NEDA-10 holds experts' forum on disaster risk reduction, management

CAGAYAN DE ORO CITY, Oct 12 -- The National Economic and Development Authority of Region X (NEDA-10), in partnership with the Climate Change Commission (CCC), held a Regional Experts’ Forum on Disaster Risk Reduction and Management (DRRM) on October 10 and 11 in Cagayan de Oro City.

The group of experts reviewed the methods used in disaster risk/vulnerability assessments (DR/VAs) for the provinces of Misamis Oriental, Lanao del Norte and the cities of Cagayan de Oro and Iligan.

The draft DR/VAs of these local government units (LGU), along with the other three provinces in the region and Valencia City, are initial outputs of the Enhancing Capacities on DRRM/CCA Project being implemented by the NEDA, the Regional Land Use Committee and the LGUs.

The activity also sought to identify areas of collaboration between the on-going project and a newer and bigger project being implemented by the CCC, the Project Climate Twin Phoenix, whose areas of coverage are the two cities heavily hit by tropical storm “Sendong,” – Cagayan de Oro, Iligan and surrounding communities.

Some of the experts’ suggestions were taking into consideration the whole watershed area of Cagayan de Oro and Iligan cities, especially its geomorphology, sub-ranking the watershed’s river systems and identifying those which caused the severest damage; including future climate scenarios and household-level impact among the vulnerability indicators; emphasizing adaptive capacities of communities in vulnerability assessment; and localizing and laymanizing information to generate community support.

The group of experts included Assistant Secretary Joyceline A. Goco, the deputy executive director of the CCC; Housing and Land Use Regulatory Board (HLURB) Commissioner Linda Malenab-Hornilla; Sevillo D. David, Jr. of the Department of Environment and Natural Resources-Mines and Geosciences Bureau (DENR-MGB); Rosalinda G. de Guzman and Rosalie Pagulayan of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa); Karen Ann B. Jago-on of the University of the Philippines (UP)-School of Urban and Regional Planning; Oscar P. Ferrer of the UP-College of Social Work and Community Development; Susan Rachel G. Jose, consultant of the Project Climate Twin Phoenix; and Forester Raoul T. Geollegue, water management specialist of Enterprise Works Worldwide Philippines Inc. (EWWP).

Also in attendance were representatives of LGU, selected line agencies, non-government organizations, private sector, state universities and colleges and higher education institutions.

NEDA-10 Director Leon M. Dacanay Jr. expressed appreciation of the support of the provincial governors and city mayors in the preparation of the DR/VA reports.

In his closing remarks, Regional Development Council (RDC-10) Chairperson and Iligan City Mayor Lawrence Ll. Cruz, enjoined the LGUs to recognize the value of the disaster and vulnerability assessments as technical inputs into the local development and land use plans. These assessments will enhance the strategy- and policy-making of the local planners and decision-makers, leading to the formulation of more appropriate zoning ordinances. (Peleta B.
