Forces of the Philippines (AFP) Housing Board. 

In his message, LtGen. Mapagu cited and thanked the Diamond troopers for their commendable performance and assistance to the people of Cagayan de Oro during the onset of tropical storm Sendong. He also encouraged every soldier to strive for excellence, not just making it as their goal but making excellence their way of life. (4CMO/4ID/PIA10)
